Ingots of zirconium and other highly reactive metals such as titanium and hafnium produced by the consumable-electrode arc-melting process require conditioning before forging or rolling. A nondestructive, arc-conditioning technique has been developed as a substitute for lathe conditioning. The technique employs en electric arc under an inert atmosphere to fuse surface metal on the sidewalls of ingots without seriously affecting the general quality of the ingots. Advantages of the practice are Increased yields, lower accumulation of inferior scrap, and actual cost savings. The work cited in this report was done on zirconium. INTRODUCTION The consumable-electrode arc-melting process as practiced at the Bureau of Mines3 4/ has proved to be a technique for producing sound, homogeneous, commercial-size ingots of zirconium and its alloys. Ingots produced by this process, however, have as a characteristic a layer of partly fused metal on the sidewall to a depth of 3/16 to 3/8 inch. To prevent extension of surface imperfections during forging, the ingots are ordinarily conditioned by removing defective material in a lathe. If the metal were less reactive or the requirements less severe, the machine chips could be recycled and remelted. However, zirconium, being so oxygen sensitive, is contaminated by merely being machined despite extensive cooling of the tool bit. Further, being contaminated with oxygen, the chip metal upon remelting is 10 to 25 Brinell-hardnese numbers harder than the ingot from which it was machined. For this reason, the ingot specifications for naval reactor use have prohibited remelting machine chips, except as required for starting pads. Again, were zirconium less costly or less in demand this ever-increasing pile could be burned to oxide and recycled through the Kroll sponge process. Economics do not favor this, as melting feed stock has an estimated increase In value over oxide of about $8.80 per pound of contained zirconium. The efforts of the Bureau to solve the problem have been directed along two lines: To reduce the contamination of the machine chips produced and to reduce the quantity of the chips produced. This paper presents the technique developed to reduce the quantity of chips produced by arc-conditioning the remelted ingot.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

The 27,960-acre Newberry Mountains Wilderness Study Area (WSA) is located in the Mojave Desert, 17 miles east-southeast of Barstow. In 1983, the U.S. Bureau of Mines, in conjunction with the U.S. Geological Survey, investigated mineral resources of the area as part of the wilderness review process. The Newberry Mountains are underlain by Paleozoic metamorphic rocks, Mesozoic plutonic rocks, and Tertiary volcanic rocks. Eleven mines and prospects were examined. Of the seven sites within the WSA, only the Northrup Prospect is mineralized. Only a few tons of manganese-bearing rock, containing 49% manganese oxide (MnO), are exposed, but exploration may disclose larger deposits. The Azucar Mine, a past producer of gold, is the only site examined outside the area that appears mineralized. Sample data from quartz veins exposed at the surface do not indicate that resources are present; however, the occurrence could not be fully evaluated because underground workings were not accessible. Sand, gravel, and stone are plentiful in the WSA, but alternate sources outside the WSA are available.

Destructive distillation (carbonization) was shown to be a feasible method of disposing of scrap tires. The Bureau of Mines conducted tests under a variety of conditions. Solid, liquid, and gaseous products were produced, recovered, and analyzed. The quantities of the various products were shown to be quite dependent on the test temperature. Variability in composition of the liquid and gaseous products with changes in test temperature was also significant.

