Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

The production of sulphuric acid from sulphur generates heat. The majority of this heat is recovered as steam and is often used to generate electricity. Heat not recovered as steam is rejected to cooling water systems. The design of the turbine, condenser, and cooling water systems impacts the overall water, energy, and environmental footprint of the plant. This review considers a conceptual 2000 t/d sulphuric acid plant with several alternative cooling water systems. The review utilizes Hatch?s 4 Quadrant sustainable design tool to compare the alternatives on both an economic and a weighted sustainability scale.

There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

Direct reduced iron (DRI), produced by the reaction between iron ore and reducing gasses, is used as a source of low-residual iron, in addition to ferrous scrap and pig iron, in the production of steel mainly through the electric arc furnace (EAF) route of steelmaking. The main DRI technologies in use are those of Midrex and Hyl, but in recent years a myriad of newer processes emerged based on variations in feedstock, reducing agent and fuel sources. Since the beginning of the nineties, DRI has increasingly emerged as a cheaper, low-residual iron feedstock for EAFs, which have traditionally relied almost entirely on ferrous scrap feed. The main stimulus behind the interest in DRI has been the increasing popularity of the EAF and the ?mini-mill? set-up as the favoured steelmaking option compared to the traditional and much less flexible blast furnace/ basic oxygen converter. This, however, has been creating a problem with regard to availability of low-residual scrap, resulting in upward pressure on high quality scrap prices and leaving DRI, traditionally the ?expensive alternative?, as a much more competitive consideration. The second main determinant has been the increasing production efficiency of existing steel plants which, in the light of improvements such as continuous casting and near net shape casting, has been constraining the supply of low-residual domestic scrap, traditionally the prime source of EAF feed. The explosion of current and proposed DRI projects has been accentuating the mounting interest of global role-players in assuring the availability of reliable sources of low-residual iron units for the future, especially in cases where definitive competitive advantages exist with regard to proximity to primary sources of iron ore and fuel (gas or coal).

In the latter part of the 1980?s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation an application for FeMn production was developed. Now when Tornio FeCr-plant is considering the expansion the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand of better working conditions. The possibilities to respond to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control of the process even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

Coal is Australia’s highest export earner and Australia is the world’s largest exporter of coal. With coal now being extracted from deeper reserves under increased risk profile, and in the interest of aiding the stability of coal supplies, Japan is funding a number of safety projects in Australia and China. The CSIRO, Australia’s premiere research organisation with the country’s largest exploration and mining research group, are currently undertaking a jointly funded Japan-Australia safety project at Anglo Coal’s new Grasstree Colliery in central Queensland. The project, entitled Mine Communication and Information for Real-time Risk Analysis, will deliver step-change capabilities in data integration, decision support, gas monitoring, geo-technical monitoring, emergency response and personnel safety to the Grasstree Colliery. Some key activities include: developing and installing underground coal mine Ethernet LAN components, real-time monitoring of gas and geo-technical sensors, MODBUS serial to TCP/IP converters, e-reporting of underground conditions, emergency guidance systems and underground trials of Internet Protocol telephone and video. The project seeks to integrate (in real time) key data sets from the comprehensive and diversified range of propriety system currently in use at mines (ventilation, strata, operations e.g. haulage, pumps, conveyors etc) into a single integrated risk management interface. This interface will filter the data through a rules-based inference engine that will cross reference the various data streams, compare with past events and outcomes associated with the similar historical data and present this “intelligence” to

The rock brittleness is one of the most important rock properties that affect the drill-ability of rocks. It is supposed that the increase in rock brittleness causes the increase in penetration rate. The drill-ability of rocks depends on many factors. These factors can be separated as two parts depending on a machine, bit type, rotational speed, thrust, blow frequency, flushing, and rock properties, brittleness, compressive strength, structure, hardness, etc. In this paper, the relationship between brittleness and drill-ability index, which is used in the prediction analysis of the penetration rate of rotary blast hole drills, were examined using regression analysis. It is also seen that significant correlations exist between brittleness and the drill-ability index.

