This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. In 1990, the Bureau of Mines conducted a mineral resource investigation of the 12.321 acre Black Warrior study area, one of several proposed additions to the Sawtooth Wilderness. No identified mineral resources were delineated. There were 123 lode and placer claims in or adjacent to the study area. There is a known hot spring adjacent to the study area, but presently no geothermal leases are pending. Lode mines in pr adjacent to the Black Warrior study area have produced 4,022 tons of ore from which 1,981 oz of gold and 811 oz of silver were recovered. None of the vines are currently active. During the field study 125 rock samples were taken. Significant gold assays and favorable geologic characteristics at seven properties indicate that gold occurrences and resources with byproduct metals may exist in the study area. Two other sites yielded anomalous gold assays; however, sage favorable geologic characteristics are lacking. Presently, identified gold resources are being delineated by drilling programs in the nearby Atlanta and Rocky Bar mining districts. These districts have geologic characteristics similar to the Black Warrior area. During the field study 22 placer samples were taken. In most places where an anomalous concentration of gold was found, the stream channels are too narrow for operations other than recreational suction dredges. However. One area is estimated to contain over 2 million yd3 of gold-bearing gravels.

The metallurgical laboratory data developed in this study indicate an improved electrowinning process for producing higher purity cerium ingot. A typical sample of the Reno electrocerium contains 99.9 weight-percent cerium and the following impurities: Total other rare-earth elements, less than 0.04 percent; iron not detected; silicon and aluminum, less than 0.02 percent each; calcium plus magnesium, less than 0.01 percent; carbon, 0.01 percent; oxygen, 0.002 percent; hydrogen, 0.0003 percent; and nitrogen, 0.0015 percent.

The Tri-State, or Joplin, zinc and lead mining district in south- western Missouri and adjoining, parts of Kansas and Oklahoma is one of the great mining districts of the world. It is in flat-lying or gently rolling agricultural country near industrial centers and coal, oil, and gas fields. The nearly horizontally, lying bedded rocks in which the ore bodies are found were originally limestone but are now largely chert containing minor percent- ages of dolomite and other minerals. The ore occurs in nearly vertical fis- sure zones, large and small, and in blanket (sheet-ground) deposits. The mining depth ranges from surface diggings to $50 feet. The average tenor of the ore mined, in recent years is much lower than that of ore produced in other large zinc and lead districts of the United States. Mining and mill- ing costs are low because of the shallowness of mining, amenability of ores to concentration, efficiency resulting from long experience of management and labor, and other factors. The operators comprise many small and medium-size producing companies and partnerships, as well as individuals and a few larger producers. About 7,000 men are employed in the mines and mills during normal industrial activity. The concentrates produced are sold f.o.b. the mill bins to local representatives of smelting companies at prices quoted on the Joplin market. The productive life of the district began with the discovery of lead near Joplin in 1848, but output was not large until after mining for zinc began near Granby in 1871. In most of the intervening years through 1945 the district produced more zinc than any other field, and it generally ranked third or fourth in the United States in lead production. Figures compiled from sources given later in this paper show a total output for the district from the beginning through 1945 of 20,755,020 tons of zinc concentrates and 3,334,057 tons of lead concentrates valued altogether at $1,110,058,581 in the mill bins. The output, in terms of recoverable metals, was 10,609,408 tons of zinc and 2,529,121 tons of lead, valued in all, at the average yearly market prices of the metals, at $1,691,282,419. During the 39 years (1907-1945) for which complete figures are available, the annual output of the district fluctuated from 23 to 66 percent of the total United States mine output of zinc and from 5 to 18 percent of the total lead; the averages for the period were 40 percent for zinc and 11 percent for lead. peak yearly production was attained in 1926, with an output of 423,800 tons of recoverable zinc and 102;117 tons of lead. Since that yoar the production rate has trended downward, accentuated at first by the depression in the thirties and later ameliorated somewhat under the stimulus of heavy demand and higher metal prices during World War II; the output in 1945 was 139,274 tons of recovorablo zinc and 23,556 tons of load. The above figures show the groat contribution made by the Tri-State district in the past toward the country's supplies of primary zinc and lead, cspecially zinc. However, the district's production is expected to decline both in quantity and in proportion of total United States mine output unless important discoveries are made. The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past-several years the flow of natural bas through high--pressure pipe lines.4 This report deals with that part of the study involving the design of pipe-line, systems consisting of lines laid parallel to each other. The lines are deferred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is, connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. "The more than 75 research projects funded throughout the first 10 years of the Dust Center's operation have resulted in numerous cumulative findings fulfilling the goals of the Center. These project descriptions present the methodologies and project-to-project relationships leading to their various accomplishments and demonstrate the mesh between project objectives and Center goals.To develop equipment for collecting respirable dust samples.To develop experimental methods for particle-by-particle characterization of morphology, size, and chemistry.To develop experimental methods for overall respirable dust sample characterization of size distribution, chemistry, and crystallography.The project directly addresses the Center's goals to enhance the understanding of the scientific and engineering characteristics of fine and respirable mineral particles found in mining and milling atmospheres and to establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment, and control measures) in the generation of fine particles. The project also aims to contribute to the development of control mechanisms for reducing ambient respirable dust concentrations and worker exposures.The work on this project is related to similar work on Coal Mine Dust Characterization (Project No. 2701/MN1) and Characterization of Dust Particles (Project No. 4203/PS3).Airborne dust sampling was performed at the following locations: 1) a sand and gravel quarry in Southern New Hampshire, 2) a welding facility, 3) a ceramic powder facility, 4) a metal powder facility, and 5) the air in Cambridge, Massachusetts. A portable sampling box incorporating two Sierra personal cascade impactors was designed and produced. At a 2-LPM flow rate, the effective cut-off diameters of the Sierra impactors were 10.0, 6.0, 3.5, 2.0, 0.9, and 0.5 mm, respectively, for each stage, and the air passed through a PVC filter after the last stage. In addition, the sampling box contained a total respirable dust filter. The substrates were weighed carefully before and after collection, and the weight increases were recorded. All films, foils, and filters were put in the balance chamber for more than 8 hours to stabilize the temperature and humidity before weighing. A Cash 21 microbalance (±0.001 mg) was used to weigh the Mylar films, SS films, and filters."

