This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

In the Integrated IT Systems proposed by Przedsie? biorstwo Robót Geologiczno-Wiertniczych—Geological and Drilling Company (PRGW) a network connects a database with all of the departments of a mining division. A key element thereof is the common graphics environment—Micro Station supplied by the firm, Bentley. PRGW’s SoftMine software and GMSI’s CadsMine that are used to design and schedule mining operate in this environment. The digital form of the design project facilitates the verification of information and the integration of technical solutions with SAP R/3 type financial—accounting systems. The system has been successfully implemented in the Brown Coal Mine in Poland.

Present day capital costs are analysed for a 2 000 metric tonne per day (MTPD) pyrite burning plant and compared with a sulphur burning plant of the same capacity. Power, raw material and steam production rates are then compared for the two facility types. A sensitivity analysis is conducted to highlight the impact changing sulphur, pyrite, capital and operating costs have on the relative economics of these feeds. Technological improvement effects on capital cost and energy recovery are also discussed. Besides the steam produced from the burning of pure sulphur or pyrite, plants using an advanced form of heat recovery can produce up to 10 bar steam using heat from acid formation. The quantity depends on the overall water balance which is influenced by such factors as gas strength and product acid concentration. Modern materials and innovative process design also improve the ability to increase the high pressure steam from the roaster boiler in pyrite plants above the traditional 1.25 kg of superheated steam per kg of acid produced.

This paper summarises the strategy for selection between a two module coal plant incorporating large, but less equipment, and a three module coal plant with more but smaller equipment. The two options were evaluated in terms of three main categories: ? Size ? size of the equipment and the effect on the process efficiency as well as the difference in physical dimensions of the plant to accommodate the larger equipment; ? Cost ? capital savings between a two and a three module plant, processing the same ROM (run-of-mine) tons per hour (t/hr); and ? Practicality ? in terms of constructability of the plant, safety of using larger equipment and maintainability of the equipment. Decisions that were taken to reduce the risk associated with size, cost and practicality on the chosen option of a two module plant will be highlighted.

Rock bolt integrity is a critical issue for the mining industry because of its influence on the safety of mining operations. Guided ultrasonic wave testing of the defects associated with resin-anchored rock bolts was investigated. Axisymmetrical and three-dimensional finite element models were built, one of a partially encapsulated bolt and the other of a bolt with a simulated local corrosion crack. Experimental bolts were then installed in a testing block and typical responses were compared to finite element models of different defect scenarios. Encouraging results were obtained for the smaller axisymmetrical and three-dimensional finite element models, as well as during the experimental investigation. It is recommended that software with energy-absorbing elements should be utilized to consider higher frequencies and longer bolts. Once the integrity of models such as these has been established, the models could in principle be used to train neural networks for use in commercial equipment to determine the integrity of the installed bolt.

This paper shows the usefulness of geostatistical conditional simulation combined with the quantification of sampling errors obtained from the analyses of fundamental errors ? validated from duplicate data ? to assess the relevance of the quality and quantity of the information, for short-term mine planning purposes. Traditional blast-hole drilling equipment has been designed for efficient drilling, but not for obtaining high-quality samples. Furthermore, blast-hole sampling interferes with production, and thus usually produces poor-quality results. These results are the basis of short-term plans, where the grades of selective mining units are estimated and used for distinguishing between ore and waste. Under these conditions, misclassification (ore blocks sent to the waste dump and waste blocks processed at the plant) is inevitable, leading to significant hidden losses that can amount to millions of dollars per annum. Reverse circulation drilling with the latest automated sampling technology improves significantly the quality of the information used for short-term planning, and thus reduces misclassification, improving the financial returns of the operation. In this paper, we present the general methodology for assessing the effect of poor blast-hole sampling, as compared to advanced reverse circulation drilling grids at several spacings, in order to arrive at the most appropriate grid for short-term planning. This plan can be prepared well in advance using several additional variables that are usually not available when the plan is based on blast-hole samples. Furthermore, blending options can be analysed in order to optimize plant recovery, minimize the use of sulphuric acid, etc. Three case studies are presented, namely a typical porphyry copper deposit, an exotic oxide copper deposit, and a complex gold deposit, where mineralization is controlled by structures and lithology. This paper shows that in all cases, advanced reverse circulation drilling grids provide good-quality information that, coupled with the use of geostatistics for short-term mine planning, significantly improve the financial returns of the operation.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

