At the Annual Meeting of the Institute, February, 1908, the following amendments to the Constitution were proposed for action at a future business meeting (see Trans., XXXIX, xxvii) To Art. II. After the first sentence of this Article, add the following sentence « These classes may be subdivided by the Council, according to profession, length of membership, nationality, or other conditions not inconsistent with the provisions of this article." To Art. III. In the first line, substitute " fifteen " for "ten " dollars. At the Annual Meeting of February, 1909, action upon these amendments was postponed to the next business meeting (see Bulletin No. 27, March, 1909, p. xiv). Of these two amendments, the first has been withdrawn, as unnecessary-the subdivision thereby authorized being already practicable without such amendment. The second amendment will be acted upon at the next Annual Meeting, February 15, 1910, and the Secretary has been instructed to call the attention of members to the subject in such a way as to secure a general vote upon it. A special circular, now being prepared by the Secretary, will shortly be sent to all members. Year Book of the Institute. Conditions in the oil and gas industry in Indiana were about the same in 1935 as in 1934. This is especially true of the old Trenton area and the Harrison County area where production was steady and almost no exploration and development took place. The past year has seen an increase in drilling activity and a decrease in oil and gas output in southwestern Indiana. In the state, 224 wells were completed in 1935, of which 48 were oil wells, 61 gas wells, and 115 dry holes. A few of these were old gas wells deepened to oil horizons. Twenty-six wells started during 1935 were not completed by Dec. 31. Approximately one-half the wells drilled were within proven areas. A relatively large number of wildcats, especially in Daviess, Pike and Gibson Counties, were in search of new gas supplies to supplant the diminishing resources in those counties. The decreased production of gas was due largely to the fact that existing supplies declined more rapidly than new fields could be brought on. The Alford field, in Pike County, which produced the bulk of the supply in 1934, was called on to do likewise in 1935, but was unable to respond sufficiently to keep up the yearly production for southwestern Indiana. During the last half of the year, the Oaktown field, Knox County, was connected with one of the principal pipe lines of the state, which helped to keep gas production above an unusual low. The decline in oil production was due almost entirely to proration during the first eight months of the year. The proration affected Daviess, Pike, Gibson, Sullivan and Vigo counties, which produce about three-fourths of the total for the state. After proration was lifted, the wells never quite reached the conditions existing before proration. The average daily production per well in Indiana is less than two barrels. The outstanding development in Indiana in 1935 was the drilling in the Oaktown field immediately before and after the laying of the 6-in. pipe line to the field. The three oil fields discovered are: Hawkins, Wood County; Pittsburg, Camp County; and Tehuacana, Limestone County. Important extensions were made to the following fields: Bazette, Navarro County; Long Lake, Anderson and Leon Counties; Cayuga, Anderson, Freestone and Henderson Counties; Opelika, Henderson County; and Talco, Titus and Franklin Counties. At the close of the year 54 oil and gas fields were producing in the district. There were 13 other fields, 11 oil and 2 gas, which have been abandoned. The East Texas field led the district in the number of completions for the year. During the year about 622 wells (oil and distillate wells included) were completed and 80 wildcats were drilled. Production and Proration During the year 170,424,685 bbl. of oil (distillate production included) were produced in the district—a decrease of 2.6 per cent from the 175,053,729 bbl. (distillate production included) during the preceding year. The district's production for the year 1938 was 182,369,484 bhl. As usual, most of the district's annual production was in the East Texas field, which produced 139,095,694 bbl. (distillate production in- cluded) during 1940, or 81.6 per cent of the total oil produced as compared with 141,333,317 bbl. (80.7 per cent) for 1939. The December estimated daily average production in the district was 424,565 bbl. The district accounted for 34.9 per cent of the state's annual production, compared to 36.7 pcr cent of the state's 1939 production. The decrease in production for 1940 may be attributed to changes made in proration schedules. Any material changes in the district's annual production may be considered for the most part as a reflection of proration-schedule changes affecting the East Texas field, since it is by far the most important field in the area. The entire state was subject to 71 shutdown days for the year; the East Texas field to 131; and the Rodessa field (Cass County, Texas, portion) to 5 days. No important changes were made in field rules and regulations during the year regarding the allocation of oil in individual fields in this district. Discoveries The Hawkins field is in southeastern Wood County in and principally north of the town of Hawkins. Development to date indicates that the field is somewhat of an elongated anticline trending slightly east of north and the proved oil area appears at this time to cover approximately 4000 acres. The oil production has been secured from the Woodbine sand, Upper Cretaceous; a considerable quantity of gas has been encountered in the Sub-Clarksville formation (Eagleford shale) in the higher part of the structure. The section of the Northwestern United States that includes the northern Rocky Mountains and adjacent areas to the west and east is one of large mineral production and important mineral potential. The metallic ore deposits vary widely in age and type and their geologic settings are similarly diverse. A brief resume of the region's physiographic characteristics and geology sets the framework for the selected ore districts that are described in following papers and makes it possible to place these ore deposits in their proper reference to space and time.

