The leasing or tribute system has been an important factor in the development of our metal-mining industry, particularly in the gold and silver mines of the Western States. It has received its widest application in. the early history of many camps and in the last stages of many mines. The system is especially adapted to mining where the ore's occur in narrow veins or are erratically distributed in small bunches or pockets so that selective mining, hand sorting, screening, or hand cobbing is required to produce shipping or milling-grade ore. The leasing system is also applicable to the development of prospects where the owners are unable or unwilling to assume the risks of searching for ore. The virtue of the system lies in the opportunity it affords miners with little capital to get started; at the same time, it rives owners an opportunity to have their property developed at small cost.

THE CRACKING AND POPPING of rock, often heard by men working underground, for years has been interpreted as a warning of danger and unstable ground. However, not until 1939 was it discovered that rock under stress generates subaudible and sometimes audible seismic disturbances (referred to as "micro-seismims" 4), which can be detected with the use of a suitable seismic apparatus. Since that date laboratory and field investigations have been in progress to ascertain to what extent this phenomenon can be utilized to detect, localize, and determine the magnitude of areas of instability in and around mine openings and to predict if and when failure will occur. These investigations have included a determination of the types of problems to which the method is applicable and the effect of rock type, geological defects, such as joints, fractures, faults, and other uncontrollable factors, on the reliability of results. Six reports have been prepared covering the investigations conducted between 1940 and 1952 (4-9). 5 These reports describe some of the characteristics of micro-seismims, as determined from both laboratory and field tests; the equipment used to pick up and record micro-seismims; the general test procedure and method of analyzing results; and applications of the method to specific mining problems.

"INTRODUCTION AND SUMMARYThe Guymard mine in Orange County, N. Y., is reported to have been discovered in 1862 and mined until 1876, producing 10,000 tons of lead and zinc ore. 2/The property was examined by an engineer of the Bureau of Mines 3/ in 1948. Development work was done by the Bureau in April and May 1949 and March 1950. During these two periods four drill holes totaling 2,090 feet were completed. Soapstone commonly is associated with talc , and reports on either commodity usually contain a discussion of the other . From a geological or mineralogical standpoint the combination is justifiable , for soapstone essentially is impure talc . Commercially , however , the relation between them is remote . About 95 per cent of all talc sold in the United States is in ground form, whereas practically all soapstone is sold as furnace blocks or as fabricated structural slabs for many and diverse applications .

"Although the advantages of large-capacity air receivers for underground mines are plainly evident from published information about various installations in the United States and abroad, details of their construction are not generally known in this country., Ordinary present-day air-compressor installations servicing mining machines are designed to supply air at a specified pressure in sufficient quantity to meet the peak demand of the mine,2/ although this demand may exist for only a few minutes out of 24 hours and, as usually happens, eventually exceeds the capacity of the compressor. Most of the receivers provided with these compressors (to a certain degree of standardi¬zation) are capable of storing a volume of air approximately equal to that compressed in 1 minute by the machine.3, 4/ As a result, during peak-load periods the compressor operates at full load capacity without maintaining kick-off pressure. At other periods of the work cycle, production of compressed air is intermittent.At least one large mine5/ has adopted large-capacity receivers to reduce wear on its air-compressing system caused by the sudden demand of peak loads. Under the old system, the compressors jumped suddenly from half speed to full speed; boilers furnishing steam to the compressors were taxed heavily to provide the increased requirements of power; and machines using the air, among which were four large hoists, were required to operate at 65 pounds per square inch rather than at the 90 pounds per square inch for which the compressors were regulated. Operation of air machines, especially drills, at pressures lower than those for which they were designed decreases their efficiency and increases maintenance costs. In addition, air that comes directly from the compressors has had little opportunity to cool and dry enroute.6./ As a result, quantities of compressor lubricant and water are carried into the machines that use the air. When expansion occurs in the cylinder or turbine of such engines, the temperature of the air drops, and this oil and water is precipitated. The water washes away lubricating oils in the machine, causing poor performance and high cost of maintenance; the compressor oil, in addition to being a poor lubricant for compresed-air engines, exerts a corrosive action on gaskets and rubber hoses.7/Reduction of peak demands on air compressors by large receivers lowers power costs by establishing more nearly constant load factors,8/ and in some cases by permitting the use of smaller compressor capacity.8,9/Load factor is the ratio of average demand to maximum demand; a low load factor costs money.10/Elimination of high-peak demands raises the load factor by making the average and the maximum demand more nearly equal. Further savings may be made possible by large receivers where their use permits charging to be done at night in regions having lower power rates during that period.11/Where ordinary receivers are used, compressor breakdowns cause immediate work stoppages in the mine owing to lack of air. Similarly, the capacity of a large receiver has been known to permit uninterrupted work in the mine until the compressors have been returned to service.9/Large-capacity receivers, either steel-tank or underground rock-chamber, offer a practical solution of many existing problems by providing a sufficient reserve of compressed air within the pressure range required for efficient operation of machines to level off peak demands on the compressor. The com¬pressors operate when the demand has reduced the pressure in the receiver below the regulating pressure and until all air used from the receiver has been replaced. It has been found possible in at least two mines,8.9/ one of which the author has visited, to entirely eliminate one compressor and to obtain more efficient performance from the remaining one by the construction of an underground coal-chamber receiver.8/"

