1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. Many of you are familiar with the Washington Metro Project. However, inasmuch as some may not be, and others may want to refresh their memories regarding certain facets of the project, I will cite a few summary details about the rail transit system we are constructing. That summary will also give each of us a common point for departure as I develop the principal thoughts that I want to leave with you. The Washington Metropolitan Area Transit Authority (WMATA) is an interstate agency established by Compact between the District of Columbia, Maryland and Virginia and approved by the United States Congress. Currently, the Authority has approval to build and operate a 101-mile (162.5 km) regional rapid rail transit system as shown on Appendix A. Of that total, 38 miles (61.2 km) will be in D. C., 32 miles (51.5 km) in Maryland and 30 miles (48.3 km) in Virginia. (Mileage figures, because of rounding error, do not add to 101 miles.) Referring again to the 101-mile total, 48 miles (77.2 km) will be underground, 42 miles (67.6 km) on the surface and 10 miles (16.1 km) on aerial structures. Of the 48 miles (77.2 km) that are underground, 15 miles (24.1 km) are rock tunnel, 14 miles (22.5 km) are earth tunnel, 0.5 miles (0.8 km) 9.s sunken tube and 19 miles (30.6 inn) are cut-and-cover construction. The system will include 86 stations, with 51 of them underground. Referring again to the full 86 stations, 43 will be in D. C., 23 in Maryland and 20 in Virginia. We currently have 37 miles (59.5 km) of line and 41 stations in operations as shown on Appendix B. The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed, wire-mesh screen at different airflow rates in one-phase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity, non-Darcy, single- and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulae on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

Polysaccharides have been used as depressants for naturally hydrophobic talc in the flotation of base metal sulfide ores, precious metal sulfide ores and platinum group metal (PGM) sulfide ores. The results of this surface chemistry study confirm guar gum as a preferred polysaccharide for talc depression in the flotation of these ores. In addition to the practical application of the research results, the surface chemistry results are of academic significance, providing further information to understand how polysaccharide depressants function in these complex sulfide flotation systems.

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The sequence of events which results in the formation of Porphyry deposits (Figure 1) can be summarized as the result of collision of crustal plates, subduction of the oceanic plate, emplacement of a serpentine ultrabasic diapir, formation of a dioritic magma at depths of 300 to 500 km, rise of the magma to a sub crustal or intra-crustal chamber, eruption of andesitic volcanoes, emplacement of diorite or differentiation of the magma into more acidic products, multiple intrusion of hypabyssal rocks and hydro-

The use of paste backfill in room-and-pillar coal mines in the United States needs to be fully investigated. This paper discusses a series of physical tests that were conducted to examine the support benefits of theoretical paste backfill regimens in Illinois Basin room-and-pillar coal mines, which necessarily included consideration of weak floor conditions. The series of tests included those simulating strong floor conditions, weak floor conditions, under-confined scenarios, and testing of actual coal-based paste backfill samples. The testing indicated that a paste backfill regimen utilizing a minimum backfill strength of 22 psi at a minimum fill height of 50% of pillar height could significantly increase the longterm stability of coal pillars in the Illinois Basin. Considering typical coal wash plant recoveries, 50% fill would be feasible.

Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

Hamersley Iron Pty. Limited, one of the world's largest iron ore producers, operates a 3.0 million tonne per year pelletizing facility at Dampier in Western Australia. The plant produces pellets for the export market using a blend of natural hematite fines from the Company's two mines at Tom Price and Paraburdoo. Processing includes fluidised-bed drying of the ore feed, open circuit dry grinding, disc balling and pellet induration in a travelling grate furnace of Dravo-Lurgi design.

