In this paper we present The Ultimate Flotation Cell, a newly developed flotation cell that is proving very popular in the industry. All flotation cells have only one purpose and that is the recovery of the required product, the patented impeller and disperser system of the Ultimate Flotation Cell allows total flexibility in order to achieve the optimal recovery. This ability to tune the cell performance provides the optimization of the ?capture? (collection) stage, all existing models address the need for a wide bubble size distribution (100µm-2 mm) to obtain a better flotation size-by-size, Yoon, 1999,Yoon 2000, Franzidis and Manlapig, 1999. The Ultimate Flotation Cell provides flexible performance optimization. This ability to optimize the flotation regime particular to a specific ore is achieved by the following factors: ? The impeller allows vastly improved air induction rates compared to conventional and sparged cells. This ability to induce and disperse large quantities of air, in a controlled manner, allows the cells to be tuned to give the optimal Sb by varying the rotational speed via a VSD which every cell is fitted with. ? The patented impeller gives a very constant and stable air induction rate, which ensures that the cell?s circulation pattern is constant, giving a very stable surface, allowing optimal froth depth. ? Although conventional dart valve, level control can be offered, great success has been achieved with a simple draft tube/sand relief device. ? The cells have a inlet design similar to the old Denver ?Cell-to-Cell? design, which guarantees the at lease one pass through the mixing zone in each cell. A Seminar to discuss 'Reactivity of Line in Steel Making' was held in the auditorium of Iscor's Headquarters Building in Pretoria on the 5th August, 1971. The Institute organised this Seminar on the occasion of the visit of Dr Obst of the Rheinische Kalkstein Werke GMBH, Wuelfrath, West Germany. The latter is one of the largest lime companies in the world and Dr Obst is in charge of their research laboratory. He and his co-workers have earned a reputation for their research into reactivity of lime in steel making. This work is also of great importance to the steel industry in this country, particularly with the changes which are occurring with the introduction of basic oxygen furnaces. Some 80 persons representing most of the major steel companies attended this Seminar. Dr Obst presented his most interesting paper which he illustrated with projector slides. This paper is printed in full in this journal. This was followed by several contributions and active discussions. The first contribution was made by Dr T. B. Beeton of the Research and Development Department, Iscor. He gave a brief summary of the studies on reactive lime carried out at Iscor since 1968. Their work was particularly related to the selection and definition of the various reactivity tests and the correlation of these with plant results. He demonstrated that the DIN methods, particularly the Din (40°) test, gave the best results and reported that good agreement had been reached between Iscor, Highveld and Northern Lime on future test procedures. Mr B. Lowther of The Northern Lime Company then dealt with problems associated with the production of high reactive lime. The rotary kilns at The Northern Lime plant at Lime Acres are particularly suitable for the production of high-reactive lime, because this type of kiln lends itself to accurate control of temperatures and retention times. Several problems, however, exist. Because of the long haul distances and the deterioration of reactive lime by absorption of CO2 and water, high reactive lime is not suitable for most customers. To constantly be changing kiln conditions to produce relatively small quantities of high-reactive lime, therefore, causes problems. Highveld Steel at present is the only company requiring high-reactive lime and a satisfactory product is now being produced at a cost because kiln capacity is reduced and fuel costs are higher. Dr P. R. Jochens, of the National Institute for Metallurgy then submitted data to show how the reactivity of soft burnt reactive lime deteriorated due to long railage hauls. Detailed sampling of trucks had been carried out leaving the lime works and on receipt at Highveld and it was demonstrated that there was deterioration in the top layers of the truck. This top layer protected the balance of the lime which is still in good condition on arrival at Highveld. Exposure to atmosphere by further handling and storage into the bunkers at Highveld, however, resulted in further severe deterioration in the lime reactivity and the lime when finally fed to the Basic Oxygen Furnace is reduced to one third to one quarter of the original reactivity value. The same deterioration does not occur with normal run of kiln lime, which is burnt harder, but still has a satisfactory reactivity for most purposes. Mr A. A. Hejja of the Department of Metallurgy, Witwatersrand University then made a contribution on the metallurgical aspects of the use of lime of different reactivities in the Basic Oxygen Furnace and the effect on desulphurization efficiencies. He gave a wealth of data on actual tests which had been carried out and came up with the surprising conclusion that the deterioration of high-reactive lime due to transport did not have as serious an effect on the efficiency of desulphurization as one would have expected. The efficiency was good provided high-reactive lime in the first instance had been produced, irrespective of whether it had deteriorated thereafter. Poor efficiency was obtained only when the lime in the first instance was produced in an unreactive form. The temperature rise in the Basic Oxygen Furnace also has a definite effect. If lime is introduced when the temperature is too high, soft burnt reactive lime becomes hard burnt and unreactive before it can dissolve in the slag. Use of ferromanganese slag assists dissolution of lime. There was a great deal of discussion following these contributions. Particular interest was expres8ed in the special lime described by Dr Obst. This consists of a mixture of fine lime which is premixed with fluxes and either briquetted or pelletised. The question of injecting finely ground lime as an alternative was also discussed. Both these systems eliminate the necessity for highly reactive lime. With smaller lime particles, larger surfaces are exposed thereby ensuring more rapid dissolution in the molten slag. The discussions generally were lively and informative and all present derived benefit from learning of the experiences of others. The valuable contribution made by our German visitor, Dr Obst, was particularly appreciated. The instantaneous English-German translation service which was provided, greatly facilitated discussions.

