THE increased use of heat-resistant alloys (26 per cent Cr, 12 per cent Ni, 16 per cent Cr, 35 per cent Ni, 12 per cent Cr, 60 per cent Ni, etc ) in recent years has been accompanied by continued demands by the consumer for improvement in properties The manufacturers of these materials, of necessity, have resorted to more critical studies of the basic causes of variations in fundamental properties To keep pace with the need for augmented information, previous techniques of investigation have been refined and new test methods and instruments created It is the purpose of this paper to describe the apparatus, experimental technique and precision of measurement that were employed in the exploration of properties of heat-resistant alloy presented in a companion paper† The detailed precautions in experimental procedure essential for attainment of accurate and comparable data at elevated temperatures cannot be too highly emphasized THE CREEP TEST Since the fundamental concepts of creep testing have been recognized for the past 20 years, present interest is restricted to refinements in equipment and experimental procedure The creep-test laboratory constructed for the American Brake Shoe and Foundry Co is designed to permit 1000-hr tests in the temperature range of 1200° to 2200°F with a choice of applied stress extending from 50 to 50,000 lb per sq in in increments of 50 lb per sq in To simplify the calculation of weight combinations, the loading beams (Fig I) are provided with counterweights to eliminate the tare The precision of the knife-edges (10 1 ratio) is such that a 10-gram weight placed on the upper specimen grip will be exactly balanced by a 1-gram weight attached to the loading shackle Check of the loading weights proved the maximum error to be 0 06 per cent Axial alignment is provided by crossed knife-edges in the grip seats The furnaces are similar in design to those of Crane and Company, Battelle Memorial Institute, and the U S Steel Corporation An 80 per cent Pt, 20 per cent Rh No 19 B and S gauge wire is used as the heating element The details of construction are shown in the radiograph reproduced in Fig 2 The windings are held in place on an alundum tube with alundum cement, the distribution of turns is adjusted to give a maximum temperature gradient of ± 1°F over a 4-in gauge length (Fig 3) To avoid sharp temperature differentials at the ends of the test section, the length of the furnace is four times the gauge length Sixteen-inch coupons are used to reduce the temperature of the threaded

IN the use of free bubbles with precise temperature control and continuous pH measurement, the contact angle apparatus differs from all previous equipment. Experimental procedures differ sharply from the captive bubble method1,2 of introducing the gaseous phase in the three-phase system. When freed from the tube and captured by a solid surface, a bubble more closely conforms to the spherical ideal set up by the usual mathematical analysis of surface free energy or surface tensional relationships of the forces involved. The assembled equipment, Fig. 1, departs from the usual contact angle apparatus in providing: 1) water circulation for fixing temperature, 2) instruments to measure and record pH during testing, and 3) a system for producing and using free bubbles. The apparatus allows testing over a broad range of closely controlled conditions, and the use of free bubbles gives contact angles independent of operator manipulation, which was unavoidable in the older captive bubble method. A bubble released below the specimen rises through the liquid and contacts the mineral. If the mineral is gas-avid the bubble adheres, developing a finite contact angle. Reaction cells (1), 2x33/8x5 3/16 in. ID, are of pyrex glass 5 mm thick. To prevent optical distortion, the sides are optical flats and are planed parallel to within five wave lengths of light over the entire surface. Special cement is required to withstand chemical attack and thermal shock. The cell is placed in a thermal jacket (2) made of welded aluminum. A water seal for the optical ports is made by using O-rings tightened against the flats of the cell by fine-threaded and adjustable ports, Fig. 2. In-flow water is discharged downward from a manifold located near the bottom of the cell jacket. Water overflows the weirs at each end of the cell jacket, discharging from both sides to a collecting manifold (24). A hose (26) leads the overflow water to the thermal-conditioner well (4), which is recessed to accommodate a reaction cell and two beakers (150 ml). Both the thermal jacket and the thermal-conditioner well are insulated to minimize the effects of temperature differentials. Water, discharging from the thermal-conditioner well, returns to a thermostat bath and pump (3), from which it is pumped to the thermal jacket. The thermostat bath permits temperatures to be adjusted from 1" or 2°C to 80°C and will maintain the selected temperature within 0.2ºC. ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

SILVER reached a new high, with the ceiling the limit, at the annual Institute dinner at the Commodore on Washington's Birthday night. Carrying along as ballast other commodities, such as rolls, roses and ferns, souvenir boxes and table number placards, hundreds of silvery balloons, cut loose from their moorings at the tables, bounced idly against the plaster decorations high overhead. At the head table, Scott Turner, retiring President, pre- sided as toastmaster, with the new President, Frederick M. Becket, on his right, and the Chairman of the New York Section, Sydney H. Ball, on his left. Many other distinguished Institute members, medalists, and representatives of organizations and committees, ranged to the east and west. Each had the opportunity at least to rise and bow.

