This document is a proposed program plan for mining environmental research to be conducted by the U.S. Bureau of Mines in support of industrial oil shale mining and processing. This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. This report documents the mid funding level program plan.

This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB). Shovel/trucks, front-end loaders trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRB truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation), result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

A portable optical instrument for performing multispot laser vibrometry is described. The instrument is capable of measuring arrival times, surface motion frequency, and surface velocity and displaying these quantities in various useful ways. Sigma Research is currently pursuing the development of such optical measuring systems for the evaluation of structures in rock by non-contact interferometry methods. This work was sponsored by the U.S. Department of Interior (U.S. Bureau of Mines) under a Small Business Innovation Research (SBIR) contract number J0145075. The goal of the work was to develop a portable tripod mounted measuring system which can be set up at arbitrary distances (up to 30 meters) from a surface and project four in-line laser sample beams on this surface. A light receiving telescope gathers the scattered light from these four spots and provisions are made to mix this light with a reference beam from the laser. Four photodiodes are employed to determine the resultant interference signals which characterize the motion (particle velocity, frequency, amplitude) of the four illuminated spots on the surface under sudy. Information of this type can then be used to characterize the elastic or mechanical properties of the surface in question. In some cases (if more than four spots are involved) this surface information could be back propagated to draw inferences about the internal state of the material volume bounded by this surface.

This work, conducted under Bureau of Mines contract, deals with the development of a computer graphics software package that will: 1. display mine ventilation schematics and other representative Illustrations for a real-time data acquisition system under development by the Bureau, and, 2. utilize the Bureau-owned Minefire and Ventilation Code for display of ventilation on and contamination predictions. The software package has been written try operate on a 64K, Z-80 based microprocessor-computer. The project has been divided into two phases. The first phase dealt with the development of the graphics software The sec rind phase dealt with the retrofit of the Minefire and Ventilation Code to the Z-80 microprocessor-computer.

Quickly and cheaply consolidate underground slimes to facilitate their use as backfill and permit their easy handling for other reasons. Approach: The slurry containing slimes is pumped into active stopes and electrokinetically dewatered to provide consolidated back fill. How It Works: To densify slimes electro-kinetically two electrodes are placed in the material to be dewatered and densified. Typically, the electrodes are pieces of wire mesh fencing. One is placed on the bottom, and the other is suspended in the slurry near the surface. Figure 1 is a simplified section of a test. A d-c voltage of 100 to 400 volts is applied across the slurry. This causes the solid particles which are in suspension in the water (usually these are negatively charged) to migrate toward the anode; simultaneously, the water moves toward the cathode. Water immediately adjacent to the negatively charged solid particle surfaces contains an excess of dissolved positive ions. This report summarizes the incidents that preceded the December 9, 1970, propane-air explosion in Port Hudson, Mo., and then attempts to establish the nature of the explosion from the ensuing events. Special emphasis is given to possible ignition sources, the distribution of flammable vapors, and the analysis of blast damage. Both near-and far-field damage indicated that this explosion may be attributed to the detonation of propane in air with an energy release equivalent to that from about 50 tons of detonating TNT.

The Bureau of Mines investigated the application of a diffusion model to sintering rate data developed for lithium titanium ferrite. The data were obtained by sintering pressed pellets under identical conditions for various times up to 11 hours. Stereological measurements were made on polished sections, and sintering rates were calculated. A model for intermediate stage sintering was fitted to the stereological data. This procedure produced a method by which these type data could be used to study the relative importance of volume and grain-boundary diffusion under a variety of sintering conditions.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

[Subbituminous coal or lignite when stored in random piles or in ordinary bins in which the temperature fluctuates and air circulates quickly undergoes objectionable physical and chemical changes, which decrease the utilization value of the fuel and increase its tendency to ignite spontaneously. Slacking takes place, and the heating value decreases. These changes are accelerated by fluctuations of temperature and by circulation of air through the storage space. When such coals are exposed to the weather they lose moisture rapidly. If evaporation from the surface of a lump proceeds at a faster rate than that at which it is replaced by moisture from the interior, the rate of shrinkage at the surface is greater than that at the interior; consequently, stresses are generated at the surface which cause the coal to disintegrate. Likewise, when moisture is absorbed by the air-dried surface the outside layers expand at a faster rate than the interior, which results in further break-down. As these cycles are repeated the lump may disintegrate completely. Therefore, successful storage of low-rank coals depends on control of the factors that influence change of moisture.]

The objective of this study was to categorize mining operations in the stone, and sand and gravel industries into areas of similar ground control functions and define initial factors affecting operational safety in each area, by means of utilizing publicly available data, telephone interviews and on site observations. The findings and recommendations presented in this report are based on the information collected during the two phases of the project. They also contain, in part, the collective qualitative opinion of the operators with respect to government rules and regulations on ground control safety and the implementation of these rules and regulations by government inspectors.

This report describes the Foster-Miller program that designed, developed, built and tested an automatic, remote control mine car coupler. This new coupler gives the motorman the capability to selectively couple and uncouple cars from the locomotive, to transmit braking intelligence to the coupled car s and to determine if the trip is intact. Hazards due to derailment and runaway cars will be reduced as the brakes are automatically applied in any uncoupled car. Laboratory tests described herein have been completed on the coupler set. Applications include, but are not limited to, the unit train system.

