In presenting this list of permissible explosives and blasting devices , the Bureau of Mines desires to call attention to pages 16 and 23 , outlining the conditions in use under which , and only under which , the explosive or blasting device is permissible . In view of publications recounting trade practice favoring the use of a blasting device without stemming , particular emphasis is placed upon condition 4 on page lt and condition 2 on page 23 .. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming .

The Bureau of Mines has developed two experimental designs for deter- mining the volumes and relative proportions of the various gas species, particularly methane (CH4), occluded in rock salt. To date, the rock salt samples analyzed have been relatively small (400- to 1,000-gram) grab samples from Louisiana Gulf Coast domal salt mines. The results obtained are comparable to results in Polish domal salt mines, in terms of occluded gas volumes per mass of rock salt. The notable difference between the Louisiana and Polish occluded gas mixtures is in the relative proportions of the individual gas species. The two methods used by the Bureau are ballmill crushing and dissolution. Of the two, the dissolution method appears to be more versatile because it can be performed in situ. The relevance and applicability of data on the occluded gas contents of rock salt are dependent on sample size, sample collection method, geologic context of the sample, and the correlation with gas emissions that occur as a result of mining-induced fractures and pressure differentials.

The Bureau of Mines has developed a damage-resistant brattice, intended for use as a stopping in locations where blast damage to stoppings is a problem, the roof is relatively flat, and the differential pressure across the stopping is not high. Damage-resistant brattices consist of a series of vertically hung brattice panels joined to each other by Velcro connections that improve the airtightness of the brattice. When the brattice is subjected to strong blast forces, the Velcro connections peel apart, allowing the panels to open without incurring damage. The Velcro connections can then be resealed in a matter of minutes. A preliminary test in the Bureau's Safety Research Mine and subsequent long-term testing at the White Pine copper mine in Michigan and the Retsof salt mine in New York show that damage-resistant brattices withstand blasting better than conventional stoppings, while still performing as efficient air barriers when the Velcro connections are sealed.

This report discusses an improved method for rerailing underground railcars devised in a joint effort by the Bureau of Mines and Hoesch MFD. This improved method utilizes a lightweight hydraulic ram with hand-pump activation to move a bridge-mounted roller carriage in conjunction with steel-reinforced air-lift bags. This method provides a lightweight portable system in which only two workers are required to perform the mine car rerailing operation. Because of the very narrow confines in underground mines, use of overhead cranes and other surface rail techniques is not possible. This new system is designed for very low profile work, and provides the necessary lifting force from light- weight compressed-air bottles.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

INTRODUCTION The pager phones used in many underground coal mines are battery- operated, party-line telephones with provisions for loudspeaker paging. The system is two-wire, non-polarized, and is operated by self-contained batteries. Many of the individual units are certified as permissible. Requirements for installation are specified in state and federal regulations, such as in the Code of Federal Regulations, Title 30, Mineral Resources, Part 75. The major federal regulations that affect communication in coal mines are noted below, with a brief description of the subject matter in each of the relevant paragraphs. Refer to the cited paragraphs of Title 30 for explicit details of these regulations. (This brief description is for reference purposes only.) Minimum Requirements (paragraphs 75.1600, 75.17 13-2, and 75.1003-1) Approved telephone or two-way communication will be provided between the surface and each main shaft landing and each working section ; to the nearest medical assistance; and shall be protected from contact with trolley wires or trolley feeder wires. Installation Requirements (paragraphs 75.5 16-2, 75.52 1, and 77.508-1 ) Communication wires will be supported on insulated hangers, attached to messenger cables, or buried, to protect against mechanical damage ; installed opposite trolley wires; and insulated near power conductors . . . each cable will have lightning arresters within 100 feet of going below ground . . . and arresters will be provided wherever telephone wires enter a building. Wire and Cable Requirements (paragraphs 75.5 16-2, 75.5 17, and 75.52 1) Communication cable means two or more insulated conductors, covered by an additional abrasion-resistant covering; power wires and cables shall be adequately insulated and fully protected; and lightning arresters shall be connected to low-resistance grounds, more than 25 feet from neutral grounds.

Alpha silicon nitride fibers , Si3N4 , were successfully grown in graphite crucibles by a new method utilizing silicates and silicon ( S in equations below) as sources of silicon and using carbon , aluminum , and silicon as reducing agents (R in equations below ) . The basic reaction mechanism is believed to be generally as follows : 1,300 - 1,500 ° C S + R + N₂ SiO + RO + N₂ › 3Si0 + R + 2N₂ _1,300 - 1,500° C 3RO + Si¸N • ( 1 ) ( 2 ) A build - up of coatings on the solid raw- material particles hindered the evolution of silicon or silicon monoxide vapor and thereby slowed down further formation of silicon nitride fibers . Free oxygen in the crucible caused the formation of amorphous silicon dioxide ( SiO2 ) fibers . This problem was solved by passing , entering , and exiting gases through layers of lump graphite inside the reaction vessel . The silicon nitride fibers grew best around 1,400 ° C. Nitrogen flow rates from 4 to 6 liters per minute were adequate . The fiber widths were generally only a few microns whereas their lengths sometimes reached one - quarter inch or more . Chemical and X- ray analyses indicated that bulk fiber samples were usually 80 to 90 percent Si3N4 . The fibers had good oxidation resistance to about 1,260 ° C. Thermal shock resistance was excellent . Electrical resistance was determined .

