PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. BITUMINOUS COAL production for 1937 up to Nov. 27, was 400,000,000 ions, an increase of 3.43 per cent over the comparative period in 1936. The in- crease in consumption, however, was not so great as the increase in production. Stocks of coal, mostly in the hands of consumers, on Nov. 1 were 57,000,000 tons, compared to 44,400,000 tons at the same periods in 1936. The prospects were that both production and consumption for December, 1937, would be lower than for the corresponding month of 1936. , Anthracite production for the period ending Nov. 20 was 43,900,000 tons, com- pared to 48,500,000 tons for the corresponding period in 1936, or a decrease of 9.5 per cent. THE lead and zinc region of SW. Missouri is interesting, not only by reason of the value of its output, which ranges in the neighborhood of ten million dollars a year, but even more because of the facilities which it offers for the study of certain forms of ore-deposits, of which the loci and genesis are somewhat obscure. Although the mineral species found in the region are few and of common occurrence, crystallization has taken place on a generous scale, and unusual forms abound in many combinations, presenting examples of pseudomorphism, paragenesis, metasomatic replacement and the action of mineral-depositing and mineral-dissolving waters. For the mineralogist, lithologist, and specialist in certain lines of metamorphism, it has peculiar attractions, while the systematic geologist will perhaps find its chief claim to attention in the simplified problem it presents, in the study of ore-deposits. In addition to the phenomena above enumerated, it presents instances of well-developed comb-structure in the ores, fissures and faults, and slickensides-features usually associated with extensive movements in the earth's crust, and believed by some authorities to prove the deep-seated origin of the ores. In connection with these occurrences, the absence of all igneous rocks from this region is noteworthy and significant. For that reason, the simplified case presented by the Joplin region, from which these rocks have been eliminated as a factor, is specially valuable. Having had unusual opportunities to watch the development of this district, I have been deeply interested in the bearing of the revelations of the Joplin mines upon questions of universal importance to the science of ore-deposits ; and it was to my great regret that the project of a meeting of the American Institute of Mining Engineers at Joplin, proposed in 1892, was

Exploration for new pools of gas in the Oriskany sand and continued exploitation of areas already known to be productive in that sand were the main features of petroleum activity in West Virginia during 1938. To a considerable extent the exploration program resulted in failure, but the extension of former areas was eminently successful. Throughout the state, in general, less drilling was done than in 1937. According to the West Virginia Department of Mines, only 631 permits to drill were issued, as compared to 1034 in 1937. The account of operations, as reported by trade journals and other sources, shows that 766 wells were drilled, resulting in 131 oil wells with 1609 bbl. of daily production; 484 gas wells with 1,232,216,000 cu. ft. of daily open flow; and 151 dry holes. Several discoveries indicate new pools of oil and gas; and several extensions of old gas pools have been made. In spite of a decreased number of total wells, the figures for new gas and oil are both larger than in 1937. The new oil average is 12.3 bbl. per well per day; the gas average is 2,545,900 cu. ft. per well per day, the ratio of dry holes to completions is 19.71 per cent. No general attempt was made to discover new pools of oil. A continued low price, coupled with reduced takings, combined to make drilling unattractive. The principal oil wells completed, by counties are: Boone, 6; Calhoun, 10; Clay, 7; Gilmer, 5; Kanawha, 5; Lincoln, 7; Pleasants, 13; Ritchie, 32; Roane, 6; Tyler, 7; and Wirt, 14. Production for the year, according to the Oil and Gas Journal, was 3,724,750 barrels. The leading counties in gas, with the number of successful wells in each, are: Boone, 16; Braxton, 13; Cabell, 47; Calhoun, 29; Doddridge, 10; Gilmer, 55; Kanawha, 127; Lincoln, 18; Ritchie, 29; Wayne, 19; and Wetzel, 26. Production for the year is estimated as 150,000,000,000 cubic feet. Pipe-line construction, which was extensive in 1937, was insignificant in 1938. Exploration was not as active as in 1937. Field prices of both oil and gas have severely declined.

