Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining and crushing methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations may ensue. Design plans and detailed cost estimates of mining and treating ore from Maggie Canyon deposit by two alternative methods which can be used in the event of a sudden need to exploit this resource are given . Lower costs are estimated for the operation employing oil - emulsion flotation . The total capital investment required for this operation is estimated at $ 11,750,000 . Assuming an 85 percent recovery in mining , 55.6 pct of the manganese in the ore reserve would report in 153,333 tons of ferromanganese containing 75 pct manganese . The production cost for the 5 - year operation would be about $ 245 per ton of ferromanganese . The total annual operating cost would be approximately $ 7.5 million , distributed , in pct , as follows : Mining 11.9 , milling 24.4 , sintering 9.9 , smelting 47.2 , hauling ore and sinter 2.8 , and general offices 3.8 . Recovery and costs are both higher for the operation employing dithionate leaching . In this operation the required investment is about $ 17,220,000 . Manganese recovery would be 67.6 pct in 186,160 tons of ferromanganese . Production cost would be about $ 284 per ton of ferromanganese . The total annual operating cost would be about $ 10,575,000 , distributed , in pct , as follows : Mining 8.4 , milling 44.4 , sintering 7.4 , smelting 34.7 , hauling ore and sinter 1.3 , and general offices 3.8 . Potential process modifications might reduce the operating cost of the first operation by as much as 7 pct and that of the second operation by as much as 9.5 pct , but exploitation of the deposit by the techniques studied is not economical today .

Poroplastic membranes containing ion exchange liquids were studied for separating cobalt from nickel-containing solutions similar to ammoniacal laterite leaches. The driving force for cobalt transport was differences in pH and composition between the leach and extraction streams. Using a diketone ion exchange liquid, a leach pH of 6.5 to 7.0, and a strip pH of 2.3, cobalt was extracted from a 750 ppm solution containing 2500 ppm of nickel at rates ranging from 1 to 10 µg/cm2 .min in single membrane cells, and from 10 to 100 in more closely spaced multiple membrane cells. Rates were variable, with evidence that cross -membrane flow pasterns were a key factor; a reproducible rate of 30 pg/cm .min would be economically viable. Loss of transport observed after several days of continuous operation was restored by flushing membranes with fresh ion exchange liquid. A major effort was devoted to preparation of thin, leak-free membranes; the resulting membranes endured operating conditions without mechanical failure.

Shuttle cars have undeniably proved their worth as a means of transporting coal underground; however, several factors have arisen in connection with their possible improvement. This report .discusses the effect of shuttle cars that employ rough-tread and smooth-tread tires on mine roadbed, the amount of dust thrown into suspension by the use of such tire treads, and the service rendered by each type of tire. Involved, also, in this study are observations on the use of different amounts of calcium chloride on the haulageways.

India is one of the fortunate countries that has substantial reserves of many raw materials for producing steel; however, for historical and economic reasons these resources have not been aggressively developed until recently. Production of steel on an industrial scale started in 1912, but annual output was below 1 million tons3 in 1938 and about 1,500,000 tons in 1951. Expansion of the steel industry became one of the objectives of India's economic planning after independence in 1947. The Planning Com¬mission's 1951 report emphasized the importance of steel production, but financial obstacles, emphasis on river valley projects, and priority for increased food production in the First 5-Year Plan (1951-56) did not permit large-scale expansion of steel capacity. The 1956 planned target for crude steel, only 1,650,000 tons, was actually exceeded by production of 1,737,900 tons. In the Second 5-Year Plan (1956-61), however, construction of steel plants received a high priority. Currently three new steel plants, each with an annual capacity of approximately 1 million tons of steel, are nearing completion in Rourkela, Dorgapur, and Bhilai. Simultaneously, the two privately owned steel plants and the small State-owned plant in Mysore have been enlarged and modernized. As a result, India's crude steel capacity will be about 6 million tons in 1961, almost evenly divided between Government-owned and privately owned plants. Actual production in 1960 totaled 3,254,000 tons compared with 2,434,000 tons in 1959. Assuming that the population will be 430 million and that capacity production will be achieved, the 1961 per capita steel output will be only 31 pounds compared with 200 pounds for Japan in 1959. Some Indian experts feel that development of steel-consuming industries merits greater emphasis in the Third 5-Year Plan (1961-66) than expanding existing steel-producing facilities. Nonetheless, the Third 5-Year Plan calls for a 10 million ton annual capacity by 1966 to be achieved by expanding the Government-owned plants in Bhilai, Durgapur, and Mysore, and by establishing a new integrated Government plant in Bokaro, in the State of Bihar.

A power supply to operate fluorescent or mercury vapor lamps from 300 volt dc coal mine trolley wires has been developed for the Bureau of Mines. A high frequency regulated inverter unit incorporates ballasts for a mix of lamp loads up to 650 watts. For 600 volt trolley systems an additional power converter unit was developed to step down the dc voltage to 300 volts for the inverter unit. Both units have operated in a working coal mine for over 12 months without need for servicing. The lamp load in these tests included two 100 watt mercury vapor head lamps and six 75 watt fluorescent lamps.

