The Witbank-Middelburg Branch of The South African Institute of Mining and Metallurgy celebrated 100 years of coal mining in the Witbank area with a function held at Douglas Colliery on the 5th December, 1989. Two hundred guests associated with the industry attended the occasion, at which Mr A.A. Sealey, Chairman of Rand Mines, Coal and Base Minerals Division, unveiled a plaque presented to the municipality.

Utilisation of lower-grade (<60 per cent Fe) resources, not utilised in the current products, is crucial to ensure optimal resource utilisation and maintaining/improving future profit margins by reclassifying low-grade material to ore. The purpose of the Sishen Expansion Project (?SEP?) is therefore to investigate the technical and financial viability of producing up to an additional 10 Mtpa of new products at Sishen from material currently classified as low-grade materials. Jigging technology has progressed to a point where Sishen?s 50 to 60 per cent Fe run of mine (?ROM?) material, once considered as waste, can be beneficiated to produce a saleable 64 per cent Fe product. This has been confirmed through appropriate beneficiation testwork. Consequently, Sishen can now produce saleable product from material not currently included in the resource definition, increasing the resource base of the mine significantly and ensuring higher resource utilisation. Mine Planning utilised the geological models to produce detail planning schedules, reflecting the current and SEP plants separately, optimised to comply with product specifications of both the current and SEP plants and to confirm the viability of the low-grade resources identified as SEP feed material. The SEP products specifications have been derived by optimally matching iron ore market requirements with the revised resource base. A 64.0 per cent Fe lump product and a 63.5 per cent Fe fine product are the optimal SEP products. The SEP plant will be able to produce 10Mtpa at an average yield of 60 per cent and a lump to fine ratio of 62 to 38. The plant consists of five major sections namely crushing, material preparation, beneficiation, final product handling and quality control services. Maximum integration with the current Sishen plant was considered. Kumba currently has an agreement with Transnet to rail up to 23.5 Mtpa through the Sishen Saldanha Iron Ore Export Channel (?IOEC?). Transnet and Sishen Iron Ore Company have signed a Definitive Agreement that deals with the expansion of IOEC?s capacity, which increases Kumba?s entitlement from 23.5Mtpa to 35.0Mtpa. The detailed enviro-legal impact assessments for the SEP indicated that the project has low enviro-legal risk as a result of it being a brownfields project incorporated into the current Sishen operations.

Gold mineralisation at Bendigo is exclusively associated with quartz reefs, commonly found within or near anticlinal fold hinges. The gold is typically coarse grained (0.5 mm to 5 mm), free milling and displays a complex, nuggetty distribution within the veins. This ore is highly amenable to gravity recovery processes. As the Bendigo operation is not permitted to treat whole ore by a cyanide leach/CIL circuit, the flow sheet is more complex than conventional gold recovery circuits. Primary gold recovery is from a gravity circuit closing the grinding circuit to a bulk gravity concentrate and from a flotation circuit treating cyclone overflow to a bulk float concentrate. The plant capacity is relatively low by current gold industry standards at 600 000 tpa. Re-establishing gold production at Bendigo has presented several challenging, and sometimes competing, issues in process design and operation. The mine, process plant, associated services and infrastructure are at Kangaroo Flat, a low density, semi-rural zone in the southern urbanisation of the Bendigo metropolitan area. One of the main processing challenges during the design was the competing comminution requirement to avoid over-grinding, which would flatten or smear the characteristic nugget gold and hinder effective gravity gold recovery, whilst also providing sufficiently well liberated particles that would respond well to flotation. Important, non-metallurgical challenges were to minimise impacts on the local community from noise, dust, air emissions, visual impact, water egress and off-site traffic.

