Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Durban Harbour in South Africa is one of the continent’s busiest ports however the harbor entrance is currently too small for the new generation of container ships. There-fore it is to be deepened and widened by the National Ports Authority in the near future. An existing immersed tube tunnel carrying major sewer, water and other utilities under the harbor first needs to be removed and replaced by a deeper 4.4 m ID ser-vices tunnel. Construction of the deeper tunnel saw the first use of a slurry machine in South Africa and was required to negotiate grades up to 20%.

Concrete is one of the decisive construction materials, also for the AlpTransit Gotthard Tunnel. The client has many requirements, and many are the solution possibilities that concrete systems can offer. Cement producers and concrete admixture manufacturers have been challenged to design and test jointly concrete systems for cast and sprayed concrete. The testing operation followed the scenario laid out by the Gotthard AlpTransit Project management?s instructions ?Testing system for concrete mixes.? Various supplier teams have applied for the concrete systems for sections Amsteg/Erstfeld, section Sedrun and/or sections Bodio/Faido and have also followed through with the tests. As was to be expected, the rate of failed mixes matched the level of the requirements. Thanks to this system, it was nevertheless possible to test complete concrete systems for all sections and to get them approved. The joint ventures tendering for the contracts were allowed to include only approved mix designs in their bids. Workability and durability are of paramount importance for cast and sprayed concrete mixes. Durability is influenced by the chosen mix design where binder concept and well-defined water content, i.e., impermeability, are determinant. Aggregates for AlpTransit are to be considered as given. The concrete mix design also determines workability. Because ambient conditions and also requirements with respect to workability are subjected to change, it is necessary that the mix designs include control measures. The choice and number of components for the concrete systems (cement, additives and admixtures) allow adaptation to changing conditions. For AlpTransit such adaptive measures must meet very strict requirements.

After years of cutbacks, closures and layoffs, the mining industry is beginning to expand again. Metals prices are up and so is investor interest and confidence in the industry. Gold prices began to slowly move up in January2003 and finally cracked the $12.86/g ($400/oz) mark in early December. Silver, too, is up, as is copper. So the mining industry is feeling good about itself again and many companies are expanding existing mines and developing new ones. One side benefit to mining’s improved outlook is that companies are beginning to send more of their employees to industry conferences. Such was the case at the109th Northwest Mining Association meeting in Spokane, WA. The meeting was held in early December and attracted 1,100 attendees and 84 exhibiting companies. That is up from 2002’s attendance of about 900 people and 65 exhibitors. The theme was “A Partnership into the Future.”

In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

The 20th Century saw the modern mining industry enriched by one outstanding method of extracting of mineral resources called Borehole Mining (BHM). Mean while, despite its successful track record in wide ranging locales, few specialists are yet aware of this technology. The intent of this article is to introduce borehole mining to a wider spectrum of drilling and mining professionals. The BHM method is based on in-situ water jet cutting of rock mass. On Fig. 1 the schematic of the method is presented. The borehole mining tool 1 is lowered into the borehole 2 and high pressure water 3 is pumped down. At the bottom part of the tool, one portion of that water comes out through the hydromonitor nozzle 4 in a shape of water jet 5 and cuts the material 6 creating slurry 7. The other portion of high pressure water then comes to the hydroelevator 8 (jet pump, eductor) which produces a vacuum. When the slurry reaches this vacuum zone, the eductor sucks the slurry and pumps it up to the surface, where rock parts are separated from water in a tank 9 or a pond and clarified water is pumped down again closing the re-circulating BHM water supply system. The borehole mining tool is suspended on a drill rig tower 10 which allows the tool to rotate and move vertically along the borehole axis. While extracting rock mass, underground caverns (stopes) 11 are created. If necessary, compressed air 12 can be injected to the raising slurry flow to create an airlift effect. Also, a secondary agent 13 (such as oil, foam, etc.) can be added to the stope through the gap between the tool and the casing. As seen from the illustration, BHM is the remote mining method of extracting of mineral resources through boreholes by high pressure water jets.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

Editor’s note: This is the second part of a two-part series on longwall mining in the United States. Part one was published in the December 2005 issue of ME (pp. 21-26). It provided a history of longwall coal mining in the United States. It also discussed the technology involved in the productivity gains and operational improvements. Boyd anticipates that U.S. coal production will increase by 61 Mt (67 million st) (6 percent) from 2004 to 2010. A combination of higher surface and underground mine production will be required to meet the projected market demand. Boyd’s projections of coal production by major mining methods are shown in Table 1.

The largest reserves of palygorskite in the world are located in Anhui and Jiangsu Provinces in East Central China. The deposits are Middle Miocene in age and range from 3 to 6 m in thickness. The deposits are the alteration product of basaltic volcanic ash. The Chinese Geological Survey estimates the palygorskite reserves are in excess of 200 million tons. The elongate particle shape results in unique colloidal properties. Large quantities are exported to Japan, Taiwan, Southeast Asia, New Zealand, Australia, and West and Gulf Coasts of the United States. The markets include agricultural carriers, paint, joint tape compounds, animal feed binders, catalyst support, drilling muds, and suspending agents for chemicals, pharmaceuticals, and medicines. The viscosity is high and the quartz content is generally 5% or less.

