Significant coal reserves in New South Wales lie underneath major bodies of natural and stored surface waters. In order that mining can occur safely and without any adverse effect on the surface, various statutory provisions and administrative guidelines have been framed for regulating the surface and sub-surface strata disturbance. There are particular bases for the existing guidelines and the assumptions which were made in their choice. Evaluation of the guidelines in the light of the knowledge gained during the last ten years indicates that they are conservative in some cases and can be made less restrictive without lowering the safety standards. The suggested changes include reduced width for pillars in both bord and pillar first workings and panel and pillar workings, and increased level of extraction for a given degree of subsidence. Changes, if implemented, would lead to increased coal recovery.

Minnovare identified the potential to improve production drilling outcomes in underground long-hole stopes through the adaptation of new technology which was under ongoing development. An approach to Evolution Mining resulted in the companies agreeing to a collaborative agreement to further develop the technology for use on underground long-hole drilling equipment. During a period of six months in FY2018, a series of trials were conducted to compare drilling accuracy using two different methodologies and the subsequent impact this had on ore dilution. Testing was conducted at Cracow underground gold mine in Queensland, Australia. The drill rig’s existing setup/alignment process was compared to the new technology system with the following observations: • Using the existing process only 20% of holes surveyed recorded toe points within the +/ 300mm (11.8in) tolerance blast-hole deviation. • The new technology was proven to limit rig setup/alignment error, reducing average blasthole deviation and increasing the number of holes drilled within tolerance by 160%. The increased accuracy reduced stope dilution by reducing over-break of subgrade ore: • Stopes drilled using the new technology recorded 62.6% less average dilution. • This contributed to an overall reduction in dilution for the full year (FY18) of 5 percentage points compared to FY17 - from 22% to 17% (a net decrease of 22.7%). • With the system implemented as standard practice following results of the FY18 trial and continued success, overall dilution for full year FY19 showed continued reduction to 12% Evolution has continued use of the new technology at Cracow, where the improved accuracy has allowed the extraction of narrower stopes where drilling accuracy is critical. Evolution has also deployed the technology at the Mungari operation and has stipulated that the contractor use the technology at the Mt Carlton operation, which is currently under development. Future implementation of the Development Optimiser system should be verified by commencing additional trials to include a larger data base for validating the initial trial results.

THE area of the State of New South Wales is not great, nevertheless it has very large and important Mineral Resources. This is the more noticeable when the values of the annual mineral production from the individual States of the Commonwealth arecompared with the value of the New South Wales production. The principal minerals mined now are not gold, copper, and tin, as they were in the early years following the gold rush of 1851, the centre of gravity of commercial mineral activity having moved to coal and "oil-shale," water, limestone (with cement), silver-lead-zinc cadmium, sulphur, slate and other building and ornamental stone, road materials, and clays.From small areas totalling only 650 sq. miles, coal to the extent of 311,000,000 tons, valued at £151,000,000, has been won.The estimate of actual and probable reserves by the Mines Department within an area of less than 1000 sq. miles is about 14,000,000,000 tons, while the potential reserves within the remaining 15,500 sq. miles of concealed coal fields must be enormous. Even taking into account only the actual and pI:obable reserves in the 1000 sq. miles known, and assuming a depletion at the rate of 350,000,000 tons a year, or somewhat greater than that of the British Isles at present, and assuming an average value of £1 a ton, with money at 5% compound interest, then the present value of this coal (40 years of depletion) would be £5,575,000,000 approximately: truly an enormous present value for a business of 40 years, dealing only with 1000 sq. miles of country. The location of the main coal basin in New South Wales is one of great strategic importance. It lies almig and near a seaboard, with excellent facilities for anchorage; the coal is of very high quality, and is readily accessible; the climate is admirable. Were this same coal at Port Darwin, its commercial importance would not be be pronounced.

