For the purpose of this discussion a small flotation concentrator is defined as a facility having a designed ore feed rate of 1,000 metric tons per day (MTPD), or less. The decision to design and construct a small flotation concentrator is the culmination of a series of logical steps relative to the ex¬ploitation of a potential ore body. The information required for a rational and timely decision regarding plant design and construction is usually contained in a feasibility report. The information required in a thorough feasibility report has been summarized (1) (2) as follows: Type of mine or plant and proposed daily, monthly, and yearly production of all intermediate and final products. Quantity of indicated ore reserves. Location of project illustrated by a map showing surroundings, trans-portation facilities, and existing utilities.

The installed world steel capacity remains 20% above the present world steel demand. Energy costs have risen enormously in recent years, as illustrated in Figures 1 and 2. The role of the sinter plant is becoming more exacting as it becomes vital to minimize energy consumption. Continuous grate sintering, although pioneered in the United States, has always been the second grade burden preparation route, due to the predominance of easily up- graded ores which were more readily agglomerated by pelletizing. To achieve blast furnace performance up to best world standards, sinter of consistent high quality must be produced with virtually no atmospheric pollution. The plants must be capable of achieving this demanding level of quality whilst utilizing high proportions of revert materials, iron ore concentrates and fluxes . However, with the present difficult economic climate in the iron and steel industry, the economic production of sinter and ultimately steel is becoming increasingly important. The iron and steel industry is looking closely at costs and is identifying the need for sinter plants that will cope with a wide range of sintering materials to give the cheapest blend at varying output levels dependent upon demand. In order to meet these requirements, sinter plant builders are designing plants with particular attention on flexibility.

The Kubota surface melting system has been under development since 1975. It has found commercial application on the melting of municipal sludge, and ash from solid waste. The melted product has physical properties allowing its use as a substitute for aggregate in cement and asphaltic construction. Three porphyry copper districts in southern Arizona are partly overlain by post-ore fanglomerates which share certain physical and petrologic characteris¬tics and which may comprise a distinct and significant class of rock. These units are the Locomotive fanglomerate of Ajo, the Helmet fanglomerate of Twin Buttes-Mission-Pima, and the Cloudburst formation of San Manuel-Kalamazoo, termed "Locomotive-type fanglomerates" herein. Post-ore units at Poston Butte and Lakeshore, Arizona, and Sar Chesmeh, Iran, also appear to fit this class. "Locomotive-type fanglomerates" are composed of poorly sorted conglomerates, lenticular sandstone beds, andesitic to rhyolitic flows and tuffs, and unique monothologic landslide breccias. They contain fragments of holyokeite - - a rare oligoclase lava of porcellaneous appearance. Their basal contacts are considered to be depositional and overlapping, sometimes complicated by later low-angle faulting. They arc quite different than the younger Cila, Pantano, and most "Whitetail" alluvial beds, and the older Amole, Recreation, Claflin Ranch, etc. elastics; in particular they are thinner and less widespread. Their ages are Eocene to late Oligocene. "Locomotive-type fanglomerates" may be genetically related to porphyry coppers as products of subsequent differentiation and volcanism, and sedimentation in short-lived basins of restricted area and extreme relief. They might be utilized as reconnaissance guides to target areas and as structural guides within target areas in the southwestern U.S., Northern Mexico, and elsewhere.

The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. The mineral industry uses significant amounts of water in processing. Thus, sustainable practices with the processing of ores are of critical importance. An impact tester was used to measure the adhesion force between particles and a glass disk [1,2]. A removal force was caused by the impact of the disk/particle containing a puck with a stopper. Johnson-Kendall-Roberts (JKR) theory [3] was used to determine the interfacial energy between the particles and the substrate. Capillary condensation of water can occur between the particle and surfaces in humid environments. The adhesion of particles on rough surfaces has been studied previously [4-10]. The research presented herein combines both variables to separate particle types with minimal water usage.