"X-ray transmission (XRT) sorting has become the preferred recovery technology option in several parts of the diamond-winning flow sheet. In the De Beers Group, applications of XRT are found across kimberlite, alluvial, and marine operations. This is the result of intensive R&D conducted over the years to arrive at a suite of machine embodiments capable of sorting and auditing diamonds across all size ranges.The first applications in the marine environment used the technology in an auditing mode, and served as a useful early predictor of diamond content weeks ahead of sorthouse returns. The same machines are now available with ejection capability to produce high final product grades. The next application was tests on coarse alluvial gravels as an alternative to dense medium separation. The results were very encouraging, and tests are planned for both green- and brownfield kimberlite environments, as well as to explore an alternative to conventional techniques in final diamond recovery. At the Jwaneng mine Large Diamond Pilot Plant (LDPP), the objective is to recover diamonds in the size fraction –45 +25 mm.The technical challenge remains in the finer sizes, for high-capacitymachines as direct alternatives to conventional diamond recovery technologies. This is an area of ongoing R&D and it is only a matter of time before the breakthrough emerges. X-ray transmission fundementalsXRT makes use of X-ray imaging techniques to analyse objects and materials, and has a wide range of applications from baggage scanning for security purposes (Martz et al., 2016), to recycling of waste material (Owada, 2014). During the last decade XRT has been applied to an increasing extent in the minerals processing industry (von Ketelhodt and Bergmann, 2010; Sasman, Deetlefs, and van der Westhuyzen, 2018). Dual-energy XRT (DE-XRT), in which images of the target material are obtained at both high and low Xray energies, allows for elemental analysis and therefore can be used to discriminate between various minerals.A DE-XRT system makes use of a dualenergy X-ray line scan sensor to generate images of transmitted X-rays (Figure 1). Dualenergy refers to the camera, which contains two sensors, one responding to low-energy Xrays and one to high-energy X-rays. Feed material can be imaged either while on the belt, or while in flight."

"Intensive mining of shallow coal seams tends to result in severe subsidence of the ground surface. Surface subsidence is a complex dynamic spatiotemporal process that constantly changes as mining advances. With Liangshuijing coal mine as a case study, 3DEC numerical software was used to simulate the development of the moving subsidence field from open-off cut to full subsidence on the working face. The results demonstrate that the formation of a subsidence field is directly related to the coal seam depth H and the extent of the mine workings. Taking the advance distance of the working face as the unit of scale, the process of surface subsidence can be divided into four stages: micro-change (H/ p), the development of surface subsidence (2H/ p), the formation of a movement subsidence field (3H/ p), and dynamic balance (4H/ p). The changing movement of a subsidence field can be fully described by the characteristics of surface subsidence value, curve slope, and the inflection position. The results provide important technical support for predicting surface subsidence and the temporal–spatial evolution features of mining subsidence. IntroductionChina’s coal output was about 3.52 Gt in 2017 (China National Coal Association, 2018), making it the largest coal producer in the world, accounting for almost half of total world coal production. Coal production and distribution play a vital role in the energy industry of China. However, entire overlying strata, from coal seam to surface, are disturbed as a result of long-term, high-intensity and large-scale mining, causing surface subsidence. This results in groundwater loss, surface desertification, vegetation loss, and mud-rock flows. These issues have become topics of common concern throughout society. According to related research results (Liu 2008), the area of surface subsidence caused by coal mining in China has reached about 600 000 ha, some 0.2 ha (and up to 0.42 ha) of surface subsidence for every 10 000 t of coal produced. Surface subsidence disasters not only damage buildings, water conservancy, transportation infrastructure, and farmland, but also cause adverse effects on individual and community lifestyles, environmental hygiene, and economic development. Deterioration of the ecological environment in mining areas has a long history and is very harmful (Lu, 2015)."