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. The use of fluid jets for industrial purposes has received considerable attention in recent years. The convening of The First International Symposium on Jet Cutting Technology1 in April 1972 devoted solely to this subject probably heralds the coming of age of this new science. It is interesting to note the emphasis in the conference towards the cutting of rocks, minerals, and soils, indicating the attention being devoted to excavation and mining. The use of water streams for mining of minerals is not new. It is well over a century since its first application.2 But its use in coal mining has been somewhat restricted over the years. In the past 30 years the U.S.S.R. has successfully used water for coal extraction, and these techniques have been examined in 15 countries in recent years. In the United States research on various aspects of the method has been conducted for over 15 years,3 but success stories from the Soviet Union,4 JapanS and Canada6 in the last 5 years has spurred greater enthusiasm. IIT Research Institute has done pioneering work in the 7-12 13-15 area of water jetting for rock and coal breakage. It has just completed an experimental study involving mining of coal with a 50,000-psi and 100,000-psi jet in a stripping operation14 under the sponsorhip of the U. S. Bureau of Mines (Contract No. HOll1789). As a complementary program the Bureau initiated a project to design a water-jet coal-mining machine (Contract No. H0133119). IITRI was a successful bidder on this competitive procurement.

This is a revision of a directory of coal research organizations throughout the world that was first published in 1961 as Bureau of Mines Information Circular 8008. Because of the wide acceptance of the first edition , a revision which would supply up- to - date information on coal research and which would facilitate communication among organizations of similar interest seemed important . This compilation includes the names and activities of organizations of various types -government , university , private , and industry . The areas of investigation that each organization is engaged in are indicated in broad terms : Analysis and constitution , mining and geology , preparation , briquetting , combustion , high- and low-temperature carbonization , gasification , conversion to solid and liquid fuels , and health and safety . Publications issued by and describing the work of each organization are cited ; almost all of the organizations also publish results of their investigations in the technical press . Selected technical and trade publications that publish information on the science and technology of coal and are not published directly by any of the organizations listed are cited in the pages following the list of organizations in each country . Information that would improve coverage and accuracy of the next revision of the publication will be welcomed by the Bureau of Mines .