In 1985 at the request of the Bureau of Land Management, personnel from the U.S. Bureau of Mines examined a 27,680-acre portion of the 30,420-acre King Hill Creek Wilderness Study Area (10-19-2) in order to evaluate the mineral resources. The study area, in southwestern Idaho, is underlain by Tertiary tuffs and basalt. There are no known mining claims or prospects in the study area, and no mineral resources were identified. The Volcano mining district is immediately north, but mines there are in granitic rock which does not crop out in the study area. Oil and gas leases were offered for land in the southern part of the area, but no applications were filed, and the lease offering was withdrawn (1985). INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the King Hill Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

A mineral survey of the 23,760-acre Abert Rim Wilderness Study Area (OR-1-101) was conducted by the U.S. Bureau of Mines in 1986 at the request of the Bureau of land Management in order to evaluate its identified mineral resources. The study area is located in south-central Oregon, 26 mi north-northeast of Lakeview, OR. Federal and Lake County mining records indicate no mining claims, geothermal leases, or oil and gas leases within the study area as of January 1, 1987. No economic concentrations of minerals were found in the study area. The Wilderness Study Area is dominated by Abert Rim, a north-trending Basin and Range fault scarp that parallels the study area's western boundary. Exposed on the scarp is an approximately 2,000-ft-thick volcanic sequence consisting of Oligocene-Miocene basalts, tuffs, and tuffaceous sedimentary rocks.

Reduce the number of accidents in which large mining trucks crush objects that were not visible to the driver. Approach Improved rear view mirrors, light-bending plastic lenses, and a closed circuit TV, are combined in a rugged system that allows the driver to see almost all areas around a large raining truck. How It Works Improved mirrors, used in place of ordinary left and right rear view mirrors, give wider angle viewing. Fresnel lenses, two mounted on the front edge of the hood and another one mounted above the right front fender, show objects close to the front and right side of the truck. A rugged closed circuit TV camera mounted above the rear axle reveals objects behind the truck. See diagrams showing reduction of blind area around a 150-ton mining truck. The improved mirrors for rear viewing are approximately rectangular. The left rear view mirror has a flat reflecting surface 10 inches wide by 20 inches high. The right rear view mirror is curved to give wider viewing angles, both from left to right and up and down. This mirror is 12 inches wide by 16 inches high. This Bureau of Mines report describes a tunnel stress relaxation gage (TSR) developed to measure initial radial displacement around full-sized underground openings. The TSR technique was shown to be a valid concept in previous field verification tests. Sensitivity has been improved by employing a titanium alloy cantilever in the transducer head, which also permits a deeper sensor location. Use of improved fabrication methods such as stainless steel bellows and sputtering techniques and use of an environmental chamber for testing greatly increased overall reliability. A miniature data acquisition system (DAS) was interfaced directly to the transducer for increased versatility and containment entirely within a borehole. The present TSR system is suitable for use around full-size underground excavations, particularly machine-bored openings. Field evaluation of the improved instrumentation verified the design goals.

Increased mechanization .of coal mines has emphasized the need for study of actual power requirements of the various machines employed in the production of coal and losses in the distribution of power to these machines. These studies are being made in order that hazards, excessive use of power, and high maintenance cost of equipment resulting from these losses may be analyzed and eliminated where possible. Research on the use of electric power in-coal mines was suggested by the Advisory Committee of the Bureau of Mines in 1937, and it was decided to begin with a study of individual machines of various types under operating conditions in modern coal mines. The transmission of power, particularly line losses and inadequate return circuits, should be a part of the investigation. This report presents some of the data of an initial study in commercial mines. ACKNOWLEDGMENTS The superintendents, engineers, and other officials of the two mines studied cooperated fully and aided in setting up and transporting the test equipment, giving such information as was requested.

This report summarizes the results of a nationwide investigation completed in 1964 to determine the nonferrous base metal ore reserves and potential sources of ore and to evaluate criteria for their ultimate exploitation. Engineers of the Bureau of Mines contacted mining company officials, reviewed reports and Government records, and where necessary made personal appraisals in arriving at the results. The estimates are presented by metals in ores in geographic regions and include some of the problems affecting the reserves and potential sources. The recoverable metal in the measured ore category and in the total ore reserves was estimated as follows: [ ] At the 1963 rate of domestic mine production these total reserves would be adequate to provide copper for 62 years, lead for 121 years, and zinc for 42 years. Data also are given for gold, silver, and other coproducts. Reserve estimates greatly exceed those of previous investigations; some prior estimates of copper reserves are included for comparison (table 23). Projections of requirements for base metals indicated the United States will need approximately 45 percent more copper in 1970 and 110 percent more by 1980 than was consumed in 1960; similar projections for lead indicate increases of 20 percent by 1970 and 45 percent by 1980; zinc projections are 40 percent more by 1970 and 90 percent by 1980. Much of the production of gold and silver is a coproduct of base metals recovery and the projected need for the precious metals exceeds all the United States can produce. Some problems of the industry are mentioned. A graphic evaluation of the economic availability of the reserve and potential sources is shown.
