This overview serves as an introduction to the succeeding paper in this issue, that entitled 'The design of backfill as a support for Polish coal mines' by Professor J. Palarski. As such, it briefly describes the coal-mining methods, production, and mining education in Poland. It ends with a brief account of Professor Palarski's qualifications and experience in the fields of backfilling and hydro transport.

"Currently, the matted-based collection process is most widely used for platinum group metal (PGM) recovery. However, because PGM-containing concentrates are becoming more enriched with UG2 (Upper Group 2) low-grade concentrates, this is expected to be integrated or replaced with an alloy collection process.The reduction LG (low-grade) concentrates with silicon carbide (SiC) was investigated. The purpose of the study was to ascertain the feasibility of using SiC as reductant with regard to metal fall, PGM grade in the alloy, slag composition, and overall PGM recovery, and if possible, the integration of such a process in the current matte-based collection process. Rowland and Easterns LG concentrate samples from Lonmin were analysed by Xray diffraction (XRD), X-ray fluorescence (XRF), and inductively coupled plasma mass spectrometry (ICP-MS). It was found that SiO2 and MgO are the most abundant oxides and Pd is the most abundant of the PGMs. Sulphide-bearing minerals such as chalcopyrite were detected in low concentrations (below 1%), and Cr2O3 concentrations are between 2-4%. SiC reduction of Rowland and Easterns concentrate were conducted at 1600°C with reductant to concentrate ratios ranging from 2.5 to 3.5 kg SiC per 100 kg concentrate.The reduction experiments revealed that PGM recoveries from Rowland concentrate were poor. SEM images showed entrained metal prills in the slag phase. The slag viscosity at the end of the melt was calculated by using FactSage, and the results indicated that the viscosity was higher than 4 poise, which is above that of Easterns slag. PGM recoveries for Easterns concentrate were significantly better. More than 85% of the Ir and Pd and almost 60% of the Pt were recovered in a test with a reductant to concentrate ratio of 3.5 kg SiC per 100 kg Easterns concentrate. At this reductant to concentrate ratio, Fe recovery was also the highest, at 66%. SEM imaging of a slag sample revealed few or no metal prills entrained. The FeO content in the initial concentrate charge was then increased by adding Peirce-Smith converter slag in order to decrease the slag viscosity and further increase PGM recovery. A test was conducted with the addition of 10 kg converter slag per 100 kg Easterns concentrate. The reductant to concentrate ratio was kept at 3.5 kg SiC per 100 kg Easterns concentrate. The Ir and Pd recoveries were more than 95%, while Pt recovery was almost 70%. Fe recovery increased to 76%. On the basis of these results an optimum feed ratio between Easterns and Rowland concentrates and Peirce-Smith converter slag were calculated. FactSage predicted that the concentrate charge should consist of 70-80% Easterns concentrate with 20-30 kg converter slag per 100 kg LG concentrate. SiC reduction of this optimum LG concentrate charge is expected to recover more than 90% of all PGMs. Cr and Si concentrations in the alloy will be below 1% in total.The effectiveness of SiC as reductant was also compared to carbon reduction. Carbon reduction of an optimum concentrate charge at the same reductant to concentrate ratio resulted in a marginally higher metal fall than SiC reduction. However, gas emissions and energy requirements are higher for carbon reduction.The study has shown that base metals and PGMs can be recovered in an iron alloy by SiC reduction of LG concentrate with converter slag additions. Integration of such a process into the matte-based collection process could be considered as a future alternative for smelting UG2 LG concentrates."