"Metro Line 5 in Sao Paulo is being constructed. This lot extends for 4,940 m with twin EPB shield tunnels under a dense and busy urban area, with an excavation diameter of 6.9 m. The tunnels run predominantly in the tertiary soils of Sao Paulo where extensive experience exists from previous EPB shield tunnel projects. However, new experience is being gained in Sao Paulo in shield tunnelling through Saprolite, the weathered product of the underlying Gneiss crystalline basement, through the resulting residual soils and in rock-soil mixed face conditions. Furthermore, experiences in difficult mixed face soil conditions with overconsolidated clay at the face in combination with loose sands at the crown under the groundwater table will be presented. Additionally, the design, operational and controlling approach followed for the shield drive at particular critical cross-sections where the shields were driven close or under buildings. INTRODUCTION Within the framework of Sao Paulo´s metro network expansion, the excavation of the shield tunnels for Metro Sao Paulo Line 5 is currently taking place. The present paper deals with the description of the most relevant features from the construction of the Line 5 – Lot 3 tunnels. The paper presents how particular challenges were dealt maximising potential of EPB shield tunnelling technology. Challenges were posed not only by the difficult boundary conditions of urban shield tunnelling, such as shield drive under buildings, but also by complex geotechnical situations. PROJECT DESCRIPTION The great urban area of São Paulo is one of the biggest cities in the world, with around 20 Million people living in the city and in the suburb area. The city faces great mobility problems and in the last years the government has been investing great amounts on the megacity´s metro expansion. The Line 5 Extension plays an important role to connect the south area to the central area of the city, with a whole extension of 11 kilometres, including 11 new stations. It is estimated that this line will transport almost 900.000 passengers/day. The first stretch of the expansion, Lot 3, consists of two single tunnels, almost 5 kilometres long each, crossing 4 stations. Figure 1 shows details of the Line 5 Expansion."

Researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) developed the Saturn light that significantly improves illumination for roof-bolting machine operators while reducing glare. The existing roof-bolter lighting was the baseline and was compared to the Saturn at 100, 75 and 50 percent intensities. Discomfort glare and disability glare were measured by the De Boer rating scale and the Mars Letter Contrast sensitivity test, respectively. Thirty study participants were tested. Discomfort glare was reduced at least three levels with the Saturn luminaire. Visibility levels were four to 6.5 times better with the Saturn than with the baseline. The Saturn design is freely available for commercialization.

Having seen significant improvements to accident rates in the last 40 years, companies in the Swedish mining industry now show a greater focus on the development of safety cultures throughout their organisations and workplaces. However, there is a lack of research examining the different safety initiatives and strategies practiced in the industry today. This study explores the potential influence and consequences such initiatives may have on the development of safety cultures in the Swedish mining industry. Twelve interviews with experts on safety initiatives from four different Swedish mining organisations were conducted and analysed in a process based on qualitative thematic analysis to identify notable connections to safety culture development. The results of these interviews highlight proclivities in the implementation and use of safety initiatives such as subjects of focus, methods and desired effects. This enables the interpretation of the conceptualisation and methods for the development of safety culture in these organisations based on their approaches to safety development. We believe the results of this study can serve as support for discussions on safety culture development in the Swedish mining industry, and be of interest for international mining industries, in addition to approaches to research in this field. However, we also believe it is important to emphasise the opportunities to approach safety culture in mining from different perspectives than those common today.

From the beginning, man has concerned himself with the task of controlling the elements and forces about him so as to provide a better and easier life. In the accomplishment of this task, he is required to utilize in the best way possible the resources which are available to him. In many cases, the available resources must bee refined before they are in a useable form. Many products in the mining industry fall into this category, as some form of refinement is generally needed to produce a saleable product. Over the years man developed more efficient ways of extracting the resources from earth through the use of electrical and mechanical devices. A reduction in manual labor, which is a by-product of increased efficiency through machines, has also been enjoyed. The combination of man's senses and new devices has also enabled man to reach a high level of control in the refinement process. Control of a process through machinery and man's senses has been termed an "art." Until recently man's senses (sight, feel) were the only method available for making measurements simply because suitable measurement devices (instruments) were not available. Even today some items cannot be measured and man's senses must be used. However, the development in our instrument laboratories tends to indicate that time will eliminate this. In recent years, control of many processes has been reduced to a science and part or all of the art eliminated. This does not imply that process art should be degraded; however, when a process is reduced to a science, uniformity of the product from day to day is attained. Decreased processing time and more efficient use of additives and raw materials are other benefits that result from control of a process when it is reduced to a science.

Selective adsorption and surface modification of minerals by surfactants is the primary step in the process of separating certain minerals with similar physical and chemical characteristics in the flotation process. In this study, microorgan- isms are used as surface modifiers for francolite and dolomite. Results of adsorption experiments with francolite and dolomite show that the microbes selectively adsorb to one of the minerals under specific operating conditions. In preliminary flotation experiments, it is found that the microorganisms enhance or depress flotation of the minerals leading to an increase in the efficiency of separation between the francolite and dolomite. The conditions leading to selective adsorption (surface modification) and subsequently to possible efficient separation of these two minerals are discussed in this paper.