"Artisanal and small-scale mining (ASM) in South Africa received official recognition after the change in government in 1994.The Reconstruction and Development Programme (RDP) recognized the sector as a vehicle for social and economic development for historically disadvantaged South Africans (HDSAs) who had previously been excluded from participating in the mainstream economy. Having recognized the ASM sector, government introduced several interventions and support structures to foster the development of ASM, to encourage participation of HDSAs, and to address challenges facing the sector. The objective of this paper is to assess the progress made, with particular regard to challenges in the sector. The paper focuses on the policy requirements that were deemed important for the growth of the ASM sector by the White Paper on Minerals and Mining Policy (1998). These can be collated into five categories: access to mineral rights, access to finance, access to markets, technology and skills, and institutional support. The paper provides a review of the support interventions, their intended roles and impact on the sector, and identifies existing gaps and possible ways of dealing with the challenges. There is a need for research to assess the real impact of these past and existing interventions on the ASM sector to draw lessons for future development.IntroductionThe significant rise in artisanal and smallscale mining (ASM) activities worldwide has led to many countries recognizing the sector. ASM takes place in approximately 80 countries (World Bank, 2013). It is estimated that the sector employs between 20 and 30 million people around the world (Buxton, 2013). This compares to between 3 and 3.7 million in 1999 (International Labour Organization, 1999). ASM activities are widespread, occurring mostly in developing countries in Africa, Asia, Oceania, and Central and South America (World Bank, 2013). There has been a significant increase in the number of people participating both directly and indirectly in the sector and this is expected to continue given the socio-economic realities of most developing countries. High levels of poverty and unemployment and growing inequality continue to be largest problems facing the majority of developing countries today. The ASM sector plays an important role as a source of livelihoods, particularly for those residing in rural areas with limited economic opportunities. In the majority of countries, the recognition of the ASM sector was driven by its increasing contribution to socio-economic development through job creation, poverty alleviation, and rural development. In response, a number of intervention strategies were introduced in support of the sector to address its negative impacts and to increase its potential benefits."

"Biological cementation of the Mandena heavy mineral sand deposit in Madagascar was causing difficulty in dredge mining and hence in planning and control of production rates. An investigation was initiated to better evaluate the geotechnical properties of the orebody by defining the distribution and geotechnical properties of the cemented strata, in order to generate a site-specific geotechnical model for the deposit. The geotechnical characterization was developed by an integrated approach using several ground investigation techniques such as piezocone (CPTu) testing, geotechnical drilling, standard penetration testing (SPT), as well as laboratory testing. The final outcomes of the investigation included a 3D geotechnical model showing the distribution and extent of the cemented areas, as well as the typical geotechnical parameter ranges associated with each of the defined geotechnical units. The interpretations developed were incorporated into the mine and production planning to ultimately optimize operational planning and control.IntroductionQIT Madagascar Minerals (QMM) is a heavy mineral sand mining operation at Mandena, near Fort Dauphin in Madagascar. During the final planning and commissioning stages of the project, the need to fully characterize the unusual geotechnical conditions was identified and a geotechnical investigation became necessary.Nature of the problemDuring the commissioning phase it was found that mining production was being hampered by biologically cemented/indurated layers encountered within the sands. Closer inspection of the indurated horizons in the dredging face revealed that these layers contain a high loading of bacteria and fungi. It appears that the bacteria produce an extracellular (outside the cell) polysaccharide (i.e. sugar and carbon salts), which form a gelling biofilm to trap nutrients. There are a number of different bacteria. The fungi, on the other hand, produce a network of fibrous strands that bind the sand grains together. Thus both bacteria and fungi probably contribute to the ‘apparent cohesive’ strength or binding of the indurated sand (Lynn, 2008)."

