Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

This Bureau of Mines report is an evaluation of the state of knowledge about gravity flow from bin hoppers, the most commonly used method of handling bulk materials where the force of gravity is used. The requirements for flow to be initiated and to continue, formulas developed experimentally or mathematically from various assumptions to describe the materials flow, and the question of whether or not a material will flow over the entire cross sectional area of the bin hopper according to the flow regime developed are the primary areas discussed. The work of A. W. Jenike, whose pioneering investigations raised bin hop- per design from the trial and error state, is examined in depth and its limitations and assumptions are pointed out. Bin hopper design depends heavily upon prior experience, and suggestions for further studies of bin hopper flow to include the effects of feeders are made.

In order to determine the potential availability of alumina to feed U.S. aluminum smellers, the Bureau of Mines evaluated 39 domestic mines and deposits of bauxite, alunite, and high-alumina clays and found that substantial increases in alumina prices would be necessary before nonbauxitic deposits could become competitive with bauxite. As part of the study, a price-tonnage relationship was developed indicating the quantity of alumina that could be produced from known deposits at various alumina prices and at a 15-pct discounted cash flow rate of return on the required capital investment. All capital and operating costs were calculated in August 1980 dollars. The domestic bauxite reserve base comprises three operating bauxite mines in Arkansas containing some 15.6 million metric tons of recoverable alumina (A1203). Ferruginous bauxites, clays, and alunites fall into the subeconomic category of identified aluminum resources, which, at the demonstrated level, contain over 4,000 million metric tons of alumina that are estimated to be recoverable. Analyses indicate that, at the demonstrated resource level, a total of some 15.6 million metric tons of alumina, all from three active Arkansas bauxite mines, is recoverable at a 1980 price of $0.12 per pound ($264 per metric ton) of alumina. A price of approximately $0.26 per pound ($573 per metric ton) of alumina would be required for production of the total U.S. resource. Thus, unless new technological breakthroughs occur that could make alternate sources of alumina competitive with bauxite, U.S. dependence upon imported bauxite will continue to increase.

A reconnaissance for sources of scandium and a metallurgical investigation of recovery methods for byproduct scandium from uranium mill solutions were conducted by the Bureau of Mines. The work on scandium was undertaken to obtain information on domestic resources and to explore and develop recovery procedures in consonance with the Bureau's long-range program for conservation and wise utilization of mineral resources. The element scandium is widely distributed in the earth's crust in trace amounts, but it seldom occurs as an important constituent in any mineral. An exception is thortveitite, (Sc,Y)2 Si207) a rare mineral that contains various amounts of scandium and yttrium and may contain up to 42 percent scandium oxide (SC203). Knowledge of the chemistry of scandium has expanded rapidly in recent years (1, 4, 9)4 but only fragmentary information is available about the metal because it is still largely a laboratory curiosity without established uses (2, 3). A recent study shows some of the physical proper-ties of the metal are (1) density of 3.05 grams per cubic centimeter) (2) melting point of 1,540° C, (3) hexagonal close-packed structure) (4) hardness of about 50 Brinell (500-kilogram load), and (5) an alloy behavior similar to yttrium and rare-earth metals (2). The price of $2,850 a pound for scandium oxide of 99.9 percent purity and $2,700 a pound for oxide of 99 percent purity reflects the scarcity and complex chemistry of the element.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. This final report on Bureau of Mines Contract J0348005 presents the results of an investigation into the development of a Management Information System (MIS) for underground coal mines. The motivation for the research is the unrealized potential for increasing safety and productivity of the well developed mine monitoring system technology. The intent of this project was to examine the information issues, various design aspects of an integrated monitoring/MIS, and associated application concerns, such as the impact of this technology on safety. The work performed on this contract used mine ventilation as a prototypical example. The report is presented in five chapters and six appendices. In addition to the introduction and conclusions chapters, one chapter deals with ventilation MIS system requirements; another with the formulation of a knowledge-based expert system (KBES) structure to implement the integrated ventilation monitoring/MIS system, and one on the health and safety implications of the system. The appendices present details of the KBES system application with an example using a mine ventilation simulator (PSU/MVS). An important conclusion is that a KBES formulation of an integrated monitoring/ MIS for coal mine management is feasible and desirable.

A technique was developed for sampling and analyzing airborne dusts in diesel-operated, underground, metal, and nonmetal mines. Samples were taken using personal respirable samplers, operated as area samplers, and an 11-stage cascade impactor. Real-time particle size distribution and concentration measurements were made with a quartz crystal micro-balance cascade impactor and a portable electrical aerosol analyzer. The materials characterized were minerals (by XRD), elements (by XRF), particle size distribution and concentration (gravimetrically), and organic constituents (by HPLC). The method was used to characterize dusts generated at the chute pulling operations on the main haulage level of an underground tungsten mine. Analysis showed that respirable dust concentration ranged from 0.8 to 2.3 mg/m3. It consisted of silica (3-7%); organic constituents from diesel exhaust (0.11-0.31 mg/m3 equivalent airborne concentration); and mineral dust (39-100%). The remainder was diesel exhaust particles. It was concluded that size selective sampling may be used to estimate the ratio of diesel exhaust to nondiesel dusts in the respirable fraction.

