DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

The American Society of Mechanical Engineers.-The semi-annual meeting of the American Society of Mechanical Engineers will be held in Detroit, Mich., June 23-26. A session will be devoted to hoisting- and conveying-machinery; and many other subjects will be treated in professional papers, among which are . Clutches (with special reference to automobile clutches); The Thermal Properties of Superheated Steam; The Horse-Power, Friction-Losses, and Efficiency of Gas- and Oil-Engines; A Journal-Friction Measuring-Machine; A Simple Method of Checking Conical Pistons for Stress, and The By-Product Coke-Oven. The usual receptions will be held and excursions will be made to manufacturing plants, the slip-building yards, and various points of interest in and around Detroit. Among the excursions' planned is one to the University of Michigan at Ann Arbor. SUMMARY MERCURY is one of the strategic metals of which the supply has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributed substantially to increased production of mercury in the United States and to consequent accumulation of Government stocks. Other contributing factors have been higher prices for mercury and Government loans to operators. The Bureau has undertaken 13 exploration projects, 10 of which have been completed. This work has comprised 28,376 ft. of several types of drilling and 23,798 lin. ft. of surface trenching, and has indicated commercial ore containing 34,800 flasks of mercury and marginal ore containing 26,200 flasks, a total of 61,000 flasks; equivalent, respectively, to domestic production for 8 months, 6 months, and 14 months. As Government stocks are now adequate, domestic production (currently at the rate of 50,000 flasks per year) is gradually being curtailed through Government control of labor and operating supplies.

The accompanying sketch shows the interesting position of Salt Lake City with reference to Western mining areas and justifies its title "The Center of Western Mining." In the last twenty years, the area embraced within a circle of 600 miles radius with Salt Lake City as its center has produced 79.87% of the gold, 91.9% of the Silver, 77.47% of the copper, 53.61% of the lead and 26.55% of the zinc produced in the United States, including Alaska. This area also contains the greatest coal deposits of the continent, some of the greatest oil deposits, great iron deposits and many other important mineral resources. The 600-mile circle contained 69% of the active operators of other than coal mines and 40% of the men employed in mines other than coal mines of the United States, including Alaska, for the four-year period ended with 1923.

NOT only has the demonstration of progress in all fields of science been characteristic of the Chicago "Century of Progress," but the manner in which the fundamentals of these sciences have been displayed captivated the visitor's eye and ear at the same time. The average individual is interested most in progress which concerns his every-day life. He is fairly well educated in medicine, biology and certain aspects of physics. But how raw materials and chiefly minerals occur, how they are located, taken out of the ground and refined, is something which appears to be more remote from the every-day line of interest, and about which, therefore, the public knows comparatively little. This is particularly true of the oil industry, although it ranks in size second only to agriculture in the United States. In appreciation of the tremendous educational value which a complete exhibit on all phases of the mineral industries would have, both mining and metallurgical as well as oil inter¬ests took steps early to make these exhibits at Chicago a reality. The board of directors of the A. I. M. E. authorized an advisory committee to the Museum of Science and Industry early in 1932. It is divided into four subcommittees - for geology and petroleum, for metal mining, for coal mining, and for metallurgy respectively. The entire committee held its first meeting in Chicago on April 11 and 12, 1932, to advise with the Museum's officials and experts about the most advantageous arrangement of the minerals industries' and geology exhibits.

STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.

MESSRS. BURT and Shockley and others have been for three years urging upon the Institute the matter of simplified spelling. The Institute endeavors to be progressive in the matter of spelling and. is in cooperation with the national body which has this in hand and which has its principal office in New York. Our spellings are changed as fast as-good usage will permit (so it seems to the Board of Directors) and the national body, which is the real representative of the simplified spelling interests, deems that the Institute is making real progress, although not quite as fast as extremists would wish. In January, 1919, Mr. Shockley sent out letter ballots which created a misconception in the minds of many members, who received the impression that the communications came from the Institute instead of from a small group of members. As a result of this propaganda 163 proposal-ballots were sent in to the Institute divided as follows: Yes ?114 No ?20 Negative letters ?9 Split ballots ?20 Total ?163 The total membership at this time was about 7200. The disgusted members would not vote.