Alluvial diamond deposits covered with a thick overburden cannot be explored effectively and mined profitably with the available conventional techniques. A novel directional drilling technique has been developed and site trials have been conducted at the De Beers Namaqualand Mines situated at the western coast of South Africa. This paper describes the technique developed as well as the results of the site trials. The main task of the project is to develop a tool and a supporting system to achieve a remote exploration and ore extraction method for inaccessible alluvial diamond deposits. The project involves the acquisition of a system, commissioning on-site and evaluating the information obtained during assessment. The project consists of the design -of certain tools and instrumentation for the system, investigations and desktop studies as well as development of the system's logistics. The operating philosophy of the system is based on the keyhole surgery principle. In this study a pilot hole was drilled first, starting from the surface with an inclination to reach deeply seated diamondiferous gravel layers, followed by drilling into a more or less horizontal gravel layer for a certain length and finally pointing-upwards reaching ground surface at a predetermined exit point. The pilot drill bit was then replaced with a larger diameter reamer/mining tool and an HDPE tail pipe was attached behind the reamer. The drill string was retracted back to enlarge the guide hole and flush the excavated ore to the surface through the tail pipe. The material flow in between the sections of the system was' carefully measured to assess and record the gravel recovery rates. Several horizontal holes were drilled at preplanned drill paths to reach and follow the ore layer and the Ore extraction was achieved by means of a reamer/mining tool. Principles of the concept have been proven viable in this investigation.

This paper presents a quantitative approach to the problem of determining design capacity and field dimensions of underground coal mines using room- and-pillar mining systems. In evaluating these design variables, relationships among mining costs, number of production sections in mines, location of central shafts, mine field dimensions, section production, mine output, and cost of production losses due to underground man-traveling are analyzed. Thereby the unit cost of coal is expressed as a function of the design variables as well as input parameters such as seam angle, seam thickness, seam depth, underground traveling speed of men, mine recovery and plant recovery. The problem is then formulated as a nonlinear optimization model in terms of minimizing the unit cost of coal subject to a set of constraints and solved analytically for flat seams and numerically for inclined seams. Sensitivity analysis of the variables is also included in the paper.

The three-product cyclone was originally developed in Russia and is now extensively used in China. The cyclone has recently entered the South African coal industry, and with the obvious advantages that this item of process equipment offers our ever-evolving industry it is safe to assume that it will add value to dense medium circuits in South Africa. Some of the possible applications include: ? Producing multiple products using a single dense medium circuit. These can typically be a primary product with calorific value of 27.50 MJ/kg and a secondary (middling) product with a calorific value of 22 MJ/kg ? High-density separation with a low circulating medium density. Anglo Thermal Coal and Exxaro have pioneered the use of these units at Umlalazi and New Clydesdale respectively. Extensive test work has been performed at Umlalazi to determine the efficiency of the unit and to determine how it compares with the conventional DSM (Dutch School of Mines) cyclone. Some people in the coal industry were initially sceptical and expected the performance of the three-product cyclone to be inferior to that of the conventional dense medium cyclone. The results of the test work have, however, shown that the efficiency of the unit is comparable to that of the cyclones currently employed. A valid concern expressed is the control over the cut-point density of the second stage separation, and work is on-going to find the optimal way to control the secondary separation density. Theoretically, the secondary separation density can be manipulated by changing the orifices of the unit, especially the spigot of the secondary stage. This remains to be proven, and a series of tests is currently being planned. Whatever the result of these tests may be, the three-product cyclone definitely has a place in the South African coal processing industry as it offers a low OPEX and CAPEX solution for producing multiple products from a single circuit, as well as the ability to operate at very high separation densities, while making use of low-density circulating medium. The role of research and development In the South African gold-mining industry Presidential Address given by M. D. G. SALAMON, Fellow, Dipl. Eng. (Mining) (Hungary), Ph.D. (Durham) The decision of the gold-mining industry in 1974 to embark on a major ten-year research and development programme was widely publicized at the time. In choosing a subject for this address, I felt almost obliged to use this opportunity to give an account of the progress of this undertaking. On reflection, however, I felt that a simple progress report would not suffice. It seemed important that the programme should be shown in persepective, and that its aims should be outlined to the mining and metallurgical engineering community, many of whom are vitally concerned with the well-being of the gold-mining industry.