This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

Musculoskeletal injury is a term used to describe a wide range of soft tissue disorders which affect the nerves, tendons, and muscles. Common examples include lower back pain, tendonitis, and carpal tunnel syndrome. The majority of these injuries are not the result of sudden mishaps, but usually develop gradually from repeated wear and tear. Symptoms may first appear after weeks, months, or even years. Symptoms may result from many types of activities, performed at work or at home, and it is often difficult to attribute a single event. In fact, it is more common to identify the factors which may have contributed to the development of the condition. The terms repetitive strain injuries or cumulative trauma disorders (CTDs) have been commonly used to refer to disorders that have occurred due to work related activities (Putz-Anderson, 1988; Fraser, 1989). Three main risk factors contribute to CTDs: force, repetition, and awkward postures. Any one or combination of these may contribute to the development of CTDs. Therefore, the design of equipment in conjunction with the required tasks should attempt to reduce these risk factors. Examining the layout of the work area to help identify tasks which may contribute to cumulative trauma is necessary. In line with the Bureau of Mines' goal of providing technology to maintain a supply of minerals adequate to meet national economic and strategic needs, a method for recovering chromite from lateritic materials was investigated. Laterites are a large resource of Ni, Co, and Cr, critical metals of which the United States has insufficient domestic sources. A roast-leach method was developed by the Bureau to extract nickel and cobalt from domestic laterites. A concurrent effort was made to recover chromium from either unprocessed laterites or the leach residues. This report characterizes laterites and laterite leach residues. It describes a chromite recovery procedure using conventional industrial beneficiation equipment for sizing, low-intensity magnetic separation, and gravity concentration. Concentrates containing 20.0 to 22.4 pct Cr (29.0 to 32.7 pct Cr203) and with a 1.6:1 to 1.9:1 Cr-Fe ratio were recovered from laterites and residues containing 1.3 to 2.5 pct Cr with recoveries exceeding 50 pct. Because of their low grade and fine size, these concentrates would be suitable for preparing chromium chemicals. The direct beneficiation of laterites for chromite recovery resulted in the minerals containing nickel and cobalt concentrating in slime products. No iron oxide coproducts of acceptable grade were recovered from either laterites or residues.

The overall objective of the subject contract was to investigate the application, economic, and safety considerations of electrical-shock prevention techniques applied to surface and underground mines. Volume I of the four-volume final report starts by summarizing all research performed, and synopses of the three other report volumes are included. The balance of this volume concerns one major task of the contract, the protection of maintenance personnel. After specifying the scope of work for the task, electrical is defined, and needed ground-fault relay characteristics to prevent ventricular fibrillation are established. This is followed by an analysis of alternating-current systems, a comparison of these systems with respect to body currents, and the advantages and disadvantages of the various ground-fault protection techniques. An analysis of direct-current systems for off-track vehicles is then covered. These analyses form the basis for the research recommendations which along with suggestions for future research, conclude the report volume.

Pyrolysis (destructive distillation) techniques developed at the Bureau of Mines to determine the yield and quality of the products from coal were used to convert municipal (household) and industrial refuse into potentially useful solids, liquids, and gases without adding to environmental pollution. The tests demonstrated that a ton of municipal refuse can be converted into 154 to 424 pounds of solid residue, 0.5 to 6 gallons of tar, 1 to 4 gallons of light oil, 97 to 133 gallons of liquor, 16 to 32 pounds of ammonium sulfate, and 7,380 to 18,058 cubic feet of gas. A ton of industrial refuse, consisting of paper, rags, and cardboard, can be converted to 618 to 838 pounds of residue, 1.5 to 3 gallons of light oil, 68 to 75 gallons of liquor, 12 to 23 pounds of ammonium sulfate, and 9,270 to 14,065 cubic feet of gas. The energy from the gas is more than sufficient to provide the heat for the pyrolysis.

The existing computer programs for the simulation of ventilation systems under normal ventilation conditions are reviewed and a suitable program for including the influence of mine fires is selected. New program parts are written for the consideration of methane productions in coal mines, heat and gas productions of mine fires, temperature and air composition changes in ventilation systems, and the ventilation forces resulting from the latter. Other program parts are provided for the detection of danger zones and reversed air currents and for the inclusion of recirculated air currents in the network analysis. Existing program and new program parts are combined. The resulting new program can be used for a multitude of assignments. It is designed for the practical ventilation engineer and should be applicable to all types of ventilation emergency plans, in particular mine fire plans. The organization of the program and its mathematical basis are described. A FORTRAN IV listing and several flow diagrams are included. Eight executed examples are discussed, input and output for these examples explained. Storage requirements and execution times are estimated.

