A laboratory method for processing lead battery scrap has been developed that eliminates virtually all of the S02 emission that normally is produced when a reverberatory or blast furnace is used. The method employs a hydrometallurgical step to convert the PbS04 to PbO and CaS04 by mixing the battery scrap with a slurry of Ca(OH)2. The reaction is exothermic and goes to completion in 2 to 5 minutes at room temperature. The dried product is mixed with a KC1-NaC1 flux and carbon and reduced at 6500 C. A minimum charge ratio of 3 parts of carbon to 100 parts of battery scrap is required for reduction. The process produces lead reductions and recoveries as high as 97.0 and 94.9 percent, respectively. The KCI-NaCl flux is recovered using a standard counter-current water leach followed by evaporation.

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

"INTRODUCTION Spodumene and lepidolite were shipped from the Harding pegmatite deposit, Taos County, N. Mex., in the period from 1930 to 1930. Tantalum minerals were noted as early as 1924 and described in 1931 3/ but no tantalum ore was shipped until 1942. The deposit was mapped and studied by geologists of the Federal Geological Survey and engineers of the Bureau of Mines late in 1942 and early in 1943, and a Bureau of Minus exploratory project was carried out in 1943. 4/ Thu following report presents the results of that project.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Minos has as its primary objective the more effective utilization of our mineral resources to the end that they make the greates possible contribution to national security and economy. A continued rise in construction activity in 1941 forecasts further increases in the demand for building materials of mineral origin, Recent studies by the Bureau of Mines, United States Department of the Interior, reveal that sales of mine and quarry products and their derivatives as a class have followed the long-term trend of construction activity in the past and are benefiting now by the upswing in all types of building. At present most building materials of mineral origin are holding their own in the competitive arena. A few are slipping behind, but others have forged fax ahead. Prominent among those that have surpassed general construction activity since 1925 are sand, gravel, and crushed stone (used in concrete and road metal and railroad ballast) and cement. Both building stone and roofing slate have followed the building curve closely, although in the last few years sales of roofing slate have risen above the curve and sales of building stone have dropped below it. Clay products and building lime, on the other hand, have lagged behind the general procession. Gypsum sales likewise dropped behind, but during the last few years, this industry, thanks to the wider acceptance of its newer products, has staged a marked recovery so that it now stands in about the same relation to total construction activity as it did is 1927-25.

In support of research on forming ceramics from mining and processing wastes, the Bureau of Mines tested various commercial refractories to evaluate their resistance to melts of these wastes. Sixteen refractories of various types were exposed in slag erosion tests to two siliceous waste melts with Si02/CaO ratios of 4.0 and 2.2, The extent and nature of slag attack were then determined for each refractory. The nature of slag attack was investigated through scanning electron micrographs and microprobe elemental distributions. The refractories that performed best in resisting attack by the melts were high-alumina types, and of the refractories tested, the most resistant was a 90-pct-Al203, 10-pct-Cr203 refractory.

As part of a program designed to promote safety in industrial operations , the Bureau of Mines has been investigating the explosibility of numerous powdered products and dusts and studying means for the prevention of dust explosions . In a previous paper the results of a study of the inflammability and explosibility of metal powders were published . This report summarizes a similar study which has been made on various powders used in the plastics industry. The work was undertaken to provide information for a subcommittee of the Dust Explosion Hazards Committee of the National Fire Protection Association, which was charged with preparation of a code for the prevention of fires and dust explosions in plants producing or processing synthetic resins and molding compositions . The production of powders and generation of inflammable dusts are inherent in one or more steps of the manufacturing process of many resins and molding compositions, and control of the dust hazard is a major problem in the plastics industry . In the preparation of phenolic resin molding powders, for example , the solid synthetic resin is crushed and pulverized , and then blended with ground wood flour , cotton flock, or other fillers , as well as with coloring pigments . This raw mix is then passed through compounding mills , from which it emerges in the form of homogeneous sheeted stock, which is crushed , ground , and graded to form the molding powder . The number of major dust explosions in the plastics industry has been limited, but numerous small explosions have occurred, and in view of the ever -increasing volume of production the potential explosion hazard must be considered a very real one . Fortunately, this fact is realized by several manufacturers of plastic compounds , as well as by insurance companies , who are taking precautionary measures against possible accidents and during the past year or two have submitted numerous powder samples to the Bureau of Mines for explosibility tests .

