In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

Increased competition in today’s global economy has put mineral industry under excessive pressure to effectively manage production assets to generate business wealth. Capital intensive industry (CII) organizations are seeking ways to manage skill resources, internal processes, and organizational networks with a view to reduce the cost of ownership of assets and increase efficiency of operations and service. The emerging concept of Enterprise Asset Management(EAM) is a collection of business processes that allow CII with right focus on return on investment on assets, to make right decisions on planning, acquisition, maintenance, operation, rehabilitation, and disposal of assets. Information technology (IT) can drive significant returns if the infrastructure covers seamlessly all business processes and all systems, like geographic information system, maintenance management, investment management, laboratory information management, and supervisory control and data acquisition system. The simple approach to IT in the past with disconnected silos of technology, information, and business processes cannot deliver the expected benefits under the modern business environment. Identification of business and application component is a prerequisite for the development of an asset management system that links effectively disciplined processes having characteristics of agility, speed, and integration. This paper discusses various issues and outlines the steps for developing an asset management roadmap in an organizsation. It also presents major business and application components of the system. In March 2012 a combined BHP Billiton and Hatch team embarked on a program to improve the concentrate burner efficiency of BHP Billiton’s Olympic Dam copper flash smelting furnace. A multi-faceted approach including an analysis of the furnace using operational knowledge and first principles engineering led to the design and supply of a new central-lance (disperser). A new, patented, swirl method of introducing the copper concentrate into the furnace was developed to integrate with the existing concentrate burner. Plant trials in 2014 demonstrated an increase of nearly 10 percent in the oxygen efficiency of the furnace. Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

The Bureau of Mines, through a memorandum of agreement with the State of Ohio, tested a method of constructing seals in abandoned mine openings in Ohio by means of pneumatic stowing of crushed limestone and gravel with sand. A total of five openings and one shaft were back-filled. Pneumatic stowing uses compressed air to convey material through a pipeline and into the mine opening. The stowing equipment consists of a power supply, a blower, a feeder to inject the material into the pipeline through an airlock, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. Well-graded aggregate up to 2 inches in diameter and having sufficient fines is used as fill. The stowing method is safer and faster than conventional methods, is cost competitive, prevents trespass into abandoned mine openings, and eliminates or reduces the exposure of workers to possible hazards since the discharge nozzle can be kept at the mouth of the opening. The equipment is mobile, and, with some modification, the technique could be widely used for sealing abandoned and active mine openings, even in remote locations and during severe weather conditions.

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. In this paper, the forced features and dynamic behaviors of stone-column composite foundation are concisely related. The characteristics of Rayleigh wave method is summarised. This method is proposed in which, the stress ratio of the stone-column to the surrounding soil and the bear­ing capacity of the composite foundation are determined. Through the engineering cases, it is shown that, checking and evaluating the composite foundation in this method, is feasible, with high speed and low cost.

Standard petrographic profiles for many Permian seams from New South Wales and Queensland have been drawn up. The standard profiles of seams of the same age and from one or more coalfields were used to compile an idealized or type seam sequence for those coals in which more than half the seam profiles were similar to one another. It has generally been accepted that the volatile mater in a coal is the factor that determines whether or not a specific coal dust is an explosion risk. This paper presents the results of an attempt to relate the explosibility index (Kex) of South African coals, as determined in a AD-litre explosion vessel, to the volatile mater content of the coal and the calorific value of the volatiles. A good relationship between the calorific value of the volatiles and the explosibility index was established, which makes it possible to calculate the violence of an explosion, as expressed by Kex, for South African coals. The Kex value is but one of a number of parameters that influence the explosion hazard in a specific colliery and cannot be used as the sole predictor of the propagation of an explosion underground. Other parameters include the ignitability of the coal, temperature, humidity, dispersibility of the dust, methane concentration, amount of incombustibles present, and ventilation.

Andalusite is an excellent raw material for refractory applications due to its high aluminum oxide content and phase transformation to mullite at high temperature. Granular andalusite in particle sizes of about 1 to 2 mm was traditionally utilized for the manufacturing of refractory brick. However, if powder andalusite in micron particle size is utilized in high-alumina refractory products, reinforcement on the refractory brick can be obtained and the sintering temperature can be decreased. The phase transformation of powder andalusite plays a key role for the difference.

Linear and semi-circular features were mapped in the volcanic terrain of the southernCoromandel Peninsula, North Island, using JERS-1 synthetic aperture radar (SAR), Landsat-4 Thematic Mapper, and SPOT-2 multispectral satellite data, digital elevation models, and aeromagnetic data. The mapped features typically correspond to recognised physiographic features and are thus a useful aid to mapping the structural trends in the region. Major linear features exhibit a strong N-S to NNE-SSW alignment, and lesser NW-SE and NE-SW trends. All these are superimposed on pervasive, closely spaced, NNE-SSW and NNW-SSE lineaments present over most of the hilly parts of the map area. There are few major E-W aligned features. Some alignment trends correspond to strike directions of veins in the epithermal gold-silver deposits of the region, but none of the known mineralised structures were visible on the remote sensing data.   The volcanic rocks are Late Cenozoic in age and include a variety of rock types: andesite and dacite flows, domes and tuff breccias, rhyolite domes, tuffs and tephra, lacustrine siltstones, and ignimbrites. Mapping of different textures in the SAR image failed to provide additional information on rock types to that derived from the Landsat and SPOT images. A simple discrimination of rock units based on radar texture is apparently prevented by the complex volcanic geology, superimposed hydrothermal alteration, and long period of erosion.

