In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.

A calibration of the Frantz isodynamic magnetic separator relates the current in the electromagnet and the transverse slope of the chute to the specific susceptibility at which separation is being effected. In addition to providing a rapid measure of the specific susceptibility of minerals and composite grains, the calibration provides a guide to operation of the Frantz isodynamic separator for mineral separation, and to the nature of composite grains. The most sensitive magnetic separation is obtained by using the highest practicable current and transverse slope, and the lowest practicable longitudinal slope.INTRODUCTIONProbably all minerals have a magnetic susceptibility measurable by sensitive techniques. However, magnetic separation between minerals which have low but different specific susceptibilities, and which for many purposes are considered essentially non-magnetic, has only become practicable with the development of the Frantz isodynamic separator.The construction and principle of this highly sensitive separator has been described by S. G. Frantz as an appendix to a description by 'Gaudin and Spedden (1943) of its application to the separation of sulphides constituting mill products.Various publications (e.g. Hess, 1949, Hutton, 1952) refer to its use in separating the mineral constituents of rocks, ores, and unconsolidated sands.As used in this study the Frantz isodynamic separator consists of a vibrating chute mounted centrally between the pole pieces of an electromagnet (Fig. 1). This unit may be inclined in any direction by the universal mounting, and the electromagnet current is continuously adjustable from 0 to 1·5 amperes.

Coal is a valuable energy source in New Zealand and has been mined from the West Coast for over 100 years. Stockton Mine is New Zealand's largest opencast coal producer supplying around 1.5 Mt of hard coking and thermal coal to international markets annually. The Stockton Plateau forms an extensive, gently inclined dip slope on erosion resistant Lower Eocene Brunner Coal Measures unconformably overlying basement rocks. The dip slope rises 600 - 1000 masl, locally dissected by fault scarps and present-day fluvial systems, some of which are deeply incised. Within the Mt Augustus Mining Block overburden comprises of a 30 - 40 m thick sequence of fluviatile, coarse to granular coal measure sandstones. High quality coking coal is preserved as a gently dipping, 10 - 12 m thick seam. High and sometimes very steep cliffs of jointed overburden shape the skyline escarpment, above steep forested slopes and gullies. As mining has progressed at Mt Augustus individual coal blocks are progressively becoming more technically challenging. This paper outlines the scientific approach taken by Solid Energy International and mining contractors to carefully unlock many thousands of tons of coal whilst protecting nearby flora and fauna from the impacts of dislodged rock and other blasting side-effects. The strategy involved: an expert-driven onsite risk assessment,formulation of a management plan to manage impacts,conducting an in situ vibration research program, andanalysis of results and operational designs to eliminate potential environmental problems.

Oceana Gold (NZ) LtdÆs, Macraes Gold Operation currently has two tailings impoundments, the larger of which covers approximately 75 ha. When an impoundment is temporarily out of use, the surface dries and dust can be blown from the surface to the surrounding area. At present water spraying is used to stabilise the surface, but this is not ideal as Macraes mine can experience water shortages during the summer. This paper examines an alternative method of surface stabilisation using vegetation as a ground cover. The tailings have a low natural fertility, so it is important to determine what will actually grow in the tailings, and whether amendments are necessary. Also important is the effect of the amendments on arsenic mobility in the tailings as the schist rock at Macraes has naturally elevated levels of arsenic. Three plants species, rye corn, barley, and lupin, were grown in metre-deep lysimeters at Macraes mine site. The plants were grown in unaltered tailings, and tailings with one of two amendments added: Bioboost (an organic fertiliser containing biosolids), and superphosphate fertiliser. The leachate from each lysimeter was collected and analysed monthly to determine the extent of arsenic mobility. In addition, laboratory experiments were set up to determine arsenic mobility in tailings with amendments at the centimetre scale.   All plants grew best with the fertiliser amendment, with rye corn growing the best overall. Plants growing in unaltered tailings either barely survived (rye corn, barley) or died (lupin). Plants in the Bioboost amended tailings grew only slightly better than in the unamended tailings. Laboratory experiments indicate that the addition of phosphate fertiliser greatly increases arsenic leaching at the centimetre scale when compared to unamended tailings. The addition of Bioboost only marginally increases arsenic leaching, compared to unamended tailings. This trend has not been repeated in the lysimeter trials on the metre scale over four months. Current results suggest that of the plant types trialed and amendments used, rye corn with superphosphate is the most practical short-term tailings stabilisation method at Macraes.

