WIDCO is a surface coal mine located near Centralia, Washington. The WIDCO preparation plant processes over 7 million tons of run- of-mine coal each year with a product yield averaging 72%. In the jig type preparation plant the fine refuse amounts to approximately 130 dry tons per hour of 28mesh by 0. This fine refuse material is thickened in a 160ft. diameter static thickener with the use of lime as a coagulant and organic polymer as a flocculant. Once thickened the fine refuse, which is predominately bentonitic clays, has been dewatered and disposed of using several different methods. These methods will be discussed and include vacuum disc filters, ponds, solid bowl centrifuges, belt filter presses and experiments with electrokinetic dewatering.

I propose to do three things today. First, take a broad look at the role of mining in the Latin American economy; then, review briefly the current situation in four principal metallic mineral exporting nations -- Chile, Mexico, Peru and Venezuela; and. finally, raise some, policy questions that seem to me to be important. The Role Of Latin America In World Mining First, let's consider Latin America's position in world mining markets. Latin America provides more than 5% of world output in 16 metals or ores, ranging from antimony and barite to Tungsten and Zinc. Latin America supplies a fifth or more of the world's antimony, beryl, bismuth, copper, fluorspar, silver and Tellurium.

Numerous mineral deposits of somewhat limited extent and grade are associated with most of the Tertiary granitic intrusions in the Cascade Mountains of Washington. The Silver Star area in southwestern Washington is typical of many of these small, and at the present time, economically marginal mineralized areas. Small but fairly high grade deposits of copper, lead, and zinc sulfides are found within the borders of a small granodiorite stock, and in surrounding Tertiary volcanics. This paper will discuss these deposits and their genetic relationships with the intrusion.

In the past, health concerns in coal mines have primarily centered on those elements which have been essentially inherent to the mining environment. These would include respirable coal mine dust, respirable crystalline silica, excessive noise levels, and diesel exhaust particulates. Commercially-available chemical products are prevalent on mine property. These potentially toxic materials are chemical formulations that can degrease, clean, and lubricate metal parts, separate coal from rock in float/sink operations, and aid in roof consolidation, among other uses. As the general public has become more aware of the hazards of chemical exposures, miners have likewise become more concerned about working with an ever-expanding variety of chemical products on the job. Often, product or chemical specific hazard communication training is inadequate or ineffective, and miners do not know exactly what the ingredients are in the products they handle, or the health hazards involved with their use or misuse. Currently, the Mine Safety and Health Administration (MSHA), by law, enforces 1972 Threshold Limit Values (TLV). MSHA is making preparations to adopt new personal exposure limits for enforcement. The values given throughout the article are 1994 TLV's and are not enforcement standards, but are used for discussion purposes. They reflect the current scientific thinking regarding personal exposure to these chemical agents. An overview of these products is presented, and the potential health hazards associated with their use are discussed. Controls needed to prevent overexposures, such as proper handling procedures and personal protective equipment, are covered. Methods used to collect and identify contaminants are presented.

INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

Over the last six years I have been involved with the calculation of ore reserves and mine planning using various computer systems and soft- ware packages. This experience has given me a unique perspective from which to view the needs of the engineers and geologists whose job it is to produce geologic and mineable ore reserves. The purpose of this paper is to share that perspective with those who are in this field or are thinking of purchasing computer software to aid in these calculations. My first experience with computers in mining was the creation of a mini-computer based coal reserve and mine planning package written as part of my Easter's thesis. This package took about ten weeks to write, four weeks to document, and two weeks to install at the mine for which it was written. It did what it was designed to do, which was to emulate the hand procedure which had been used prior to its installation. The package was specific to its application which involved several small seams of coal being mined simultaneously and would have required major modification for it to be applied to a mine where, say, one thick seam was mined in two benches.

Man's activity in developing, operating, and abandoning a mine often affects the quality of the ground water and surface water. Acid water drainage from mines is an example of an impact from mining that results in degradation of ground and surface water. New flow systems are created by the mining activity. The mining made possible complex chemical reactions that, with water movement, create a discharge of low pH, poor quality water. Remedies for these problems fall into two general solutions: 1) treatment of the end product and 2) reversal of some aspect of man's disturbance of the natural system. The relative reversibility of various aspects of man's impact from mining activities ranges from relatively easy to very difficult, from economically feasible to economically infeasible, and from technically possible to essentially impossible with present knowledge. The relative reversibility of a mine-related problem cannot be assessed without first understanding the detailed physical interactions that combine to form the problem. Acid water drainage is a combination of the availability of several chemical factors with the availability of water for a transport mechanism.