The modelling of lithological domains is a critical step in mineral resource and reserve evaluation. Deterministic models rely on an interpretation of the available drill hole data and expert knowledge, but do not account for the uncertainty in the spatial extent of the lithological domains. Instead, probabilistic models based on conditional simulation can be used to map the probabilities of occurrence of the domains within the deposit, which reflect the uncertainty in their presence or absence at unsampled locations. The mineral grade model is then obtained by weighting the predicted grades associated with each lithological domain by the probability of occurrence of this domain. Such an approach accounts for the continuity of the grades proper to each lithological domain and for the uncertainty in the spatial extent of these domains within the deposit. "Blast furnace performance depends strongly on the coke reactivity index(CRI) and coke strength after reaction (CSR) properties. An innovative and cost-effective method, known as the Salem Box Test, has been developed to prevent the mass production of inferior coke unsuitable for blast furnace use. This method consists of coal carbonization on a micro-scale and involves charging approximately 18 kg of coal blend in a stainless steel box, carbonizing it together with coal cake in the plant coke ovens, and testing the coke produced for CRI and CSR to determine its suitability for blast furnace use. Only coal blends that yield coke with CRI <25% and CSR >64% are permitted for mass production, and other coal blends are either rejected or the blending ratios adjusted in an attempt to upgrade them. The experimental results reveal that, for a given coal blend, the quality of coke produced by the Salem Box Test is comparable with that produced by bulk production, indicating that the test is acceptable as a screening tool for regular use. The present paper describes the methodology and application of Salem Box Test to predict the suitability of coke for blast furnace use at JSW Steel Limited, Salem Works (JSWSL), and illustrates its advantages in adjusting the coal blending ratio to produce superior coke, in detecting coal contamination, and in preventing bulk production of inferior coke."

This work is concerned with studying possible reactions in the ilmenite furnace which may control the product quality of both slag and metal. Two different approaches were followed: comparing actual furnace slag compositions with the calculated equilibrium values and using commercial oxygen probes to measure the effective partial oxygen pressure in the slag and metal. It appears from a comparison of actual furnace slag compositions (in terms of the distribution coefficient of vanadium) with equilibrium values, that the TiO1.5-TiO2reaction may fix the effective partial oxygen pressure for the vanadium reaction. This possibility was tested using commercial oxygen probes (traditionally applied during steelmaking) to measure the effective oxygen partial pressure of both the slag and liquid iron in Iscor?s 3MVA pilot plant ilmenite furnace. From these measurements, it appears that commercial oxygen probes containing zirconia solid electrolytes can be used to measure the effective oxygen potential of both the slag and liquid iron. This oxygen activity correlates well with the FeO content of the slag. The results, furthermore, clearly illustrate that equilibrium conditions are not attained in the ilmenite furnace during the production of high titania slags, since the effective oxygen potential of slag and metal differ substantially.

Paper written on project work carried out in partial fulfilment of Technikon Practical Training Frank shaft is mining both Merensky reef and UG2 reef. The Merensky orebody is almost depleted and this was the reason for starting to mine the UG2 ore reserves. It was decided to mine the UG2 orebody with trackless equipment using a bord and pillar mining method. Frank shaft has been mining the UG2 orebody for nearly 5 years. The T-cut mining method was introduced to see if it could improve the grade of the run of mine (ROM) as well the extraction percentage.

This is a sampling of the papers presented at the conference, the proceedings can be bought from the SAIMM An extensive research programme to address the issue of rockburst control has been undertaken over a number of years. This paper discusses the development of preconditioning techniques to control face bursts, for safer mining in seismically hazardous areas. Preconditioning involves regularly setting off carefully tailored blasts in the fractured rock immediately ahead of a mining face, so as to encourage slip on pre-existing fractures, in order not to allow the accumulation of high strain energy density in the rock mass. Two different preconditioning techniques have been developed, namely face-perpendicular preconditioning and face-parallel preconditioning. Both have prevented face bursting in areas to which they have been applied, even though several large seismic events have occurred close to the faces in some areas. In addition, minimal overall damage was observed in the preconditioned panels following these events, compared to similarly exposed unpreconditioned panels. Preconditioning has also provided some protection to the face area from distant events, through the capacity of the preconditioned ground to absorb energy. An improvement in hangingwall stability and productivity has also been noted in preconditioned areas. In order to determine the optimum blast parameters for achieving the most effective preconditioning, an extensive optimization study was carried out for the face-perpendicular preconditioning technique. While optimum values for parameters such as hole length, diameter and spacing were determined, it was ultimately concluded that the differences in results obtained by varying the preconditioning parameters were less significant than the clear positive differences observed when comparing preconditioned areas with non-preconditioned areas.