The impact of seismic loading on open pit slope stability in Australia is often only considered where the slopes are located adjacent to tailings facilities or other major infrastructure. The debate regarding application of seismic loading in open pit design in Australia is usually founded on limited reporting on significant damage of open pit operations during earthquakes, the common perception that earthquakes do not occur in Australia or that they are unlikely to occur during the mine life of the mine. It is frequently overlooked that pit slopes that have withstood strong earthquakes in highly active seismic regions are often designed under strict seismic guidelines. This paper discusses the factors that impact earthquake performance of open mine slopes. These factors include topography, slope geometry, rock material and mass properties, water management and intrinsic pit design. Further, the paper presents insights into the characteristics of earthquake activity in Australia such as magnitude distribution, earthquake depths, areas prone of earthquake activity and general seismic hazard that are relevant to pit design. Guidelines are provided on the conditions and circumstances under which earthquake design in open pit mining should be considered. In addition, this paper provides recommendation on the applicable methods for assessment of the impacts of earthquake loading on pit slope stability.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

Vertical crater retreat mining is being used at Zinc Corporation, Limited and New Broken Hill Consolidated, Limited for pillar recovery between previously mined and filled stopes. In order to increase productivity in the older lead lode areas of the mine, particularly in the lower grade sections around the keel of the orebody, score form of longhole stoping was considered necessary.Due to poor ground conditions in the country rock surrounding the ore and the requirement to provide sane wall support during mining, primary VCR mining has been utilised in these areas.At Zinc Corporation, several stopes have thus far been mined by a hybrid longhole stripping - VCR method.

Rock breakage is a major component of all mining and mineral processing operations with the particle size distribution linked to productivity through the comminution chain. Optimisation and automatic control of comminution, material handling, and agglomeration processes is a complex task with large potential for gains in productivity, and energy efficiency. A key factor in realising these gains is the requirement for fully-automated online particle size distribution measurement to provide the necessary feedback and input for control. Moreover, to enable automatic control system it is necessary to provide a consistent, reliable size distribution measurement that avoids the significant errors resulting from under-sizing overlapped particles and over-sizing clusters of fine particles. Published literature and observation of commercial systems indicate a body of predominantly 2D photographic based particle size measurement systems that suffer from a number of significant errors except in the simplest case of a monolayer of particles under good illumination with limited colour variation in the material. In order to overcome these limitations a university and industry collaboration developed three-dimensional particle measurement (3DPM) between 2006 and 2012, based on 3D surface profile measurement of the visible material on conveyor. 3DPM avoids particle delineation errors due to variation in material colour and shadows, detects overlapping versus non-overlapping particles, and identifies areas of fine particles as fines and not large rocks. 3DPM measures: the visible material and calculates its particle size distribution, bulk volume, detects boulders, and conveyor belt fill factor in an automated consistent manner. Furthermore, 3DPM’s advanced algorithms allow observation of particle variation that would otherwise be undetected without the capacity to identify visible areas-of-fines and overlapped particles. Boliden Mines has installed 3DPM at three operations for measurement between the stockpile silo and grinding mill, and measurement after the primary crusher. Fragmentation measurements across multiple years of measurement are presented with some observations of plant behaviour. In the future 3DPM results will be incorporated into automatic control strategies for plant optimisation. 3DPM is used across a wide range of material types and applications that also includes; limestone aggregate for quality control in manufacturing, agglomerates for closed-loop automatic control in chemical production, and measurement of coke for size-based blending feed control to the blast furnace in steel production. In 2009, the Queensland Government developed a series of amendments to environmental authorities (EAs) for mines throughout the Fitzroy Basin in response to studies that assessed the cumulative impacts of mine water discharges in the basin. One of the key amendments was the requirement for all mines in the Fitzroy Basin to develop and implement a receiving environment monitoring program (REMP). The intent of the REMPs was to provide baseline information on the condition of the receiving environments of the mines and any impacts resulting from release of mine-affected water. Since this time, the requirement to complete a REMP has been incorporated into new or revised EAs for mines (including metalliferous mines) in other regions, as well as for other industries that discharge to natural watercourses (such as coal seam gas). This paper discusses the approaches that can be used to incorporate biological monitoring and direct toxicity assessments into REMPs. It highlights the importance of collecting biological data using sound experimental design principles to investigate whether releases resulted in environmental harm; and the use of monitoring data, coupled with direct toxicity assessments, for setting more realistic, site-specific trigger values and release limits (compared to the default guidelines such as Australian and New Zealand Environment and Conservation Council (ANZECC), which may not be appropriate to the region). Long Shaft has traditionally been seen as one of the most challenging mines in the Kambalda area with operations having been suspended by the previous owners in 1999. When mining recommenced in October 2002, the current owners (Lightning Nickel) decided that a different approach was required for mining operations in such an aggressive geotechnical environment. This paper describes how Lightning Nickel has successfully and safely operated the Long Shaft complex on a traditional mining approach, which encompasses the key learnings of the previous owners.