Concerning the excavation of rock cavern, it is one of the most important issues to evaluate the behavior of rock joints. But few detailed measurements for joint behavior had been conducted. Therefore, in order to evaluate the stability of rock cavern, effective approach for monitoring and analyzing the joint behavior needs to be developed. In this paper, authors described the results of analysis for joint behavior during the excavation by comparing with both results of the in-situ measurement by BTV and the numerical analysis by MBC model. Bei Ausschachten von Gesteinshöhlen ist es von besonderer Bedeutung, das stark von den Verbindungsteilen beeinflusste Gesteinsverhalten zu bewerten. Jedoch wurden bisher nur wenige Beobachtungen über das Öffnungsverhalten von Verbindungen durchgeführt. Daher muss ein effizientes Verfahren zur Überwachung der Stabilität unterirdischer Höhlen und der Analyse des Verhaltens von Verbindungsstellen entwickelt werden. In der vorliegenden Studie beschreiben die Autoren das Verhalten von Verbindungsstellen während der Ausschachtung durch Vergleiche sowohl mit den Ergebnissen von in situ Messungen mittels BTV als auch numerische Simulation mit dem MBC Modell, welches auch Diskontinuitäten berücksichtigen kann. Quand il s’agit d’excaver une caverne dans une roche ayant des joints très développés, il importe fort d’évaluer le comportement de la roche. Cependant, le nombre d’observations du comportement des roches effectuées au niveau de joints est loin d’être suffisant. Par conséquent, pour s’assurer de la stabilité des parois des cavernes souterraines, il a fallu mettre au point une méthode fiable de détection et d’analyse du mouvement des joints. Dans cet article, les auteurs décrivent leurs études de comportement des joints pendant l'excavation, en comparant les résultats des mesures effectuées in-situ, dans un chantier d’excavation par BTV , avec ceux d’analyse de la simulation numérique par MBC permettant de tenir compte des discontinuités.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. The ‘Metallurgical Operations’ Department of Grinaker-LTA Process Engineering (GLTA) currently undertakes then primary mining as well as the re-deposition of tailings forTicor South Africa (Ticor) at their Hillendale mine near Empangeni, KwaZulu-Natal, South Africa. The mining plant, which was designed by GLTA on a Build, Own, Operate and Transfer (BOOT) basis, is capable of mining 780 000 tons per month of ROM material which is then pumped to the Primary Wet Plant for treatment by Ticor. Hydraulic mining via high pressure water cannons and subsequent transfer of the heavy mineral slurry at an RD of between 1.35 and 1.48, has never before been undertaken successfully at this level of production on an in situ reserve. The presentation will take the form of a case study in which the unique site operating conditions will be detailed and discussed, as will the innovative process and engineering solutions employed by GLTA to overcome the engineering and production challenges encountered. In order to protect the intellectual property involved in this operation, this paper is fairly general in nature, and attempts merely to provide the reader with a broad perspective understanding of the operation, and some of the difficulties encountered during the early stages of production.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology?s financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested in developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late Eighties and early Nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. Mintek developed the MinataurTM leach-solvent extraction-precipitation technology as a cost effective, easily operated alternative to conventional gold refining processes. The technology was first commercialized at the Harmony Gold Refinery in 1997 to produce 99.99 per cent gold product and has subsequently led to development of various value-addition steps including the casting of various investment bars, gold wire drawing and gold potassium cyanide powder production. In addition to refining gold to high purity, if an appreciable amount of silver is present in the feed material it is also refined to 99.99 per cent purity. The major advantage that the Minataur? technology has over other gold refining processes is the relatively low gold lock-up and reduced operating costs. The operating cost1as at April 2001 for the expanded Harmony refinery (24-ton per annum gold production) was approximately half that of conventional smelting and toll refining. The extractant employed for solvent extraction is relatively cheap and highly selective for gold, making the technology attractive in situations where significant quantities of platinum group metals or base metals are present.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

In the past ten to fifteen years, many organizations have applied business process re-engineering (BPR) to significantly improve their business competitiveness or stave off closures. The mining industry in Southern Africa is no exception and documented examples can be drawn from South Africa. Although the concept is superficially simple, its application has been marked by a high failure rate of about 70 per cent because it has been generally misunderstood. Shabanie mine, a chrysotile asbestos fibre producer in Zimbabwe took cognisance of this fact by cautiously embarking on a modular BPR programme in October of 2002. A year was used as a complete cycle or module for re-evaluation of the programme. Shabanie mine adopted BPR as part of management efforts to remain competitive amid serious threats to operational viability. These threats included hyper-inflation driven rising production costs, a declining world asbestos market and a possibility that Russia could take over the shrinking world asbestos market by dumping low-priced asbestos fibre. The only competitive advantage that the mine had was the high quality of its long-fibre chrysotile asbestos. The major BPR thrust was therefore to redesign processes for improved productivity and ultimately achieve a lower cost per ton of final asbestos fibre product. In addition, corporate culture change and cost-saving were also factored into the programme. This paper discusses the implementation experience of the BPR programme at the mine. The main BPR beneficial highlights are improved productivity, sizeable cost-savings, positive corporate culture change and identification of secondary projects. One of the lessons learnt from this programme is that mining companies will have to deal with the HIV/AIDS pandemic if they are to sustain high levels of productivity into the future.