New mechanical and pneumatic-mechanical flotation machines with axial impellers have been developed. Industrial tests show that these machines ensure lower power expenditure (on flotation) by 1.5-2.0 times as compared with reference machines (with the same or improved technological indices). Application of the newly developed axial impeller, with these advantages, is possible in any volume chambers of type OK, Dorr-Oliver, Wemko etc.

Nkomati Nickel JV exploits the ores of the Uitkomst Complex near Machadodorp in the Waterval Boven district in South Africa?s Mpumalanga Province. Due to factors such as the remote location, stellar growth in production, opencast mining methods, and ore characteristics, a number of innovative processing options were selected. Nkomati has undertaken numerous initiatives over the last few years to improve plant running times, metallurgical performance, and operational profitability. Great emphasis has been placed on effectiveness of management control systems. A number of initiatives such as short interval control and time?in-state metrics have been implemented. A focus on improvement on availability and asset utilization of key items of equipment has been particularly effective. While the ores are remarkably similar to the Merensky and UG2 reefs, the relatively high base metal sulphide content and mineralogical characteristics make metallurgical treatment somewhat different to the ores of the Bushveld Complex. The low head grades and flotation kinetics distinguish Nkomati from other base metal operations. Numerous milling and flotation optimization initiatives have resulted in dramatic improvements in throughput, recoveries, and concentrate grades. This paper discusses the metallurgical, operational, and management challenges and the outcomes obtained.

This paper presents computations of the electric field inside a furnace. We first look at the effect of contact between two coke particles from an electrical point of view. We give values for the amount of contact resistance in the total resistance of the system formed by the two coke particles. We show that the effect of contact resistance decreases rapidly with increasing contact area. We then look at the complete electric field inside a full scale furnace. The aim is to evaluate the amount of current that short-cuts the metal bath for different vertical positions of the electrodes. We show that electrodes high above the metal bath are undesirable since they offer a larger surface of conductive charge materials where current can flow through. On the other hand, deeper electrodes force the current to go the whole way down to the metal bath. Ohmic heating along this path ensures a high temperature of coke and slag that are beneficial for metal recovery.

The Skorpion Zinc Mine and Refinery is situated approximately 25 km north of Rosh Pinah, south-western Namibia. The supergene zinc oxide deposit at Skorpion is hosted in a volcano-sedimentary succession within the para-autochthonous Port Nolloth Zone of the Gariep Belt. Rock types hosting the ore deposit include altered and metamorphosed volcaniclastic and clastic sediments, limestone and rhyolite. At Skorpion, the metallurgical process is unique and the plant design requires minimal fluctuations within a selected feed grade. In addition, the presence of limestone inter-fingered with ore in some areas of the deposit results in dilution problems which may increase gangue acid consumption and therefore processing costs. Hence, selective mining is necessary to ensure the delivery of suitable ore to the processing plant, in order to keep the overall operating costs at a minimum. A complex control system is in place and is capable of a high degree of selectivity. The paper describes the grade control system in place at Skorpion Mine which ensures that the qualities of the blocks planned for mining and the material being mined meet the stringent process requirements of the refinery, i.e zinc grade, gangue acid consumption and deleterious elements that may impact on the efficiency and costs of the metallurgical process. Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. Previous results from the sampler ratification process (of the interleaved sampling design) were reanalysed, a physical inspection was carried out on the sampling system again, and the sampler performance was monitored (quality control parameters) for the period. From these investigations, it was found that airflows inside the Vezin introduced the sampling bias. A change in sampling protocol was introduced, as well as certain physical changes to the sampling equipment, to eliminate the airflow and thus the bias conditions significantly. The accounting period that followed the phased upgrading process showed that the accounting between the smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below 5% relative to theoretical stock). A modified approach to the implementation of Gy?s sampling theory is discussed and used to design a procedure for sampling crushed gold ore feed to metallurgical process plants. The approach involves calibration of certain ore-specific parameters. These parameters were calibrated for two different crushed gold ores en route to grinding mills in process plants. The model predictions were compared with the predictions from Gy?s original model. Far smaller masses of samples are required by the modified model than by Gy?s model at the same relative variance. The representativeness of the sampling procedure if normally distributed errors are assumed was also calculated. These procedures and evaluations lead to significant savings on cost of handling and preparation of the samples and to a quantifiable degree of confidence in the analytical results for the process plant.

Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.