A Meeting of the San Francisco Section was held on May 7, 1917. Chairman Shockley was in the Chair. The Section was honored by the presence of President Moore and Secretary Stoughton of the Institute. C. W. Merrill introduced President Moore, who then spoke to the Section on the Aims of the Institute. He discussed the possibility of improving the standards of membership by introducing a classification of membership. The present rigid investigation of applicants was pointed out by him. He spoke of the important influence that the local Sections can exert on the Institute and of the importance of sociability and informality at the meetings. Secretary Stoughton, who was introduced by the Chairman, emphasized somewhat the same points. He mentioned the need for making the Bulletin of the Institute more, interesting than it is at present, this to be accomplished by raising the necessary funds by increased advertising. He asked for an expression of opinion on this point. He. said that the employment department of the Institute is now used extensively. At the request of Mrs. Mark L. Requa, Mr. Stoughton. announced that a San Francisco branch of the Woman's Auxiliary of the, Institute was being formed and asked that the ladies of the members' families send in their names to Mrs. Requa or to the Secretary of the Institute.

Mechanical moles have developed through a tedious process of evolution. At times it has seemed that tunnel borers have been subject to the same Darwinian rules of evolution as their zoological namesakes who, despite their efficiency, are highly specialized and still restricted to soft soil conditions near the surface of the ground. HISTORICAL HIGHLIGHTS The Robbins Co. began its work in this field in 1947 with the development of a twin-bore continuous coal miner. Although these machines were used primarily in coal, two of the early prototypes were used to bore tunnels through shale. Disk cutters were first used on these machines and showed promising results as core breakers between drag-bit kerfs. In 1953, James S. Robbins and Assocs. undertook the development of a 25-ft 9-in.-diam circular tunnel borer for Mittry Construction Co. to be used at Oahe Dam in South Dakota (Fig. 1). This is believed to be the first rock tunnel-boring machine built since the end of the 19th century when short sections of the Channel tunnel were successfully bored in chalk from both the English and French shores. Another Oahe Dam machine was built in 1955, and then a series of three small-diameter machines for the company's first real experience with medium-hard and hard rock (Fig. 2) None of these three could be considered a success, although they laid the groundwork for the success that followed. Interbedded shale and limestone in Pittsburgh and hard limestone in Chicago quickly pointed up the weaknesses in these machines which were used by Perini, Dravo, and Healey. Among the problems were the high breakage rate of tungsten-carbide drag bits, too much flexibility in the drive shafts, failure of high-pressure hydraulic systems, chain-conveyor failure, and general lack of rigidity and strength. In 1956 another attempt at medium-hard and hard rock-boring proved this time to be a success and a significant turning point in the development

•Mineral Development Corp. of Salt Lake City, Utah purchased the Somerset and Oliver coal mines from the Kaiser Steel Corp. The mines are located at Somerset, Colo., about 75 miles east of Grand Junction, Colo. Somerset Town, with housing for 600 persons was included in the transaction. The mines employ 115 miners and have a combined capacity of 1750 tons per day. The Minerals Development Corp. is headed by Claude P. Heiner and is controlled by Godfrey L. Cabot, Inc. of New York and Boston. The Cabot Company is a major producer of carbon black. • The Dept. of Interior has announced that the name of the Defense Minerals Administration will be changed to Defense Minerals Exploration Administration. The new name of this defense agency more nearly describes its duties, since the mineral programming, procurement and claimant functions of the former DMA have been transferred to the Defense Minerals Procurement Agency. C. O. Mittendorf, formerly acting administrator of DMA, is serving as acting administrator of the new DMEA.

The operation of Kennecott's Bingham Canyon copper precipitation plant, one of the world's largest, is described. This description includes a brief historical review of precipitation at Bingham and the general layout and operation of the present cone cementation facility. Current practices are based on results of studies undertaken to define improvements needed in each unit operation. These improvements were required to meet changing plant conditions and were implemented primarily within the constraints of the existing facilities. Specific unit operations included were the cone precipitators, the cone discharge thickener, the cone effluent settling basins, and the plate and frame filter presses. As a result of these improvements, loss of precipitated copper decreased and the degree of precipitation increased, raising copper recovery by 9 t/d. At the same time, iron consumption was reduced by 22.5 t/d. Problems in drying the cement copper were also overcome so that a product containing 12 - 15% moisture could be consistently delivered for smelting.