"SUMMARY This mine, which was discovered in 1846, was active in the 1850's, in the 1870's, and again in 1883. Since this last date, it has been idle. Two parallel bed-veins in lower Silurian limestone, about 50 feet apart, strike N. 70° E. and dip 70° NW. The north vein had an average width of 12 feet to a depth of 50 feet, where it was barren. The south vein had an average width of 16 feet to a depth of 75 feet; on the 110-foot level, although well-defined it carried little or no values. The zinc content of the ore was as high as 12 percent, and some lead and silver were associated with it. A reduction plant for production of spelter and zinc oxide was constructed at the mine. The only available record of production is for 1873 to 1876, inclusive, when 357 tons of smelter was shipped. The mine is caved and inaccessible, and nothing now remains of the treatment plant.Four holes totaling 1,046 feet wore diamond-drilled to probe for extensions of the ore in depth. Core recovery was about 85 percent. The wire saw, introduced by the Bureau of Mines about two years ago, has revolutionized slate quarrying in Pennsylvania. The success of the saw since its early accomplishments has become greater and greater as the equipment has been perfected and skill acquired .in its use. In the first test made, a cutting rate of 9.7 square feet per hour was attained; in the next four cuts, made early in 1927, the average rate of cutting was increased to 12.8 square feet per hour; in 1928 a maximum of 34 square feet per hour had been attained, with a general average of about 20 to 25 square feet, The wire saw is now regarded as essential equipment in practically all of the quarries in the Bangor, Pen Argyl, and Windgap districts. The wire saw consists of a three-strand steel cable of 3/16 or 1/4 inch diameter running as an endless belt. The driving pulley is a 40-inch double-groove cast-iron sheave. A tension pulley supported by a frame mounted on wheels may travel back and forth on a short track. A weight of 800 to 2,000 pounds gives the desired tension on the wire. The driving units consist of electric motors with direct-drive compactly enclosed gear reduction, or double-belt speed-reduction units; the former is preferred. Silent chain and. pinion gear reductions are used to a limited extent. The travelling speed of the wire is about 15 feet per second. The driving and tension equipment are shown in Figure 1, A.

Studies were conducted to assess the potential of naphthenic acid as a fractional extractant for rare- earth mixtures and yttrium in sulfate solution . Naphthenic acid was an effective extractant , and separation factors were favorable in the presence of aqueous phase chelating agents . Addition of EDTA to the naphthenic acid extraction system resulted in average separation factors of 2.2 between adjacent yttrium- group elements , whereas DTPA resulted in average separation factors of 3.5 between adjacent cerium- group elements . EDTA was of value in separating yttrium from the rare- earth elements . Thorium and uranium were preferentially extracted over the trivalent rare- earth elements by naphthenic acid .

Upon review of German World War II mining practices and equipment for planning coal, the Federal Bureau of Mines initiated research leading to the development of a pneumatic planer for anthracite. The results of tests are reported in this manuscript. It was demonstrated (1) that hard anthracite can be planed and (2) that the design and operating requirements are within the limits of present-day engineering and technology. For hard anthracite, the depth of cut indicated is 4 to 6 inches; with a chain pull of 20 to 40 tons and the speed of planer travel of 18 to 20 feet per minute, a 40-hp. motor will be required for the planer hoist. Compressed-air requirements for the planer will be 250 to 300 c, f, m, at 60 to 70 p. s, i. It was learned that the length of the 4 individual sections of the planer should not exceed that of the individual troughs of the armored chain conveyor (5 feet in this instance); otherwise, bottom coal will be left in synclines, and the planer will override the conveyor at anticlines. Pneumatic pushers should be operated from a separate compressed-air line fitted with a pressure regulator. Results indicate that additional development work is warranted.