This same phonomonon of diffraction may be transposed into the X-ray domain. All that is necessary is to reduco, in the samo proportion, the wavo length of the light and the diameter of the particlo; thus, with radi- ations whose wave length is of the ordog of angstroms, the dimensions of the active particles go from 10 to 100 A that 18, the dimensions of col- loidal particlos. The evidence of this fact is shown by the following experimental schomo (fig. 1a): A narrow beam of X-rays passes through a thin layer of a modium containing micelles; the photographic film is placed a few centimeters behind the sample, and a small absorbing screen stops the direct beam in order to prevent its fogging the film. The intersect of the direct beam is surrounded by a narrow spot whose blackness decreases with the distance from the center. We will call this the spot of central diffusion (fig. 1b). The phenomenon, in spite of its relatively reat intensity, has been observed only by a few authors, who have simply given a qualitative description without attempting any quantitative de- ductions. This is due to the fact that observation of this phenonenon is not possible with the apparatus generally used to obtain X-ray diagrams, because the parasite foggings in the vicinity of the incident beam are sufficiently important to hide those produced by the sample. With the monochromator, however, used by us to obtain Debye-Sherer diagrams, this parasitic diffusion can be totally suppressed. In this way our attention was again directed to the spot of central diffraction, and we were led to make a detailed quaititative study of it.. then several papers have been published on this subject. Hosemann, using methods of calculation outlined by us, has extended them to the special case of fibrous substances, Kratky, on the other hand, starts from an entirely different theoretical point of view; ho examines the case, not of scattered particles, but of closely packed particles. 6ince We will now describe the experimental methods, summarize the calcu- lations needed in the elaboration of diagrams, and finally review the first results obtained in the vast domain of these new physical-chomical studies.

The U.S. Bureau of Mines is investigating ways of enhancing the high-temperature softening-melting (HTSM) properties of domestic taconite pellets. These properties, which are important for determining the performance of pellets in blast furnaces, include pellet bed contraction, pressure drop, S-value (area under the pressure-temperature curve), and softening and metal-slag drainout temperatures. Experiments showed that HTSM properties were related to the physiochemical properties (fired strengths and reducibilities) of pellets containing different levels of limestone and dolomite flux. Flux additions resulted in slightly lower green and fired pellet strengths, but improved metallurgical properties, such as reducibility. The influence of reduction conditions on HTSM properties was evaluated by varying the pellet metallization starting temperature and the carbon monoxide content of the CO-N2 gas mixture. HTSM property change was more sensitive to flux addition levels when metallization was initiated at 1,100° C with 20 pct CO in the gas stream. The S-value and the metal-slag drainout temperature were found to be the best criteria for characterizing HTSM properties. The optimum flux addition level was about 8 pct (4 pct dolomite, 4 pct limestone) or a basicity of about 1. At higher flux levels, a higher metal-slag drainout temperature was obtained.

WHEN the Bureau of Mines initiated the program of large-scale research and development in the field of synthetic liquid fuels authorized in the Synthetic Liquid Fuels Act of April 5, 1044, the Coal Preparation Section was assigned the task of obtaining data on the preparation characteristics of the coal in large reserves that might be adaptable to use in this new industry. It is natural that, as the rapidly developing general research program brought about new concepts of raw-material quality, preferred geographical location, and the like, the orientation of coal-preparation investigations should have undergone some change. The first major assignment was the sampling and testing of a series of typical American coals deemed to he suitable for hydrogenation based on early research work conducted by the Bureau of Mines. This first series of tests has been completed and is reported in this paper.

"INTRODUCTION When permissible explosives are used in c procedure recommended by the Bureau of Mines 5/ they are relatively safe, and, no mine explosions are known to have resulted from this type of blasting. However, unsafe blasting practices - the use of nonpermissible explosives or the improper use of permissible explosives - have caused many serious disasters. In fact, such unsafe practices constitute the third most important cause (exceeded only by electricity and the use of open lights and smoking) of coal-mine explosions in the United States. During 1929-1947, inclusive, 81 explosions, resulting in 475 fatalities, were ascribed to unsafe blasting. 6/The hazards of black powder, dynamite, and other nonpermissible explosives in coal mines have been recognized for many years, and attention has been called to this in numerous Bureau of Mines publications. Not only can these explosives ignite flammable gas-air mixtures readily, but they can also ignite coal dust, as has been illustrated repeatedly in tests and at educational public demonstrations at Bruceton and elsewhere. 7/Research in the Experimental coal mine 8/ of the Bureau of Mines at Bruceton, Pa., and unfortunate experience in commercial mines have proved beyond doubt that improper use of explosives that have passed the official permissibility tests can cause as explosions. In limited tests with a fey American permissibles at Bruceton, and in more, extensive tests with permitted explosives at the Polish experiment station, 9/ explosive charges were fired from steel cannon and freely suspended in coal-dust clouds. In these experiments coal dust was ignited under some conditions. However, it has never been definitely established whether permissible explosives can initiate coal-dust explosions when fired in a coal seam. It is true that a few mine explosions were strongly suspected to have resulted from ignition of coal dust by misuse of permissibles, but in each case other complicating factors introduced some doubt in the minds of the investigators. Full knowledge of the problem is important, because coal dust is present in most blasting operations in coal."

