As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. Ferroalloys are integral part of steel melting process. The purpose of using ferroalloys is three fold e.g. killing of steel, modifying the slag composition and steel alloying. Amount of ferroalloys used for alloying is subject to requirements of steel properties e.g. yield strength, ductility, formability etc. Variety of ferroalloys (some-times pure metal) is used by steel industries depending upon their techno-economic feasibility. Size, chemistry and modes of addition of ferroalloys are suitably engineered to bring in operational consistency and cost benefits. Of late, Tata Steel has tried out a few ferroalloys for the first time with interesting results to meet the specific requirements of high strength interstitial free (IF) and micro-alloyed steels. Some of these ferroalloys have been put into regular use with complete or partial replacement of ferroalloys used earlier. Size of one of the ferroalloys has also been modified without any other adverse effects. This paper summarizes requirements of ferroalloys for the steel industry with special emphasis on recent trials.

Geotechnical tests were carried out within an area of the coastal sand dune cordon of northern KwaZulu-Natal which is currently being exploited through mining of heavy mineral sands. In situ and laboratory tests were carried out to assess the density, strength and stability of the dune sand material before and after mining. The most stable combination of sand (>63µm) and fines(<63µm) material was determined as well as the effects of compaction on the strength and permeability of the sand dune samples. In situ DCP and density tests showed that the sand dunes fall in density immediately after mining has taken place. However, settlement of the dunes occurs with time and the density increases within the top 2 metres, and particularly once the dunes become re-vegetated. Laboratory tests carried out showed that the dune sand with between 20% and 30% added fines had the highest shear strength and dry density, but the permeability was shown to decrease steadily with increasing fines up to 40% fines added. The addition of fines would result in steadily increasing water flow problems. Compaction of the dune sands was shown to significantly increase the density and the shear strength, but with a corresponding dramatic decrease in the permeability of the material. Slope stability analysis carried out on models of the dunes with increasing fines showed that the addition of fines increases the stability of the dune sands up to a peak of about 30% fines added, and compaction further increases the stability of the dune sands. Despite the benefits of compaction on the stability of the tailings dunes, the loss of permeability is thought to outweigh the benefits as well as the high costs involved. The stability of the tailings dunes greatly increases after re-vegetation. Compaction and densification of the tailings dunes may be necessary within the top 2 m interval if large-scale construction takes place on the sand dunes. Petrographic analysis was performed to understand the granular interactions of the sand and fines fractions, and the effect of the in situ weathering of the dune sands on the stability of the sand dunes. As the fines contents increase the gaps between the sand grains are filled, until a point where the percentage of fines begins to push the sand grains apart.

The demand for rare earth elements has increased around the world due to their application in a variety of technological advancements. Previous studies have evaluated the potential of the rare earth elements and yttrium (REY) hosted within the Permian coal deposits of the main Karoo Basin (MKB) in Southern Africa. However, not a lot of scientific research has gone into the Triassic coal deposits. The Triassic coals in South Africa were the first coals to be exploited for their thermal use in the 1880s, but the discovery of the higher rank and more abundant Ecca coal deposits led to the Triassic coals remaining largely unexplored. The demand for rare earth elements has sparked interest in these coal deposits as potential sources for valuable minerals. Late Triassic coal deposits in Lesotho have previously not been well documented and these low-rank coals can be a potential source of rare earth elements. This study aims to characterize and evaluate the potential of REY in the Taung coal deposit, southwest of Lesotho. Coal and associated argillaceous samples from the Taung coal deposit were analyzed using microscopic petrography for coal characterization and an inductively coupled plasma mass spectrometry (ICP-MS) to determine the amount of rare earth elements. Taung coal is classified as middle medium rank D bituminous coal. The total REY content in Taung coal and its associated rocks range from 162.9 ppm to 855.1 ppm, which is significantly higher than the upper continental crustal (UCC) average. The average critical REY concentration of samples from the Taung coal deposit is 189.4 ppm, which is three times higher than that of the Chinese Bayan Obo deposit. Samples classified as very promising and promising because of their outlook coefficients, are found to contain up to 77% of critical REY. It is envisioned that the area could be a prime deposit for these REY.

Background The CSIR Division of Mining Technology assumed responsibility for the operations of the Hoist Rope and Mechanical Test Laboratories at Cottesloe in April 1999. The laboratories were previously the responsibility of the CSIR’s Division of Manufacturing and Materials Technology, before which they fell under the National Mechanical Engineering Research Institute (also of CSIR). As the focus of this conference is on safety in mines research institutes, it was thought appropriate that this paper should review some of the activities at Cottesloe and its role in supporting mine safety strategies.