Efficient flotation of fine phosphate minerals from a deslimed waste phosphate stream (-74 microns) has been achieved by both bench-scale flotation and by flotation with a 2-inch air-sparged hydrocyclone (ASH) unit. A sample was collected from the waste phosphate slime stream at the SF Phosphate Limited Operations near Vernal, Utah, for flotation experiments at University of Utah laboratories. The collector used was a mixture of fatty acid, petroleum sulfonate and kerosene. Bench-scale flotation test results show that the minus 15-micron particles have a significant adverse effect on phosphate flotation. When the minus 15-micron material was removed by a classifying hydrocyclone, improved flotation recovery and concentrate grade were realized. A bench-scale flotation recovery of 86 % with a concentrate grade of 16% P2O5 was obtained from classified waste slime (74 x 15 microns) feed material containing 11.3% P2O5 In contrast, a 90% P2O5 recovery was achieved with a concentrate grade of 16-18% P2O5 by single-stage ASH flotation. With a second stage of ASH flotation, a concentrate containing 23% P2O5 was realized at an overall recovery of 75%. These results indicate that the industrial application of ASH flotation technology for phosphate recovery from waste slimes is promising.

In the last decade public awareness of the need for pollution abatement has increased greatly. The concern that had been previously shared by local and state conservation groups has spread to create a national concern for preservation of our non-polluted environmental assets and regeneration of those that have been wasted. Because other current matters such as inflation, civil rights,' tax reform and the Vietnam situation have been the object of most national concern, an extremely strong national pressure base has not been brought to bear on the pollution control crisis. Yes, the word is crisis, for in many areas pollution is of critical concern. One has only to look at Lake Erie, the skies about our major urban areas and many of our major rivers and streams to see this crisis These are not situations that can be corrected overnight. We are faced with two basic problems that should be attacked simultaneously: (1) Cleaning up the present sources of pollution and (2) preventing the generation of new pollution sources. What approach should be taken? As in any engineering problem, the limits must be well defined before a final solution is attempted. Pollution must be defined on a national basis. This means that basic Federal legislation and control is necessary. This should reduce any competitive advantage that can presently be gained by movement of operations from one state or geographical area to another on the basis of differences in local legislation .and enforcement. By giving real numbers as guidelines, selective enforcement can be avoided. As a starting point, for a definition of pollution let us use the following - "Any change in the environment occurring from other than natural causes." This definition may not be satisfactory to all but surely we must be somewhat dramatic in our statements to counteract the present prevailing philosophy. Our statement of this philosophy - "At what level of pollution can we afford to operate?" On the basis of our general definition we would like to state what we feel should be the philosophical statement - "How little can we change our physical environment as a result of operations?"

Exploration for non-fuel minerals has declined since 1988 as recessionary pressures have slowed growth in the industrialized economies. By most accounts, however, 1990 expenditures were still significantly greater than the low levels experienced in the mid-1980s. The Persian Gulf crisis introduced instability in energy prices and greater uncertainty into an already cloudy economic picture. As 1990 unfolded, the US savings and loan problems spread to the commercial banking system, leading to the failure of several major US commercial banks. The Japanese stock market also suffered significant losses as Japan's Central Bank raised interest rates. The Soviet Union experienced shortages of food and other basic items. Its government faces resistance to changes leading to a market economy. Individual Soviet republics also are seeking more control of their own destiny. The cost of German reunification, in terms of the capital required to bring the east's infrastructure and industrial base to western standards, also appears to have been underestimated.

Peña Colorada is a company dedicated to the exploration, exploitation, and beneficiation of iron ore, serving the national steel industry. Established in 1975 as a stateowned enterprise, it transitioned to operating as a private organization in 1991. It is jointly owned by two investors, ArcelorMittal and Ternium, each holding a 50% stake. The mining operation is situated in the municipality of Minatitlan, in the northwestern part of the state of Colima, Mexico (Figure 1). It comprises an open pit mine and a concentrator, covering an area of approximately 2,300 hectares. The pellet mill is in the town of Manzanillo, Colima state, a port on the Pacific coast, about 46 km southwest of the mine. The pellet mill occupies its own property with a total area of 60.4 hectares. A gravity-driven concentrated slurry pipeline connects the mine and the pelletizing plant, located at an average elevation of 1,020 meters above sea level and 20 meters above sea level, respectively. Currently, Peña Colorada produces 4.1 million tons of pellets and 0.4 million tons of iron concentrate annually. In 2018, due to a change in the cutoff grade, the processing volume of the beneficiation plant increased from 9 million tons to 16 million tons annually. This led to a greater amount of information to process and characterize the ore extracted from the pit before its processing in the beneficiation plant. Consequently, Peña Colorada sought new ore control technologies to enhance ore selection, optimize human resources and data management, as well as minimize discrepancies between planning and execution. To ensure adherence to quality agreements with stakeholders, it is crucial to understand the ore characteristics before initiating mining activities.

