A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Though many mining and mineral processing companies have embraced the principles of sustainable development (SD), there is still a significant challenge of applying these in a practical sense, either in plant design or as part of day-to-day operations. The high-level nature of sustainability concepts often do not translate easily into workable activities or business case evaluations. This makes it difficult for engineers and company decision makers to understand whether their actions are making a contribution to sustainable development and a long-term business case. While several organisations have their own SD tools that can, to a degree, help identify these opportunities, they are largely ad-hoc and lack the necessary thoroughness to defensibly value these opportunities. Recognising these serious shortcomings, the Cooperative Research Centre for Sustainable Resource Processing (CSRP) has undertaken the development and trial applications of SUSOP« (SUStainable OPerations), a new concept that is somewhat analogous to HAZOP and the wider risk and safety frameworks used in projects today. The key goal of the SUSOP« research project is to produce a holistic, systematic and rigorous framework for project development, capturing, recording and evaluating SD opportunities and constraints against a chosen sustainability structure (eg Five Capitals). SUSOP« is being developed through an iterative process with input from research institutions and engineering companies. This integrated approach ensures that SUSOP«, in its final form, will have the academic rigour and industry realism required to assist the resource sector contribute to societal sustainability by embedding the concepts and processes into the design and operation of their assets in a meaningful and practical manner. SUSOP« has created much traction with both engineering companies and mining and minerals operators. This conference paper presents an overview of the SUSOP« framework and its current suite of processes as well as highlighting, through practical case studies, its capability to incorporate SD considerations at different phases of an engineering project's development.

Due to the international depletion of reserves of traditional high-grade iron ore, the ore resources available throughout the world, especially in steel mills in East Asia, have changed drastically from hard hematitic to more goethitic ore types, such as pisolitic and Marra Mamba ores. The level of impurities and loss on ignition in iron ore has also been slowly increasing. Finally, the proportion of fine material in the available products has increased considerably for most iron ore fines. This has been found to have significant impacts on sinter quality and sintering performance. Magnetite concentrate is typically high in Fe grade and releases extra heat when oxidised to hematite. The amount of magnetite concentrates is expected to increase due to the recent development of a number of magnetite projects. Some of these magnetite concentrates will end in sinter blends. This will not only improve the sinter quality and but also have a beneficial impact on the fuel consumption of the sintering process. However, most of the concentrates available are very fine, which will negatively impact the green bed permeability and consequently the productivity of the sintering process. Incorrect sampling and measurement operations and misunderstanding the components of variability can cause huge economic losses to the mining industry. The main objective of this paper is to illustrate by means of four historical facts how Codelco has been evolving in those issues since the late 1980s. The El Abra bias, the awareness of the different kind of sampling errors and the role of Francis Pitard, the awareness of weighting errors, and the understanding of the components of nature and process variability are described. It has been a slow but a consistent process. Much progress has been achieved but still there are many opportunities for improvement to transit from the tonnage culture to the productivity culture.

The morphological changes that gold undergoes during transport in gravel-bed rivers are a function of transport distance in particular, as well as bedload material, river gradient and velocity, and bed roughness. Gold size, shape and outline are modified by abrasion, flattening, folding and breakage during transport. The resultant morphological characteristics can be used to predict source types, source location and transport distance, as well as the origin and dispersal patterns of gold in ancient placers where the transport history is unknown.

The rapid expansion of gold production in Australia over the last five years can be attributed in part to the development of selective mining techniques for open pit gold operations. These techniques allow an increase in head grade with a substantial reduction in mill feed tonnage, as compared with traditional open pit designs. As a result, the capital requirements for mine development and mill construction are substantially reduced, improving the cash flow profile in the early years of operations. To put such a design into effect, the emphasis of mine production must be on producing gold, rather than tonnes of ore. Mine planning at Martha Hill has been based on such a philosophy. After the quantity and grade of the resource had been defined, the exploration programme was increasingly concerned with the local variability of ore zones, and with determining the position of values within broad ore-definition envelopes. The purpose of this work has been to allow the prediction of the tonnages and grades achievable from various levels of the pit when mining selectively using hydraulic excavators. The studies have so far indicated that the Martha Hill deposit can be mined selectively during the early years of production. The additional costs for detailed grade control and a reduced digging efficiency are more than compensated by the exclusion from the mill feed of much valueless material.