The author expresses it in terms of the thickness of rocks of an arbitrary density, 2.4, which might be considered wanting. The accordant heights of the summits, the depths of the folds, the deficiency in .gravity, and denudation he finds to be connected. The Alps float on the lightness of the folds of "sal" of weight 2.6 to 2.75 plunged into the heavier "Sima" according to a for-mula: P = h (2.7/2.8-2.7) where - P is the depth of fold-ing below sea level; 2.7 is the weight of the material accu-mulated in folding; 2.8 is the weight of the material dis-placed by it; and h is the mean height of the mountainous regions. For instance, between the valley of Saar and the Val de Bagne in Valais the depth of the folds according to Ar-gand's profiles is between 30 and 40 kilometers. The loss of gravity has been estimated in this region as 1450 X 2.4 = 3480 in units of weight. Obviously errors in the densities would profoundly affect the estimates of the thickness of folding, but his depths of folds are obtained from sections, and from them he works back to the densities. Wilser's investigations as to the best way of obtaining the weight of rocks per unit volume. The use of mercury for rocks affected by water as there recom-mended may easily give too large volumes unless 1 to 3 atm. pressure is used. Thick machine oil is recommended for large lumps of clay.

BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

The notable occurrences, extending vertically and laterally perhaps several hundred feet, presented scattered, bladed lenses of this mineral in a matrix of quartz, pyrite, enargite, bornite, and chalcocite. But under the microscope covellite is seen to be widespread in the Butte ores, though in such small quantity that megascopic examination will not discover it. In early mining operations covellite was found in the Gray Rock vein, a member of the Blue vein system. As described by Sales,' it persisted as an occasional ore mineral, associated with quartz, pyrite, tetrahedrite, bornite, chalcocite, and minor amounts of sphalerite, from the 700-ft. to the 1,200-ft. level of the East Gray Rock and Diamond mines. GROWING use of basic slag in the agricultural industry is of special interest and importance to the iron and steel industry of the Birmingham district, providing an increasing outlet for this by- product. Such use of basic slag was first developed in England about fifty years ago where it soon became wide- spread. About twenty years ago the Tennessee Coal, Iron & R. R. Co. began its production in the United States after exhaustive tests had demonstrated its high value here as in Eng- land. It is particularly valuable on heavy clay and acid soils, improving their physical condition, increasing their alkalinity where that is desirable, and providing soluble phosphate and small amounts of manganese to soils deficient in these respects. Its use in agriculture is growing as its advantages are becoming more widely known.

The grades of commercial steel produced in large quantities can be divided into two general types from the standpoint of ingot structure— killed and rimmed. Killed steel covers a wide variety with carbon contents throughout the range of the steel portion of the iron-carbon diagram, and is the kind usually used in the production of alloy steels. Rimmed steel is normally associated with carbon ranges under 0.30 per cent, and is not yet used to a large extent in alloy practice, except for copper-bearing steels. The fundamental differences in the ingots made from these two types of steel can be seen most easily in Figs. 1 to 7. In the rimmed ingot shown in Figs. 5 to 7 there are two lines of blowholes approximately parallel to the sides and coming together at the top and at the bottom of the ingot. In the killed ingots shown in Figs. 1 to 4 these blowholes arc not present. Also, the rimmed ingot has no well defined pipe, as compared to the deep pipe on the killed ingots, and there are numerous primary blowholes in the lower portion of the rimmed ingot perpendicular to the surface and close to it, while on the killed ingot there are no blowholes of this type in the ingot shown in Fig. 1 and very small ones close to the surface in the lower part of the ingot shown in Figs. 2 to 4. With respect to the presence of pipe and the primary blowholes, the structure may vary considerably in both rimmed and killed ingots, therefore these cannot be considered as fundamental structural characteristics differentiating the two types of steel. The primary blowholes in rimmed ingots may be much less pronounced than those in the ingot shown in Figs. 5 to 7—as, for example, in "ingot iron," which is entirely free from them. An example of a cross section of an ingot-iron ingot is shown on page 16 of "Research and Methods of Analysis of Iron and Steel," published by the American Rolling Mill Co. (1920). A certain amount of pipe may also occur in rimmed ingots, though it is normally porous and not as well defined [or deep as in the killed ingot of Fig. 1. Never having done it before, it took us all day and until 11 at night to select and pack for a four-day back- pack trip up Lake Chelan last month. When we were through, we couldn't lift our own pack and Sylvia's, OUT spouse's, we barely managed to budge. Nevertheless, the next morning we were at the dock to board the Laldy of the Lake for the 3 ½ -hr boat trip to Lucerne. Our dress and accouterments creating the appearance of a veritable expedition into the wilderness made a sharp contrast with our fellow passengers, a senior citizens tour group from Spokane. We had come out to Seattle for the SME Fall Meeting and were taking advantage of the occasion for a vacation trip back to Lucerne and Holden where we had lived briefly 25-years ago, and a backpack trip up Railroad Creek from Holden to the Glacier Peak country, weather permitting. No matter what you say, weather is important, and this is one of the ingredients that went into making the SME Fall Meeting and Exhibit in Seattle, September 22-24, a thoroughly delightful experience for the 700 plus persons who attended. Seattle is a beautiful city, but with late September sunshine, which we experienced, it is the best. The second ingredient, is a swinging host committee. Under the leadership of Don Anderson and Tom Van Zandt, co-chairmen, and Mrs. Cecilia Reed, Ladies Program, superb hospitality and fine arrangements were blended. Earl Beistline, from Fairbanks, organized a two-day short course on arctic operations which preceded the meeting and drew an attendance of 44. Dick Robbins, in charge of arrangements, provided Masters-at- arms for technical sessions and a presentation of the colors by the U.S. Coast Guard at the Welcoming Luncheon. Eric Cheney's field trips ranged far and wide with events both before and after the meeting. David (Jeff) Kroft, capably managed audio-visual operations with a group of students from the University of Washington. Charles Hochmuth worked long, hard and effectively before and during the meet- ing on finances. Hank Reed, managed an authentic three-ring circus as Entertainment Chairman. His activities covered two cocktail receptions for all registrants and a dinner-dance. Dolph Campbell and Joe Hackbarth provided publicity by press and TV (see p. 37-40). SME's meetings have certain characteristics and possibly not all of these are known to everyone. The first of these is the deliberate involvement of the AIME Section in the area of the meeting. Most trade shows and conventions are run 100% by a professional staff and although SME staff could also do this, it has been our experience that a more friendly and better meeting results when the local members apply their talents. Actually SME only considers a site for a meeting after it has received an invitation from a Section. The knowledge of local conditions which Section committeemen bring to a meeting is of great value.