Without adequate soil available, it is difficult to rehabilitate a large area of acid mine waste dump with sustainable plant communities, which has a strong potential acid generation. In the present project, paste tailings capping method has been put forward to reconstruct plant ecosystem on acid mine waste rock dump. This rehabilitation method uses paste tailings as capillary break and plant growth media. The tailings used contained 26.3 per cent of particles of less than 20 ¦m which satisfy the requirement of grain of paste tailings preparation. The tailings are not acid- producing materials. In addition to Cu, total contents of Zn, Pb, Cr, Cd, As and Ni in tailings are lower than those in local soil. Paste tailings concentration 70 per cent ~ 72 per cent was prepared by concentrating ten per cent tailings by using polypropylenecrylic sodium as flocculation. The potential pollution risks are low by using paste tailings as capillary break layer. Plants directly grown in the tailings did not particularly accumulate Cu, Zn, Pb, Cr, Cd, As, Ni in roots, stem and leaves, which were 0.01 ~ 1.6 times of those grown in soil.CITATION:Yibin, Z, Lianbi, Z, Bin, P and Youhong, Z, 2012. Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

In this paper we describe the leaching characteristics of pure gold in thiosulfate solutions that contain a known chelator; meso-2,3-dimercaptosuccinic acid (DMSA). The interfacial and chemical characterisation of the system was accomplished using both electrochemical methods and inductively coupled plasma mass spectrometry (ICP-MS) analysis after pure gold samples were exposed to solutions composed of 65 mM Na2S2O3, 1 mM NaOH and a range of DMSA concentrations. In the absence of DMSA, cyclic voltammetry revealed the onset of thiosulfate mediated gold dissolution, the degree of which was reduced at more positive potentials due to the formation of oxidised thiosulfate products on the gold surface. The addition of small amounts of DMSA (<10 ¦M) to the electrolyte resulted in minor changes to the voltammograms indicating a subtle interaction of the additive with the gold surface that may improve leaching. However, at higher concentrations of DMSA (up to 100 ¦M), electrochemical evidence suggests the formation of new oxidation products in solution as well as the formation of more compact monolayers of DMSA on the surface, which contribute to partial repassivation of the surface. The influence of DMSA on thiosulfate leaching of pure gold electrodes at the open circuit potential for a period of 90 minutes was tested and the corresponding gold leaching performance evaluated with ICP-MS analysis. Our data shows that small amounts of DMSA (1 ¦M) doubled the amount of total gold in solution when compared to the same study in the absence of the additive. However, higher concentrations (5 ¦M DMSA) reduced the overall amount of dissolved gold. These results may point to a mechanism where small amounts of DMSA improve leaching by adsorbing onto the surface in a highly defective monolayer that partially blocks or disrupts the formation of passivation products caused by thiosulfate oxidation, but excess DMSA can limit the leaching process itself by forming too coherent a monolayer on the gold surface.CITATION:Uceda, M, Choi, Y, Shepherd, J L and Guerra, E, 2013. The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