The selection of a particular machine for production drilling is the most critical drill evaluation the pit engineer is called upon to make. It is a true engineering design problem requiring value judgments. Generally, the procedure follows these steps: (1) Determine and specify the conditions under which the machine will be used, including such service factors as labor, site, weather, etc. (2) State the objectives for the rock-breakage phases of the production cycle of operations--considering excavation and haulage restrictions, crushing capacity, production quota, and pit geometry-in terms of tonnage, fragmentation, throw, etc. (3) On the basis of blasting requirements, design the drill-hole pattern (hole size and depth, in- clination, burden, spacing, etc.) (4) Determine the drillability factors and select the drilling methods which appear feasible for the kind of rock anticipated. (5) Specify the operating variables for each system under study, considering drill, rod, bit and circulation fluid factors. (6) Estimate and compare performance parameters, including costs. Major cost items are bits, drill depreciation, labor, maintenance, power and fluids. (7) Select the drilling system that best satisfies all requirements with the lowest over-all cost.

MR. NEILSON was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city: In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company. In 1871, when the Logan Iron & Steel Co., of Burnham, Pa., failed, Mr. Neilson was appointed receiver, re-organized the company, became' its General Manager, and spent more than four years in this work. In the meantime, he became interested in the Freedom forge of the same place, and, with Mr. Wm. Burnham and Mr. Milton Brosius, laid the foundations for what is now the Standard Steel Works. From Jan. 1, 1877, to April 1, 1890, he was General Manager of these works, and closely associated with the Baldwin Locomotive Works. In 1878 he was in charge of the first consignment of Baldwin locomotives to Europe, which, with a picked crew of men from Baldwin's, he took to Eydtkennen, Russia, and placed in service. The demand for crude oil on the Pacific Coast during the year 1945. was so acute that the California crude supply had to be augmented by tank-car imports from the Texas and Rocky Mountain fields. Crude imports reached a high of 64,800 bbl. per day during June, with a total of 14,259,000 bbl. imported during the first 11 .months. The U. S. Navy also implemented the crude output from California pools by drilling and completing approximately 300 wells in the Naval Petroleum Reserve No. 1 (Elk Hills), from which an established production of 65,000. bbl. per day was reached in late February and maintained until Aug. 17, 1945, when it was reduced to its preprogram level of 15,000 bbl. per day. Even with the conclusion of the Pacific war on V-J day (Aug. 14), the military petroleum product requirements have permitted little material reduction in output of California crude to prewar rates. During the year, a total of 327-760,000 bbl. of crude was produced, or 19 per cent of the total crude production within the United States during the same period, as compared with 310,996,000 bbl. or 18.4 per cent of the nation's crude production in 1944.

OPPORTUNITY may not be knocking but it, at least, is waiting for you, your family and your friends in that amazing republic south of the Rio Grande. For the first time we are able to publish the official itinerary for the forth-coming Mexico City meeting of 1936. As shown on Page 351, the deluxe special train leaves St. Louis on Thursday. Nov. 5 at 5:30 p.m., returning to St. Louis on Nov. 18 at 8:15 a. m. The schedule provides seven days and six nights in Mexico City with numerous excursions to nearby towns and resorts. The oldest surviving city in' North America is Mexico City, dating back at least to the twelfth century. It was the Aztec capital when Cortez arrived in 1519. The famous cathedral still standing was built on a foundation of sculptured Indian images and the remains of a great Aztec temple. Today it is a city of romance.

