Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

All the coal lands in Alaska are publicly owned, and the Federal Government is the principal consumer of coal. Therefore the Government has long been concerned with the wise utilization of the coal reserves of Alaska as well as with the availability of coals meeting the specifications for use in various Government installations. Coal preparation plays a key role in both of these areas of interest. The proper choice and operation of coal-washing equipment permits the mining of inferior deposits, minimizes waste of coal in preparation, and assures a prepared product of the best quality obtainable from the raw coal. Thus, from time to time, the Bureau of Mines has made washability examinations on most of the coals mined in Alaska. Generally, these examinations were made when new mines or new beds were opened, when construction of new preparation plants was being considered, or when the operation of existing plants could be improved by better knowledge of the raw coal. The purpose of this report is to bring together all the washability data available on the coals of the Matanuska Valley and Beluga River fields. The pattern of energy development for the rapidly growing Anchorage area is not clear at this time. Formerly coal was the only fuel available for large-scale space heating and power generation. More recently both oil and natural gas have entered the market, and several hydroelectric projects have been completed. Additional major hydroelectric projects are being considered. The role that will be played by coal in this competitive energy market is uncertain. However I if coal is the fuel used in future power plants or industrial installations, the information contained in this report will be useful in indicating the quality of the coals that can be supplied and in selecting proper preparation techniques.

Field studies have been conducted in a large number of coal mines throughout the U.S. to determine the effectiveness of electromagnetic techniques in locating men trapped underground following a mine disaster. Data from these tests have been used to generate models of expected signal and noise distributions as found above mines throughout the coal fields. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results indicate an expected 45% probability of detecting a miner's signal from a depth of 1,000 ft, a depth which exceeds 903 of the coal mines within the U.S. and a 90% probability at a depth of 500 ft, a depth which exceeds 50% of the mines.

The Bureau of Mines has demonstrated a hydrometallurgical method to separate chromium from other metals in a variety of surface-finishing wastes by precipitation with benzoate ion. The resulting chromium salt may then be converted to the hydroxide, and the benzoate may be recycled. Chromium recoveries of 92 to 100 pct are obtained.

"Oil-shale camps are peculiarly favored, in that before they are establishes it can be ascertained with a degree of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and. built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town' whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well underdrained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive.Enviroment. The contiguous territory should afford no unwholesome sur¬roundings such as swamps Or accumulations of stagnant water.General Considerations. The water supply to be provided and the method of disposal of wastes influence to a certain extent the location of the camp or town-site. The means of supplying water, whether by gravity or by pupping, and the disposal of sewage, whether by outfall, system, sewage disposal system through septic tanks, broad irrigation or filter beds, or cesspools will govern the location of the site topographically in relation to source of water and point of disposal of sewage.* This article was prepared as part of the paper ""Use and Supply of Water for the Oil-Shale Industry"" by J. The Bureau of Mines investigated the metallothermic reduction of copper oxide as a function of temperature, reactant proportions, form of reductant, and gaseous environment, using iron and steel scrap reductants. The reaction proceeded rapidly with powdered iron at temperatures above 560° C, attaining over 95 percent copper metallization within 3 hours. The importance of inter-reactant contacts on the extent of the reaction was evident from the variable, but usually lesser, degree of metallization obtained with iron from tin cans and automobile steel scrap. Reduction decreased as the molar ratio of copper to iron increased between 1 and 3. The most favorable gaseous environment for the reaction was a static helium atmosphere containing about 0.6 percent water vapor. Ferrothermic extraction of copper from its oxides appears to be essentially a "solid-state cementation" process. While ordinary cementation processes must be preceded by leaching, the ferrothermic method avoids this generally slow step and also the water pollution caused by the leaching agents. Sulfidic copper concentrates could likewise be reduced with metallic iron following their complete oxidative roasting.

Low-temperature heat capacities, high-temperature enthalpy increments, and the enthalpy of formation at 298° K were determined calorimetrically for vanadium subnitride (VN0.465). The low-temperature investigation gave S°298.15 = 6.379 ±0.005 cal/deg mole, and a combustion calorimeter investiga¬tion provided ?Hf°298.15 = -31.80 ±0.60 kcal/mole. The two quantities were combined with the high-temperature data to give standard values of enthalpies of formation and free energies of formation above 298° K. These and related thermodynamic functions were tabulated to 1,800° K. Similar data are included in the range of 298° to 1,600° K for the mononitride, VN.