This paper focuses on the role of the coal mine surveyor at the start of the 21st century. It demonstrates that surveyors must look beyond their legal appointment and pursue opportunities to add value at an operational or corporate level of the company. It also exposes the shortfall of statutory appointments in defining the surveyor?s role in terms of key business drivers of the company. One such an opportunity is the potential role of the surveyor in mineral accounting and quality assurance to meet mine requirements, market specifications and standards pertaining to corporate governance and reporting. Finally, some thoughts are expressed on what can be done to elevate current practice to best practice and how to achieve this goal

This study investigates the feasibility of using waste iron slag, the by-product from a mineral sands processing works, in road construction. The study includes the different options investigated for the treatment of a leachate that is produced during the cooling of the iron slag, prior to processing. It also reviews the reasons for choosing the current treatment option that is being trialed. Cooling the iron slag with water results in the formation of a leachate with a high pH and high sulphide concentration. This leachate can seep into the ground and, over time, it will contaminate the ground water. A system was designed to collect and treat the leachate to prevent contamination of surrounding natural water sources. Numerous leachate treatment options were investigated to find cost effective method of treatment After cooling, the iron slag is passed through an iron recovery plant and the unsaleable product is placed on a dumpsite. Rain percolates through the dumpsite, which can result in the formation of a leachate that can contribute to a contaminated plume. After extensive testwork, it was found that the dumpsite, which was leached of contaminants, could be screened and used as a G5material (specifications in Table II) in road construction. The initial challenge was to establish that this material was environmentally safe for use in this particular application. Approval from the Department of Water Affairs (DWAF) was required for the testwork and then for the long-term use of this material in the construction industry. The following challenge involved establishing a market for the material. Construction companies in the area were reluctant to change to a new product that was not naturally occurring. The economics of this project are extremely sensitive to transport costs and hence only projects within a specified radius can be supplied with the Black Top Gravel (BTG). This project is not are venue generator, but it does save the money that would be required to manage the dump, and it reduces the closure costs.

Two different methods of fuzzy multiple criteria decision making have been proposed to solve the problem of mining method selection in the paper titled ?Mining method selection by multiple criteria decision making tool, by Bitarafan and Ataei. This problem is really important and also difficult to solve because of the need of handling many criteria simultaneously in the process of decision making. Bitarafan and Ataei have selected 15 criteria for the case study in their paper and those criteria have not been clustered/grouped yet. The number of selected criteria is only 15, although there are more criteria that should be handled in a real case, because they have used Saaty?s method in the section ?Fuzzy multiple attribute decision making? in their paper. Saaty?s method considers the pair wise comparison of criteria and uses random indexed which have already been derived and published. Available random indexes, however, have been derived for maximum 15 criteria so far.

One of the ways of trauma and occupational diseases level reduction is noted to be the improvement of the labour protection measures planning. As an indicator for prospective trends determination in the labour protection planning improvement sphere economic risk has been proposed to be used. The trauma and occupational diseases analysis based on the correlative and regressive methods has been carried out for the “Vorgashorskaya” mine of Pechora coal basin. Trauma and occupational diseases occurrences frequency and economic losses value have been estimated. Trauma and occupational diseases economic risk distribution analysis has been presented in respect to the different subdivisions and occupational groups of “Vorgashorskaya” mine.

When stress wave propagates through fractured rock masses, the wave will be slowed and attenuated due to the presence of these fractures. If the amplitude of stress wave is large enough to mobilize nonlinear deformation of these fractures, they will present different effects on one-dimensional P-wave propagation compared with those of linear deformational fractures. The static BB model is adopted to describe the nonlinear deformational behavior. Method of characteristics combined with displacement discontinuity theory is used to build analytical solutions of wave particle velocities and wave stresses. These equations are numerically solved with sufficient accuracy.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