THE Clinton group of the Silurian holds the red or fossiliferous ore; its outcrops have been mapped by the State or U. S. Geological Survey. This group is from 100 to 500 ft. thick in Alabama. There are places where it is entirely missing (doubtless islands in the Silurian Sea). In Etowah County, in part of Greasy Cove and vicinity, the upper seam is a coral reef impregnated with the red ore; in this same county, step, faults bring up the ore in three or four separate ridges practically parallel. In Blount County and on Raccoon Mountain, the ore runs under the carboniferous rocks and outcrops in the valleys. In examining some bore holes made in drilling for oil, the writer found the Clinton group continuing under the Warrior coal field wherever the drill has gone deep enough. It demonstrates the possibility of a source for red ore not seriously thought of until lately. The following bore holes made principally for oil, given in Bulletin No. 22, Geological Survey of Alabama, show the presence of either ore or red rock, and suggest vast resources yet to be outlined and developed for ore in the future. The locations are given by number on the map. Hole No. 1 was drilled 6 miles southeast of Russellville, Franklin County, by the Woodward Oil & Gas Co. It passed through 160 ft. of Clinton, but only a small show of red ore was found at 1280-1400 feet. A test well, No. 2, drilled near Atwood, Franklin County, in section 26, township 8, range 14, penetrated the Clinton at 1608 ft. and found 38 ft. of limy red rock, also 8 ft. of some blood red ending at 1820 ft., making 46 ft. of red rock in all. It is reported that some good ore was cut through but this work was done by a churn drill. The hole was continued by diamond drill from here. At least 400 ft. of the formation was classified as Clinton.

IT has often been stated that the steel industry did no research or development work in the decades preceding 1920. If restricted to organized research on the quality and field of application of structural and engineering steels, this statement may be true. But the industry did conduct a vast amount of process research during this period, although some of the projects were not carried out as separate organized research programs. Securing a low cost of tonnage production was the sole problem receiving serious attention from the industry prior to 1920, and today this is still the major problem. Those in the industry deserve much commendation for the important increase in production capacity per dollar invested and for the markedly lowered cost of production. In recent years, a distinct change may be noted in the attitude of the steel industry toward research involving its product. With the advent of high-speed machinery both in the manufacturing and transportation industries, steel as a quality engineering material has come to the fore. In the past, high-quality carbon steels and alloy steels have been introduced over a period of years, largely at the insistence of the consumer and partly prompted by research carried out by those interested in the use of the alloys. The commercial introduction of these materials made slow progress.

In preparing a paper on coal washing in Colorado and New Mexico, it is difficult to refrain from entering into a discussion of the historical aspects of this subject, for the story of coal washing in these states goes hack well into the last century. This phase of the subject could well make a complete paper in itself, and of necessity this present discussion must be limited to current operations. Therefore, we are taking into consideration only those washing plants which have operated for some period during the years of 1947 and 1948. Summary Of the eight million tons of coal mined in the two states in 1947. ap- proximately two million tons were washed in wet washing plants, using concentrating tables or jigs. The one table plant accounted for 70 pct of the output of washed coal, and two large Baum jig plants accounted for an additional 26 pct, leaving only a small residual tonnage to be accounted for by other types of jigs The necessity for washing coal is occasioned by the desire or necessity of reducing the ash content of the coals— sulphur is not a problem in this area. All washeries, except the table plant, are at or near the tipple, hence wash only one kind of coal. At the table plant a large number of different coals are washed. Only at the table plant is there any occasion for drying any considerable quantity of fine coal— other plants size and/or dewater on shaking screens. The results of washing at the smaller plants are judged by the number (or lack) of complaints about the quality of the washed coal. This is probably as good a system as can he devised for small, intermittent operations. The efficiency of the Baum jig ap-pears to be quite high. This is to be expected as long as the automatic control of the refuse gate operates properly. The efficiency of the concentrating table is not as high as that of the Baum jig, especially when the "difficulty" of washing is taken into consideration. When dealing with coals in which the "bone" is larger than the "coal," the table appears to be at a definite disadvantage, because of its sizing action.

Friction hoisting has assumed a major role since its introduction to North America less than ten years ago. Interest was illustrated by a recent visit of the Adirondack Section of AIME to a new friction hoist at Chateaugay mine of Republic Steel Corp. at Lyon Mountain, N. Y. The 80-in. diam, 4-rope machine at Lyon Mountain is typical of modern friction hoists. The hoist is mounted on a structural steel tower without deflection sheaves.

First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

That America's great coal deposits eventually will be our principal source of liquid as well as solid fuels is generally accepted. Moreover, the day when synthetic oil from coal will begin to supplement our petroleum supplies does not appear to be far off. The American petroleum industry has not spared effort or expenditure in its attempt to keep pace with the demand for oil, and recent production has exceeded expectations. However, the rapidly rising demand for liquid fuels plus the increasing difficulty of finding and developing the new oil needed even to maintain present production rates make it highly unlikely that oil from domestic wells can fully meet future oil requirements. Therefore, it appears that one or more of the following courses must be followed: 1. Curtail oil consumption. 2. Increase imports. 3. Develop new sources such as synthetic liquid fuels.