As manufacturers and mine operators develop and implement proximity detection systems (PDSs), they need to be mindful of the systems’ compatibility with mineworkers’ tasks, and possible unintended consequences. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed mineworkers at mine sites that currently use or previously have used PDSs on mobile equipment, including shuttle cars, battery haulers and scoops. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure and risk. Mineworkers also suggested that improved system task compatibility, training, logistics and PDS performance might help address these issues. Manufacturers and mine operators implementing this or similar technologies may also consider mitigating task incompatibilities up front, performing additional site-specific usability testing and restricting the use cases of the system to improve performance.

Homestake Mining Company has identified a significant native sulfur resource at its Cinnabar Canyon prospect in Mono County, California. Elemental sulfur occurs as replacements, fracture coatings and breccia fillings in a thick sequence of Miocene-Pliocene intermediate volcanic rocks. The deposit extends along a northwest trending regional fault and measures approximately 900' in width, at least 1800' in length, and has a thickness in excess of 200'. The deposit lies approximately 150' below the surface and is covered by a silicified cap of volcaniclastic strata. The deposit has been delineated by rotary and core drilling. Utilizing a grade cutoff of 5% elemental sulfur, the delineated deposit has a probablelpossible resource of 16.1 million tons of ore averaging 17.9% elemental sulfur containing 2.57 million long tons sulfur. Assay grades within the resource area range up to 40% sulfur over a 40-foot intercept.

Flocculant testing should be initiated for economic or performance reasons. When the decision has been made to test, the laboratory can provide valuable information concerning the various products under consideration. Properly conducted laboratory tests can determine: 1. If two flocculants are needed to achieve clarity or density. 2. Ease of mixing. 3. How quickly the material goes into solution. 4. Stability of prepared f locculant solution. 5. Stability of the floc formed. 6. Amount of mixing required for proper floe formation. 7. Optimum flocculant concentration. 8. Optimum pulp density. 9. Approximate location of the point of addition. 10. Single or multiple addition points. When a flocculant shows promise in the laboratory, a plant test should be scheduled. During the plant trial, arrange for normal conditions and start testing with a crew that is most familiar with the unit operation where the flocculant will be applied.

The purpose of this paper is to describe a stochastic simulation program used to assess several dispatching rules applicable to small scale computerized systems for optimizing truck/shovel productivity. The system studied is semi-automated with a dispatcher communicating instructions by two-way radio. The simulation program is structured on an advance clock approach which enables the insertion of dispatching rules at various points in the haulage net- work. The rules tested include minimize shovel idle time, maximizing immediate truck use and assigning trucks to shovels to meet specific production objectives. A variation of the traditional "Match Factor" is implemented to maintain fleet balance throughout the shift. A mine case study demonstrates how the dispatching rules increase productivity of such semi-automated dispatching systems. Practical problems involved in the implementation of small computerized dispatching systems are also discussed.

The Sudbury Basin is the scene of the mining operations of the Ontario Division of the International Nickel Company of Canada, Limited. Around the rim of the geological formation and within thirty miles of the City of Sudbury are located twelve operating mines and one open pit operated by the Company. The City, with a metropolitan population of some 100,000 lies 240 miles Northwest of Toronto. In addition, there is one mine in Northwestern Ontario, at Shebandowan, 700 miles Northwest of Sudbury. In 1973 these mines produced 16.5 million short tons of ore of which 14.9 million tons were from underground and the balance from open pit operations. Mining methods include blasthole, sublevel caving, induced caving, shrinkage, cut-and-fill and undercut-and-fill. Raise boring commenced at Inco in 1964 and is now applied at all mines in the Sudbury District (Figure 1). [ ]

Artificial Intelligence research has produced several tools for commercial application. Neural Networks, Fuzzy Logic and Expert Systems are some of the techniques that are widely used today. Artificial Neural Networks (ANNs) are excellent predictive, pattern recognition, and data analysis tools. In the mining industry, ANN techniques are being used commercially for real-time process control applications. Modeling of spatial data, ore reserve estimation, tunnel design, longwall stability prediction, and geologic roof classification are additional application areas in which neural networks have been applied successfully. A standard back-propagation algorithm was used to train a series of neural networks for a real-world predictive task. After training and optimizing the neural network architecture, performance of the network is measured on an independent validation set. Results indicate a correlation coefficient of up to 84 % between the actual and predicted values. A neural network model is developed for learning the spatial continuity of a mineral field and, consequently, for predicting sulfur values given coordinate values. The neural network performed not only satisfactorily, but in some cases performed better than the kriging model.