Sao Bento Mlnerai;;ao Mine (SBM), located 100 kms northwest of Belo Horlzante, Brazil, was commissioned In 1987t1l to produce 185 kg per month of gold from 240 tpd of refractory sulphide flotation concentrate. The concentrate Is processed by a Sherrill Gordon design pressure oxidation circuit followed by conventional CIL gold recovery process (Flgur .. J). The original plant design foresaw expansion to 480 tpd, and In this regard the acidic effluent neutralisation, CIL and carbon circuits were designed for future expansion to treat the higher tonnage. The pressure oxidation section was sized for 240 tpd with the Intention to double the Installed plant equipment to provide 480 tpd capacity when required. This decision was based In part on the novelty of pressure oxidation to treat refractory sulphide concentrates in 1984 when the process design was finalised. General Mining, Metals & Minerals (Pty) Ltd (GENMIN), has been actively Involved for the past 30 years in the development of bacterial process for the oxidation of refractory gold concentrates; the results of this development program have provided the registered process BIOx®. The successful Implementation of BIOx® technology for treatment of refractory gold concentrates at GENMIN's Fairview Mine In October 1986t2l, as well as the substantial experience accumulated in laboratory and pilot testing of some 40 other sulphide concentrates, Justified reconsideration of the oxidation process best suited to provide the Incremental sulphide oxidation capacity planned for SBM.

Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

A technique is presented for simple characterization of the performance of flocculents in various mining applications. The method utilizes three key parameters obtained from raw settling data and combines them into a single athematical parameter called the desirability coefficient. The first two parameters are the timesrequired for the slurry-supernatant interface -to fall to two selected fractions of the starting height, and the third is the clarity of the supernatant liquid. The relative values of the three parameters may be assigned different weights in order to make them correspond with laboratory and field performance requirements of a particular industry. Provision is also made of an, internal comparison of test flocculant data with that of a control.

Current coal cleaning technology uses heavy media (HM) for the recovery of coal in particles larger than 1/16 of an inch. Through the use of float sink measurements of the feed and products to commercial HM unit operations, a selection function, sometimes called Tromp curve in the coal industry, can be computed. Since the selection function is a plot f the probability of a particle appearing in the float versus the particle density, the slope of the curve will be sharper at the point where the particle has a 50% chance f appearing in the float. Thus, the separation will be better. Fine-tuning a unit operation or a circuit of unit operations requires that the selection function be accurately known. By current practice, it is difficult to obtain an accurate measure of the slope because, when the selection function is plotted versus density, the data forms an S-shaped curve which lacks data points near the 505 point of the curve. This lack of sensitivity in measuring the slope means that small recovery improvements cannot be detected; thus, only large improvements are measurable. Since most engineering improvements are small when individually considered, but large when aggregated ever many small improvements, this lack of measurement sensitivity rules out the slew march toward improved efficiency. This paper presents a method of analyzing heavy media selection functions resulting in a far more effective measure of the selective function slope. Furthermore, this improved method is applied to a number of industrial coal cleaning plants for both heavy media and heavy media cyclones. Using the work of Hudy (1968), and Deurbrouck and Hudy (1972), selection functions for individual unit operations in each plant are calculated as a function f particle size as well as density.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2•H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can be treated further with NaOH solution to form REE hydroxides. This study focuses on metamodeling of a simulated flowsheet with design of experiments (DOE). Based on literature survey, a process flowsheet was developed using HSC Sim software. The created flowsheet focuses on circulation of solution containing Na+, K+, SO42- ions and impurities liberated in the NaOH treatment of double salt precipitate. The effect of seven parameters (P1-P7) on seven responses (R1-R7) were modeled using central composite design (CCD). INTRODUCTION Nickel metal hydride (NiMH) battery waste can be considered as an urban mineral due to the presence of valuable metals like: Ni, Co and rare earth elements (REE) (Larsson et al., 2013). In NiMH battery waste leaching experiments, sulfuric acid has often been employed as a lixiviant (Pietrelli et al., 2002,Zhang et al., 1999,Rodrigues and Mansur, 2010,Porvali et al., 2018). The key advantages of sulfuric acid are its stability and cost-effectiveness compared to other mineral acids such as HCl and HNO3. However, the usage of sulfuric acid in NiMH battery waste leaching poses simultaneous challenges and advantages. Limited REE solubility can be taken as benefit when recovering REEs double sulfates after solid-liquid separation. However, sodium and potassium hydroxide, present in electrolyte residues in the battery waste, can cause in-situ precipitation already during leaching due to limited solubility, thus decreasing the total REE recovery (Porvali et al., 2018). However, this problem can be circumvented by washing the electrolyte residues off the raw materials. Subsequently, the REEs may be precipitated in bulk as a mixed double salt out from the solution at very low pH with minimal co-precipitation of Ni and other metals. This relatively easy separation method can be extremely advantageous in the case of such a complex solution matrix with relatively high REE concentrations (conc.). Once REEs have been precipitated as double sulfates as per eq. (1) (Porvali et al., 2018), the resulting double salt precipitate lacks applications without further treatment. Direct thermal treatment would generate sulfur dioxide emissions and likely require high temperatures in order to transform double sulfates into REE oxides. Furthermore, the precipitate contains Na ions, which would need to be removed by chemical treatment from the calcined REE product. In the context of circularity of raw materials, it can be taken of a remarkable benefit if the sodium and sulfur present in the double salt could be reused instead of wasting them into the side streams. To that end, in this simulation study, the double salts are converted by dissolution and precipitation to hydroxides which are readily treatable, e.g. with total dissolution and solvent extraction, for further purification (Abreu and Morais, 2010):

