A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. I have also to thank the Mayor and Councillors of Kalgoorlie for the courtesy and hospitality given to our members, which is much appreciated.I assume you want me to follow the time-honoured custom of giving a Presidential address...

Thank you for the invitation to address The AusIMM Young LeadersÆ Conference here today. When I first saw the conference theme û æadvancing technologies and their future applications in the mining industryÆ û my interest was sparked because there is little doubt that technology and technological advances will determine the relevance of this industry in the future. And the people seated here today are major players in determining the minerals industryÆs destiny.During my 20-year association with the mining industry, I have observed a number of significant changes that have been delivered as a result of the vision of technical specialists. These changes have built a more competitive industry, a more socially acceptable industry and most importantly an industry with ever-improving safety performance. The purpose of my address is to attempt to provide a context and foundation for other presenters over the following two days. Today, I wish to try to answer the question, æWhy do we invest in new technology in the mining industry?Æ, via: a brief history lesson, a review of the needs of the business, a look at the process for improvement, and finally an example from WMC ResourcesÆ current technology portfolio. I would like to take a very brief walk back in time. During the iron and bronze ages, whilst our ancestors IÆm sure never spoke the phrase ænecessity is the mother of inventionÆ, I am sure they lived by it. Undoubtedly more so than we do today. The roots of geology, mining and extractive metallurgy grew out of the need for better tools in order to get access to the basic necessities of life. It was their superior ability to generate and deliver these ætechnologyÆ improvements that underpinned great civilisations such as the Egyptians, Romans and Incas. The application of mineral technology improvements by these civilisations was crucial to their success, it was their competitive advantage at the time. Many historical texts include detailed descriptions of both mining and processing fundamentals that formed the basis of many of todayÆs operations and processes. However, it is technological improvements to these fundamentals, as well as the development of new technologies, that have preserved the fundamentals as viable options for the industry today. Even in my time in the industry, there have been substantial improvements in the way business processes operate. When I first started working in a gold mine in WA in the late 1980s, the office had one PC (a 286 processor). All data was managed by paper and then often re-typed into other databases. Electronic mine design and process control was in its infancy. Today, massive amounts of data are recorded, analysed and acted upon almost without any human interaction. Our industry today has far different challenges than those described by Argricola. These are many and diverse, but new technologies are required to address three distinct classes of need: 1. Societal needs: physical needs for food, shelter, recreation and leisure; community and political needs for less waste, less emissions, better safety and working conditions, less energy consumption and sustainability. 2. Individual needs: intellectual needs to create innovative technical and organisational ideas. 3. Wealth generation needs: investor needs for maximising operating efficiency and value growth. Each new technology, to varying degrees, fulfils one or all of these needs. In many cases, the driver of a technological development was to fulfill only one of these needs, but after it was implemented, the development actually fulfilled each need. I would like to expand on these needs.

Mineral deposits in New Zealand whose origin can be ascribed to primary magmatic segregations are associated with mafic-ultramafic complexes related to two orogenic episodes which took place during Palaeozoic and Mesozoic times. These mafic-ultramafic complexes are essentially of two types. One is ophiolitic and has podiform chromite mineralisation presumably formed below a spreading ridge. The other type occurs as intraplate layered intrusions in which Fe-Cu-Ni sulphides and Fe-Ti-V oxides have formed as a result of liquid immiscibility with the host magma, and have subsequently accumulated by gravity means. Generalised descriptions are given for some deposits in NW Nelson, Fiordland and Marlborough districts.

Isa): I found many ideas to interest me in Haddon King's paper "Notes on Ore Occurrences in Highly Metamorphosed Precambrian Rocks" (Stillwell Anniversary Volume).At Mount Isa I have not been happy about some of the longstanding appreciations of the geological evidence as fresh data accumulated, and as more and more knowledge has been building up outside Mount Isa in recent years of sedimentary deposition of sulphides.Accordingly, I organized a small section of the Geological Department at Mount Isa at the beginning of 1958 under Senior Geologist, W. J. Murray to reappraise our geological record and investigate old interpretations and new ones that arise. The work is expected to take several years to complete, but it is hoped that sufficient will be done before then to permit the most plausible story on the ore genesis to be chosen. In the meantime, W. J. Murray has proposed, in a Company Report, that the.epigenetic features of the silver,lead-zinc deposits, which are essentially conformable with the shales, could have resulted from remobilized syngenetic deposits.Haddon King, on p. 159; has listed six assumptions that are required by a magmatic-hydrothermal theory of, origin for conformable deposits. Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