The demand for gallium has increased significantly over the last few decades due to the expanding use of Ga compounds in the electronics industry. Because it is widely dispersed and rarely found naturally in concentrations greater than 0.1%, Ga is expensive (approximately US$500/kg) and difficult to produce in large quantities.   A previous study of metals in geothermal systems reported significant quantities of Ga present in the muds on the northeast margin of Lake Rotokawa, an acidic lake associated with a high-temperature geothermal field situated in the Taupo Volcanic Zone of New Zealand. Fletcher Challenge Limited through its subsidiary Grampian Mining Co Limited has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the West Coast of the South Island, New Zealand. The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilising spiral, wet magnet, high tension and plate electrostatic separators have been designed to produce ilmenite from the ore. Studies to utilise the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

East Otago gold deposits are hosted in Otago Schist that is the metamorphosed equivalent of Permian-Triassic Torlesse terrane greywackes. Relatively undeformed Torlesse sequences in Canterbury have <l m - 50 m bedding, with c. 500 m - l km and c. three kilometre scale units, typically either: 1) thick-bedded, massive, sandstones; 2) thin-bedded sandstone-argillite flysch; or 3) siltstone- or argillite-dominated units. Such lithological layering in Otago was intensely folded, deformed, and overprinted by metamorphic fabrics during Jurassic-Cretaceous regional metamorphism. Although primary sedimentary structures can no longer be recognised, a æghostÆ lithological variation is still present in Otago represented by psammitic (sand-derived), interlayered (sandstone-siltstone derived) and pelitic (siltstone-mudstone derived) schist. Lithological æunitsÆ in the schist are typically either 20 100 m or c.1 - 2 km thick, and are oblique to faults and shears hosting gold mineralisation at Macraes, Barewood, Nenthom, and Oturehua. Lithological variations and folds in lithological units are important in the along-strike distribution of gold in these deposits, and in the development of relatively high-grade pods and shoots at l00 m - 1.5 km scales. Ramps, flats and step-overs (known to be locally important for controlling mineralisation) are commonly located at lithological boundaries, presumably by local refraction of faults or shear zones as they propagated through folded stratigraphy. The various lithologies have also responded differently to deformation, causing variations in permeability that affected the penetration of mineralising fluids. Mapping lithological variations in barren host-rocks, either directly+ by fieldwork or indirectly by aerial geophysics, is a key to understanding and predicting the distribution of gold at mine and deposit scales.

Deposits of low-grade iron ores containing abundant goethite are distributed across the world. A common difficulty associated with beneficiating goethitic-rich ores is the poor liberation characteristics of the iron-bearing minerals which often contain finely disseminated gangue minerals such as kaolinite, gibbsite and quartz. Microwave-assisted heating has been proposed as an effective way of inducing dehydroxylation and associated mineral transformations in order to beneficiate low-grade goethitic ores. In this research, the mineral transformations occurring in a low-grade goethite-rich sample using microwave radiation was studied. Roasting conditions (up to 1000°C and under various CO/CO2 gas atmospheres) were designed to generate a magnetic product from a goethite-rich, reject waste stream sample sourced from an iron ore processing site in the Pilbara, Western Australia. Conditions (T, pO2) for transforming the raw material from hydrated goethite to hematite and eventually to magnetite are presented. Chemical and mineralogical characterisation of the raw material and roast products were conducted using X-ray fluorescence, X-ray diffraction, optical microscopy and scanning electron microscopy techniques to identify the mineralogical and chemical changes occurring during the heat treatment. Further steps are suggested to optimise the microwave-assisted magnetising roasting and correlate it with the application of magnetic separation techniques to maximise the efficiency of upgrading the iron content in low-grade iron ores.CITATION:Nunna, V, Hapugoda, S and Pownceby, M I, 2017. The gold province of Otago occupies an area of upwarped basement, the Otago Schist, comprising predominantly quartzofeldspathic and volcanogenic metasediments. This assemblage is the product of collisional tectonic deformation and associated metamorphism, mainly to lower greenschist facies, during the Rangitata Orogeny (200-100 Ma). Historically this region has produced 240 tonnes of gold, 4% (10 t.) of which was from the mining of Cretaceous goldquartz mineralised vein systems. Auriferous vein systems in the Otago Schist are mainly hosted within NW trending normal fault-fracture arrays, however NW trending reverse fault-hosted vein systems also occur. We propose that the Late Cretaceous-mid Tertiary Otago Schist structure represents a regional anticlinorium containing flexural folds of at least two wavelengths. The anticlinorium structure has been quantified by determining variations in angular discordance between schistosity and the Otago Peneplain, a Late Cretaceous-mid Tertiary erosion surface covering most of the Otago district. A structural model for the evolution of the post-collisional anticlinorium requires the cooling surficial zone (carapace) of a retrograding metamorphic belt to behave as an elastic lid. Erosion of topographic load on the carapace drove isostatic uplift, which was greatest in the tectonically thickened core of the orogen. In this way differential uplift produced flexural deformation in the elastic carapace, expressed as a large scale arching of the orogenic belt. Flexure created tangential longitudinal strains in the outer-arc, leading to extension and the formation of mineralised normal faults. These structures are separated by a neutral surface from shortening and associated mineralised reverse faults in the inner-arc. Our structural model predicts that the distribution of auriferous lodes should be localised about zones of maximum flexural curvature, where the tangential longitudinal strains are highest. As a result, NW-SE hinge regions separating schistosity dip domains in the Otago gold province may have new found significance as potential exploration targets.