The water separation pump is a highly effective alternative for medium pressure (1.6?6.4 MPa) slurry pumping requirements and has been widely used in industry since it was invented in the 1980s. The water separation pump is powered by a single or multi-stage clean water centrifugal pump. The water separation pump combines the advantage of high flow centrifugal pumps with the high pressure capability of reciprocating pumps. The clean water pressure is exchanged to slurry kinetic energy through the separating chamber, the principle component of the water diaphragm pump. Currently in its the third generation, the separation chamber uses a ball and flexible water seat that provides a true separation mechanism and can completely isolate the two fluids with near zero water loss.

The No. 2 Seam at Van Dyks Drift Colliery was found to be made up of six easily recognizable bands or plies of differing qualities. Not only did the plies differ from one another in quality, but their thickness and quality varied laterally across the mine. The economic production of a Iow-ash blendcoking coal for supply to the Japanese Steel Mills called for the mining of different portions of the seam. The portions that could be extracted economically varied in thickness and position within the No. 2 Seam across the mine. A unique system of selective mining had to be developed involving the dispatch of two separate streams of coal out of the mine. Conventional American mechanized pillarand-stall mining was used, and the productivity was improved by the installation of twin conveyor belts into a double-header section. The method of grade control that was instituted to ensure efficient extraction of the available coal reserves is described.

Newmont is one of the few remaining large mining companies that was established in the early nineteen hundreds. The company has a long, colourful and enviable history. This paper provides highlights of Newmont?s business and technical history since its inception in 1916, its transition to a ?gold only? company in the early 1990s and progress since that time up until the present day. Details of Newmonts current gold operations and its gold production profile for 2008 are also provided in the paper Over the last 50 years Newmont has developed a host of innovative gold technologies to meet the challenges of treating the complex refractory gold ores, found at the company owned mines in the Carlin region and around the world. Details of the technologies are provided and they include chlorination, roasting, bacterial and pressure leaching, leaching gold with thiosulphate and thiocyanate, N2Tech flotation, HPGR treatment of hard and abrasive ores and, finally, the use of Hydro-Jex technology for improving gold recovery from heaps.

Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.

Over the last 40 years, numerous investigations have focussed on the preg-robbing capacity of carbonaceous material during gold ore processing. Various techniques have been applied to characterize the physical and chemical properties of the carbonaceous material in efforts to predict its preg-robbing capacity. The present study, which forms part of an ongoing investigation, is specifically designed to increase the understanding of preg-robbing in ores containing carbonaceous material. In excess of 100 samples from 13 gold mines located in major gold provinces of the world have been incorporated into the present study. These samples were characterized using industry standard metallurgical techniques and were shown to have gold adsorption capacities ranging from a few grams to many hundreds of grams of gold per ton of ore. Further analysis showed that the crystalline nature of the carbonaceous material, which is related to its geological history, is important in determining the preg-robbing capacity of an ore. This finding builds on the common understanding that the preg-robbing behaviour of an ore is related to the amount (or abundance) of carbonaceous material present in that ore. In this study, Raman spectroscopy was used to evaluate the physical nature of carbonaceous material. This is a tool which has been successfully applied by researchers for the characterisation of carbon materials, with respect to crystallite size and lattice defects. Raman analysis of the samples included in this study showed varying degrees of disorder in the carbonaceous materials from the different deposits. Comparison of the Raman spectra with the gold loading capacities of the samples indicated a direct relationship between the structure of the carbonaceous material and its capacity to preg-rob gold. From this, a simple and robust method has been developed based on the Raman spectra of the sample and carbonaceous material content to predict the preg-robbing capacity of an ore. The potential exists to develop a predictive tool using Raman spectroscopy for characterising the preg-robbing capacity of an ore. Such a tool would have potential application in projects ranging from the early stage of exploration through to more detailed feasibility studies and mining operations. The result of applying the predictive method outlined in this paper would be the effective and proactive management of the deleterious influence of carbonaceous material on gold recovery in mining operations.