The gas-solid dense-phase fluidised bed includes a complex multiphase fluid-particle system; different complex exchanges significantly affect the stability of the fluidised bed. To elucidate the characteristics of fluidisation in a gas-solid dense-phase fluidised bed, this study used experimental performance tests to obtain the static density characteristics, and the attachment and flow characteristic of the dense medium. The results indicate that the bulk density of the dense medium increases first and then decreases with the increase of particle size. The airflow rate difference is used to quantify the wall attachment characteristics of dense medium and the average pressure gradient in the axial direction of the bed is approximately 20 Pa/mm under the fluidisation results. At the same settlement location, with the decrease of fluidisation number, the settlement velocity of large and small particles becomes slower, the boundaries of settlement displacement and location probability are gradually disrupted, and the falling velocity of particles with a radius of 20 mm is faster than that of materials with a radius of 15 mm. This work also established a theoretical basis for regulating the stability and separation characteristics of gas-solid dense-phase fluidised bed. The traditional vertical transportation systems deliver both gangue and useful mineral. The extraction of the desired minerals requires the construction of mineral processing and waste management plants, driving production costs, and often creating a negative environmental impact. The proposed technology is an integration of mineral processing within the transportation system. The mined rock is crushed and then loaded into a vertical lifting system filled with heavy media, with an intermediate density between the mineral and the waste rock. Driven by gravity separation, the desired mineral floats to the earth's surface, while the waste sinks. Delivered minerals and sunk waste is extracted from the heavy media and is then regenerated to a dry state. The useful mineral should be suitable for further use, and the waste used for backfilling. Remained residues of the heavy media may be recycled and reused in the vertical transportation system. Trials of the proposed process in a pilot format have confirmed economic and environmental advantages over traditional methods of transportation and mineral processing technologies. A simple mineralogical regression model is described, which was devised in order to help the flotation plant cope with rapidly changing headgrades and feed mineralogy. Minerals in the feed were determined by means of quantitative X-ray diffraction and compared with plant performance parameters and flotation reagent consumption rates, using regression analysis. A mineralogical regression model for predicting recovery served to motivate flotation plant personnel and also set standards whereby flotation performance could be measured. The reagent consumption model indicated in which direction any or all of five flotation consumption rates should be altered. All practically measurable parameters, even those showing poor or no correlation, were included in the model, provision being made for the continuous update of a batch of data of 30 lines. Compared with the method of multiple linear regressions, the r2 is poorer at 0,41 (versus 0,50), but the mean standard error of estimate for both methods is identical at ± 6,6 units. The regression model is simpler than the method of multiple linear regressions, and although the accuracy of prediction is not high (41%), the mineralogical regression model proved to be successful in practice. Flotation efficiency, as measured by the mean ratio of head to tails grade, for the 9 month period after the mineralogical regression model was implemented on an hourly basis, improved from 2,8 to 3,2, which is equivalent to an improvement in average flotation recovery of 5% relative.

However, similar arguments may well be advanced against the selling forward of many other commodities, and this runs counter to the success of futures markets worldwide. If, indeed, the practice were basically flawed, then such markets should long since have failed.

Professor R. P. Plewman graduated with a B.Sc. in mining engineering from the University of the Witwatersrand in 1943, after which he had two years of military service. Mr P. W. J. van Rensburg attended St Andrew's College in Grahamstown before proceeding to the University of the Witwatersrand, where he obtained a B.Sc. (Eng.) degree cum laude in mining and metal. lurgy at the end of 1942 and was awarded the Chamber of Mines Scholarship and Gold Medal. Dr M. G. Atmore, Deputy Technical Director of the Anglo American Corporation of South Mrica, is also Manpower and Education Adviser to the Chamber of Mines of South Mrica and a Visiting Professor at the Imperial College of Science and Technology, London. Mr D. A. Vi1joen attended Queen's College, Queenstown, and then Rhodes University, where he gained a diploma in chemistry and a B. Comm. degree. Mr B. E. Protheroe, C.Eng., obtained a degree in Physical Metallurgy at University College, Cardiff, and an M.sc. in corrosion science from Swansea University. Mr N. J. Devine holds a B.Sc. in Metallurgical Engineering and a G.DE Mining Engineering, both from the University of the Witwatersrand. Dr Oskar Steffen graduated as a civil engineer at the University of the Witwatersrand in 1961, and obtained his master's degree in 1963.