The Minah silver-lead mine in the Wickes district, Jefferson County, Mont., produced substantial quantities of silver-lead ores in the 1890's. The mine has been abandoned since the "silver panic" of the early 1900's. As a part of the Bureau of Mines: program to develop new sources of lead to overcome the growing shortages of that metal, a development project was started at the Minh mine in April 1946 and continued until June 1947, during which 5,600 feet of angledozer trenching and. 1,093 feet of core drilling were completed on the main vein and nearby parallel veins: As a result of this work, interest in the property was stimulated and private operators are now engaged in reopening the mine. This report discusses the past history, geologic setting, and the recent and early operations of the mine.

"The House/Senate Joint Conference Committee has instructed the Bureau of Mines to have the Advisory Committee on Mining and Mineral Resources Research review on an annual and simultaneous basis each generic mineral technology research center (GMTC). In order to accomplish that review promptly and uniformly, committee members have revised and approved an in-depth questionnaire. That document formed the basis of their review. The information provided by that questionnaire was an important factor in their recommendations concerning the future direction of the program; a presentation was made at the last National Plan Update.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now will help guide it into the future. It is felt that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members.Each aspect of the questionnaire has been examined, answered in detail, and documented throughly. With the completed questionnaire as a guide, this volume examines the research program, Center personnel presently active on GMTC projects, number of graduate degrees granted with GMTC support, GMTC publications, degree of individual interaction, technology transfer, the reference center, GMTC equipment and facilities, and any envisioned plans for future research. It is hoped that this volume will serve as a review of the years 1984-1988, the first four years of the Center's operation."

A linear array of shot and gage holes 30 feet deep in a granite outcrop was used to compare the size and shape of radial strain pulses produced in the rock when short cylindrical charges of cast composition B were detonated axially or at one end. The axially detonated charges produced radial strain pulses that had shorter rise times and larger peak strain than the strain pulses produced by end detonated charges.

Gallic acid is a sensitive, stable, colorimetric reagent for the determination of tantalum in the range of 2 to 40 µg.Ta/ml. The method consists of the fusion of tantalum oxide with potassium pyrosulfate and solution of the cooled melt in satu-rated ammonium oxalate, followed by development of a yellow complex with an ethanolic solution of gallic acid. The tantalum-gallic acid complex absorbs over a broad region in the blue and near ultraviolet. Adverse effects due to interfering ions and solution conditions, such as oxalate concentration and pH, can be minimized by a suitable choice of wave length. A new and sensitive colorimetric method is provided that has been used successfully at the Northwest Electrodevelopment Laboratory of the Federal Bureau of Mines for determining minor amounts of tantalum.

The Bureau of Mines tested eight commercially available, activated charcoals experimentally to compare the following characteristics: capacity for adsorption of nitrogen at 77° K and 170 atmospheres' pressure, surface area, carbon tetrachloride adsorption capacity, hardness, and density. The nitrogen adsorption test was devised to simulate plant conditions occurring in the final step of purification in Bureau helium faciliti.es. The remaining tests were patterned after empirical acceptance tests that are widely used throughout the adsorbent industry. Surface area and carbon tetrachloride adsorption correlated well with nitrogen adsorption. The samples with low density generally had better adsorption qualities than those of higher density. The carbon tetrachloride test appeared to be the most practical for selecting a charcoal to be purchased, but an attrition, or hardness test should also be run to be sure the charcoal will not crumble in use.