Data on the occident experience of the pebble-phosphate industry in Florida for 1937 and 1938 are combined in this report with statistics for the 7-year period 1930-36, inclusive, which were published in Information Circulars 69174/ and 69685/. The periodic publication of such data enables the pebble-phosphate industry, as well as other industries, to consider relative hazards, compare experience, and thereby help to prevent accidents. "The recovery or partial recovery of the oil remaining in oil sands after the usual methods of production have become unprofitable is perhaps the greatest problem in the petroleum industry today. The amount of this oil remaining in the sand is variously estimated by those familiar with the subject to be 25 to 90 per cent of the original content.2Lewis3 states, ""The estimate of 80 to 90 per cent of the oil left underground does not seem incredible.""It is estimated by the writer that approximately 91 per cent of the oil originally held in the Elliott pool, was still in the formation on January 1, 1924, and that it would take at least 12 years, at the 1923 rate of production, to further reduce this quantity by one per cent of the original content.The progress made in the oil industry during the past few years relative to the prevention of evaporation losses; to improvement in cracking processes, whereby the gasoline yield from many crudes has been doubled and trebled; to the increased recovery of gasoline from natural gas; and many other developments, remarkable as they are, can be applied only to that comparatively small portion of petroleum products which are raised to the surface. A device or process which would cut development costs to one-half would probably result in a much smaller profit to the oil industry, than the profit derived from an additional 10 per cent recovery of the total amount of oil in a pool. Various methods have been used and many others proposed, for the increase of oil recovery from normally depleted sands.In France, oil sands are being mined by means of shafts and galleries. In other places, notably the Bradford, Pennsylvania field, the yield has been increased by means of water flooding, wherein water is introduced into the sand to displace oil, and drive it to producing wells."

A study of the combustion emission products of rigid ventilation ducting was completed by the U.S. Bureau of Mines. The ducting was composed of fiberglass-reinforced polyester resin. Four properties of the ducting were evaluated: (1) propensity to ignite, (2) smoke characteristics, (3) gas emissions, and (4) heat release. Particle sizes, obscuration, optical densities, and production constants for gas and smoke were also calculated. These results provide comprehensive data about the emission products, detectability, and relative hazards of fiberglass-reinforced plastic ducting and other mine combustibles under realistic fire conditions.

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

The development and industry adaptation of advanced technologies have led to many important uses for bismuth and its compounds. Bismuth-base alloys are essential for manufacturing jet engine turbine blades, lenses, and various safety devices, such as fire-protection sprinklers. The addition of bismuth to iron, steel, and aluminum imparts properties to these metals that makes them useful in diversified applications. Bismuth is also used widely in medicine, pigments, and electronics. The United States relies heavily upon imports from South America and Europe to meet its demand for bismuth, which is recovered chiefly as a byproduct of lead processing.

This p aver is the second of a series recording the results of tests made at various quarries throughout the United States to determine, (1) the relation between the size gradation of feed to, and product from, primary crushers; (2) the particle shape of crushed product; (3) the differences in gradation and particle shape produced by different types of primary crushers; and (4) the differences in gradation and particle shape caused by crushing different kinds of stone. Primary crushing has received comparatively little attention in the technical literature in spite of the fact that the design of the whole crushing plant should be correlated to the performance of the primary crusher.

This report summarizes all relevant findings and conclusions regarding capabillty of high-energy projectile impact to operate effectively in an open pit mining environment and to successfully handle secondary breakage and bench scaling problems. A silenced, aimable, mobile projectile launcher was designed and fabricated, utilizing a Government-furnished smooth-bore, 90 mm cannon. The silenced launcher was tested at the contractor's test site prior to shipment to ANAMAX Mining Company's Twin Buttes Mine near Tucson, Arizona. Demonstration tests were conducted at an inactive waste dump in the mine on 39 oversize boulders to determine the relationship between boulder size and projectile energy required for secondary breakage. The high energy projectile impact method (known by the acronym REAM -Rapid Excavation and Mining) was tested on an additional 23 boulders in the working mine and on 31 areas of potentially loose rock high on the pit walls. Most of the secondary breakage tests were successful and acceptable for open-pit mining purposes without producing large amounts of fly rock. Five of the 31 scaling tests were successful with one shot, but most of the remainder required two or more shots, and a few could not be dislodged because they were not as loose as they appeared to be, based on visual examination from a distance. Cost comparisons between the REAM method and conventional methods of secondary breakage and bench scaling are discussed. A film documentary, REAM--Mining Applications of High Energy Projectile Impact, has been produced by the contractor depicting the applications of the silenced cannon.

Large structural faults create serious ground control hazards, as well as adversely affect coal mineproduction. Two faults related to the Pine Mountain overthrust sheet in Buchanan County, VA, were investigated by the U.S. Bureau of Mines to determine their effect on ground control and to develop recognition criteria for prediction. Five underground mines encountering these faults were visited and mapped for structural information. This information, along with surface mapping, indicated that Pistol Gap and Keen Mountain Faults show right-lateral, strike-slip faulting and bedding planes slippage, which can be projected linearly and vertically. These fault zones are up to 200 ft wide, with coalbed offsets up to 18 ft vertically, coalbed swags (depressions) up to 15 ft, and roof falls up to 20 ft high. Recognition criteria include bedding plane slips, coalbed offsets, fault gouge, coalbed swag (depressions or synclines), and disturbed bedding. These recognition criteria will help an informed operator realize that many sudden coalbed discontinuities are related to larger geologic events (in this case thrust faulting) and can be projected linearly and vertically. Ground control strategies include mine designs that minimize fault exposure. Mining plans can be adjusted based on type and extent of fault movement.