This report describes the results of a Bureau of Mines investigation in which an elastic inclusion, orebody, or mining system is replaced for purposes of analysis with an imaginary effective inclusion of rectangular shape that encloses the region. This effective inclusion has averaged physical properties that are directly related to the average inclusion stresses. The results were in excellent agreement with those predicted by Donnell's theory (2)2 for an isotropic elliptical inclusion in a state of plane strain for all height-to-width ratios and for all degrees of inclusion hardness from very soft to very hard. The results are exact for an isotropic circular inclusion and provide an easy method of evaluating the stresses obtained by cylindrical inclusions in boreholes when the Poisson's ratio for both host and inclusion equals 0.25 for plane strain or 0.333 for plane stress. The theory was also used to predict the average stresses in 48 finite-element models of single transversely isotropic inclusions of ovaloid and rectangular shape. An interesting and useful observation from this work was that the forces on elliptical inclusions in the x and y directions, produced by applied uniaxial stresses in the y and x directions, respectively, were equal in magnitude but opposite in sign when the applied stresses were equal. This occurred when the plane strain condition was used with a Poisson's ratio of 0.25. The practical usefulness of the method is given by treating a variety of mining problems: (1) The average stresses in an orebody of irregular shape; (2) the average stresses in single-level room-and-pillar mining systems; (3) the average stresses in multiple-level room-and-pillar mining systems; (4) the effect of mining sequence on the average stresses produced during mining; (5) the stresses in cylindrical borehole plug related to host rock stresses as a function of plug hardness; and (6) methods for simplifying finite-element analysis of complex structures.

"Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

"INTRODUCTION The Segerstorm-Heizer property was examined by engineers 3/ of the Bureau of Mines in May and June 1942 and Mach 1943. As a result of these examination, the Nevada State Department of Highways,constructed 9.3 miles of graveled road under the mine access-road program. A magnetometer survey was made by the Geophysical Division 4/ in October 1943, and as a result the Mining Branch set up and conducted a core-drilling,project. Work on the deposit started May 24, 1944, and was suspended on July 31, 1944, but was resumed on December 4, 1944 and continued until completion on March 27, 1945.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as it, primary objective the more effective resource to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch Lowell B. A pure scandium solution was concentrated from 10-4 mole per liter to 0.5 mole per liter by continuous foam fractionation in a spaced, packed column. Recovery in the foam was 77 percent using a spaced, packed draining column with sodium n-methyl-n-"coconut oil acid" taurate as the surfactant. The technique was first studied batchwise in a small unpacked column to determine the more important variables. Optimum surfactant concentration was found to depend on scandium concentration. Extraction and, in general, enrichment ratios were highest in the 2.5 to 3.5 pH range at temperatures ranging from 50° to 70° C. An airflow rate of 136 ml./min. was satisfactory in the equipment used.

The Bureau of Mines has recently completed a program to identify and evaluate various methods that address control of dust generated outby the longwall mining face. Dust generated by the stageloader-crusher, the panel belt, and the intake roadway can be long-term throughout the shift, contributing significantly to the dust exposure of all face workers. Dust control techniques were identified and tested at a number of longwall mining sections located in diverse geological conditions across the United States, Dust controls investigated include (1) methods that eliminate the sources of intake dust contamination--homotropal ventilation; (2) methods to limit the amount of respirable dust released into the intake airstream--improved water application and the use of curtains and enclosures; and (3) methods to clean the contaminated air prior to delivery to the mining face--scrubber systems. Usually they can be implemented at a low cost and can be very effective. This report describes each technique and its application and presents the resulting conclusions.

"The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."

High-purity lanthanum metal was prepared by electrolysis of La003 in a LaF3-LiF-BaF2 bath at 950° C. The requisite bath temperature for the deposition of molten metal was maintained by supplying the heat as current directly to the electrodes. A current efficiency of about 60 percent was obtained. The lanthanum nodules contained carbon and oxygen as major impurities. The total impurity content was from about 0.1 to 0.2 percent.