LARGE-SCALE production of zirconium by the Northwest Electrodevelopment Laboratory of the Bureau of Mines at Albany, Oreg., is an anomaly that justifies some explanation. The reduction of titanium tetrachloride with magnesium in an inert atmosphere, as perfected by Dr. W. J. Kroll before 1940, aroused renewed interest in zirconium, and in 1945 development work on this metal was initiated at Albany under Dr. Kroll's technical direction. Preliminary results were promising, and in February 1947 a pilot plant with a weekly capacity of 60 pounds of zirconium-metal sponge was put in operation. Shortly thereafter the Oak Ridge National Laboratory of the Atomic Energy Commission requested production of 1 ton of zirconium-metal sheet, with the provision that it have a low hafnium content. The Bureau of Mines was furnished with a. supply of Brazilian baddeleyite ore, containing less than 1 percent hafnium with respect to zirconium, from which was made about. 2,700 pounds of relatively low hafnium zirconium sheet of 0.080-inch thickness for test purposes. This was accomplished by melting zirconium sponge in a graphite crucible, hot-rolling the ingot in an iron sheath, and finishing by cold rolling. Concomitantly the Oak Ridge Laboratory developed a method for separating hafnium from zirconium; and, in cooperation with the Atomic Energy Commission and the Bureau of Ships of the Department of the Navy, a, larger pilot plant was erected to produce zirconium from very low hafnium zirconium tetrachloride furnished by the Commission. Pilot-plant work on producing zirconium tetrachloride from zircon sand and baddeleyite was discontinued. Production of zirconium sponge in the larger pilot plant of 500 pounds per week capacity was begun in June 1949.

An understanding of the origin of mineral deposits and their relationship to local and global geotectonics is essential if regional targets for mineral exploration are to be chosen. Volcanism, metamorphism and tectonism are especially significant for the origin and emplacement of mineral deposits, which, far from being fortuitous oddities of nature, occupy well defined positions within distinctive lithofacies. Thus, suggestions for mineral exploration targets can be made taking into consideration the position of 'fossil' convergent and divergent plate tectonic boundaries to indicate areas of specific types of mineralisation. To be borne in mind, though, that level of exposure, time and location of magma generation are all additional and important controlling factors. To further understand the importance of the above parameters, one must refer to the concept of paired metamorphic belts (Miyashiro 1973) which develop during an orognic cycle. These belts are generally constructed in such a way that an ophiolite type complex with metamorphic grades related to high pressure and moderate temperature regimes is flanked by an area of calc-alkaline volcanism and granitic activity with metamorphic grades within a region of high temperature and low pressure. The former situation is usually the seat of primary magmatic mineralisation, whereas the latter contains base metal. Deposits of acid plutonic and volcanic association. As will be seen later, this particular metamorphic-volcano-orogenic situation is well developed in some parts of New Zealand. For the present purpose a distribution of potential ores as related to plate tectonic processes is given below:a) Divergent plate boundaries: primary magmatic Ni-Cu, Pt,Cr, PeS2 and Cu, Pb,Zn in hot brines-hydrothermal environments Mn deposits.b) Convergent plate boundaries: stratabound Cu-Fb-Zn-Ag of felsic volcanogenic association. Porphyry eu-Au of island arc type, porphyry Cu-Mo of continental type. Cu, Au, Y, Sn, Hg, Sb of vein type and replacement lode related to granitic activity.c) Au of hydrothermal vein association, related to late dynamo-metamorphic events. By virtue of ocean floor spreading, regions of divergent plate boundaries are eventually juxtaposed or welded n to areas where plate collisions occur. This is then followed by partial melting due to various causes, just above the descending plate; thus creating a zone of acid to intermediate magmatism. The final picture is that of an orogenic zone with the paired metamorphic belts outlined above.

The goal of any business is to seek the maximum profitability for the organization through optimization the use of resources, processes and the application of new technologies. An analysis of various case studies demonstrate that blasting can have positive impacts on the crushing and milling processes resulting in increased profitability for the mining industry (Grundstrom, Kanchibotla, Jankovich & Thornton, 2001). This paper describes the case study of two copper mines in Peru producing Cu-Mo and Cu-Au concentrates, which together with their strategic partner, have implemented a project focused on the improvement of rock fragmentation. The project was based on techniques of pattern size reduction, the use of high energy explosives and the technology of electronic initiation. Combined, these techniques were shown to have significantly impacted the efficiency of downstream processes.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. Elandsrand started shotcreting back in 1991. This paper will share the experiences of the mine by looking into the past, the present situation and the way Elandsrand plans to approach the future. It looks at the application of drycrete and discusses the factors that led to the introduction of wet fibre reinforced shotcrete. The logistical constraints of getting shotcrete material underground will be solved by the development of an underground batch plant, using run of mine waste rock as an aggregate.

In all known deep mixing processes the existing soil is mixed with self hardening slurry by mixing tools that rotate about a vertical axis (augers, mixing paddles). Wall panels are constructed using sets of multiple mixing tools combined into a single unit. These techniques have been developed on the principle of the rotary drilling technology. In contrast, the new Cutter Soil Mixing or CSM technique is derived from the cutter technology. The soil is loosened and broken down by cutter wheels, then mixed in-situ by the rotating cutter wheels with the self-hardening slurry - introduced into the ground between the two wheels - to form a soil-slurry mortar. The main area of application lies in the construction of cut-off and retaining walls.
