These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.

This paper describes two new gas diagnostic techniques which have been used successfully to determine: 1) the combustion status of underground mines which have been sealed due to fire (Littol1 Ratio); and 2) the location of fires in abandoned, underground mines or waste banks (Kim Ratio). The Litton Ratio makes use of the rate of change of CO, calculated on both an air-free and methane-free basis, from mine gas samples and compares these values with those expected from a normal, combustion-free environment. The Kim Ratio uses the concentrations of total hydrocarbons, C2 ?C5, less the methane, to arrive at ratio values which increase as combustion intensity increases. The details of these two new techniques, their application to real situations, and their limitations will be discussed.

"This research sought to facilitate improved stakeholder (community) analysis using discrete choice theory (DCT). The work considered 16 project attributes and four demographic factors. The discrete choice experiment was conducted in Salt Lake City, Utah to illustrate the usefulness of DCT in mining stakeholder analysis. The data was used in discrete choice modeling of individual preferences. The approach answers three important questions for enhanced stakeholder analysis: (1) What are the factors that affect individual preferences? (2) What is the effect of demographics on individual preferences? (3) What is the value of environmental and social impacts to individuals in the community? INTRODUCTION Stakeholder analysis is crucial for effective stakeholder engagement because it is important to identify and characterize stakeholders in order to effectively engage in dialogue with them. This is not only true for all stakeholders but true for characterizing the members of a particular stakeholder. The local community is usually the largest and most diverse single stakeholder group. Also, the local community is perhaps the most important stakeholder group. Thus, analysis of the local community is essential for project management. Conventional mining stakeholder analysis is a three-step process, which involves evaluating: (1) each stakeholder’s view of the project (positive, neutral, or negative); (2) how influential each stakeholder is (high, medium, or low); and (3) how they will be impacted by the project (high, medium, or low) (ICMM, 2012). The results of this evaluation are documented in a stakeholder analysis matrix (Table 1), which is used to classify the stakeholders into three groups: highly influential supporter of the project, neutral about the project, and highly influential opponent of the project. This process can be used to describe groups of stakeholders (e.g. community, non-governmental organizations, etc.) or individuals making up a particular stakeholder group (e.g. members of the local community)."

The Black Hawk district in New Mexico hosts an unusual type of deposit: arsenide five-element veins. These deposits are Ag-Co-Ni-Bi-As-bearing carbonate veins with local concentrations of U, Pb, Zn, Sb, and other elements. They are high-grade silver deposits (1000s g/t Ag), but low tonnage (<1 Mt) and difficult to find. By 1881, claims were staked and a town developed. It is estimated that >$1,500,000 was produced in 1883–1893, when Ag prices dropped due to the 1893 Ag panic. Solid Silver Mining Co. produced $600,000 from the Black Hawk mine; one car load contained $28,000 worth of silver! The town of Black Hawk grew to 125 population by November 1883. By the end of 1893, the town was vacant; nothing remains. The district was idle until 1916, and the mines operated sporadically since because of lack of available capital, water issues, and difficulty in finding ore shoots. The area is a favorite for mineral collectors. Tungsten was found in the district in 1935 in quartz veins associated with pegmatites. Metal production from 1881–1960 is estimated as 3,000 lbs Cu, 1,000 oz Au, 1,286,000 oz Ag, and 4,000 lbs Pb. In addition, 10,542 short tons of 2.7–71% WO ore and 615 short tons of fluorspar ore have been produced from the district.

In open pit mining every effort is made to maintain as steep a pit slope as possible. Pi t slope angles are influenced by numerous factors some natural that are amenable to limited or no control at all and other mining technology related where a greater degree of influence can be exerted by the engineer. One such area where control is possible is the method of drilling and blasting in the pit. This paper discusses the influence of blasting techniques on the economics of pit slopes and demonstrates how balanced blasting can be used with advantage to pit wall control and improve fragmentation (thus reducing material handling costs). Microprocessor based instrumentation to monitor drill and blast performance has also been described.