The objectives of this paper are two-fold. First, it will show what problems can arise when single estimated values are substituted for a distribution of values when evaluating an open pit mine project in the face of uncertainty. Secondly, it will show how the ability to deal with uncertainty and risk in mine project evaluation can have a significant impact on the ownersÆ and stakeholdersÆ investment decision-making. Here a new mine evaluation framework, the integrated valuation/ optimisation framework (named IVOF), is introduced as an alternative tool for mine project evaluation where uncertainty and risk are incorporated in the evaluation process.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...

Alkaline leaching with sodium carbonate solution adjusted to pH 9·5 to 10·0 preferentially dissolves thorium from a mixture of rare earth and thorium hydroxides. Rare earth sodium carbonates form in the alkaline leaching stage.These are converted to rare earth oxides for use as optical and ophthalmic polishing agents. Quadrivalent cerium is extracted under similar alkaline leaching conditions.INTRODUCTIONAustralia has made significant contributions to mineral chemistry and mineral dressing. As often happens with an industrially immature country, research investigations often outstrip the ability or desire of commerce to exploit them. It is wrong to think exclusively in terms of export of raw materials. Imagination assists in developing world trends. The chemical utilization of mineral sands has interested a group of investigators, chiefly at the Commonwealth Scientific and Industrial Research Organization (C.S.I.R.O.) and, more recently, in the mining industry itself. From an international point of view the highlight of this work was Newnham's (1960) process for the separation of hafnium from zirconium. Earlier work at C.S.I.R.O. investigated the chlorination of rutile, zircon, and monazite. Assuming that titanium tetrachloride would be available in large quantities in the post war years, extensive work was done by Kraitzer, McTaggart, and Winter (1948) on organic compounds of titanium. This work led to the development of heat resistant paints, plastic compositions, and improved organic protective coatings that predated overseas work by up to seven years. (Post, Shiihara and Schwartz, 1961; Anon, 1955). Contributions were made to the production of refractory hard metals (Kraitzer, 1949; Kraitzer and Newnham, 1956). Pilkington and Wylie (1947) and Urie (1947) investigated the production of rare earths from monazite by an acid process.

Samples weighing 0·5 g are decomposed with hydrofluoric and other acids. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

Recent exploration for mesothermal gold deposits in the Otago Schist has focussed largely on extensions of, or analogies to, the reverse fault-hosted Hyde-Macraes Shear Zone deposit. Abundant normal fault-hosted mesothermal and epithermal vein deposits in the Otago Schist have attracted less attention, largely because they have limited lateral extent and steeper dips. Northwest-striking normal fault-hosted vein sets near Barewood and Hindon in east Otago crosscut schist foliation on the Barewood-Hindon plateau at a high angle along a combined strike length in excess of 20 kilometres. The trend of the vein sets is not linear, but rather contains several right lateral steps. Almost all veins dip steeply to the northeast. Angular discordance between schist foliation and the plateau surface along the trend increases from near zero at the northwest end of the veins to about 30¦ at the southeast end. This paper describes the methods of constructing timber barricades against pillars of ore in the South Mine, property of Broken Hill South Limited, Broken Hill, N.S.W., and discusses the behaviour of the various types of barricade alongside trucked sand filling and hydraulic stowed sand filling.Since the introduction of hydraulic stowing, cut and fill and overhand square letting methods have been used in mining the pillars. Such methods could not be used where the pillars had failed badly. The filling used is partially deslimed concentrating millresidue containing among other gangue minerals, calcite and a small amount of pyrrhotite and pyrite.The author is indebted to the mine superintendent of Broken Hill South Limited for permission to publish this paper.OLD METHODS OF CONSTRUCTING BARRICADES.Square Set Stopes.Before filling each stope the outer row of legs was lined inside with 10 in. x 2 in. boards spaced 2 in. apart. It was usual to tie the row of legs and caps together with timber dogs. As the space between the barricade and ground varied from nil to several feet, it was general practice to fill behind the lining boards. No provision was made to retain this sand during subsequent pillar stoping, consequently a run of sand right up the barricade could cause adilution of ore and serIOUS dIstortion of the barricade.

