The production of iron and steel generates various types of waste materials containing oxides, carbon, and flux material. Usually, these materials are land-filled at the plant site or are hauled away for disposal. Some of these waste materials are hazardous, and they must therefore be recycled or disposed of properly. The influence of different waste materials in iron-ore sinter blends on the quality and operational parameters in sinter production is described. The recycling of waste materials such as dolochar, scrap fines, mill scale, electric-arc furnace slag, basic-oxygen-furnace mud via the sintering process can achieve a saving in the cost of the raw materials (for example, fuels and flux) and a reduction in pollution. A comparison of a typical sinter with a sinter produced through the utilization of waste materials shows a distinct correlation between certain types of waste material and some metallurgical properties and operational parameters. Dolochar (and arc-furnace slag) in a sinter blend acts as part of the fuel and flux that are normally added to a sinter mix. In general, dolochar improves the quality of the sinter and decreases the consumption of coke. Other waste materials adversely influence the quality of the sinter, but not necessarily the operational parameters such as the production rate. At Vanderbijlpark, approximately 15 kt of various waste materials per month are successfully recycled in the sinter plant. Investigations into the handling and recycling of other waste materials may indicate that even more waste materials can be utilized.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

The dual-electrode direct current (DC) arc furnace uses two graphite electrodes, one connected as cathode and one as anode. Such an arrangement avoids some of the design difficulties associated with the anode hearth traditionally used in single-electrode and twin-cathode DC furnaces, but can introduce other design and operational difficulties including deflection of the arcs toward the furnace walls. Counter-intuitively, both arc jets in a dual-electrode furnace travel from the electrode down to the bath surface, despite carrying electric current in opposite directions?this is suggested in the theory of the governing equations of arc formation, and confirmed by experiments using high-speed photography. The dual-electrode arc system at small pilot-plant scale is studied using a transient magnetohydrodynamic model capable of predicting arc deflection and interaction from first principles, and the results are compared to the behaviour of twin-cathode systems at similar power. Finally, a simple arrangement of the furnace busbars, M configuration, is shown to provide some passive protection against arc deflection.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. "The ore deposits of the Zambian Copperbelt occur in sedimentary strata that have been subjected to relatively mild, flexure-type folding. Unrolling serves to reconstruct the original depositional geometry of the folded sedimentary strata and is in common usage on the Copperbelt both for geological analysis of drill hole data and in routine ore reserve estimation.A computerized method of unrolling was introduced at Roan Consolidated Mines in 1969 based on a standard contouring program. A contour map of the geological structure is drawn from a regular grid of elevations, interpolated from the original, irregularly-spaced intersections. Unrolling is performed across this grid, perpendicular to one or two axes specified by the geologist. Each intersection is unrolled independently, and the new co-ordinates are subsequently processed to produce unrolled maps.The technique has been used successfully at RCM over the last two years in both the estimation of ore reserves and exploration planning."

A Colloquium on 'Control and Simulation in the Minerals Industry' was held at the Holiday Inn, Milner Park, on 20th September, 1984, in conjunction with the Electra Mining Exhibition. A total of 170 persons attended the very full morning programme, which began with an opening address by the President, The South African Institute of Mining and Metallurgy, Mr l.D. Austin. He outlined the reasons why computers were being used to an ever-increasing extent for control and simulation in the minerals industry. The computer was even used to check, among other things, the validity of the signals it was receiving by mass-balance calculations.

(Member) The paper outlines some of the views on the relationship between work attitudes and performance, and examines evidence derived from relevant research done in the mining industry. It is suggested that higher productivity within any given system of mining can be attained if attention is paid to the four factors that represent the CORE of human work performance: Competence, Opportunity (or Organisation), Recognition (or Rewards), and Expectations (or Enrichment).

The role of large, ultra-high-powered arc furnaces in a fully integrated steelworks for the production of flat products is outlined, and an account is given of the technological improvements that have been implemented over the past few years to enable the arc furnace to remain competitive against the conventional route using blast furnaces and top-blown-oxygen steelmaking (LD). Modern secondary refining facilities have been installed, enabling the arc furnace to operate at high production rates in the manufacture of high-quality flat products.

This paper describes an interactive personal computer program, ENVIRON, which simulates cooling and ventilating systems on gold mines. An example of the practical application of the program is given and proposed future developments are discussed. The program consists of two main modules, HEATFLOW and VENT- FLOW. HEATFLOW calculates the heat loads and the effect of air coolers, while VENTFLOW estimates the air flow distribution. As the calculation of the heat loads requires a knowledge of the air flow and vice versa, the two modules are run iteratively until the solution converges. The program is written in Pascal and runs on any IBM-compatible personal computer.

Discus¬sion during this session was thus largely concerned, directly or indirectly, with communication between computing and mining personnel, and as such was relevant to the symposium as a whole.Mr A. Weiss set the tone of this discussion by referring to `user-orientated systems'. He congratulated Mr Burne in this regard, pointing out that his long-term production scheduling program, as a computer system, was similar in approach to the manual system it replaced, and was therefore easily understood by planning engineers. He asked whether the schedule engineer had his 'hands on' the system, to which Mr Burne replied that the engineer did in fact spend several days running alternative schemes through the computer. Mr Weiss commented on the advantage of having terminals on site for this sort of engineer-computer interaction. He also commented on the flexibility of Mr Burne's approach to scheduling and how preferable this was to a one-step optimization package. This was brought home by a question from Mr H. D. Small: Mr Burne's program sometimes found it necessary to temporarily halt an advancing face, and he asked whether the logic of the program could be altered to avoid this (e.g. by suitably slowing down the rate of face advance). Mr Burne replied that it was in fact easier for the planning engineer to sort this problem out manually. The way in which the computer results were presented made it particularly simple for the production engineer to see how to avoid or remedy a stopped face.On the technical side, both Mr Weiss and Mr H. M. Wells questioned Mr Burne on the handling of grade control by his program. From answers by Mr Burne and his colleague Mr K. H. Thomson it emerged that a spot-check on grade every now and then was all that was necessary at Mufulira, and that the idea of actual grade control was more a question of short-term than of long-term planning."

The loading and selective properties of a number of commercial and experimental resins developed for the extraction of base metals were evaluated. Particular applications that ",:ere considered included the extraction of copper from artificial dump liquors, the treatment of Iow-grade copper, nickel, and cobalt liquors, and the removal of nickel from a cobalt electrolyte. Reagents that showed promise were two experimental resins developed at Mintek containing pyridyl imidazole active groups and two Dow resins, XF4195 and XF4196.

Operations of the strip mine at Arnot Colliery are described, and the improved volumetric extraction of the in situ coal reserves that has been obtained by the application of strip-mining techniques is highlighted. An account is given of the major problems encountered during the early stages of the operation with particular reference to overburden removal. coal and parting handling, and transportation. The techniques used in dealing with the problems and the current degree of success in overcoming them are outlined.

The above paper gives a fair amount of information and is a useful addition to the literature on a subject of growing importance. I believe that more experimental results could have been given, together with more details of the modifications made to the plant that enabled it to operate with the success mentioned in the paper. One important omission is a definition of the word fines. As pointed out elsewhere!, this word is used very loosely.