This paper is one of a series covering mineral resources of the Nation . It describes briefly most of the known manganese deposits of eastern Arizona , which for the purpose of this report includes the counties of Navajo , Apache , Gila, Graham, Greenlee , Pinal , Pima , Santa Cruz , and Cochise . With few exceptions , these descriptions are the result of field examinations by the writers . Work on this paper was begun in May 1956 , and in the following 18 months 151 deposits were examined . The distribution of the deposits by counties is as follows : 1 in Navajo , and 1 in Apache , 37 in Gila , 4 in Graham, 13 in Greenlee , 25 in Pinal , 13 in Pima , 12 in Santa Cruz , and 45 in Cochise . In surveyed areas the locations of the deposits are described by section , township , and range and in unsurveyed areas , by approximate projections of these subdivisions . The township and range numbers refer to the Gila and Salt River base and meridian . The history, production, ownership , geologic setting , and mining methods used are discussed for most of the deposits that were visited . Probably , some occurrences have been overlooked , but all of the principal ones have been examined . Ore dressing studies were made of typical ores from several of the larger districts . The work was performed in the laboratory of the Bureau of Mines Tucson Metallurgy Research Laboratory . The results of these studies are given with the descriptions of the deposits from which the samples were taken .

The geology, mining, beneficiating, types of products, and costs in terms of percent of total costs and of labor, power, and supplies of two crushed-limestone operations in Madison County, Iowa, are described in this paper. The operations are basically similar, differing in refinements in mining, product types, and markets. The operations are comparable as to personnel and as to weighted costs in terms of percent of total costs and in terms of man-hours, power, and sup-plies. The waste-to-stone stripping ratio is 1 to 0.8 at both operations, the powder factor is 0.29 pound of explosives per ton of stone, and daily production is 95 tons per man-shift. Both companies use crawler-mounted diesel shovels for loading, truck transportation, wagon drills, and dry screening.

This Bureau of Mines report presents results of a detailed study of water usage in the Wyoming mineral industry along with projections for the future In 1964, the mineral industries of Wyoming used 20 billion gallons of new water, nearly all self-supplied, and reused 72 billion gallons, a total usage of 92 billion gallons. Consumption amounted to 2.8 billion gallons. About one-half of the 20 billion gallons of new water was obtained from [srface] sources and the rest from ground water. Reported costs, covering power and maintenance, for the self-supplied new water at mineral industry operations ranged from less than 1 cent to 20 cents per thousand gallons and aver-aged 8 cents. At one mineral-related operation, water was hauled by truck to supplement a well supply. The cost was $2.00 per thousand gallons delivered. However, the supplemental requirement was only 10 gpm. Cost figures for the recirculation of water, covering power and maintenance, averaged 2 cents. In terms of water usage, the value of product for the entire industry was $25 per thousand gallons of new water intake and about $180 per thousand gallons consumed. The study revealed that Wyoming has a water deficiency but that the shortage is less severe than in the arid Southwest. Projection of the water needs of the Wyoming mineral industries indicates that the demand for new water will increase from the 20 billion gallons used in 1964 to 25 billion gallons in 1980, a 25-percent increase. The projected new-water requirement for the year 2000 is 40 billion gallons, a 100-percent increase compared with the 1964 figure.

The objective of the present studies was to develop thick adherent and coherent coatings of platinum and palladium on refractory metals and other substrates of industrial and engineering importance. Existing platinum and palladium electrolytes were modified to make them suitable for the electrodeposition of thick deposits. The optimum operating conditions for these electrolytes were established. Pretreatment procedures for columbium, copper, graphite, molybdenum, nickel, stainless steel, tantalum, titanium, tungsten, vanadium, and zirconium substrates were studied. New pretreatment procedures for columbium, molybdenum, stainless steel, tantalum, tungsten, and nickel were developed. The internal stress and hardness of selected electrodeposits were measured. The effects of heat treatment upon the properties of electrodeposits were studied.

This Bureau of Mines report presents a method of standardizing forecasts of mineral consumption that attempts to resolve the problems caused by the use of different data bases, different definitions of minerals consumption, and different base years for making projections. Using this method, forecasts of U.S. and world mineral consumption, in the year 2000, for nine commodities (aluminum, chromium, cobalt, copper, manganese, nickel, tin, tungsten, and zinc) are standardized and compared. Also selected forecasts or associated growth rates are used to generate implied values of consumption for 1980-83, which are then compared to actual values of consumption for 1980-83. The economic growth predictions underlying the forecasts are examined, and some general conclusions are drawn. A description of each methodology used to generate these forecasts is given in an appendix.