Sulfide-type tin deposits in Russia are characterised by the complex mineral composition of ores and dump products of their processing. Tin-sulfide ores contain industrial quantities of copper, lead, zinc, tungsten, silver, rare and trace elements (indium, scandium, etc.). In addition, the ores are characterised by uneven dissemination of sulfide minerals (chalcopyrite, galena, arsenopyrite, etc.) and tin minerals (cassiterite, stannine, etc.). X-ray phase and spectral analysis, scanning electronic microscopy (SEAM), laser SIM and AFM microscopy helped to identify the selective fixing of sodium dibutyl dithiocarbamate (DBDTC) on chalcopyrite and galena, as well as the tall oil fatty acids (TOFA) and IM-50 on cassiterite. For the first time, collectors and flocculants of slurry fractions of silver and tin, thermomorphic polymers TMPF were used to isolate more than 80% silver from the tin tailings of the Solnechny mine into a copper-silver rough concentrate. It has been established that preliminary ultrasonic treatment and desliming according to the 0.02 mm class removes up to 20% of sludge material, which impairs the process of gravity separation. The combined flotation-gravity scheme using new reagent compositions helped to obtain tin concentrate with a tin content of 5.42%, which meets the requirements for further metallurgical processing (at least 5%). INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute&apos;s experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute&apos;s two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor&apos;s ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors&apos; opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor&apos;s type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation&apos;s coke ovens, thus enabling parallel coking tests to be carried out in the Institute&apos;s experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor&apos;s ovens and results obtained on similar coal charges in the Institute&apos;s ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute&apos;s experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M&apos;40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor&apos;s ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M&apos;40 value, even if this is comparatively high. Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors&apos; insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it &apos;A broad survey of macro-economics&apos;. Perhaps I might be permitted to describe my paper, in the same idiom, as &apos;The macro-management of labour&apos;.

The cycloned gravitated tailings backfill system, also referred to as a soft or low density fill, has been implemented at Vaal Reefs. Inhibiting the success of the system was the problem of shrinkage after placement. The problem was overcome by a pressure fill technique which eliminated settlement, contained costs and allowed remote placement. The technique involves the preinstallation of disposable pipes which are filled cyclically until a residual pressure of 0,5 bar of active support is generated in the filled paddock.

Solvay has developed several novel reagent innovations to improve separations in sulfide ore flotation and address major industry challenges. These innovations include: a) carbon management strategies to reduce the deleterious impact of organic carbon on flotation circuits; b) new collectors for heavily tarnished or oxidized Cu-Au ores; and c) a functionalized depressant for minimizing penalty elements in metal concentrates. Owing to their unique chemistries, these innovations exhibit a wide spectrum of rather unique properties that are quite in contrast to the traditionally used reagents. The chemistry, attributes, application, and advantages of these innovations are discussed in this paper based on laboratory, pilot, and plant results and observations for various ores

The paper discusses the reasons for the introduction of load-haul-dump (LHD) units into Greenside Colliery, and the circumstances leading to the replacement of conventional mechanized equipment on a trial basis in the mining operations on No. 2, 4, and 5 seams. An outline is given of the factors governing the selection and introduction of these units into coal mining, and the associated mining and engineering aspects involved in the optimization of their use. Operating statistics comparing the performance of conventional and LHD equipment are included.

Mining of As-bearing minerals had resulted in the release of arsenic species predominantly As(III), which is known to be more toxic, and undue exposure to it is detrimental to human organ systems. Many materials have been examined for As(III) removal, but it is still challenging to advance sustainable materials for effective removal of As(III). In this paper, a more eco-friendly and superparamagnetic Fe0-Fe3O4 composite was synthesised and evaluated for heterogeneous catalytic oxidation and removal of As(III) with peroxymonosulfate (PMS, KHSO5). The kinetic removal studies showed that removal of As(III) was probably through a chemical process and the Elovich model best represented the experimental data. The removal capacity for As(III) on Fe0-Fe3O4 with PMS (1.76 mmol/g) is superior to that without PMS (0.83 mmol/g). Combined results from XPS and ESR showed that As(III) was fully transformed to As(V) through catalytic oxidation by Fe0-Fe3O4/PMS and afterwards enhanced its removal. The removal mechanism of arsenic was ascribed to the formation of outer-sphere (electrostatic attraction) and inner-sphere complexes. The adsorbent can be separated easily from water due to its excellent magnetisation (64.5 emu/g) and also has good reusability potential as more than 85% of the initial concentration of As(III) was immobilised after five consecutive cycles. "Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

Various methods for the beneficiation of minus 0,5 mm coal are examined briefly, and tests are described on a cyclone of 150 mm diameter operating with magnetite as the medium. It was found that, for sharp separations, at least 50 per cent of the magnetite should be finer than 1Oµm. At that size, the ash content of the product was about 7 per cent at yields of 59 to 64 per cent, and the loss of medium was reasonable (about I kg per ton of fines treated).