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"The Bureau of Mines, in cooperation with the Anaconda Copper Mining Co., has conducted a series of experiments an air measurement in fan-pipe installa¬tions in a Butte mine during the fall and winter of 1922-3. The chief purpose was to determine the friction factors for different types and sizes 3f fan piping, but much attention was devoted to methods of air measurement, not only with respect to the methods used for friction factor tests, but also to com¬parison with other methods.The air flow was measured simultaneously at two points 380.6 feet apart in six different fan-pipe installations, each over 500 feet in overall length, in a rock cross cut adjacent to an air shaft,The air pressure was regulated by two sinoco multivane fans, driven by 7 ½ h.p. motors, the fans being connected in tandem so that one discharged into the intake of the other through a short connector and the latter discharged into the line through a straight connection equipped with a honeycomb of 4-inch squares or S radial vanes to prevent spiral flow of air, At each point where it was desired to measure the air flow, measuring sections equipped with piezometer rings pierced for easy insertion of pitot tubes, thermometers, etc. Piezometer static pressures were used in all the tests as standard, and dynamic or total pressures only were obtained with the pitot tubes, except for purposes of comparison.The tubes had special guide blocks, designed especially for underground work. To insure greater accuracy two tubes were used simultaneously, in order to obtain the velocity pressure at the center of the section simultaneously with that nearer the circumference, so that the mean velocity would be determined as accurately as possible. The tubes were held in proper place by means of flat guide boards. Velocity pressures were measured in manometers."

This Bureau of Mines study covers 25 underground mines that were active in the Upper and Lower Freeport and Lower Kittanning coalbeds in 1976. The coal ranges from low to medium volatile in rank; its primary use is for steam generation. Seven mines emit more than 100,000 cfd of methane gas; those mines are the deepest and largest producers. The methane gas content of three core samples of the Lower Kittanning coalbed was estimated by the direct method. A sample from a depth of 320 feet contained 0.5 cu cm of gas per gram, at 620 feet there was 0.8 cu cm of gas per gram, and at 1,060 feet there was 11 cu cm of gas per gram. These results suggest that methane control problems will be encountered in the future as deeper coal is mined.

[This is the third report related to fundamental retail roof-bolting research in underground mines (1, 2)3/ and describes an investigation of the torque-load relationship for 3/ -inch, expansion-type mine roof bolts. In a previous investigation the relationship between torque and bolt load was established for 1-inch slotted-type bolts (1). The two types of bolts differ in diameter and method of tightening and consequently may exhibit different torque-load behavior. The 1-inch bolt is tightened by turning the nut, the 3/4-inch bolt by rotating the beaded bolt itself. Experience indicates that roof bolts should be tightened to moors satisfactory anchorage sand to minimise nag of tie roof over the mine opening. The generally accepted means for determining the bolt load is to see a torque wrench to measure he torque applied in tightening the bolt and, from a predetermined relationship between torque and molt load, to, determine the corresponding bolt load. Because frictional effects may vary between one type of shell assembly or bolt and others, 7 types of expansion shell units and 3 types of 3/4-inch-diameter, mild steel bolts were tested.]

Bureau of Mines research to recover arsenic from mining industry waste material and process streams is reported. Batch and column approaches were investigated for adsorbing arsenic from acid leach solutions and ion-exchange eluate solutions with hydrated titanium dioxide granules. A method for producing hydrated titanium dioxide granules was devised to provide material suitable for use in a packed adsorption tower. Selective adsorption of arsenic from acidic leach solutions was achieved. The loading capacity of arsenic on the granules was 14 wt-pct when synthetic solutions were used, but lower when actual leach solutions were used. Other elements in the leach solution were Zn, Cd, and In. The granules were used in an attempt to lower the arsenic content in a solution containing 0.95 g/l W and 0.027 g/l As from a process devised by the Bureau of Mines to treat Searles Lake brine. The arsenic content was lowered to less than 0.001 g/l, but unacceptable amounts of tungsten also were adsorbed by the granules. Adsorbed tungsten was partially stripped with pH 11.5 NaOH, and both tungsten and arsenic were completely stripped with 5M NaOH solution. Repeated loading and stripping of the granules had no effect on the loading capacity for arsenic.