This is the final report of work done under contract H0210060 for the U. S. Department of the Interior, Bureau of Mines. This program was to show the feasibility of using plastic liners containing sand and other fillers as a means of roof support in coal and other mines. This laboratory study was conducted in two phases, namely: Phase I, directed toward determining which state-of-the-art resin systems might have utility as a means of roof support in a coal mine, consisted of a canvass of resin manufacturers to learn which resins were available commercially that might have utility for this application. The resins submitted by the manufacturers were evaluated in a number of simple tests to define which of them would be most suitable for roof support use.

Control of the dust produced by continuous mining machines in coal mines is generally obtained by water sprays from fixed nozzles mounted on the frame of the machine in back of the cutting head. Mounting the nozzles on the rotating head of the machine closer to the coal cutting bits may improve the efficiency of dust suppression. To test this concept, respirable dust measurements were made during 39 regular production shifts in an underground mine using a Joy 11CM continuous miner. The equipment used, difficulties encountered, and measurements obtained are described.

The U.S. Bureau of Mines investigations of the three subunits (fig. 1) of the Homestead RARE II area (No. 6291) revealed no evidence of mining activity or mineral deposits in the area. The Iron Dyke Mine, 3 mi (5 km) outside the study area produced ore between 1916 and early 1982 from a volcanogenic massive sulfide deposit in the Permian volcaniclastic Hunsaker Creek Formation of the Seven Devils Group. The Hunsaker Creek Formation does not crop out in the RARE II area, but extends into the area beneath Miocene flows of Columbia River Basalt. The abundant basalt in the area could be used as aggregate or dimension stone, but equivalent deposits exist closer to markets. INTRODUCTION Location and Access The Homestead RARE II area (fig. 1) encompasses 6260 net acres (253U ha), in three units, of the Wallowa-Whitman National Forest in Baker and Wallowa Counties, Oregon. Two small units of 160 and 300 acres (65 and 120 ha) are 5 mi (8 km) north and east of the main study area. Homestead, Oregon, on the Snake River, is about 3 mi (4 km) south of the two small areas, and about 3 mi (4 km) northeast of the main study area. Peripheral access is provided by State Highway 86, U.S. Forest Service Road 39, and ancillary roads and trails.

The report recommends criteria for the design of safe surface mine haulage roads. Information relevant to road design at surface mine sites delineates vertical and horizontal alignment; subbase and surface materials; drainage; cross-slope, superelevation; runaway vehicle protection; and road and vehicle maintenance criteria. An appendix Is included which details the study methods used in compiling the final report information. A bibliography following the main text lists literature referenced for the report data and which is available as a valuable tool for use by individuals involved in haul road design.

Objective To develop safety training tools for mine safety and health professionals that fill gaps in currently available materials. Background Over the past 4 years, NIOSH has developed and released a series of training videos targeted at underground mine safety. These videos were developed in close cooperation with the mining industry and safety training professionals and were intended to provide realistic, interesting, effective training to both new hires and experienced miners. The videos cover the mining cycle, starting with the breaking of the rock (Handling Explosives in Modern Mines), making certain the work area is safe after a blast (Rock Falls— Preventing Rock Fall Injuries in Underground Mines), installation of ground supports and recognition of failed supports (Miner Mike Saves the Day), and hauling both ore and materials in the mine (Hazards in Motion). A separate video (Hidden Scars) captures the story of a fatal rock burst through an interview with a miner who nearly died and who lost his partner in the accident. These videos have been extremely popular in the mining industry and are being used across the nation as well as in 18 other countries. Two of them, Rock Falls and Miner Mike Saves the Day, have won Alice Hamilton awards, NIOSH’s highest recognition for Excellence in Occupational Safety and Health, in the Educational Materials category. Approach A recently completed independent evaluation of the SRL mining videos identified five themes that mine safety trainers consider necessary for successful training materials: high quality, credibility, accurate content, effectiveness, and an engaging nature. All of the NIOSH videos were rated very high for each theme. Using these measures of effectiveness, a more difficult challenge has been undertaken. Much has been written in the mining industry about the coming turnover in employment. The average age of miners in the United States is approaching 50, and many of the “experts” will be leaving the industry as they reach retirement age. The mining industry, like many industries involving skilled labor, relies heavily on a master-apprentice relationship between new hires and older miners. New hands learn from experienced miners. Their learning falls into three primary categories—they learn what’s important to know, they learn how to do things correctly and safely, and they learn the culture.