The South African coal-mining industry uses a uniform safety-factor formula for non-squat pillars, incorporating a coal-strength constant that was derived empirically by Salamon and Munro in the 1960s. The constant is 7,2 MPa. Since that time, collapses of pillars at relatively high safety factors have occurred in the Vaal Basin. Analysis of the post-1960s&apos; collapses indicated that the strength constant for the Vaal Basin is 4,5 MPa. A crude method for the prediction of the minimum life span of pillars in the Vaal Basin is presented.

The pipeline transport of paste, backfill or thickened tailings slurries is an important component of the tailings disposal process in many mines around the world. These mixtures contain significant fractions of fine (clay) and coarse (sand) particles, causing them to exhibit non-Newtonian flow behaviour and high frictional pressure gradients. There is often economic incentive to operate these pipelines in the laminar flow regime. Irrefutable evidence has shown that coarse particle settling can occur during the laminar flow of these slurries even when static settling tests show no indication of such behaviour. Previously, a ?rule-of-thumb? minimum frictional pressure gradient of ~1.5 to 2 kPa/m was suggested to ensure effective sand transport, based on the results of tests conducted using viscous Newtonian oils. In this paper, we examine the results of laminar flow tests of non-Newtonian, coarse-particle laden slurries conducted with pipeline loops of 50, 100, 150 and 250 mm in diameter. The results indicate that the ratio of the mean wall shear stress to the mean surficial particle stress is abetter indicator of laminar flow settling tendency than frictional pressure gradient.

Recovered activated carbon fines result from processing of ore and concentrates via cyanide leaching and sorption of valuable metals on carbon at gold-mining plants. This intermediate product is characterised by the particles sized smaller than 0.6 mm and gold grade up to 300-500 g/t. Processing of carbon fines with recovery of valuable metals is not available at many plants due to the lack of optimal technology. The paper describes the testwork and development of an efficient technology to process carbon fines with the recovery of valuable metals into the target gold alloy. This innovative technology involves pelletising of fine activated carbon particles using an organic binder, drying and further firing of pellets in a grate fired furnace at 800-900 °С. The produced ash is subject to sintering with sodium nitrate and hydroxide at 600-700°С. The sintered ash is then leached in water. The insoluble residue containing gold and silver is removed by filtration, dried and smelted to produce gold alloy. Water solution containing sulphur and arsenic is subject to detoxification. Processing of recovered carbon fines according to the developed technology implies the use of standard full-scale equipment. The offered method to treat gold-bearing carbon fines was patented by the Eurasian Patent Office. The pattern of mining-induced fractures ahead of stope faces in deep-level gold mines, as revealed by petroscopic observations, is described. It is shown that there are zones of fractured and unfractured rock ahead of the face, which are about I m wide and continue as discrete entities for at least 12 m parallel to the face and at least 5 m vertically. These zones do not form continuously as mining progresses, but develop from time to time, leaving a solid zone between the fractured zones. The maximum depth of fracturing ahead of the face depends on the rate of energy release.

A colloquium on industrial minerals entitled&apos; A Strategy for Growth in the Industrial Minerals Sector&apos; was held at Mintek on 5th November, 1991, under the auspices of the Extractive Metallurgy Sub-Committee of the SAIMM. The SAIMM had not been previously active in the field of industrial minerals, and the programme was designed to appeal to the middle management of mining and manufacturing companies in the industrial-minerals field. Recent experiments and analyses have provided greater understanding of friction losses for the size distribution of the particles forming the slurry. Wilson and Sellgren (2001), Wilson et al. (2006) and Sellgren and Wilson(2006) have proposed a multi-component model consisting of carrier fluid and pseudo-homogeneous, heterogeneous and fully stratified solids. The technique presented here was found to estimate friction losses well when compared to reported experimental results with pipelines with diameters mainly from 0.2 to 0.5 m for various mixtures of fine sand to coarse gravel and products from mineral processing and phosphate mining.