In 2007, a total of 4,639 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 31.2% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,051; 44.2%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=373; 8.0%), followed by Texas (n=352; 7.6%).

In turn , a feeling among employees that the company really has their interests at heart has a wonderful psychological effect . It is bound to bring forth more and better work and to attract and keep workmen of the better class . There is keen competition between the various branches of this corporation for a trophy that is awarded each year to the one having the best accident record . This trophy was won by the Nacożari branch of the Moctezuma Copper Co. in Mexico in 1926 and 1927 , and the Morenci branch won the trophy in 1928 and 1929 .

Model testing is a two part operation; first, to assure the valid¬ity of the mathematical statements and second, to evaluate the accuracy of the computer model for predictive purposes. Verification of both the conceptual and computational aspects can be achieved through the use of input data for which output results are available for comparison. In this dissertation, two test problems were selected for model testing from the Economic Evaluation Reports of the U.S. Bureau of Mines, Process Evaluation Group. Verification Data Set I Input data for this test was selected from an economic analysis of a hypothetical 1,056,000-ton-per-year mine in a 48-inch bituminous coal seam (Process Evaluation Group-Report No. 72-27, 1972). The mine was scheduled to operate five days per week, three shifts per day, 220 days per year with an estimated life of 20 years. Coal reserves covered an area of 6.4 square miles with an expected recovery rate of 70%. Production was achieved through 4 continuous miner sections with an average production rate of 400 tons per shift. The cost summary in the report included a breakdown of equipment and labor requirements. A depreciation schedule listed the expected capital expense per year of operation, assuming capital replacement with identical units and no change in the unit cost. Supply and oper¬ating costs were listed in both gross annual figures and cost per ton of production. A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to July 1, 1928, was published in Bureau of Mines Information Circular 60772. The present list includes practically all equipment tested and, approved by the Bureau, up to and including Jan. 1, 1929. It covers electric air compressors, coal drills, mining machines, loading machines, conveyors, mine pumps, room hoists, mine telephones, rock-dusting machines, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamps, methane indicators and detectors, blasting units, storage barrery locomotives, tandem locomotives, power trucks, concrete mixers, self-contained oxygen breathing apparatus and gas masks. The system under which those devices were tested permits the manufacturer, after his equipment has passed certain tests prescribed by the Bureau of Mines, to mark his equipment with a seal shoring that it has been "approved" by the Bureau. These tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the Bureau in making such tests and pub- lishing lists of permissible equirment is to safeguard the lives of workers and to help lesson the hazards of mining.

Underground fires often prove difficult to control , and a small fire can quickly grow into a large one , endangering life and causing large property damage . Even a small underground fire may produce enough noxious gases to cause suffocation ; therefore , every precaution should be taken to prevent and control such fires . It is ironic that mine fires should be caused when utilizing materials that are in themselves fire - resistant ; yet , cutting and welding of iron and steel are proving to be common causes of underground fires in metal mines . This paper includes 19 examples of underground fires of this nature , and undoubtedly this is only a fraction of the number of similar fires that have occurred in the last few years . This paper will review some metal - mine fires caused by cutting or welding and point out precautions to be taken to prevent other fires from this cause .

Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.

"In a 1985 seminar, we were told that over-optimism abounds in Artificial Intelligence (AI), that AI is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity (e.g. machine or program) to be intelligent. According .to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way.The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and .software along with new insights into the ways in· which we store knowledge and use it for problem solving has enhanced the potential for the creation ~f intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confirmed by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.AI applications are categorized into several distinct areas such as Natural Language Processing, Speech Recognition and Synthesis, Expert Systems, Robotics, Machine Vision, etc. Of these practical realizations, Expert Systems (ES) has the greatest potential for meeting the decision-making needs of the manager in the ever-growing complex scoio-technical systems. Prof. Feigenbaum, an expert and leader on expert systems, has defined Expert System as"" ... an intelligent computer program that uses knowledge and inference procedures to solve problems that are difficult enough to require significant human expertise for their solution. Knowledge necessary to perform at such a level, plus the inference procedures used, can be thought of as a model of the expertise of the best practitioners of the field."""

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0, 22.5, and 45). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined.Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01).Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (atleast for older specimens)

On November 20, 1968, a massive explosion rocked the underground workings of Mountaineer Coal Co.?s Farmington No. 9 Mine in West Virginia. Of the 99 miners who were working in the mine at the time of the explosion, only 21 survived and escaped the mine. This group included eight who were rescued from the Mahan?s Run air shaft. Nearly 40 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory conducted oral history interviews with two of the eight survivors rescued from the shaft. The Farmington No. 9 Mine disaster ultimately led to passage of the Federal Coal Mine Health and Safety Act of 1969 (amended in 1977).

From 1900 to 1929 , 1,005 or approximately 30 per cent of all fatalities in the coal mines of Alabama were caused by fires or explosions of gas and dust . In the 3 -year period from 1927 to 1929 only 15 men were killed by these causes , a reduction from 30 to 9 per cent of the total . Notwithstanding this marked improvement , which is due largely to the efforts made by the State inspection department , the operators , and the Bureau of Mines to stamp out this type of disaster , Alabama still has more than its share of such fatalities which can and should be prevented. A list of explosions from 1894 to 1929 compiled from information obtained through the records of the State Inspector's office , the reports of Engineers of the Bureau of Mines , and the operators , is given in Table