"ABSTRACTThe wetting behavior of coal has been determined in the presence of nonyl and octyl series of nonionic surfactants containing polyethoxy groups of different sizes. The wetting behavior was determined by a modified Walker technique and contact angle measurements. The results show that the wetting rate of coal varies with coal rank, structure of the hydrocarbon chain and number of ethoxy groups in the hydrophilic group of the surfactant. A close relationship has been observed between the wetting rates and the short-time advancing contact angles.INTRODUCTIONNonionic surfactants are used in many applications to improve wettability of solids. They can be used as dispersing agents [ 1 ] or dust suppressants [ 2-5 ] and to control the flotation, flocculation, filtration and flowability of particulates. This study was undertaken to study the effect of a series of nonionic surfactants on the wetting behavior of coal. Two series of surfactants, namely, ethoxylated nonyl and octyl phenols were used. The nonyl phenol series contains a linear hydrocarbon chain containing nine carbon atoms ( CH3( CH2 )8-C6H4,- ( OC2H, ) n, where n is the number of ethoxy groups) . The octyl phenol series contains a branched hydrocarbon chain containing eight carbon atoms ( ( CH3 ) 3CCH2C ( CH3)2-C6H4- ( OC2H4) n ).Initial wetting rates — modified Walker techniqueWalker et al. [ 6 ] developed a sink test to determine the wettability of coal particles. In this technique, coal particles are dropped individually onto the surface of surfactant solutions of different concentrations, and the most dilute concentration in which coal would sink ""instantaneously"" is determined. This technique is a variation of a procedure initially developed by Draves and Clarkson [ 7 to determine the effect of surfactants on wettability of cotton fibers. In this procedure commonly known as the Draves test, the concentration of a surfactant required to give a 'sink time' of 25 s is determined.Other investigators have used slight variations of the Walker method to study the wetting of fine particles [ 8-12 ] , by measuring the time for wetting a given amount of powder. There are differences in the manner in which the time of wetting is measured, however. Some investigators measure the time for the last trace of coal to disappear [ 8,11 ] whereas others determine the time for the vast majority of particles to sink [ 10 ] . Some investigators report a wetting rate [ 11 ] which is a value calculated on the basis of the time for the 'last traces of particles to sink'. The differences in choice of criterion for wetting can result in different values for wetting rates as illustrated in Fig. 1 which is based upon our measurements of the amount of powder wetted as a function of time. The procedure for wetting rate measurements is described in the next section. The technique in which time for disappearance of the 'last traces of particles' is determined gives the smallest value for the wetting rate, while the technique in which the time for wetting of the 'vast majority' of particles is determined will give intermediate rates. The terms 'last traces of particles' and 'vast majority of particles' are usually not defined explicitly and can lead to large differences in wetting rates measured by different investigators. Since our measurements show that the wetting rates for an assembly of powder decreases with time, we have used the initial wetting rates to compare the wetting behavior of coal in solutions of different surfactants."

Gas occurs in coalbeds in an adsorbed and a free gas state. Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. Conventional methods of reservoir engineering analysis are not applicable to coalbeds

An experimental degasification program using a vertical borehole and vacuum pump to drain gas from the gob area of a longwall panel was successful at Bethlehem Mines Corporation, Cambria Division, No. 33 coal mine. Sixty-one million cubic feet of methane has been exhausted during a 9-month period. Daily production time in the panel increased as a result of lower methane levels in the returns. Removal of large quantities of methane in this way and the exclusion of it from the ventilating system will provide reduced cost in mine ventilation and provide a safer environment for the mine.

Rock masses of the primary copper ore at the El Teniente Mine are very competent and massive. The rock mass contains almost no open discontinuities. Nevertheless, there is a high frequency network of small discontinuities coupled with widely spaced faults. A data collection campaign designed to characterize the rock structure was recently implemented. The results show that conventional analysis in terms of discontinuity frequency does not predict differences between two studied sectors. However, when an empirical definition of a weak discontinuity is applied, appreciable differences between the two sectors appear in terms of discontinuity frequency and predicted in situ block size distributions. These differences are in accordance with actual observations at the mine site. Due to the geological features of the primary copper ore, rock mass classification schemes cannot be readily applied to characterize these rock masses.