The Bureau of Mines is conducting research to develop methanation catalysts for converting synthesis gas derived from coal to synthetic natural gas. This report describes a method to prepare supported Raney nickel coatings by dipping screen-covered nickel sheet in molten aluminum-nickel alloy. Coatings were formed at 1,050° C that were comparable in thickness, composition, microstructure, and catalytic properties to flame-sprayed commercially pre-pared Raney nickel. A molten salt comprising cryolite-8 wt-pct LiF was employed over the molten metal bath to clean and preheat the substrates, to protect the metal bath from oxidation, and to heattreat the coated specimens. Immediately following heat treatment, specimens were quenched to 700° C in a molten salt bath containing CaC12-34.5 wt-pct NaCl, which also functioned to remove the insoluble occluded fluoride salt.

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" The Bureau of Mines conducted laboratory studies to determine the feasibility of chlorine-oxygen leaching for treating low-grade zinc sul-fide flotation concentrates. Recovery of zinc sulfides by flotation from complex fine-grained sulfide ores is substantially higher in low-grade bulk sulfide concentrates than in the high-grade cleaned concen-trates required for smelter feed. However, there is no commercial process in the United States for the treatment of low-grade bulk zinc sul-fide concentrates. Leaching experiments using reactors of 500-mL and I-gal capacity were conducted on a bulk concentrate containing 19.3 pct Zn, 35.6 pct Fe, and 39.4 pct S. The effects of pressure, temperature, and percent solids on extraction were investigated. The chlorine-oxygen leaching procedure showed promise for treating the concentrates. Zinc extractions of 95 pct or more were obtained by leaching at 50 pct solids in the temperature range of 1000 to 1200 C. Zinc extractions by leaching with chlorine followed by oxygen at reactor pressures of 50 to 100 psig were independent of pressure.

Table 8 provides data for the estimated value of world export trade of all mineral commodities from 1980 through 1991. It also provides a breakdown of the total into mineral fuels and non fuel minerals. These data have been developed from UN export trade data presented in table 9. The percent distribution and growth of the value of world export by major commodity groups are presented in tables 9, 10, and 11, respectively. In terms of industrial minerals (nonmetals), data in tables 10 and 11 include crude industrial minerals only, while table 8 includes an estimate for other industrial minerals. The 1991 estimates that appeared in the 1991 issues of this publication have been revised. It is typical for this section to review the year prior to the year of review because of the unavailability of data at the time of publication. The aggregated value of export trade in mineral commodities for 1992 was not available at the time of publication. The total value of nonfuel and fuel mineral exports for 1991 was about $616 billion in current (1991) dollars. The value of mineral fuel export trade accounted for about 53 % of the total mineral export trade. In 1980, the contribution of mineral fuel to the value of mineral commodity export trade had been almost 68%. The 1991 world mineral commodity export trade represents a 5.3% decrease (table 8) from that of 1990. The largest decrease was attributed to the decrease of export trade of fuel minerals (5%). The value of non fuel mineral export trade decreased by 4 %. Because the value export trade of all commodities increased by 1.2 %, the share of mineral commodities decreased from 19.2 % to 17.9 % of the total.

The Bureau of Mines investigated variations in the activation energy for the carbon monoxide reduction of magnetite and ferrous oxide with respect to the state of aggregation of the oxide material. Reduction phenomena can only be satisfactorily explained by including an adsorption step in the reduction process. Summation of the values of the exothermic heat of chemisorption and the variable apparent activation energy for reduction yields a nearly constant value of about 50 kcal for either ferrous oxide or magnetite regardless of whether they are aggregated in pelletized form or coarsely crystalline particles.

Preliminary Bureau of Mines studies of mafic igneous rocks collected from the Rabbit Creek area, northwestern Alaska, indicated concentrations of platinum (412 to 1,406 ppb) and palladium (343 to 892 ppb) in five of eight samples analyzed. The samples represent boulders and cobbles of mafic/ultramafic rocks from this locality. They are not from outcrop. Petrologically, (on the hand specimen scale) the samples are crudely to well-layered and are troctolitic ± gabbroie in character, with primary igneous mafic minerals strongly altered. Small patches of interstitial sulfide minerals, including chalcopyrite, bornite, pyrrhotite, pyrite, and covellite are associated with these altered zones and elsewhere through the specimens. Copper values ranged from 0.1 to 0.3 pct in samples analyzed semiquantitatively; nickel, cobalt, and chromium contents are low. Chemical, mine alogic, and petrographic relationships suggest that the rocks of similar character outcropping in northwestern Alaska could also be considered as prospective for- concentrations or platinum, palladium, and copper.