ANY discussion of State-supported schools of mining and A metallurgy needs to be prefaced by a definition, since the first school to offer a mining curriculum, the Pennsylvania Polytechnic College, was established by a grant from the State. But, so far as can be determined, it received no further State support. It would be tiresome to go into precise details,. and it will be enough to stipulate that by State schools are meant those which derive their main financial support from regular appropriations made by a State legislature. The University of Michigan was the first of these to offer a mineral industry curriculum; its story, as well as those of Wisconsin and Illinois, has been related in the preceding chapter.* Arranging the others in chronological order involves making a decision as to what weight to attach to plans for giving instruction, as contrasted with its , effective initiation. This may appropriately be illustrated by the history of mineral industry education in California. California Among those who came to California in 1849 and the following years were many New Englanders who had a keen interest in education. Some of them, mostly Congregationalists and Presbyterians, sought to establish a school of higher education around San Francisco Bay and eventually succeeded in opening the "Scientific and Classical School at Contra Costa' in Oakland, at Broadway and 5th St., on June 20, 1853. This prospered so well that it was chartered by the State as the "College of California" on April, 13, 1855. There have been major changes in the makeup and nature of the uranium exploration industry in recent years. Significant price increases precipitated an increase in exploration activity-according to the Department of Energy, exploratory drilling in 1977, by 140 companies, was almost 8 million m (26 million ft). This represents a 37% increase over the prior year's drilling. Projections for 1978 indicate at least 9 million m (30 million ft) of exploratory holes will be drilled in the US. Exploration expenditures in 1979, including land acquisition, drilling, and other costs, were estimated by DOE at over $236 million. Domestic expenditures for 1978 are estimated at over $250 million.

The fact that coal is a complex organic material and heterogeneous in composition has made its study extremely difficult, particularly in regard to obtaining a fundamental concept of the processes involved in the formation of coke. It has been stated recently that coals are natural polymers and that in a complex reaction such as occurs during carbonization the differences between coals are quantitative and not qualitative. Such being the case, it would be expected, therefore, that a series of coals subjected to exactly the same conditions of coking would produce results that should be related quantitatively to the chemical analyses of the individual coals. In the past, however, this fact was not generally recognized and consequently many empirical test methods were devised for testing coals. The interpretation of the results obtained depended upon comparing a set of data with other data on coals of known characteristics. The testing procedure had to be con- ducted in precisely the same manner each time and not the least requirement in making the interpretation was experience. The test methods varied from those utilizing a gram of coal to the plant-scale tests in which one or more ovens were charged with the test coal. The aim had been principally to find some simple, inexpensive means by which the coke-making and other properties of coal could be predicted. It is not necessary to emphasize the importance of these endeavors, for anyone acquainted with the problems involved in the selection of coals for making coke is well aware of the time and expense involved in making a series of definitive tests.

ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F. T HE Board of Directors of the A. I. M. E. held a meeting at Institute headquarters on Jan. 28, 1921. There were present 10 directors and 14 guests, the secretary and the assistant secretary. The following actions of the Executive and Finance Committees were approved: Wilkes-Barre Meeting, Sept. 12 to 17, 1921; authorization of Oregon Section; authorization of Upper Peninsula Section; appointment of Philip W. Henry and Thomas H. Leggett on special committee on Code of Ethics; and presentation of five copies of Raymond Memorial Volume to T. A. Rickard, who edited it. The By-Laws of the Ohio Section were approved. The resolutions in reference to the payment of certain contributions and assessments to the Library Board of the United Engineering Societies, adopted by the Board of Directors on June 27, 1919, were rescinded, and the resolution adopted that the income of the James Douglas Trust of $100,000 be paid over to the Library or otherwise applied by it for the purpose of maintaining the Scientific Library of this Institute in such manner as may be deemed advisable in furtherance of the purposes of such trust, and that said income shall be paid on account of and included in. the assessment levied by the United Engineering Societies on the Institute for the maintenance of the joint libraries of the Founder Societies.