The mechanization of haulage drilling in the gold mines of Anglo American Corporation by J. w. WILSON, Ph. D., C.Eng., M.AIME, F.!.Min.E., F.I.M.M. (Fellow), and J. G. TAYLOR, A.C.S.M., C.Eng., M.!.M.M. (Visitor) Some one-thousand kilometres of tunnels are mined annually in the gold mines of South Africa. Until two years ago, mechanized drilling on South African gold mines was not an economic proposition because of the availability of inexpensive labour and the fact that mechanized equipment developed for other mining markets could not perform satisfactorily in the tough, abrasive quartzites of theWitwatersrand System. A project team from the Technical Development Services Organisation of the Anglo American Corporation, in collaboration with various manufac turers of drill rigs and drill steel, has been concerned with the development of suitable equipment for mechanized main-haulage drilling. After two-and-a-half years of extensive testing and development of drifters, drill steels, and bits, many of the problems encountered have been sotved, and gradually jumbos mounting pneumatically and hydraulically powered drifters are being phased into production on various gold mines of the Group. A description of the development work is given, and actual operating results are recorded, together with details of the drilling and blasting techniques used.

Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Technosol production from mine waste, following amendment with additional organic residues, to provide healthy and functional topsoil is an advantageous alternative to the long-term dump disposal of mine waste. Minimising the legacy of mine waste and supplying soil for mine site rehabilitation contributes towards more sustainable mining practices. Following the creation of the physicochemical structure of the soil from appropriate mixtures of coal waste with low sulfur content, physical ameliorants and nutrient sources, the inoculation of Technosols with active microbial suspensions may accelerate the decomposition of organic matter present and ensure nutrient availability for plant growth through active nutrient cycling, particularly of nitrogen, sulfur and phosphorous. In this paper, South African ultrafine coal waste was used as the main mineral matrix, and malt residue was used as source of organic matter and nutrients. In order to evaluate the effects of Technosol inoculation, five microbial treatments were used, including the addition of: commercial grade efficient microorganisms (EM Prosoil), anaerobic digested sludge supernatant from treating brewery waste, and ‘tea’ extracts prepared from compost, vermicompost and soil native to the mining area. Growth experiments were carried out using Eragrostis teff, commonly known as teff, a grass typically used for the rehabilitation of mined areas in South Africa. Preliminary results showed that Technosols inoculated with microorganisms performed better in terms of nutrient availability and plant growth. Varied performance was observed as a function of the microbial inoculation applied. This suggests that the inoculation of Technosols with appropriate microorganisms may be recommended to accelerate nutrient availability assisting plant growth during the initial establishing of the Technosols. Technosols continue to show promise as an alternative to both mine waste disposal and the burrowing of topsoils for mine rehabilitation. The rate of face advance in the gold mines is between 3 and 10 m a month, with a median value of about 5 m a month; it follows that faces are blasted less frequently than is planned. There are many advantages in the use of short holes for stoping to give face advances of from 0,7 to 0,8 m per blast. This has the potential for so increasing the frequency of blasting that monthly rates of face advance could be improved significantly. Cleaning with face scrapers is too slow to permit the maximum achievement of a complete clean, drill, and blast cycle for each shift. Short-hole blasting, combined with the use of mechanical conveyors for face cleaning, offers the possibility of completing two such cycles each day, yielding monthly rates of face advance of up to 35 m. Experiments aimed at developing safe, unitized explosive charges well-suited to produce reliable face advances of 0,7 to 0,8 m per blast under a wide range of gold-mining conditions have been notably successful. A novel method of assessing the effectiveness of a blast based on the percentage of holes that leave socket lengths of 5 cm or less was used. Unitized charges of 60 per cent Ammon gelignite, 600 mm long by 25 mm in diameter, appear to be near optimal. The explosive is de-sensitized to obviate detonation by chance mechanical impact, but requires only a 6D detonator for initiation; it has good water-resistance. Means have been developed for producing these cartridges automatically, but the necessary machines will have to be built specially and the cartridges are not yet available in large numbers. A second experiment by way of an extended pilot production trial using these cartridges in holes 0,9 m long is now under way. Preliminary results indicate that drilling and explosive efficiencies and productivity are well above average, even though face scraping is being used. Unitized charges of this type are likely to prove even more advantageous when mechanical face conveyors come into use.