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

A two-dimensional finite element program has been modified and extended to account for some of the rock mechanics complexities associated with single entry development of longwall coal mine panels. Program capability includes arbitrary assignment of element properties without regard to element ordering, anisotropic elastic, plastic and brittle rock properties that may be time dependent (aging), arbitrary mining sequences and provision for the effects of artificial support on the adjacent strata. Failure is according to an extended von Mises criterion that may be linear or quadratic in form; flow rules are obtained from the yield function taken as the plastic potential, but brittle behavior is treated as a discontinuous process of material properties change with deformation. In either case the extent of failure is calculated from the external boundary conditions. Application of the program to essentially two-dimensional problems resulted in lose agreement between calculated displacements and field measurements in the double entry system. Bleeder entries were stable in one locality and not in another. Artificial support had little influence on stability.

In 1988, the aggregate value of total world international export trade in mineral commodities was estimated at nearly $542 billion in current (1988) dollars, which was about 8.6% above the 1987 level, but still 23.7% below the record high set in 1980. Comparable comprehensive data for 1989 were not available in time for inclusion in this chapter, but 1989 returns for developed market economy countries only were 1 1.8% above those for 1988. These countries accounted for about 50% of the total mineral commodity export trade in 1988. It would be unsound to utilize the overall 11.8% growth rate for mineral commodity export trade for these countries to extrapolate the growth in total world mineral commodity trade because these developed market economy countries account for substantially different shares of the five major mineral commodity groups listed in table 2. Specifically, developed market economy countries in 1988 accounted for 56% of world export of ore, concentrate, and scrap, 74.7% of world exports of iron and steel, 71.7% of world exports of nonferrous metals, and 57.8% of all exports of crude nonmetals, but only 26.6% of world exports of mineral fuels. Moreover, even within each of these groups, the actual product mix included in developed market economy country aggregates differ from that in developing market economy country aggregates and in centrally planned economy country aggregates. Nonetheless, an increase of 9% to 12% in the value of world mineral commodity export trade seems indicated by available returns.

The technical feasibility of gasifying powdered, noncoking, low-rank coal with steam in an externally heated tube has been demonstrated. The tube, 112 ft. of alloy-steel tubing shaped into a helix, served as an electrical conductor of electricity used for heating. The effects of the following variables were studied: Residence time of coal in reactor, average reaction temperature, steam concentration, and rank or geologic age of coal. Reaction pressure was maintained in the range 19-26 p.s.i.a. High carbon conversions and large yields of synthesis gas were obtained with low-rank coal. In one test, for example, about 88 pct. of the carbon in a subbituminous C coal was gasified at 1,910* F. with a residence time of 1 sec. The gas contained 58 pct. H2, 19 COD 15 CO, and 3 CH4; the yield was 30 cu. ft. (at 32' F. and 14.7 p.s.i.) of synthesis gas (CO + H2) per pound of dry coal.

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. E. 2474, which came into force on September 1, 1921, its purpose being to suspend the

During an underground mine fire, the importance of controlling the spread of smoke and toxic gases with suitable ventilation structures has been proven. However, under certain conditions, control of the propagation of the fire itself may be even more critical in insuring a safe mine evacuation. Fire doors offer the means for accomplishing both objectives. In 1978, the Bureau of Mines initiated research to evaluate the state of fire-door technology and develop and test a fire door suitable for large openings (10 by 12 ft or larger) in noncoal underground mines. This report discusses current fire-door technology in the context of the underground mine environment and the design, fabrication, lab testing, and in-mine field testing of a mineworthy fire door. This door has a 1.5-h fire resistance rating and limits temperature rise across the door to 2500 F during the first 30 min of fire exposure.