Although the pressure to meet the heavy demand for lead still took precedence over new metallurgical developments in the field of roasting, smelting, and refining of lead in 1948 there nevertheless has been considerable activity in the experimental development of new processes and improvements as well as plans for the modernization of many plants both here and abroad. Increasing labor and material costs have stimulated the trend to greater mechanization, revamping of flow sheets, and construction of larger units wherever possible. Although there have been many serious labor stoppages in the United States, Mexico, and Europe, labor supply has improved in most plants even if it has fallen off in efficiency.

The mode of high-temperature tertiary creep of 523-0 aluminum alloy was found to be strongly stress dependent. The occurrence of necking and/or fissures during tertiary creep exhibited a sequence with varying stress, wherein fissures with no necking occur at a minimum stress and necking with no fissures occur at a maximum stress. At an intermediate stress, tertiary creep begins without necking but with fissures in a region just beneath the external surface, followed by necking and the development of fissures along the axis of the specimen. The results are interpreted in terms of grain boundary gliding and the hydrostatic stresses produced by restraints to grain boundary gliding. THERE appear to be two possible reasons for the existence of a period of accelerating elongation prior to rupture during high-temperature creep in metals; namely, 1) a change in the structure of the metal itself, leading to a change in its response to loading, and 2) a reduction in the cross section of the metal resulting in a higher unit loading. Howe,' by annealing and retesting broken low-temperature creep specimens, found that irreparable damage is done once a metal is subjected to creep. Andrade2 first pointed out the association between the reduction in cross section and the increase in creep rate. The present research was designed to investigate both of these factors by retesting specimens machined from material which had been subjected to high-temperature creep testing short of rupture. EXPERIMENTAL METHOD An aluminum alloy, 52s-0, was selected for these studies because it is constitutionally simple, is strong enough to be relatively insensitive to mechanical damage during machining,3 and undergoes accelerating creep in a convenient temperature range. This alloy is hardened by 2.6 wt pct Mg in solid solution and is not subject to overaging effects; it has a very small quantity of an insoluble impurity phase, Mg2Si, finely dispersed throughout its micro-structure. Creep specimens, similar in design to ASTM 0.252-in. tensile specimens, were machined from 3/4-in. round stock and the surfaces were electro-polished. A 24-hr anneal at 500°C was then applied to stabilize the grain size to an average diameier of 0.27 mm. Subsequent heating for as long as 700 hr at the intended test temperatures produced no change in the tensile properties, indicating a well-stabilized state of the material. Corresponding to each of the typical testing conditions listed in Table I, one creep specimen was tested to destruction and this test was employed as a guide in the selection of times for subsequent tests. Duplicate creep tests were then run to various points along the creep curve to produce specimens which were used to determine changes in mechanical properties and microstructures. The latter were examined at the midsections of the specimens. Other specimens were tested to various stages of tertiary creep, after which they were remachined to new cylindrical test specimens, electropolished and re-tested in creep. RESULTS The major findings of this investigation may be illustrated by a comparison of the results of three sets of creep tests. These were run at 400°C at three stress levels, namely 750, 1000, and 1500 psi. In presenting these results in Figs. 1, 5, and 8, the creep curves are given in pairs: That curve of each pair which is drawn through filled circles corresponds to the initial test, and the curve drawn through open circles (and designated by - R) represents the result of retesting the same specimen after machining to a new cylindrical surface. The load was readjusted to the original unit stress at the beginning of each retest.