Automatic digital phase imaging should yield unbiased and representative characterizations of gold ores. However, this is not a simple tusk due to low gold grade, fine grain size, possible complex mineralogy, nugget effect, etc. Using the same sections of a gold-rich ore, a critical test was performed using an optical microscope (OM) and an electron microscope (EM). In general, the two methods are consistent and useful for ore processing. There are some minor differences, such as the detection of very fine gold grains is enhanced by EM. Industrial Engineering in the industrial world is a relatively new field, having been conceived about the turn&apos; of the century by Frederick W. Taylor, who was not satisfied with the hit-or-miss methods of evaluation and estimation. Through crude Industrial Engineering techniques never before used, he completely changed the bricklaying industry so that work accomplished was more than doubled. To help us better understand what we mean by Industrial Engineering, I think a very simple definition Is in order. Industrial Engineering is a scientific approach to problems in cost, production and operations: and is designed to provide a means of increasing producitivity and reducing costs through standards measurement and standardization of the best methods, practices and equipment, There are many complicated definitions, but pure and simply, it all boils down to providing the means for increasing productivity and reducing the cost. Industrial Engineering has been applied in manufacturing since Frederick W. Taylor?s time and in the last 20 years has grown in stature by leaps and bounds. It is a basic function of successful manufacturing companies and is an accepted fool firmly entrenched in manufacturing organizations. You may know of some successful manufacturing companies that do not employ Industrial Engineers as such, but someone in that organization is doing Industrial Engineering work. They have standards and controls whether they call it Industrial Engineering or not. The manufacturing industry has benefited from this tool; other wise, it would have been discontinued long ago.

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

The Central City district is one of several adjacent mining areas in the Front Range, Colorado, that contain precious metal-bearing sulfide veins of Laramide (Late Cretaceous and early Tertiary) age. The districts are in the Front Range segment of the Colorado mineral belt, and are characterized by porphyritic igneous rocks of intermediate composition that have intruded Precambrian crystalline rocks in the core of the Front Range. The veins and minor stockworks that constitute the ore deposits in the district were formed largely as fracture fillings. The veins range from simple fissures to complex, branching lodes, and commonly range from less than 0.5 to about 1 m in width. The principal values are in gold and silver. The common metallic minerals are pyrite, sphalerite, chalcopyrite, tennantite, and galena; minor minerals are enargite, pitchblende, and gold tellurides. Quartz, cryptocrystalline silica, carbonates, fluorite, and barite compose the gangue. The ore deposits have a well-defined concentric zonal arrangement. A core of pyrite veins (central zone) is surrounded by a peripheral zone of galena-sphalerite vein with gold and silver. An intermediate zone contains transitional veins that have minerals characteristic of both the central and peripheral zones. The minerals were deposited in three stages during a single period of mineralization: uranium; pyrite; base metals, gold and silver. The wall rocks were altered primarily during pyrite-stage mineralization. Sericite envelopes developed adjacent to fractures, and were succeeded outward by zones of argillized rock. The valuable ore minerals were deposited in ore shoots localized by several types of structural controls, principally vein intersections, the physical nature and structure of the wall rocks, and irregularities along the fractures themselves. During supergene alteration, gold was concentrated in the upper, oxidized parts of the veins, commonly to depths of 50 m. The precious metal-bearing sulfide ore deposits are closely associated in space and time with the Laramide porphyritic igneous rocks and are believed to have been derived from hydrothermal fluids related to the magmatic activity. The ore deposits have mesothermal aspects and apparently formed in the temperature range 200°-320°C.

Several years of rock-burst research conducted by the Federal Bureau of Mines, in cooperation with the mining companies of the Coeur d?Alene Mining District, Idaho, in addition to progress made by others throughout the world, have led to a good understanding of the rock-burst problem. This paper describes conditions which have caused specific bursts, present capabilities of detecting stress buildup and bursts, control methods, and a suggested approach to analyzing any individual mine-burst problem.

The paper gives a comprehensive review of the design considerations which determined the choice of the milling plant, a description of the plant and comment on the operating experience to date. Operating experience will include inter alia a description of the mill liners installed with subsequent changes due to wear patterns, the mill inlet sealing arrangement, steel ball addition, mill outlet sump design, cyclone feed pump liner wear patterns and comment on the efficiency of the linear screens for wood chip and tramp removal. Finally a view on future trends in South African milling practice with respect to type and size of plant.