Frequently materials handling operations are compromised by transfer chute problems ranging from high wear rates, blockages and ineffective loading of the downstream conveyor. This paper will present the design flow implemented to overcome problems in two case studies utilising discrete element modelling incorporating material characterisation.Material testing is relevant in achieving a valid discrete element method (DEM) simulation model and subsequently a valuable design tool for transfer chute assessment and design. It is well recognised that in the current growth and demand for mineral resources, leading to ever increasing conveyor capacities associated with export terminals and mineral processing facilities that transfer chutes are a key focus point. The successful performance of the transfer chute is also dependent on operating with a ærobust rangeÆ of material flowability and handling characteristics. This requirement is crucial in accommodating mineral ores from developing resources, which are often more friable and stickier than in past decades.This paper will include details of chute installations associated with iron ore and coking coal, from the DEM simulations through to the performance of the installed and commissioned plant.CITATION:Moore, B A, van der Merwe, S and van Aarde, N, 2013. Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height. The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.

Wangaloa Coal Mine opened in 1945, and by the time of its closure in 1989, had produced 750 000 tonnes of coal and disturbed an area of 75 ha. The original mining licence required land rehabilitation to exotic forestry, however the current owner, Solid Energy, has worked with Crown Minerals and local councils to write a new rehabilitation objective. The site is now being stabilised and replanted with native species, and may be available for public use before the coal mining licence expires in 2007. Site discharge permits expire in 2017, and by that time, it is anticipated that discharge water chemistry will be similar to background levels. MWH are currently contracted for management of the mine rehabilitation project. The Kaitangata coal unit mined at Wangaloa is sulfurous lignite with associated pyrite. Kaitangata coal contains 3.2 wt per cent sulfur, which is higher than most New Zealand coals. Initial analyses at Wangaloa indicate low pH (2.56.2) values in soil, groundwater and surface waters as a result of acid rock drainage (ARD) processes, leading to increased metal mobility and challenging conditions for vegetation. Pilot studies indicate pinus radiata needles contain up to 67 mg/kg boron, and elevated As, Cu and Zn concentrations in surface waters. The main lake at the site has a pH of approximately 4.9, despite lime dosage in 2002. There is a real need for a complete geochemical model of the Wangaloa coal mine. Such a model could be applied to similar restoration projects, and would assist by pinpointing geochemical processes and toxic metal relationships most harmful to the receiving environments. Using this model, rehabilitation in the future will be targeted and more efficient. This project is part of a larger scheme to characterise and model the Wangaloa mine site restoration, including waters, soil, vegetation, geology and invertebrates.

This paper discusses the determination of the percentage of crystalline material in a natural silica deposit which would be considered harmful to health (<10 ¦m). A sample of the natural silica material was recovered and split into a number of subsamples. Samples were sieved using a conventional dry sieve to remove material >300 ¦m before testing. Particle size analyses of the fine fraction showed 75 per cent of the material was below 10 ¦m. Initially XRD and XPS were run on the samples to determine the minerals and composition of the sample. The XRD revealed strong quartz peaks and smaller tridymite peaks with a high amorphous background. The XPS indicated traces of iron, titanium and carbon with dominant silicon and oxygen peaks. The structure of the sample was investigated using the SEM. It was apparent that there were a number of larger quartz crystals (>30 ¦m) with a mix of amorphous and crystalline in the finer fraction. It was also observed that amorphous material was attached to the surface of the crystals. In order to determine the percentage of crystalline quartz a known amount of quartz was added to the sample incrementally. On each addition an XRD scan was performed and the area under the peaks recorded. Back analysis of these peaks with an assumed percentage of crystalline material in the original sample gave a crystalline content of 30 per cent. The quantity at the respirable fraction was estimated to be 18.7 per cent.