"Despite the recognized influence of product fineness on line capacity and downstream process performance, few mineral concentrators today use particle size measurement of the final product in automatic control applications for particle size. ‘Near-line’ particle size instrumentation has existed for decades and is utilized in modern concentrators, but low availability and measurement frequency, due to problems with slurry sampling and transport systems, make these technologies unreliable for use in automatic control. An innovative technology for real-time particle size measurement on individual hydrocyclones, named CYCLONEtrac™ PST (particle size tracking), has been developed by CiDRA Minerals Processing, and proven in commercial installations, demonstrating near 100% availability with minimal maintenance requirements, thus overcoming the limitations of previous technologies. Potential stakeholders require convincing, reliable information regarding the economic value delivered by automatic grind control projects. In this paper we present a methodology for estimating such value with the CYCLONEtrac™ PST technology, and demonstrate unique opportunities to improve process stability and performance. Based on actual plant data accumulated over time, the evaluation approach assesses and highlights the significant potential process improvement that can be expected with the particle size tracking technology. As an extension of previous work, in this paper we present the key operating criteria for optimizing the production of valuable metals and increase mill throughput by identifying the optimal grind size. As this requires operating closer to the process boundaries, accurate real-time particle size measurements, such as those provided by the CYCLONEtrac™ PST system, become essential for achieving the maximum potential value from every operation. For further illustration, data from three different copper plants is compared.Introduction Owners and operators of mineral concentrators constantly search for the most economically attractive way to increase the output of valuable metal. A logical approach is to identify a key parameter that has the greatest impact on the performance of multiple stages of the process and then use a holistic analysis methodology to determine how this key parameter can be controlled to optimize the final output.Particle size is widely recognized as such a key parameter; however, very few concentrators today use real-time particle size measurements for automatic control of the final product size due, to a large extent, to the inherent limitations of existing technologies. ‘Near-line’ particle size measurement instrumentation, which has been used for decades, typically suffers from low availability because the fundamental measurement technologies were developed for other, less demanding industries and then adapted to the harsh environment of the typical mineral concentration process. An outline of the key differences among the available technologies used for particle size measurement in comminution circuits has been completed in previous work, and plant data has proven the benefits of measurements on individual cyclones – something that, until now, has not been possible (Cirulis, 2017)."

In the irradiation of ore particles by microwave energy preferential absorption of this energy occurs in minerals having specific dielectric properties (Bradshaw, 1999). This leads to a selective heating of the various components of within the ore particle matrix. The result is a differential thermal expansion of such components and the resulting induced stresses become ideally concentrated at mineral grain boundaries (Kingman et al., 2000). Dependent upon the relative composition of absorbent, opaque and reflective components this may lead to enhancement of the inter-granular fracture of the ore particles in the initial comminution process (Fandrich et al., 1997). The potential is thus a greater proportion of free mineral grain within the fractured ore particle that may lead to improvement in subsequent mineral separation processes. As the composition of the ore dictates the result of such a treatment (Kingman et al., 2000) it is essential to evaluate the response of each ore sample on an individual basis. This paper reports on results obtained from two ore samples: the one being the zinc ore from the Black Mountain mine (South Africa) and the other a pre-concentrated sample of handpicked cobalt?copper mixed oxide ore from the Gecamines (DRC). The equipment and methods used to simulate the comminution of the samples and evaluate the level of the value liberation will be described along with the results obtained. Using King (1975), Kanellopoulous and Ball (1975), and Gungor and Atalay (1998), a comparison between the behaviour upon microwave irradiation of sulphide and mixed oxide ores leads to conclude that while the technique (i.e. microwave irradiation) is appropriate to the zinc sulphide ore, it does not seem to lead to exceptional results for the oxide.

The complexities that exist in the nature of the basic feedstock to the metallurgical process call for a high degree of ingenuity from the extractive metallurgist in seeking the best possible treatment method for a particular ore. Drawing from personal experience the author presents four case studies that demonstrate the value of creative thinking in addressing the challenges typically encountered by the extraction metallurgist. It is concluded that creative expression most often occurs in response to a perceived strong need within an organization. By deliberately laying down meaningful challenges management can stimulate innovative thinking and achieve extraordinary results.

The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author&apos;s article South African mining tax in the 1990&apos;s&apos;, which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Manganese nodule, available in ocean beds, is a potential resource of the future for copper, nickel and cobalt. Recovering only these metals, containing less than 3% by weight, will result in the generation of large amount of residue. In addition to the material losses, several environmental and ecological problems arise out of this. The present study has been aimed at reducing the environmental and ecological problems associated with massive generation of this residue together with utilization of the resources. Presence of ~ 20% manganese and ~16% silicon in the residue has prompted us to check its suitability as a raw material for silicomanganese production. Lower manganese content and lower Mn/Fe ratio of the residue than that required for silicomanganese production has been corrected in this study by suitable blending. The efficacy of blending and its thermodynamic aspects using FACTSAGE software are discussed. The studies conducted indicate viability of bulk utilisation of the residue through silicomanganese production and thereby reducing the burden on environment to a great extent.