Ion exchange techniques have been growing fast and spectacularly in all phases of Science for the last two decades, but still its acceptance as a unit operation in Metallurgy is resisted. Mainly this is because ion exchange procedures are thought of as glamorous techniques by which only relatively expensive metals are to be recovered. Perhaps this concept comes from the early and basic marriage of uranium and other high price metals and ion exchange procedures. The general trend is that ion exchange technique requires equipment and materials which are too expensive to economically perform a chemical step whenever "cheap" commodities are produced. However, we are here presenting a means of utilization of waste hydrochloric acid by an ion exchange technique. We have studied this from the engineering and economic standpoint in a number of variations of the main procedure discussed here and we-conclude that under proper economic circumstances, the cost of the ion exchange material as well as the equipment and labor involved in the ion exchange section, is by no means unreasonable.

The paper describes a technique by which large concrete boxes are unobtrusively inserted beneath existing highway and railway infrastructure to form new subways, culverts and under-bridges, thus avoiding the inconvenience and costs of disruption to traffic associated with traditional cut and cover techniques. A series of project examples, undertaken in the United Kingdom and United States, are used to illustrate the design and construction of the box structures, together with the technology required to control ground disturbance in the tunnel face and around the box, and the jacking systems necessary for box installation.

There are several ways in which to classify refractories. The most suitable one is based on their general composition or raw material content. The categories are: 1. Aluminosilicate brick which include the fire clays and alumina and high alumina raw materials. 2. Basic brick which includes magnesia and chrome ore alone and in various combinations. 3. Silica brick which uses gannister or high purity gravels and sands. 4. Insulating brick are generally of the aluminosilicate type but may be most all refractory raw materials. 5. Special refractories are made from raw materials of zircon, zirconia, ultra high alumina, silicon carbide, fusion cast products, chromic oxide, carbon and graphite. The raw materials that make up these different categories are what we are briefly going to consider. Emphasis is placed more on the most important raw materials.

As an alternative power source to eliminate trailing cables, ESD Corporation is installing a flywheel system on a shuttle car. Flywheel power is extracted by a high-speed generator, developed by Lear Siegler Corp., and the system -- including vacuum and lubrication and cooling auxiliaries -- is supplied by the aerospace group, Rocketdyne Division of Rockwell International. The flywheel system is being developed under a three-year contract with the Department of Energy. It is a follow-up contract to a previous DOE-contracted study by General Electric Co. in which it was shown that a flywheel can be a feasible power source for a shuttle car from technical, economic, and safety standpoints. This paper addresses the status of the program, design decisions established, and plans for laboratory test procedures and underground demonstration. The flywheel-powered shuttle car is a conventional 6-ton capacity shuttle car equipped with a 7-rotor flywheel energy storage package. The energy package is the sole source of power for the shuttle car through a complete mission duty cycle (MDC) of tramming to the miner, receiving a load of coal, and returning to the secondary haulage system. Energy stored in the system exceeds MDC requirements and waiting times to provide an ample margin of reserve energy. The energy storage system is recharged by spinning the rotors back up to maximum speed each time the shuttle car comes back to the seconaary haulage system. The electrical charge motor is connected to a power source to recharge the system while the load of coal is being discharged.

Increasing exploration costs and the need to reduce the time-frame from exploration to production presently demand formalized procedures to assist exploration planning and reserve analysis. Exploration planning is basically required to select the most cost-effective drilling/sampling program, and to flag the needs for data of greater relevance and reliability. Reserve analysis is necessary to determine the sensitivity of grade-tonnage relations, and to clarify the economic implications of mining when alternative technical choices are to be considered.

Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual fitting of the model is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. A number of interactive methods are described, which are adapted to the modeling of semivariograms in one-, two-, or three-dimensional environments.