In connection with the cooperative metal-mine dust and ventilation investigations of the U. S. Bureau of Mines and the U. S. Public Health Service , some underground data have been obtained with intent to ascertain the adaptability of the katathermometer for determining the comfort of working places in mines . This preliminary study indicates that the instrument will probably be useful for making routine determinations of comfort conditions in our mines , and that it may also prove an important accessory for investigative work on problems in ventilation and kindred subjects ; in both coal and metal mines , although the instrument should probably be altered somewhat for maximum utility under the varied conditions in the mines of the United States . The katathermometer is an instrument contrived by Dr. Leonard Hill , an eminent English physiologist , and its various features have been fully described by him in his book entitled " The Science of Ventilation and Open Air Treatment . " He made exhaustive experiments and concluded that the rate of cooling of the human body was the controlling factor in determining comfort or discomfort , and then set out to make an instrument that would measure this rate of cooling . The resulting instrument the katathermometer measures its own rate of cooling when its temperature approximates that of the human body and thus serves as an index of the rate of cooling of the body itself . - The instrument consists of an alcohol thermometer having a cylindrical bulb 1 inches long and 3/4 inches in diameter, and a stem about 8 inches long graduated from 95 to 100° F. This temperature range gives a mean temperature of 97.5° F. ( 36.5° C. ) , which is approximately that of the clothed body surface . The stem terminates in a small reservoir which serves the double purpose of acting as a safety overflow in case of overheating the bulb , and of insuring a regular rate of cooling by the time the meniscus has fallen to the 1000 point .

The U.S. Bureau of Mines evaluated a teleoperated continuous mining machine for deep mining in thin-seam applications as low as 1 m. Teleoperation increases the safety of mining machine operators because it removes the operator from the face, an area of immediate hazards to safer outby locations. By using teleoperation, the miner can avoid many including unexpected roof falls that can maim or kill miners instantly, methane and coal dust explosions that can be ignited with just a small spark or flame, adverse health effects from miners breathing coal and silica dust, adverse long-term inner ear damage from loud noise pollution, and other hazards related to heavy mining equipment moving about in confined underground roadways. This report presents the surface evaluation results of a teleoperated control system.

Shuttle car trailing cable splices were tested for resistance to failure upon being subjected to repeated bending, abrasion, and tensile shocks using a new testing method that closely simulates shuttle car induced stress. The results show that under normal stresses, splices can be made to withstand the equivalent of three months of operational use. Restoring the tensile strength to the conductors is found to be as critical as restoring flexibility. Splices in which the conductors are of slightly unequal length did not present as serious a workmanship problem as previously thought since test results show that the conductors tend to equalize when longer cables, in contrast to short cables employed in previous testing methods, were used. Dynamic recordings of cable tensile stresses are presented for a shuttle car and the new simulated testing method. Two simple but effective methods for removing insulation using a knife and a pair of pliers are described. None of the designs tested for a sacrificial splice covering were satisfactory.

In order to help assure an adequate domestic supply of minerals essential to the Nation's economy and and security by developing more efficient minerals extraction technologies, the Bureau of Mines Tuscaloosa Research Center examined the application of autogenous microgrinding to calcium carbonate minerals. Treatment of minus 8-mesh Alabama marble resulted in a product 80 pct minus 5 micrometers (µm) at a power consumption of 70 to 80 kwhr/ton, This study shows that coarse particles of calcium carbonate minerals are effective as the grinding media for the autogenous attrition grinding of these minerals. The minus 8- plus 30-mesh fraction is an effective grinding medium (sand) for particles smaller than 30 mesh. A 40-pct-solids slurry and a sand: marble ratio of 2.5 appeared to be near optimum. For residence times above 13 minutes, products were greater than 80 pet minus 5 µm and greater than 54 pct minus 2 µm. Power consumption was uniformly low, ranging from 50 to 100 kwhr/ton of product depending upon the feed rate. One marble sample from Georgia was shown to be the most persistent grinding medium, with losses of less than half those of the other materials tested.