"IntroductionThe accumulation of gummy and resinous deposits in consumers' gas meters began to assume serious proportions about 1917. As the trouble developed and spread in the years following, it manifested itself in several ways, which ultimately began to the expressible in distinctly economic terms, more specifically in terms of costs; in 1922 an organized and fundamentally based investigation of this trouble was begun. In an earlier paper*** a short statement of the occurrence and costs of the deposition was given and at the same time an analysis of the problem, as well as well as a general plan of attack, was presented. That plan included two general phases, first, a chemical study of typical was 1 quarry or 2 cosinous content , mauformly consituents, rmln and selected subjects; and secondly, a comparative survey of plants affected and sufficient therewith, attention being paid to construction, operation, meter conditions and related data. Table 10 and figure 4 show the number of fires and fire injuries occurring at the surface of underground coal mines by state during 199&1999. Table 10 also shows by state the risk rate, employees' working hours, and lost workdays. A total of 65 fires occurred in 10 states. Thirteen of those fires caused 12 injuries and 1 fatality (the yearly average was 6.5 fires and 1.2 injuries). Four fues and one fire injury involved con- tractors. The Ewhr value was 97 x l O6 hr (Irr = 0.025); the LWD value was 6,206. Pennsylvania had the most fues (20 fues and 5 injuries), followed by West Virginia (1 6 fires and 1 fatality) and Kentucky (1 5 fires and 3 injuries). Among these states, Pennsylvania had the highest injury risk rate value (Irr - 0.095). Table 1 1, partly illustrated in figure 5, shows by time period the number of fires, fire injuries, and fire fatalities; risk rates; employees' working hours; and lost workdays. The number of fires and fire injuries show a decrease followed by an increase during the five time periods, accompanied by a decline in employees' working hours throughout the periods (see table 11 and figure 5). The Irr values follow patterns similar to those shown by the injury values. Tables 12- 17 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 6 shows the major variables during 199&1999. Table 18 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The Bureau of Mines developed a concentration method to upgrade and utilize marginal natural or direct-shipping iron ores and fine-grained lean iron ores. Presently these ores receive little beneficiation and accordingly have low iron-silica (Fe-Si02) ratios. Ore samples were roasted with equal weights of solid reductant at 1,100° C for 1 hour to metallize the iron and for an additional hour at 1,200° C to promote grain growth. Concentration was effected by crushing and screening techniques and/or wet magnetic separation. Sized concentrates (minus 4 plus 35 mesh) derived from crushing-screening processes contained from 80 to 85 percent iron that was 90 percent metallized. Iron-silica ratios as high as 12:1 and iron recoveries from 75 to 94 percent were obtained. The sized concentrates were judged suitable for use as blast furnace feed. Minus 200-mesh metallized concentrates derived from roasted minus I-inch plus 8-mesh ore fractions and magnetically concentrated contained 90 percent Fe and 4 percent or less Si02, chemically qualifying them as feed for electric furnaces. Roasting minus 8-mesh ore with hydrogen, then magnetically concentrating it, produced iron concentrates containing 57 percent to 67 percent Fe and 3.6 percent to 8.4 percent Si02. The concentrates having Fe-Si02 ratios ranging from 8:1 to 12:1 were considered adequate for use as blast furnace feed. Overall iron recoveries for the 12 ores tested ranged from 56 percent to 94 percent with an average iron recovery of 86 percent.

Coaxial cable structures form the subject of substantial theoretical and experimental investigations either directly related, or which can be extrapolated, to the communications needs and environments of U.S. coal mines. Communication systems based on "guided" waves, of which "leaky" coaxial cables are one implementation, are attractive candidates for providing a range of communication functions primarily along haulage ways, and possible also within sections up to the working face. (However, there are still strong reservations as to whether a practical coaxial cable sys tem could provide sufficient communications coverage within a section. ) In this Part, we present the results of some theoretical calculations of the performance of leaky coaxial cable communication systems. We also analyze the applicability of the theoretical and experimental results obtained by other researchers to the needs of U.S. coal mines. In particular, this investigation has been focused on the utility of relatively low cost, conventional, flexible, coaxial cable at frequencies covering the LF through HF bands and extending into the lower part of the VHF band, as opposed to relatively high cost, special semi-rigid, coaxial cable* at frequencies in the VHF and UHF bands. There are three major design alternatives for coaxial cable communication systems considered in this chapter: • Base station feeding a coaxial cable with high surface transfer impedance (holes in outer conductor, e.g., braid construction). • Base station feeding a coaxial cable with repeaters (U.K. experiments). • No base station, direct communication via a coaxial cable with periodic radiative structures.

It is estimated that more than 1 trillion cubic feet of methane is contained within the coals of the Mary Lee group in Jefferson, eastern Tuscaloosa, and southern Walker Counties, Ala. Most of this methane will be encountered by mining. Coals of the Mary Lee group are presently being mined at depths exceeding 1,000 feet and will in the near future be mined at even greater depths, where the problem of methane gas affecting the mining operations will be acute. It is calculated that approximately 90 pct of the methane is at depths greater than 1,000 feet, and over half of the gas is contained within only 12 pct of the study area which is under more than 1,500 feet of over-burden. Degasification in advance of mining will increase mine safety, reduce ventilation expenditures, increase productivity, provide an additional energy source, and make it possible to mine parts of deep coalbeds that probably could not otherwise be mined.

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience.