With the advent of the First World Conference on Sampling and Blending (WCSB1) in Denmark in 2003 and the subsequent biannual meetings, together with other sampling conferences held on a regular basis, the central tenets of sound sampling practice and theory are spreading throughout the minerals industry. End-users and project houses, or groups who execute the projects, are all now better-informed about the principles of ?correct? sampling and preparation. To support this, many large mining companies now have their own in-house champion who will advise and ensure that the supply of sampling equipment is correct in terms of design and application, which further contributes to improved metallurgical accounting. The presence of a sampling champion also ensures that consistent and acceptable standards in regard to sampling practice are maintained throughout the group. This has, in turn, placed a greater degree of responsibility on the shoulders of sampling equipment suppliers, in terms of their equipment designs and product offerings, as well as applications knowledge for effective installation of equipment on client plants. This paper attempts to highlight the significant challenges that sampling equipment manufacturers often face with regard to complying with the newly understood requirements of best practice and sampling equipment design. Manufacturers invariably face issues with end-users or project houses, including project cost control, restricted headroom for samplers in plant layouts, and a lack of knowledge in certain quarters. These all have a potentially negative effect on the final outcome of a proposed sampling solution or implemented project. In reality, what is intended by all parties and what is ultimately installed are at times very different, with undesirable consequences for all concerned. Against this challenging background, there are, however, a number of instances where intent and implementation are complementary, with very satisfactory results. "The oxidative leaching of chalcopyrite in ammoniacal solutions has been evaluated using electro-analytical techniques and controlled bulk leaching studies. The anodic dissolution process has been established to be a sevenelectron transfer process under nitrogen in ammonia–ammonium sulphate solutions and ammonia–ammonium carbonate solutions, which suggests that the sulphur is oxidized to thiosulphate and the copper and iron released as Cu+ and Fe2+ in these systems. The deportment of Fe2+ and S2O3 2- is affected by choice of the ammonium salt used in the leaching process. In the perchlorate salt, only five electrons are transferred, supporting formation of different sulphur species as proposed for the sulphate and carbonate salts. Scanning electron microscopy and energydispersive spectroscopic analysis of the mineral surface after leaching indicate presence of an iron–sulphur surface layer completely free of copper in the sulphate system, an iron-rich surface layer in the perchlorate solutions, and absence of surface layer build-up in carbonate solutions. XRD analysis of a bulk leach residue from leaching in ammoniaammonium sulphate solutions showed the surface layer to be mostly amorphous (90%). The crystalline content (10%) is composed of 95% polymorphs of anhydrous iron oxide hydroxide FeO(OH). Choice of ammonium salt and the hydrodynamic environment of leaching have been shown to influence the presence or absence of the surface product, as well as its nature. IntroductionHydrometallurgical processes for copper extraction provide a viable route to recover the metal from mixed and low-grade ores, as well as overcome the environmental challenges faced by the traditional pyrometallurgical processes. Chalcopyrite is not only the most abundant of the copper sulphides, but also the most stable, making it recalcitrant to hydrometallurgical processes. Hence, hydrometallurgical processing of chalcopyrite continues to be an attractive area of research due to the vaguely understood surface chemistry of the mineral in different aqueous media. Different routes for hydrometallurgical treatment of chalcopyrite can be followed. These include thermal treatment prior to leaching, direct leaching and direct electrochemical leaching (Venkatachalam, 1991). Direct leaching of chalcopyrite can be carried out in various solution systems, as reviewed by Roman and Benner (1973) and Venkatachalam (1991). Ammoniacal solutions are attractive and effective lixiviants that form stable amine complexes with some base metal cations while rejecting iron. Leaching of chalcopyrite in ammoniacal solutions in the presence of an oxidant is possible due to the stabilization of copper (I) and copper(II) by ammonia at elevated pH levels. In oxygenated ammonia solutions, it has been suggested that chalcopyrite dissolves according to Equation [1] (Beckstead and Miller., 1977a):"

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.