The Golden Cross low sulfidation epithermal deposit occurs in pervasively altered andesite of the Waipupu Formation and in the Waiharakeke Dacite. The unaltered, post-mineral Whakamoehau Andesite overlies these units. The Empire zone of the Golden Cross deposit contains a stockwork which is currently mined by open pit methods, and a series of veins that are mined underground. Alteration envelops both the underground and open pit mineralisation. The core of the alteration zone contains silicification, as quartz veins, and adularia. Shallow portions of the system contain illite-smectite and a thermally unstable chlorite, tentatively identified as corrensite, which pass downward into illite and chlorite, respectively. Replacement calcite occurs widely throughout the altered zone; pyrite is nearly ubiquitous. This alteration assemblage indicates formation from near-neutral alkali chloride waters. A late, post-mineralisation alteration assemblage of calcite, smectite, illitesmectite, kaolinite and siderite presumably formed from weakly acidic, steam-heated CO2-rich waters.   We have identified eight stages of vein formation: (1) sulfide veins, (2) black veins, (3) massive veins, (4) banded veins, (5) thin white veins, (6) crumbly veins, (7) massive/platy calcite veins, and (8) flattened rhomb calcite veins. Gold mineralisation occurred relatively early in the lifetime of the system, dominantly during 2 through 4. The late calcite veins (7 and 8) and early sulfide veins (1) are barren.

Importance of Strain to Fragment Strength in Blasting Induced Pre-Conditioning When a rock is blasted, cracks propagate through the rock causing the rock to fracture. This paper focuses on applying the results from a series of small scale blasting tests were designed to show the effect that varying blast variables such as explosive type and explosive energy have on the resulting strength of the post blast fragments. It was shown that the velocity of detonation of the explosive product affects the reduction of fragment strength. This has important implications for the downstream comminution process. The observations from these tests are then explained with reference to the principles of fracture mechanics. A simple but effective prediction of blast induced preconditioning is shown.

Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Drilling at Ipswich during the last twelve years by the Queensland Department of Mines has proved large quantities of reserves which have assured the security of the field for many years to come. This is perhaps the greatest contribution to the development of the field since its discovery in 1827.The drilling campaign commenced in 1950 and by the end of 1961 comprised 242 holes totalling 180,220 ft.Intersections of formations and seams, accompanied by detailed surface mapping, led to more precise knowledge of the geology of the field than was previously possible, and clarified many problems of correlation. Productive formations are part of the Middle Triassic Ipswich Coal Measures, a 4,300 ft sequence of fresh-water sediments with some interbedded volcanics. They are overlain by the Upper Triassic Bundamba Group and the Lower Tertiary Booval Group.Reserves disclosed by drilling amount to 171,487,000 tons, comprising 109,407,000 tons "measured" and 62,080,000 tons "indicated". The security of these reserves encouraged many collieries to instal modern efficient mining machinery and washing plants.The climax of recent development of the resources of the field will be the commissioning in 1966 of a £33 million 360 MW power station in the Swanbank district which will consume 14 million tons of coal during its 30 year life and will have a peak demand of some 20,000 tons per week.Drilling is continuing and is expected to prove additional reserves which will justify further development of the field.INTRODUCTIONUntil 1949 there had been no concerted effort to test systematically the resources of the whole Ipswich field. Fifty two known holes totalling 30,500 ft had been drilled, eight of them by the Department of Mines, but because of poor core recovery and inadequate records most of them were of little use in a comprehensive assessment.Development of the field was being retarded by uncertainty regarding reserves and by the general state of the coal mining industry.