INTRODUCTION Effective mine ventilation is required to maintain a healthy underground environment for humans. Without effective ventilation, the environment can become unhealthy or hazardous as a result of the depletion of oxygen, contamination with toxic gases, or the buildup of an excessive amount of particulate matter (dust). Each contaminant has an upper limit of concentration that should not be exceeded within an 8-hr period. This is known as the threshold limit value (TLV). The TLV represents an acceptable level of exposure that should produce no ill effects. Unfortunately, more than one contaminant may be present at any one time and the effects of the individual contaminants may be additive, i.e., the effects of each contaminant must be considered simultaneously to determine the potential danger to miners. Possibly the greatest threat to mine-air quality is the uncontrolled underground use of the diesel engine. The diesel engine was invented in 1892 by Rudolf Diesel. His intention was to develop a power source that could burn coal dust as a fuel, but he was unsuccessful in that attempt and had to resort to liquid petroleum fuels (Johnson, 1975). In 1898, the diesel engine was intro¬duced into the United States by Adolphus Busch, who anticipated using it as a prime mover in factories and generating plants. At that time, the diesel engine was a very large and very heavy engine, designed for fixed installations. By 1919, lighter engines were being developed, and by 1931, Caterpillar was marketing a diesel-powered, track-type tractor (Henderson, 1975). Since 1931, the diesel engine has evolved into an extremely popular prime mover in medium and heavy-duty applications. Efficiencies now are on the order of 40% and improvements such as turbocharging and aftercooling have produced engines capable of generating power at a ratio of 0.3 kW/kg (1.0 hp per 5.0 lb) of engine weight. Although the diesel engine is relatively efficient as a mobile power plant, it is far from efficient in terms of the energy produced from the energy potential of the fuel. About 60% of the heat value of the fuel leaves the engine as wasted heat, with about 50% of that heat being emitted through the exhaust pipe and the other 50% being emitted through the radiator or cooling fins. Perfect combustion in an engine would produce only water vapor (H_0), carbon dioxide (CO_), and nitro¬gen (N2) as the byproducts. Since the diesel is not a perfect engine, each pound of fuel burned generates 5.6 m° (200 cu ft) of exhaust gas, containing about 0.009 m3 (0.33 cu ft) of carbon monoxide (CO), 0.009 m' (0.33 cu ft) of nitrogen oxides (NO, NO2, and NOD), and 0.57 m3 (20 cu ft) of carbon dioxide. The balance of the exhaust emission consists of free nitrogen and water vapor (Hurn, 1975). Contrary to popular belief, the diesel is not inherently dirty. Under normal operating conditions, a well-maintained engine neither smokes nor smells. However, the same well-maintained engine can and does produce toxic emissions. A diesel engine is not inherently safe and constitutes a distinct hazard to personnel. This chapter is devoted to a description of the various toxic substances that may be generated by a diesel engine. Although some of these substances may also be produced by blasting or natural causes, the focus of this chapter is on the relationship between the internal- combustion compression-ignition engine (the diesel) and the quality of the mine air. CARBON MONOXIDE Combustion Process During the combustion process (burning) of organic fuels, each atom of carbon combines with two atoms of oxygen, provided that a surplus of oxygen atoms is available. Thus, the carbon is oxidized to carbon dioxide. Most open flames, such as trash fires, camp fires, gas ranges, etc., produce carbon dioxide. However, with insufficient oxygen, incomplete combustion results as the carbon atoms each combine with one atom of oxygen to produce toxic carbon monoxide. Burning charcoal briquettes produce carbon monoxide because the combustion takes place inside the briquettes where sufficient oxygen is not available to the combustion process. Internal-combustion engines, whether burning gasoline or diesel fuel, also produce carbon monoxide. The only oxygen available to the combustion process is that trapped within the cylinder. If the amount of fuel delivered to the cylinder is excessive, there is insufficient oxygen for complete combustion and carbon monoxide production results. In a normally aspirated (nonturbocharged) diesel engine, the amount of air "sucked" into a cylinder is the same on every intake stroke, resulting in complete combustion only at low levels of engine loading, when small amounts of fuel are injected. Higher levels of engine loading cause larger amounts of fuel to be injected into the same volume of air in the cylinder. Unless the volume of air is increased, the combustion process becomes progressively less complete as the amount of fuel increases. Turbocharged engines are able to compensate some¬what for increased loading and increased fuel consumption. The turbocharger acts as a compressor for the intake air, forcing a larger volume of air into the cylinders as the engine speed increases. Hence the turbocharged engine burns cleaner than a naturally aspirated engine and produces slightly less carbon monoxide (Marshall and Fleming, 1971). Much of the underground equipment used today is powered by turbocharged indirect-injection diesel engines. Although these engines emit fewer toxic contaminants than naturally aspirated engines, they do not eliminate the problem. Since the turbocharger is driven by the exhaust gases, rapid accelerations can cause temporary overfueling of the engine until the turbocharger attains a speed sufficient to restore the correct air-to-fuel ratio. During this "turbocharger lag," the combustion cylinders contain insufficient oxygen, causing severe smoking and an increased output of carbon monoxide.