A 3-D computerised model of the southern part of Greymouth Coal Limited's Coal Mining Licence area has recently been completed. This model, and associated 3-D CAD tools, has/is being used to optimise drillhole spacing during exploratory data collection and as a visualisation and interpretation aid. This model will also provide the basis for future mine planning, with the emphasis on an optimal mine outline to maximise safety and profitable coal extraction. Previous use of computer techniques was restricted to drillhole database entry, storage and log production. Recently a 3-D geological/structural model was created for the Southern Rapahoe Sector of the Greymouth Coalfield. Geostatistical analysis of the database highlights the inadequacy of the present drillhole spacing for preliminary mine planning. The sparsity of hard data at depth results in a lower level of confidence in the accuracy of the 3-D model. Nevertheless, the model and 3-D CAD techniques has been used to target and refine ongoing resource evaluation, and provides the basis for initial reserves. In the future the geologic model will be used as the basis for preliminary and later (optimal) mine planning. It is also expected to accommodate other forms of data input in seam drilling and seismic. Development of the 3-D computer model was a first in the Greymouth Coalfield and highlights both the use of computerised techniques for resource evaluation and mining, and the effects of wide spaced drillhole data on model accuracy. The computer will continue to provide the most efficient and cost effective tool for optimal resource evaluation and mine planning as Greymouth Coal Limited moves from feasibility/mine planning to full production. The increased use of computer-based methods for mine planning should be seen as part of 'The Changing Face of West Coast Mining' in line with the theme of this Conference.

Laboratory-Scale Magnetohydrostatic Separator for High Resolution Density Analysis of Plastic and Other Wastes Recycling and reuse of different plastic wastes is still a current problem to solve for process engineers and it is true for seeking industrial applications as well as for smaller laboratory-scale, where a given waste sample, plastic or even metallic, has to be precisely separated into narrow density fractions to gain data for industrial design or for scientific research. The principle of magnetohydrostatic separators are known even there are industrial size machines but our primary aim was the development of a laboratory-scale separator for analysis of particles of densities up to 6 kg/L and sizes up to 8 mm. Main parts of the built experimental equipment are the ferrite core with two high power coils. The shape of the ferrite core at the two sides of the separator channel was specially designed to produce isodynamic magnetic field. In these places the ferrite core was constructed from laser cut ferrite sheets. The development of the high power electric supply for the two coils was a real challenge because the high voltage and current (400 V, 30 A) and because it had to be precisely regulated for being able to set discrete relative forces on the particles. Two separator channels were made from transparent plastic. The magnetic fluid is circulated by a centrifugal pump, fresh feed is supplied by a vibrated feeder and products can be taken by built in samplers. The velocity profile in the separator channel is measured by an ultrasonic Doppler velocity meter. Paper reports about the development and itself of the magnetohydrostatic separator and about some fundamental and applied laboratory experiments with different reference particles and wastes from used cars and electrical appliances.

Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

Due to the steep geo-thermal gradient in Bowen Basin area, as underground coalmines reach increased depths of extraction, the Bulk Air Cooling (BAC) requirements will increase as opposed to cooling the workplace using the ventilation means alone. One such mine has already been using a 4 MW surface BAC plant for the last six years to manage the working temperatures with reduced cooling efficiency as the mine expands. Due to the horizontal nature of the longwall mine layout, distances from the working face to intake shafts are rapidly expanding to over 6 km as opposed to the vertical mine layout of a hard rock mine. To improve the positional cooling efficiency, reduced panel pressure differentials, improved rib emission gas management, and intake dust management, small diameter intake shafts were located on the inbye end of production panels and halfway up the development panels with localised mobile small BAC plants. One of the most significant problems experienced in land reclamation work has been the tendency of earthmovers to over-compact the subsoils and topsoils. The need for extensive subsoil drainage, because of over-compaction, becomes a very expensive exercise and can be attributed to poor planning. The problem has been addressed both at the Waihi and Huntly open-cast mines through the use of low ground pressure machines in the placement of subsoils and contouring. The use of subsoilers working to contour to aerate the soils is essential to integrate both the sub and topsoils so that significant root growth and drainage is established. Waihi's rainfall (approximately 200 mm annually) and light soils create difficulties in preparing for the final seed bed. A noticeable factor in preparation of the growing medium was the reaction of the lime particularly in the subsoils (damp), from a lumpy, quite heavy texture to almost a seed-bed texture within a period of approximately 72 hours. Also the high incidence of stone and debris which was not apparent in the placement of subsoils meant the job became very labour intensive. This will be overcome with the importation of a machine from the USA. All of the rubber tyred tractors used on these projects are four wheel drive in the 6S-aOhp range which for weight distribution and the safety factors allows for good landscaping techniques. Good engineering practices should ensure that slopes of no more than 3:1 be designed, keeping in mind that the long term planning must allow for maintenance and stock management of restored land.  In the preparation of the final growing medium the equipment used included: Caterpillar 05 LPG and blade; three-four wheel drive rubber tyre tractors; Super flow subsoiler; hydraulic twin spinner manure spreader; discs û two types; harrows; MF Seeder; Cambridge Roller and Duncan Rotatiller.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.