Over the years, electric utilities have been faced with declining steam-coal quality, rising coal prices, and increasingly rigid and costly environmental standards. As a result, many utilities are beginning to show an interest in coal cleaning to upgrade coal by improving its heating value and reducing its sulfur content. Among the primary questions that must be answered for these electric utilities is whether the cost of coal cleaning can be offset by the potential cost savings in coal transportation and utilization in power generation. In search of at least a preliminary answer to this question, the Electric Power Research Institute (EPRI) engaged Bechtel to perform a case-by-case economic study to examine the cost effects of using cleaned versus raw coal to fuel new electric power plants. The results of two of the seven cases studied which involved western coals - one from Montana and another from Utah - are reported in this paper. Coal cleaning appeared to be a cost effective option for the Utah coal, but only marginally economical for the Montana coal. These cost results are expected to change to favor coal cleaning to a greater extent with the application of the final revised New Source Performance Standards regulating SO2 emissions just issued by the EPA. The study was based on the regulation originally proposed by the EPA under the 1977 Clean Air Act Amendments.

An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile&apos;s Atacama&apos; desert. A brief explanation &apos;of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

INTRODUCTION During the last few years, several new ventilation developments have attracted the interest of mining engi¬neers. Some of these developments are applicable pri¬marily to hard-rock mining, while others are more applicable to coal mining. STOPPINGS Parachute Stopping The parachute stopping is a new type of quick-erect stopping that is intended for temporary use in hard-rock mines (Kissell, Thimons, and Vinson, 1975). As shown in Fig. 1, the stopping is shaped very much like an ordinary parachute, with a canopy of impermeable fabric that is sewn to regularly spaced straps running to a common point. To erect the stopping, the straps are attached to a fixed anchor point such as a roof bolt, and the edge of the canopy is lifted into the moving air¬stream. The airstream pops the parachute canopy into place, and the differential air pressure across the stop¬ping holds it in place, forcing the fabric against the walls, roof, and floor of the mine opening. The principal advantage of the parachute stopping is that it requires only a few minutes to install, making it a great time-saver for emergency use or for day-to¬day changes in ventilation during the production cycle. However, the parachute stopping does require some minimum air velocity to lift it and some minimum differential pressure to hold it in place. For a fabric weighing 0.27 kg/ m2 (8.0 oz per sq yd), the minimum air velocity is about 0.5 m/s (100 fpm), and the mini¬mum differential pressure is about 0.05 kPa [0.2 in. water gage (WG) ]. There is always some air leakage around the stop¬ping, mainly depending upon the extent to which pipes or other obstructions encumber the airway and prevent good sealing. Leakage of a few cubic meters per second (a few thousand cubic feet per minute) can be expected, unless foam is used to improve the seal at the edges of the canopy. Quick-Fix Blowout Stopping The quick-fix blowout stopping is a variation of the parachute stopping (Thimons and Kissell, 1976), and it is used in the proximity of blasting operations. This type of stopping is designed to be blown out easily by the blast forces, and it may be reinstalled quickly and easily. The long high-strength straps of the parachute stopping are replaced by groups of short straps that tear easily. These straps are attached at six equally spaced locations around the perimeter of the canopy. To erect the stopping, one strap of each of the six groups is fastened to the mine wall, roof, and floor by using spads, by setting pins with a powder-actuated gun, or by tying the straps to some firm anchor point. Once the straps have been attached, the differential air pressure across the stopping, which must be at least 0.025 kPa (0.1 in. WG), forces the stopping perimeter against the mine walls, thus creating the air seal. It is the self-sealing feature of this stopping that makes it a significant time-saver. Only a few attachment points are needed; in many cases, four attachment points are sufficient, since the stopping naturally tends to form a seal with the airway surfaces. When nearby produc¬tion blasting exerts excessive forces on the stopping, one or more of the straps tears away from its attachment point, protecting the stronger canopy from damage. Damage-Resistant Brattice The damage-resistant brattice is a stopping that is designed for use in mines such as salt and limestone mines where the differential pressures are low and the roof is relatively flat. As shown in Fig. 2, the damage-resistant brattice consists of a series of brattice panels that are hung vertically and joined by Velcro® connections. When the brattice is subjected to strong blast forces, the Velcro® connection peels apart and allows the panels to open without incurring damage. The Velcro® connections can be resealed by hand within a matter of minutes. Such damage-resistant brattices have withstood the blast effects of 318 kg (700 lb) of ammonium nitrate-fuel oil (ANFO) explosive detonated as close as 91 m (300 ft) from the brattice. Ordinary brattice cloth is used for the panels, with a 51-mm (2-in.) wide strip of Velcro® hooks sewn along one edge of the length, and a 51-mm (2-in.) wide strip of Velcro® pile sewn along the other edge. Both the hooks and the pile are sewn onto the same side of the brattice cloth. The resulting Velcro® seal formed be¬tween adjacent panels is perpendicular to the brattice itself, and the leading edge of the seal can be directed either toward or away from the blast forces; the brattice works equally well in either case. To hang the brattice, panels of brattice cloth about 0.9 m (3 ft) longer than the height of the airway are cut from a 1.8-m (6-ft) wide roll. The additional 0.9 m (3 ft) of brattice cloth allows 0.3 m (1 ft) for attachment to the roof by means of a board, with 0.6 m (2 ft) for forming a good air seal at the floor. Each brattice panel is wrapped once or twice around a 51 X 102 mm (2 X 4 in.) or 25 X 76 mm (1 X 3 in.) mounting board that is 254 to 305 mm (10 to 12 in.) shorter than the width of the panel. Mechanized Roof Supports (MRS) have dramatically improved safety and productivity of retreat pillar mining in coal. Due to low capital cost and greater flexibility, retreat panels have in some cases approached the productivity of a longwall. Because of improved safety and rapid set-up time when compared to conventional timbering, MRS are driving a return to retreat pillar mining in many situations. This paper describes how panel layout can be optimized for safety and operational efficiency when using MRS for retreat pillar mining of coal. The potential for significant unit cost reductions will also be addressed.