W. L. SaundeRs, New York City (communication to the Secretary*):—Notwithstanding the sweeping statements made by Mr. Clarke in this paper, the friends of compressed air are not dismayed. There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. INASMUCH as galena and sphalerite flotation concentrates are being produced that contain over 95 per cent galena or sphalerite, it is not unreasonable to believe that a flotation concentrate assaying at least 80 per cent of native gold can he secured provided the gold is free. As yet, little if any fundamental information has been published concerning the flotation of free gold either alone or in the presence of sulfides. So far, we are unable to make as complete a separation of gold from sulfide minerals by flotation as is possible in, the separation of one sulfide from another by this method. An introductory study of the flotation of several free gold ores has been made in our Utah laboratories. For this study three general types of gold ores were chosen, namely: (1) Quartzite containing 0.26 oz. gold per ton in which no base metals are present; (2) sulfide ore (2.04 oz. Au; 1.31 oz. AO containing pyrite as the only sulfide present and the gold free; and (3) oxidized ore (1.10 oz. Au; 0.70 oz. Ag) from an oxidized zone of the vein from which sulfide ore (No. 2) was taken; little sulfide iron was present.

When we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liège, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a model for such undertakings. It is known as ((Hotel Louise," this being the name of Madame d' Andrimont, who laid the corner-stone of the building April 4th, 1871. The structure is of brick, upon three sides of a square, and

DURing the spring of 1910 1 visited a number of open-pit brown-coal mines and underground workings in the vicinity of Halle, Halberstadt, Leipsic, Cologne and Bonn. The notes which I took and the observations which I made at the time have been condensed and make up the principal part of this paper. Certain supplementary information has been taken from several sources which are given in the paper. The mining of brown coal is one of the important industries of Germany. The coal varies in color from dark brown to almost black and is soft like loam. Pieces of wood and strips of bark and even parts of tree trunks are frequently encountered in the excavation although the coal for the most part consists of a pulverulent, more or less matted mass of small particles of vegetal matter. It is a product between peat and lignitic coal. An analysis, taken from Coal Resources of the World shows the approximate composition of the material: Moisture, 53.73 per cent.; ash, 4.98; fixed carbon, 18.08; volatile carbon, 23.31 per cent. Thc principal characteristic is the amount of moisture. This seldom runs less than 48 per cent. The ash is usually low and ranges from 5 to 10 per cent. The sulphur content is usually less than 0.5 per cent. The heating effect of the fuel ranges from 2,000 to 2,500 calories. The commercial deposits are confined to the Tertiary period although

Operations ill Colorado oil fields in 1934 were not quite so extensive as in 1933, but much better results were obtained and one new oil field was discovered. In all, 26 wells were drilled, of which 9 were oil wells, 1 was a gas well, and 16 were dry holes. New oil production totaled 10,220 bbl. and new gas production totaled 33,714,000 cu. ft. This compares with new oil production in 1933 of 1238 bbl. and new gas production of 14,307,000 cu. ft. Dry holes in 1933 totaled 29 as conlpared with 16 in 1934. Oil was discovered in the Hiawatha gas field, Moffat County, in 1934 in the Mountain Fuel Supply Company's No. 4B Wilson, C. NE. NW. of sec. 23, 12N., 100W. This well was completed in a sand in the Wasatch (Tertiary) at 2304 to 2337 ft., after plugging back from 3797 ft. It made 20 bbl. of oil initially. No. 4B Wilson is the first well in the Rocky Mountain region to discover oil in commercial amounts in rocks younger than Cretaceous, and while it is not expected that Hiawatha will develop into an oil field of important proportions, eventually it may produce a considerable amount of oil as the gas pressure declines. AT ONE TIME OR ANOTHER and in greater or less amounts, gold has been mined in at least 40 of California's 58 counties. It may not be inappropriate, by way of introduction, to give a brief historical statement relative to her production of the yellow metal. The presence of gold in the gravels of San Gabriel, San Francisquito, and other streams near Los Angeles, was known and they were worked in a small way by the Indians, at least as early as. 1841' and possibly 1820. -On March 2, 1844, Don Manuel Castanares, deputy for California to the Congress of Mexico, reported' to his government that placers near Los Angeles had yielded up to December, 1.843, a total of 2000 oz. of gold dust, most of which had been sent (via Mexico) to tile United States Mint at Philadelphia.