"Considerable metal values are often locked in stockpiles (ore, concentrates, heap leach pads, slags, reverts, etc.) and process equipment (bins, holding tanks, thickeners, etc.). This is more than enough to justify accurate accounting of such in-process metal inventories from both financial accounting and operational perspective. However, accurately determining the metal inventory of an in-process unit is often a challenge in industrial practice. Audits have shown that available indirect or direct measurements often carry large inaccuracies. Sooner or later, ignoring these measurement errors lead to unexpected incoherencies in reported metal balances. In such situations, coherent metal balances are then achieved through subjective and sometimes significant adjustments of in-process inventory levels. While such metal accounting methods applied by mineral processing engineers used to be rarely challenged, they are now being increasingly scrutinised by various stakeholders. Hence, metal accounting procedures that mitigate subjectivity in adjustments while still coping with the unavoidable uncertainty are more relevant than ever.This paper reviews three different metal accounting methods for reporting in-process metal inventory values. Their individual application strongly depends on the available measurements i.e. The indirect method where the metal inventory of a given process unit is determined by subtracting the cumulative reclaim from the cumulative feed carries important flaws. The direct method also comes with challenging accuracy issues so that emptying a process unit is often the best available inventory measurement. This reality is recognised for by further analysing a previously proposed operating mode where two interchangeable process units are alternately used. The third investigated method is the redundant method which combines indirect and direct methods for a given process unit. The extra information brought by further drilling may seem necessary to achieve control over block grades if elementary estimation techniques are used. However a geostatistical study of an Australian deposit shows that better estimation techniques at the end of the first drilling campaign are sufficient to achieve required control.Subsequent drilling would be essentially wasteful.

The works of Metal Manufactures Ltd are situated at Port Kemblam NSW, within a few hundred yards of a deep-water harbour. At present they occupy about 26 acres, and ample provision has been made for future extensions. Rail connection exists between various parts of the Works and the main South Coast Railway, the harbour jetties and the adjacent copper refinery of The Electrolytic Refining and Smelting Co Ltd. A plan of the works is shown in Fig 1.The company was incorporated in March 1916, and commenced production of copper wire in June 1918. Early in 1920, tube manufacture was undertaken, followed by telephone cable mnufacture in 1923. Today the Works consist of five principal sections: Founrdy, Tube Factory, Wire Factory, Cable Factory and Case and Drum Factory. Whilst the last four are engaged in producing the finished materials for despatch from the Works, the first-mentioned is engaged in producing copper, brass, and other non-ferrous billets for use in the Tube and Wire factories. In addition, there are Engineering and Metallurgical Departments supporting the manufacturing sections, and in these, as well as in all other sections of the Works, extensions have been carried out from time to time to provide for increased output and new types of products.

In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. Methylene blue dye adsorbs on chalcopyrite concentrates slurried in aqueous solution. Saturation adsorption can be achieved within about 24 hours for dye equilibrium concentrations greater than about 10-5 M. The dsorption coverage is obtained from a measurement of the' colour change of the solution. Comparison with BET measurement of the concentrate surface area shows that 2.4 ± 0.1 µmol of methylene blue are adsorbed per square metre of surface accessible to the dye cation. The procedure described can be used as a single-point measurement and values for the surface area can be otained to within about 10 per cent with inexpensive instrumentation.

A case study from a current Ausenco project is presented to demonstrate the importance of maintaining high carbon activity to illustrate the driving force for plant improvements such as a carbon regeneration kiln upgrade.This paper revisits the factors that influence carbon activity for gold loading, with emphasis on deactivation by organic solution components such as flotation reagents.Kiln process design requirements for effective thermal regeneration are reviewed including the interaction of parameters such as temperature, kiln atmosphere and residence time.The different types of kilns that have been used for carbon reactivation are described. A check list is provided of what to look for when purchasing a carbon reactivation system for dealing with severely fouled carbon. This covers the ancillary equipment as well as the kiln itself.While the effectiveness of the carbon reactivation kiln is vital to maintenance of high carbon activity it needs to be remembered that this is only the end of pipe solution. It is also important to ensure that reagents such as frothers and flotation collectors are appropriately chosen to maximise recovery and at the same time minimise carbon deactivation.CITATION:La Brooy, S R and Claflin, J K, 2013.