BHP Billiton Olympic Dam required a well-tested software product suitable for strategic optimisation and scheduling of options for a potential underground mining project. The company has a standard software package called Blasor® that is used for open pit optimisation of complex deposits such as iron ore, copper-gold-uranium and silver-lead-zinc. It applies a mixed integer programming formulation (MIP) to produce conceptual pushback designs and an optimised pushback sequence. Schedules can then be run on the resulting mine designs. Existing pushback designs can also be imported into the model and an optimum schedule generated. One of the key advantages of Blasor is that multiple strategic mine schedules can be quickly generated according to the various scenarios, options and constraints that are being investigated.It was realised that Blasor, if carefully configured, could be adapted for use in underground planning. The concept of using Blasor as an optimiser for underground strategic scenarios is to represent the underground stope and development data in the form and structure of an open pit mine. In simple terms, underground stoping areas are modelled in the form of pushbacks (phases) with vertical walls. The phase dependency tools in Blasor are used to link mine blocks and their access development drives. These underground phases are imported into the optimiser. Artificial block models are constructed using stope design tonnage and grade data at various fixed cut-offs. A variable cut-off grade model has also been developed using a method of parcels to represent each cut-off grade increment.So far, this approach has been successfully used to investigate the optimum stope design cut-off for various strategic options, the economic potential of a series of mining and processing configurations and to provide guidance on the optimum sequence for developing and mining the various stoping blocks in the resource. The Razorback Iron Ore Project is a high tonnage, low-grade magnetite deposit that defines a new iron ore district in South Australia. Known since the 1960s, the deposit has come into its own as the iron hungry world demands not only larger tonnages, but higher grade and cleaner magnetite concentrate ores that counterbalance the increasingly dirty haematite ores that are coming into production.Razorback is hosted by the Neoproterozoic Braemar Iron Formation, a tillitic unit that is part of the Adelaidean Geosyncline sedimentary sequence. At Razorback, this formation forms the southern limb of the Pualco Syncline, dipping at 42° to the north and outcropping along a prominent ridge. The formation consists of a series of alternating bedded tillitic and interbedded magnetite units that represent cycles of glacial advances and retreats. Seven cycles, resulting in seven stratigraphic members, are recognised. Members B, D, and G are the thickest, at 30 - 70 m each, and are the target of current investigations. While the bedded magnetite has the highest iron content, typically 35 per cent Fe, the tillitic unit, at typically 26 per cent Fe, has similar iron content in the ground mass but is diluted by the inclusion of iron-poor granite and metasedimentary dropstones. The mineralisation forms a simple dipping tabular body with only minor faulting, folding and intrusives. Grades, thickness, dip, and outcropping geometry remain very consistent over kilometres of strike, presenting an excellent mining proposition.Razorback differentiates itself from other Australian magnetite projects in a number of important ways. It is not a banded iron formation (BIF); it will have low crushing and grinding costs; and it is located in an infrastructure-rich area close to open-access, high capacity rail, to a selection of ports and to gas, electricity, labour and engineering services. Royal Resources has announced an Inferred resource of 277 Mt @ 25.9 per cent Fe. The company is targeting a resource of 500 - 1000 Mt to support a 10 Mt per year concentrate production. Davis Tube Recovery work shows that the ore is capable of producing a concentrate of over 68 per cent Fe with very low deleterious elements. Metallurgical testing confi rms the ore is soft, and with near-zero initial stripping ratio the project will have a low opex. With access to existing critical infrastructure, capex will also be low, ensuring Razorback will be a highly competitive iron producer in this emergent mining district.

An empirical method of estimating dense rock (D.R.E.) equivalent volumes erupted as airfall tephra, described in a companion paper in this volume, is elaborated, and its accuracy discussed. Estimates obtained from a single eruption can be classified as to whether they show positive, negative, or constant relative dispersion. For positively dispersed tephras (estimated volumes increasing with distance), this procedure improves the accuracy of the method. The technique is applied to selected andesitic tephras erupted from Egmont Volcano, New Zealand, during the last 28 000 years, which are found to range in volume from about 1.5 x 107 m3 up to about 2.4 x 108 m3 D.R.E. With a factor of about 16 between the smallest and largest volumes, this contrasts sharply with the rhyolite volcanoes in New Zealand, where the difference factor is usually of the order of 100. The largest tephra eruptions at Egmont are small compared to the largest debris avalanches, which have exceeded 1010 m3 (10 km3) in volume.The magnitude versus frequency relationship, calculated using a maximum likelihood method, establishes the limits of eruption magnitude at Mt Egmont as 107 to 109 m3 D.R.E. For some volcanoes, the magnitude-frequency relationship changes with time, owing to clustering of eruptions, separated by long dormant intervals. Ngauruhoe Volcano, New Zealand, is an example. Within eruptive episodes, the mean interval between eruptions of >_ 105 m3 is about 0.9 ¦ 0.65 years. The mean interval between eruptive episodes in which >_ 106 m3 is erupted, including episodes in which this volume is erupted gradually, is about 25.8 ¦ 6.6 years, and the mean dormant interval between all episodes is about 5.2 ¦ 3.0 years. At present Ngauruhoe is in an unusually prolonged dormant period, 50% longer than any in the historical record, since 1839.

"Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. Increased catch bench crest loss has been observed in recent years at Barrick’s Cowal Gold Mine situated in central New South Wales, Australia. A project was initiated to diagnose the cause of the crest loss, and evaluate ways to limit its effect on final walls.A range of different blast measurement techniques were utilised to evaluate the progressive damage caused to catch berms by presplit, production and trim blasts. Techniques employed included; single point vibration measurement, cross-hole seismic analysis, precision berm surveys, horizontal p-wave velocity measurements, crest loss volume calculation and water level changes between blasts.Blast measurements showed that the majority of damage to the catch berm was caused by the presplit blasts, which registered vibrations greater than 700 mm/s at 5 m behind the presplit line. As a result, considerable changes were made to the blast designs after a series of computer simulations via mechanistic blast modelling (MBM). The uncharged presplit collar was increased from 2 m to 4 m, and every second hole was left uncharged. Vibration modelling using a multiple seed wave (MSW) model was used to optimise trim blast delay timing. Burden relief was changed from 16 ms/m to 27 ms/m using one hole firing per 4 ms time window, and the initiation angle was changed from shallow to steep. These changes in the presplit loading and trim timing helped reduce catch bench crest loss by 1–2 m.Trim shots using a high strength bulk emulsion explosive were also identified as contributors to berm damage after analysis of blast monitoring and MBM modelling. The modelling study resulted in the generation of alternative blast designs to minimise the crest loss, including the use of low-density/low-velocity of detonation (VOD) bulk explosive product (Flexigel™ Advantage) in trim pattern designs. This was trialled on the Northern and Eastern pit walls to evaluate the damage to catch berms on final walls. The trials demonstrated that berm vibration was reduced significantly; fragmentation was similar (or slightly blockier) compared to the fragmentation using the old blast designs; displacement of the berm was reduced, so increased catch bench widths were attained. This paper discusses the technical and cost benefits of alternative data collection techniques used to collect lithological information, obtain laboratory testing samples and perform in situ testing. A comparison between diamond coring and sonic coring techniques is made using data from a recent geotechnical investigation for a final pit slope cut-back. The impacts of the coring method on laboratory strength testing results, material character testing and, ultimately, the mass strength parameters and subsequent slope design adopted are compared. The sonic coring method was chosen out of necessity and enabled the collection of tube samples of a clay unit of interest as well as bulk samples for material character and geochemical testing. The sonic coring generated unexpected degradation of clastic units, while cohesive clay-dominated units were recovered well. The likelihood that disturbance due to the coring method would result in lower than expected triaxial strength results was recognised ahead of time, with surplus samples collected and single-stage triaxial strength testing undertaken. This testing compared favourably with historic three-stage testing, where sample degradation occurred during the later stages. Material character testing of fine-grained, clay-dominated units was comparable with historic diamond core testing, while grain size estimates for more clastic units tended to be finer than previous results. The use of sonic coring over non-cored methods enabled the collection of material texture data, geotechnical properties and a full suite of geochemical analyses. This provided a comprehensive understanding of the lithological and geotechnical character of the rock and soil mass. A high-confidence geotechnical model was developed. The end result was the development of a slope design that was more aggressive than was previously designed (5° steeper inter-ramp angle), which has proven to be appropriate to the conditions following excavation.