John Birkinbine was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now, continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philidelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or im-provements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several Eukopean corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango,,before railroads were established in that. portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and . reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

Tungsten has the highest melting point of all the known metals, namely 3350 C.; it is one of the hardest of the metals; it has the highest equiaxing or recrystallization temperature after strain hardening, of any pure metal known. It is particularly distinguished because, when composed of small equiaxed grains, it is extremely brittle and fragile at room temperature, and when possessing a fibrous structure it may be ductile and pliable at room temperature. The common ductile metals act in exactly the opposite manner in this respect. The present paper will include a brief note regarding the manufacture of wrought and ductile tungsten. The metallography of wrought and ductile tungsten in the various stages of manufacture will be considered more or less in detail. The general relationships between the properties of tungsten and other metals will also be considered. A discussion will be given explaining why fibrous tungsten is ductile at room temperature, even though past experience with other metals would indicate that it should be brittle. Finally, a brief note regarding some new fundamental metallographic propositions relating to all metals will be given. Manufacture of Wrought and Ductile Tungsten Up to about 10 years ago, it had not been possible to work tungsten mechanically. About the year 1908, Dr. William D. Coolidge, of the General Electrie Go., produced ductile tungsten from what was then supposed to be an inherently brittle metal and which, in fact, was inherently brittle in its normal state, that is, when composed of equiaxed grains. Since that time many products, chief among which are the filaments for electric incandescent lamps, have been made from wrought and ductile tungsten. Tungsten is produced chiefly from the minerals wolframite and scheelite.1-8 The ores may be reduced in many ways. For example, the ore may be fused with alkali carbonates and the fusion dissolved in water; sodium tungstate is formed, which is soluble in water. This

The more important fires may he enumerated as follows: Forman Shaft fire., Gold Hill, April 21, 1903 ; shaft-house, machinery, and shaft, destroyed; loss estimated at $50,000.; Cause Unknown. Union Shaft fire, Virginia City, July 14, 1904; shaft-house, machinery, and shaft in part destroyed; loss estimated it $100,000; cause of fire stated as the careless throwing of a match in the rope-house. Sutro Tunnel fire, Virginia City, Jan. 27, 1909 ; 700 ft. of tunnel-timbering destroyed, and direct damage of $10,000; cause ' probably electric wires." Belcher Shaft fire, Gold Hill, Aug. 9, 1910; shaft-house destroyed, machinery ruined, and upper part of shaft damaged; damage, $25,000; no cause given. THE Petroleum Division will hold its first fall meeting in Tulsa, Okla., Thursday and Friday,' Oct. 2 and 3, preceding the. International Petroleum Exposition that opens there on Oct. 4. Headquarters will be at the Hotel Mayo, and members planning to attend should make reservations promptly because of the large attendance expected at the Exposition. The program for Thursday will feature production engineering problems and that for Friday the unit operation of oil pools. The principal papers planned for the various sessions are as follows:

A high seam geologic condition exists at Jim Walter Resources No. 4 mine that requires immediate rib support after a continuous miner cuts a place. High seam mining heights are typically 2.4 to 2.6 m (8 to 9 ft) and a thick rock layer is present in the upper portion of the coal rib side. The 610-m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 305 mm (12 in.) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas that endanger men and equipment. To control this, rib support must be installed in the roof bolting operation as the bolting crew works toward the face. A rib control system has been developed for this high seam mining condition using a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDM-15 bolting machine. More than 120 km (75 miles) of entry have been supported with angle rib bolts. These angle bolts constitute 43% to 60% of the total roof and rib bolt footage in the high seam portions of No. 4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method using bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people. Total drilling supply costs are about 60% the previous cost, when compared to the previous support method using horizontal rib bolts:

The following members were appointed representatives on the Executive Committee of the Spokane Engineering and Technical Association: J. C. Haas, W. H. Linney, F. A. Ross, L. K. Armstrong. The Treasurer reported a deficit, resulting from the participation of the Section at the Northwest Mining Convention in 1916. It was recommended that the Institute be petitioned to make good this deficit, in addition to the usual annual allowance. The members of the committee who were present expressed their desire to be of greater service in the present war, and discussed at some length the possible means of carrying out their desires. It was later decided to reopen the subject at a subsequent meeting of the Section, or to present it to the Executive Committee of the Spokane Engineering and Technical Association for discussion and cooperative action.