Conventional methods of drillhole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drillholes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drillholes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

Calcium carbonate is one of the most widely used industrial minerals in applications like cement, lime, agriculture, power plant fluegas desulfurization (FGD) and construction aggregates. Most applications are generally high-volume and low value ($9/t or $10/st) or less free-on-board (f.o.b.) mine site) uses of this material. Specialty uses of ground calcium carbonate (GCC) are typically referred to as ?performance mineral? or ?extender and ?ller? applications. Primary specialty markets for GCC include paper and plastics as well as a number of construction applications including joint compounds, carpet backing, paint, and adhesives, caulks and sealants (ACS). Other important specialty applications for GCC include rubber, food and personal care products. A new and growing application for GCC is in nonwoven fabrics, where this mineral replaces a small percentage of the polymer. Typical specialty applications for GCC are color sensitive and require extremely white/bright materials. Although deposits of limestone are located in most states, high brightness resources are relatively rare and controlled by a limited group of suppliers.

The Penetrating Cone Fracture (PCF) technology 1 is a new method of rock excavation developed by Sunburst Excavation, Inc. of Denver, Colorado. PCF is a rock excavation method which employs tensile breakage mechanisms under controlled conditions to enable the continuous excavation of rock?in underground and some surface applications. The technology has developed rapidly over the last two years to the point where it is now being prepared for commercial application in the mining and civil construction industries. The initial commercial application of PCF will be undertaken at the Perseverance Nickel Mine of Western Mining Corporation Limited in Western Australia beginning in May, 1994.

A ground-water flow model was developed to simulate the post-mining recharge rate at the Belle Ayr surface coal mine in the Powder River Basin near Gillette, Wyoming. State regulations of Wyoming require that reclaimed lands should provide a rate of recharge that approximates the pre-mining rate. Steady-state calibration and transient simulations showed that the post-mining recharge rate in backfill is at least five centimeters per year, exceeding the original infiltration rate of 0.4 centimeters per year to shallow, overburden aquifers. Major reasons for the increase include the flat topography of reclaimed areas and decreased spoil density. It is expected that the backfill will disaggregate and settle over time, eventually resulting in a nearly constant recharge rate less than five centimeters per year but somewhat greater than the pre-mining rate.

In our comparison of California and Turkish colemanites, we should first place the discussion in context. In order to exclude technical considerations, which are not germane to this paper, we must make the manifest and basic observation that if colemanite were not acceptable for the production of glass products it would not be used, and we would not be interested in this comparison at all. Suffice it to say that the colemanites, being calcium borates, provide a necessary flux in glass manu¬facture, together with the requisite degree of physical strength and chemical durability which can be achieved only by the use in glass of a. flux substanti¬ally free from alkali; so the sodium borates are automatically excluded from the production of textile fibers. Thus we have today under consideration only California colemanite, Turkish cole mite, and, because it provides a degree of competition to both, ABA, or anhy¬drous boric acid, which, although it is a refined intermediate and of much higher cost, it is also of a much higher degree of purity, and its characteristics can easily be modified to produce a desired end product, so we must include it in any consideration of high quality borates. [Calcim Borate Pentahydrate] Colemanite is a [calcium pentahydrate,] with the formula Ca2B6011.5H20. It has a theoretical B203 content of 50.8%.