NEARLY one hundred members of the Mining and Metallurgical Society of America and friends of Professor Peele met at dinner at the Aldine Club, New York, on the evening of April 26, to take part in the ceremonies attending the presentation of the Society's annual gold medal. This had been awarded to Professor Peele by the Society in recognition of his laborious and painstaking work as Editor-in-chief of the monu-mental "Mining Engi-neers' Handbook. Carl A. Meissner acted as toastmaster. W. Y. Westervelt, a student and lifelong asso-ciate of Professor Peele, then recounted some of his friend's early exploits, be-ginning with his mining adventures in the paternal cellar, whereby the neces-sity for adequate ventilation was indelibly impressed on his mind. Graduating from the Columbia School of Mines in 1883, Robert Peele for several years followed the typical mining career, as assayer and superinten-dentatan outlying Colorado mine; mill foreman and assistant superintendent of the Silver King, in Ari-zona; in charge of a mine at Fairplay, Colo.; and superintendent for the Ore-gon Gold Mines Co., at Cornucopia. At intervals during this experience, he spent parts of four years on two mineral investigations m in Peru, Bolivia, Colombia, and Dutch Guiana. He i was called to Columbia as Adjunct Professor of Mining in 1892, and became Professor in 1904. During his sabattical leave in 1903 he travelled around the world, r stopping at some of the most important mining cen-ters, and in 1910 he renewed his acquaintance with South Africa and South America.

AN unusual engineering achievement in the Gulf Coast last year was the drilling of a wildcat well in the swamps of Louisiana, using direct current. More unusual was the fact that it was necessary to house a diesel engine and generator on a barge in order to supply power. The remoteness of the well made it necessary to transport living quarters and drilling equipment to the location by means of barges, and involved the digging of a canal from a lake to the location, approximated one mile. The drilling equipment used on this well consisted of two generating units, each having one 210-hp. six-cylinder @$-in. bore type VDMA, 600 r.p.m. diesel engine, direct connected to a type CD-169, 125-kw., 250-volt direct current generator, which in turn is direct connected to a type CD-105, 15-kw. 250-volt exciter. One of these motors operates the draw works, one the mud pump, and one a duplicate spare. The generating equipment on the barge was approximately 250 ft. from the derrick, the control wires being brought from the derrick to the generator barge enclosed in a standard fire hose. This is an original idea for confining the con- 11.01 wires in one cable; obtaining minimum space and ample protection. Both control and power lines were suspended on poles. This well was at Lake Grande Ecaille Dome, which was located by seismograph in 1928. Fig. 1 shows the derrick, power barge and living quarters where direct G. E. current was used with rotary drilling equipment.