Grouting is a frequently utilized remedy in the planning and implementation of ground improvement and tunnel rehabilitation practice. The state-of-art grouting application used for Chicago’s McCook Reservoir project offers a unique alternative to the tunneling industry for pre-excavation grouting as well as tunnel rehabilitation, rescue and post-excavation ground improvements. The McCook Reservoir project included a computerized grouting control and data collection system for a precise and highly effective groundwater cutoff in fractured dolomites. By using balanced and stabilized grout mixes, the effective permeability of the rock mass was reduced over two orders of magnitude to less than 0.1 Lugeon by installing a double line grout curtain. The stable grout mix designs allowed high pressure and effective grouting at depths up to 125 m (410 ft).

The performance of seven antiscalants spanning a range of chemistries was evaluated for control of calcium carbonate (CaCO3) formation in gold processing applications. Three preferred chemistries were identified which provided up to 100 percent inhibition in static jar tests when applied at 30 ppm dosage. The three products were further evaluated using a model carbon extraction circuit developed for this application. The test circuit enabled direct measurement of calcium carbonate formed on the carbon from a supersaturated solution under dynamic conditions. The antiscalants lowered CaCO3 buildup on the columns by 15 - 26 percent compared to untreated controls. Impact of the antiscalants on the rate and extent of gold loading onto a carbon adsorbent was evaluated in laboratory carbon-in-pulp (CIP) studies. The antiscalants generated a 25 - 35% increase in gold loading at gold extraction efficiencies up to 65%. On-site testing at a gold processing facility demonstrated that 10 ppm of the preferred antiscalant was able to fully suppressCaCO3formation in thickener overflow water.

Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.

Episyenites are sub-solidus, quartz-depleted alkali-feldspar-rich rocks. They form veins and lenticular bodies in granitoid rocks and migmatites in a late- to post-orogenic or anorogenic setting. Leaching of quartz is usually a response to a flux of weakly saline hydrothermal solution in circulation cells above cooling intrusions, where sufficient fluid-rock ratios and thermal gradients are achieved. Fluid Si-undersaturation is achieved by rapid cooling within the field of retrograde Si solubility or by temperature and pressure increase outside retrograde conditions. Some quartz may also be consumed in metasomatic reactions and in response to pressure fluctuation in sealed episyenite bodies. The small size and overall rarity of episyenites imply that conditions for episyenite formation are not commonly encountered in the crust. In addition to quartz depletion, episyenites record complex histories of metasomatic alteration and hydrothermal mineral growth. Nearly all episyenites have undergone Na-metasomatism, which may have led to the formation of nearly monomineralic albitite, and which is occasionally followed by late K-metasomatism, phyllic alteration, and argillization. Depending on the effectiveness of later compaction, recrystallization and vug-filling episyenites may preserve the macroscopic porosity formed by quartz dissolution and brittle deformation. Vuggy episyenites can act as significant sinks for metals carried by crustal fluids and host many significant U, Sn, and Au deposits worldwide. Rare earth-critical syenitic fenites around alkaline intrusions share mineralogical and genetic traits with episyenites.

To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by the National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m (984 ft), while the length of the panel is changed between 1,000 to 2,000 m (3,280 to 6,560 ft). The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined.

The use of column flotation was considered for the ?reverse flotation? of iron ore, where the gangue (quartz) was recovered in the froth product. This use of the froth for carrying the gangue mineral rather than carrying the valuable concentrate significantly changes the operational requirements of the column. The objective of this work was to determine which of several column flotation technologies would be most suitable for this type of flotation operation. Studies were carried out using both the Jameson column and the Deister column. Comparative results are presented that show the capabilities of both column types in this application relative to conventional Wemco flotation cells. Columns were demonstrated to have grade-recovery performance superior to what could be achieved with conventional cells. Two-stage flotation with the columns could produce a concentrate that was up to 70.2% Fe at 87.5% iron recovery, compared to 70.4% Fe at only 77.7% iron recovery for four stages of flotation in conventional cells. It was shown to be particularly important to operate the columns to recover a maximum of the quartz gangue into the froth. It was noted that there are often problems in scale-up of laboratory columns to plant scale, because the increase in height and the decrease in the ratio of height to diameter at the larger scale allows more axial mixing and bubble coalescence, both of which degrade the column performance. Horizontal baffling was shown to improve column performance by reducing axial mixing and breaking up large bubbles, and so the use of such baffles in the reverse flotation application was investigated.

The SO2-ammoniacal ammonium sulfate leach liquor generated by leaching of manganese nodules, after removal of minor quantities of iron and manganese, contained copper, nickel, cobalt, zinc and (NH4)2SO4. After extraction of copper from the leach liquor with LIX 84I, stripping of ammonia from the Cu-barren raffinate was carried out followed by precipitation of metal ions from the ammonia-stripped solution as sulfides. Leaching of the sulfide precipitate was carried out with H2SO4 to obtain a leach liquor containing 0.58 kg/m3 Cu, 2.67 kg/m3 Zn, 2.00 kg/m3 Co, 24.68 kg/m3 Ni and 10.0 kg/m3 (NH4)2SO4. After extraction of copper and zinc from the sulfate leach liquor with LIX 84I and D2EHPA, respectively, the solution was left with Co and Ni. Extraction of cobalt from the Cu- and Zn-free solution was carried out with 0.1 M PC88A and stripping of the cobalt-loaded organic was carried out with the cobalt-spent electrolyte (pH 1.4). Extraction of nickel from the cobalt-free solution was carried out with 90% neutral 1M NaPC88A followed by stripping of the nickel-loaded organic with 120 kg/m3 H2SO4 solution. Extraction of metal ions increased with increasing equilibrium pH and extractant concentration. The maximum separation factors, with respect to the pH and extractant concentration variation studies, were 3796.7 and 15350.0, respectively. The extracted species for the metal ions were CoA2?3HA and NiA2?5HA.

INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate.