Although alternating-current (a.-c.) power systems and equipment have been used in coal mining for many years, most mines in the United States are powered mainly by direct current (d.-c.). There are several logical reasons for this, but the use of d.-c, equipment is, in most instances, a direct outgrowth of the original practice of using such power for haulage systems. For traction equipment such as the electric trolley locomotive the d.-c. motor has ideal operating characteristics, and thus it has been widely used for haulage locomotive service. The first efforts at electrification of coal mines started with the haulage system and from there branched out to include the many types of electrically powered mining machinery used in the industry today.

The Bureau of Mines investigated leaching of selected copper sulfide minerals and a composite of impure flotation concentrates at elevated temperatures and pressures with ammoniacal solutions. Copper 1 (tractions of 96 percent were obtained by leaching chalcopyrite at 75° C under oxidizing conditions for 60 minutes. An extraction of 99 percent of the copper contained in the composite concentrate was obtained by leaching the product for 90 minutes at 75° C. In tests of bornite, chalcocite, and covellite, 90 to 97 percent of the copper was extracted at 20° C provided an 8-hour reaction period was used. At 75° C essentially complete dissolution of the copper from these three minerals was accomplished in 60 minutes. Additions of ammonium sulfate to the leach solutions were required to obtain high-percentage extractions of the copper from bornite, chalcocite, and covellite. Although ammonium sulfate was not required when digesting chalcopyrite, copper extraction was enhanced and less free ammonia was required when ammonium sulfate was added to the leach pulps. The chemistry of leaching copper minerals was studied. It was C, termined that chalcocite altered to covellite as one step in the dissolution When leaching iron-bearing copper sulfides, hydrated iron oxide formed on the mineral surfaces, indicating that a diffusion process prevailed. No evidence of covellite was detected.

This report summarizes cost data accumulated during 15 months of sustained operation of the Bureau of Mines Boulder City (Nev.) titanium plant, which had a capacity of about 1,350 pounds of titanium sponge per day. The plant was constructed during the 1952 fiscal year with funds supplied by the Ordnance Corps, Department of the Army. Its original purpose was to engage in process development work as a continuing phase of the Bureau of Mines policy to seek improvements in producing titanium metal. In early 1953 the Defense Materials Procurement Agency contracted with the Bureau of Mines for producing approximately one-half million pounds of usable ductile titanium sponge. Production began in May 1953, ended in September 1954, and yielded 492,503 pounds of acceptable metal. Operating costs covering this period of operation, with suggested depreciation and administrative costs, are given, as well as outlines of building and equipment capital costs. In addition, miscellaneous economic considerations are discussed, including labor and operating-time schedules.

Frequencies of haulage-related accidents in metal and nonmetal surface mines for the years 1988 through 1990 were investigated and compared with those of non-haulage-related accidents. This study was part of the U.S. Bureau of Mines program to improve mining haulage safety. Data were obtained through the U.S. Bureau of Mines Accident Data Analysis (ADA) program. The chi-square test was used to compare frequencies of haulage-related and non-haulage-related accidents for each of the following variables: degree of injury, age, total number of years of mining experience, and shift time. Significance was determined for degree of injury between haulage-related and non-haulage-related accidents. Age of injured did not vary significantly between haulage-related and non-haulage-related accidents, but total number of years of mining experience was found to be significant. Shift time for the accident proved to vary significantly between haulage-and non-haulage-related accidents. Events causing injury for haulage-related accidents were tabulated, and the most frequent determinants of haulage-related accidents were identified. Accident descriptions for both fatalities and permanent disabilities were studied, and the primary causes of these accidents were identified. These findings suggest that haulage-related jobs are among the most dangerous when considering accidents experienced by all workers in the metal and nonmetal surface mining work force.

The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70's and 80's on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

This report describes development of the fusion-leach crystallization precipitation process for producing a hafnium content feed material for hafnium-zirconium separation plants. Mixtures of zircon, potassium silicofluoride, and potassium carbonate (or potassium chloride) were fused to prepare soluble potassium zirconium hexafluoride-potassium hafnium hexafluoride salts. High extraction of these salts was obtained by countercurrent leaching the fused material in dilute hydrofluoric acid. About one-half of the hafnium was recovered in hafnium-enriched mother liquor by cooling clarified lead: liquor to crystallize most of the zirconium salt. Additional hafnium was recovered from the primary crystals in a multiple dissolution-recrystallization step. Hafnium-enriched oxides having a hafnium-zirconium ratio of more than three times that of zircon were precipitated from the combined mother liquors. The hafnium and zirconium recoveries in the precipitate were 83 and 24 percent, respectively. About 71 percent of the zirconium and the remainder of the hafnium were recovered in potassium zirconium hexafluoride crystals of low-hafnium content.