During the year 1945, the drilling pace in West Texas increased above that in the year 1944, and represented the highest number of well completions since 2941. The 1680 new wells drilled 8,287,958 ft. of hole for a per well average of 4933 ft. This depth is approximately 30o. ft. deeper than the average for the year 1944. Although the deepest well drilled in West Texas (Phillips Petroleum Company's Ada Price No. 1, in Pecos County) was completed during the year. 1944 to a depth of 15,279 ft. and tested the Ellen-burger horizon, the producing depth record for West Texas was set during the year 1945 with the completion of Amerada Petroleum Corporation's Jones No. I-A, in the Jones Ranch field, Gaines County, which now is producing at 11,422 ft. from the Devonian formation.

The Gilman district is on the northeast flank of the Sawatch Range in central Colorado. It has yielded a total of 10,000,000 tons of ore having a value of over $250,000,000. Paleozoic sediments intruded by a Tertiary quartz latite sill and unconformably overlying Precambrian intrusives and metasediments comprise the country rock of the area. The sediments strike northwesterly and dip 8° to 12° northeasterly. Structures in the Precambrian are related to the Homestake shear zone of the Colorado mineral belt. Only minor folding and faulting occur in the sediments. The principal ore bodies are massive sulfide replacement deposits in carbonate rocks. They consist of long, pipe-like mantos in the completely dolomitized Mississippian Leadville Limestone and funnel-shaped chimneys of copper- silver ore cutting across the Mississippian and Devonian strata. Mineralization is continuous from the chimneys into the mantos. The principal ore bodies are roughly in the shape of a four-tined fork which points up dip. Smaller manto deposits occur in the Cambrian Sawatch Quartzite, and fissure veins are present in the Precambrian rocks. The principal minerals in the mantos are marmatite and galena in a gangue of pyrite and manganosiderite. The chimneys consist of a central core of pyrite with erratically distributed chalcopyrite, tetrahedrite, freibergite, and occasional galena with a shell of zinc ore on the outer margin. Both the chimneys and the mantos are surrounded by imperfect shells of manganosiderite and sanded dolomite. The mineralization is of Laramide age. Hydrothermal alteration affects all rock units to varying degrees. Clay mineral alteration halos occur around the ore bodies. Hydrothermal solutions have developed sanded rock, rubble filled channels, and banded zebra textures, principally in the Leadville Limestone. Structural control of the ore bodies is not well defined. Both the location of the district and the chimneys are probably related to basement structures. The mantos are largely controlled by stratigraphic factors and a pre-Pennsylvanian karst topography in the Leadville Limestone, which were modified by hydrothermal activity, and by weak zones of northeasterly trending faults.

Payne, New York City: Prof. Blake's inference that magnetic separation may be successfully employed upon smithsonite and iron oxide, after a preliminary roasting, is confirmed by the fact that this separation has been carried on with entire success for over a year at the works of the Wythe Lead and Zinc Mine Co., Austinville, Va. The ore mined on this property is a mixture consisting chiefly of galenite, smithsonite and limonite. The crude material is crushed, screened and washed in log washers for the removal of clay, and then jigged for the separation of the galenite. The zinc-and iron-ores are then roasted in reverberatory furnaces, being turned and moved towards the bridge-end of the hearth by manual labor. The roasted material contains from 20 to 26 per cent. of metallic iron. The slight difference in the specific gravities and the friable condition of the ores after roasting prevent the separation of the oxides by means of jigging. It was therefore the practice, previous to the use of magnetic separation, to charge the roasted material directly into the retorts of the zinc-furnaces. The rapid cutting of the retorts under this practice proved a serious inconvenience and expense. In the spring of 1892, the writer built for the Wythe Lead and Zino Mine Co. a magnetic separator which embodied several novel features and which was designed to treat the roasted zinc- and ironoxides. This separator has proved entirely successful for the purpose for which it was designed. During the first nine months of its operation, 1415 tons of 2240 pounds of roasted material were passed through the separator, producing about 675 tons of heads carrying from 50 to 55 per cent, of metallic iron, which are sold to a neighboring blast-furnace. The tailings, which contain the zinc, carry from 4 to 6 per cent. of metallic iron. For magnetizing the iron-ore previous to separating it from the zinc-ore, no change whatever mas made in the form of the reverberatory furnace previously employed.