Problem: An average of three workers a year are killed in surface mining operations when a piece of haulage equipment collides with another smaller vehicle or a worker on foot. Another three workers are killed each year when haulage equipment backs over the edge of a dump point or stockpile. Devices to monitor the blind areas of mining equipment are needed to provide a warning to operators when a vehicle, person, or change in terrain is near the equipment. Method: A proximity warning system (PWS) based on the global positioning system (GPS) and peer-to-peer communication has been developed to prevent collisions between mining equipment, small vehicles, and stationary structures. Results: A final system was demonstrated using one off-highway haul truck, three smaller vehicles, and various stationary structures at a surface mining operation. The system successfully displayed the location of nearby vehicles and stationary structures and provided visual and audible warnings to the equipment operator when they were within a preset distance. Summary: Many surface mining operations already use GPS technology on their mobile equipment for tracking and dispatch. Our tests have shown that it is feasible to add proximity warning to these existing systems as a safety feature. Larger scale and long-term tests are needed to prove the technology adequately. Impact on Industry: A PWSs that incorporates a combination of technologies could significantly reduce accidents that involve collisions or driving over an edge at surface mining operations.

IN 1944 the Congress passed the Synthetic Liquid Fuels Act that authorized the Secretary of the Interior, acting through the Federal Bureau of Mines, to conduct basic research and construct and operate demonstration plants to produce synthetic liquid fuels from coal, oil shale, and other substances. As a basis for the oil shale investigations to be undertaken in this country, the progress of foreign countries in developing and using oil shale as a source of liquid fuels was studied by the technical missions of the Federal Bureau of Mines. Oil shale mines, retorting plants, and refineries were visited; geological information on the nature and occurrence of the foreign oil shales was obtained; and samples of the oil shales were collected where possible. Samples collected by these missions or acquired by other means came from Australia, Brazil, Canada, France, Manchuria (China) , New Zealand, Scot-land, Spain, Sweden, Thailand, and Union of South Africa. These countries represent a large part of the locations where oil shale developments have taken place. The major omissions are the Estonian, German, and Russian developments.

Electrical resistivities for various coal ashes in air and in a nitrogen atmosphere are given over the range 100° to 1,500° F. Resistivity of low-carbon ash in air is very high at low temperature, rises to a maximum at about 250° F, decreases very rapidly with increasing temperature to about 800° F, then decreases gradually to approach an asymptote at 1,500° F. Resistivity of high-carbon ash in air follows this same general trend at values which are much lower and are proportional to the carbon content. After the carbon has been burned off, resistivity of the remaining ash approaches the high values corresponding to low-carbon ash of similar chemistry. Two factorial experiments show the effects of temperature, particle size, chemical content, and compressibility on the resistivities of four fly ashes of widely different chemical composition in the temperature range proposed for coal-fired turbines. Resistivities of all low-carbon ashes tested fall in the range 106 to 107 ohm cm at 1,500° F and should be removable by electrostatic precipitators. Ashes containing carbon in excess of about 8 percent, however, have low resistivity (as determined in nitrogen), especially at high temperatures. Therefore, high-carbon materials may not be collectable in precipitators because the resistivity is below the minimum value necessary for precipitation. Consequently, high carbon residues from partial combustion of coal probably could not be removed effectively at high temperatures.

Social and political movements that had been gathering momentum over several years continued in 1993 to dramatically affect and inspire uncertainty on the global mineral industry. Privatization of government-controlled mineral industries continued throughout the world, especially in Africa, Asia, Central Eurasia, Eastern Europe, Latin America, and Western Europe. The reasons for privatization varied among regions and countries, but the trend was universal and was not expected to end soon. Regional trade blocks were being developed and expanded. The European Union (EU), the North American Free Trade Area (NAFTA), the Association of Southeast Asian Nations (ASEAN) , the Asia Pacific Economic Cooperation (APEC) , and the Latin American Southern Cone Common Market (MERCOSUR) were expected to contribute to reduced internal tariffs and increased minerals trade. Minerals consumption within the politically unstable former Soviet Union (FSU) decreased significantly without a simultaneous cutback in production, while its exports flooded the world's mineral markets. These exports into Western Europe and Japan, still in economic recession, depressed minerals and metals prices worldwide, especially for aluminum, magnesium, nickel, and potash.