This paper describes a procedure for solving the generalized system of n network equations in n unknowns considering the following ventilation variables and parameters: (a) air quantities, (b) pressure losses or gains caused by the control devices (i.e., fans or regulators), (c) resistance factors, (d) natural ventilation pressure, and (e) fan pressures (as a function of air quantities). The air quantities and pressure losses for all branches in the network are grouped into dependent and independent variables. The branches with an independent quantity are contained in a chord set, and the branches with a dependent pressure loss are contained in a chord set. In addition to the problem formulation, the solution procedure, applying the Newton method, is discussed and illustrated with a numerical example.

Arch Mineral&apos;s Captain Mine has used the Bucket Wheel Excavator System(BWE) for over 3 years in conjunction with a 180 yd3 (138M3) stripping shovel. The bucket wheels prestrip the soft overburden ahead of the shovel. This soft overburden is brought to the spoil side through a series of shiftable conveyors and placed by a spreader over the ungraded or partially graded shovel spoils. The placement of the soft overburden and top soil is accomplished in a manner that meets the reclamation mandates. The prestripping by the BWE has reduced the incidence of the highwall and spoil slides, depth the stripping shovel has to dig and the volume handled by the pullback draglines.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

The Concord Mine Coal Preparation Plant of United States Steel Corporation, located near Bessemer, Alabama, began operations in June, 1950. The basic cleaning circuit consisted of a Chance Cone for cleaning the 2-inch x 3/8-inch fraction and concentrating tables for cleaning the minus 3/8-inch coal fraction. Dewatering of the final product was accomplished with 35-mesh vibrating screens. However, because Concord coal is very friable (Figure 1), 85 per cent passing three mesh and 25 per cent passing 28 mesh, there was a considerable amount of fines passing through the dewatering screens. To recover these fines, the dewatering screen effluent was sent to two 70-foot diameter hydro-separators with the underflow returning to the dewatering screens and the overflow going to a 175-foot diameter thickener for water clarification, (Figure 2). As might be expected, there was a considerable amount of recirculation of the minus 35-mesh coal in this system. This degraded the coal and led to higher moistures. It also resulted in a fines bleed-off of plant water and thickener underflow to a fine-coal settling pond. In 1961, vacuum filters were installed to supplement the screens and to recover the fine coal lost in the bleed-off. The above system resulted in a product moisture of about 20 per cent. Further reduction to approximately 11 per cent was accomplished by drainage from railroad cars during transit to the coke plant. Control of the moisture at unloading was poor because of variations in operating levels and railroad car availability, but since the Concord coal constituted a smaller percentage of the coal previously used at the coke plant, the high moisture and fluctuations did not seriously hamper coking operations.
