The subject of the present paper will be combustion of fuel and as the combustion of fuel requires a certain amouut of air to effect combustion the question might be asked what is air?Air is composed, we will say, principally of two gases, oxygen and, nitrogen, but our business is with the former gas, and its leading feature as a supporter' of combustion. In point of fact no fire will burn without its presence, nor can animal life be sustained when this gas ls absent, because it is the life-sustaining element. For example, if we take a piece of charcoal, which is pure carbon, and burn it in the open air combustion takes place in the union of the carbon of the charcoal with the oxygen of the air, forming the compound known as carbonic acid (0.0.)The rust we see on iron and other metals is a kind of slow combustion, which is termed oxydation. When oxygen unites with any other element heat is given off in the process, and it may be here stated that the most intense heat is produced, by burning the two gases-oxygen and hydrogen in precisely the same proportions as that forming water.

Optimising a mining or a quarrying operation about the overall cost is quite a challenge as there never is a situation where we have exactly the same conditions regarding rock properties, explosives' performance, mining equipment or evironmental restrictions. The amount of endless influencing parameters and variables make the evaluation process difficult. The enormous progress we have seen during the recent two decades in computing has however significantly increased our ability to evaluate and process the information gathered, and refine our existing prediction models. Refined models demand an increasing volume of good quality information to show reliable conformity with reality. There is a great need for co-operative work in the mining and quarrying society if we shall be able to screen all available data, systematically find the key-parameters influencing the results and to build robust scientific models. No organisations today have all the skilled people needed or can afford to hire the necessary specialists in all the overlapping branches. This paper highlights some on-going work where the Dyno Explosives Group is adding some new pieces to the giant jigsaw puzzle representing the ultimate model of the mining and quarrying operations we all of this society would like to see completed.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

The term "joint venture" lacks any precise legal definition but is typically used to denote a form of legal relationship which is neither a partnership nor a corporation. Nbst joint ventures are contractual relationships which provide for the sharing of mining leases and production facilities and for the sharing of costs, but which enable each joint venturer to carry on his own separate business. The rationale for such relationships is that each participant: retains independent taxation status may independently grant direct security over his interest in the project assets for financing purposes Bankers prefer to lend to incorporated joint ventures (i.e. corporations in which all of the joint venturers are shareholders) but will lend to individual joint venturers provided the joint venture agreement does not imperil their security; i.e. provided there is a "bankable" joint venture. The carpeting objectives of joint venturers and their bankers may be reconciled and unnecessary conflict avoided by the timely inclusion of appropriate provisions in the joint venture agreement before financing negotiations commence.

In this paper is given a general description of the Black Star copper orebody, its relation to the lead orebodies and the controlling factors in the mineralisation.Copper ore, in the form of chalcopyrite, was first noted at Mount Isa in 1930 during the surface drilling campaign to prove the downward continuation of the silver-Iead-zinc orebodies.Details of the occurrence are set out in table 1.Other sub-commercial widths were also disclosed and examination of these occurrences showed that commercial mineralisation could not be expected within 800 ft. of the surface. It was therefore decided that further exploration was not warranted until underground workings had advanced to this horizon.Detailed surface mapping showed two small outcrops of the host rock of the copper orebody. One occurrence, 50 ft. x 75 ft., was of quartz, with leaching suggesting former dolomite. Another outcrop, further north and west of silicified shale, with low grade oxidised copper, has recently been found. Increasingly, consideration is being given to the nominal `outcomes' of degree courses in engineering, including mining engineering. These are concerned not only with knowledge and technical understanding but also with capabilities in the professional application of engineering principles to problem solving, multi-disciplinary teamwork, communication and life-long learning. This paper discusses concepts of education, professional formation and training and the associated development of competencies in applying knowledge, understanding and technical insights and skills to new situations. In developing guidelines on preferred attributes and competencies in graduate mining engineers, a survey was conducted of a range of industry personnel involved in selecting graduate mining engineers. The results not only clarified the spectrum of competencies sought but also provided valuable detailed views to assist in defining a mining engineering curriculum. Considering a greater concern with the development of more `well-rounded' graduates, the implications are discussed with regard to teaching and assessment activities and the time demands on academic staff when a `coaching' role is emphasised. In line with international and Australian moves in engineering education, notions on education of mining engineering graduates in Australia are under review. The results will provide continuing challenges to all involved.

Zinc and lead sulphide flotation con centrates containing from 0.02 to 0.20% Cd are roasted on an updraught sinter machine at the Cockle Creek Works of Sulphide Corp- oration Pty. Limited to provide sinter for simultaneous smelting of zinc and lead in an Imperial Smelting Furnace (I.S.F.). The major portion (about 85%) of cad- mium in concentrate feed to the Sinter Plant is eliminated with sinter fume and is rec- overed by weak acid leaching in the Cadmium Plant'followed by counter-current decantat- ion, ion exchange concentration, precipitat- ion of cadmium sponge and partial refining to caustic refined cadmium metal. Cadmium not eliminated during sintering is volatilised in the I.S.F. and subsequently recovered as zinc alloy by distillation in the zinc ref- ining columns of the Zinc Refluxer. The partially refined cadmium metal and cadmium- zinc alloy are blended as feed to the cadm- ium refining column where separation and recovery of cadmium is effected. Condensate from the column is further refined under caustic soda flux and cast into anode shapes. Production is 200 t.p.a. at 85% recovery of cadmium in concentrates. Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.

It is a very great pleasure indeed to participate in this interesting and important seminar. My two visits to Australia in the past have been extremely pleasant and this one is equally so. My task is to tell you what has been happening in the United States, in these past few years especially, in regard to the management of our air resources and to present in some detail the difficulties we in the copper, lead and zinc smelting industries have been experiencing. The sudden upsurge in interest in air pollution in the United States is a strange phenomenon indeed - strange because we've had air pollution a long time, just as long as there have been large cities using fossil fuels for heating purposes. And the problem has been studied for quite a long time. As early as 1919 studies by the U. S. Bureau of Mines were done in Salt Lake City, where I .live. In the winter of that year extensive measurements were made of airborne particles - dust and smoke. The average concentration of particles found was 870 micrograms per cubic meter of air. A very large number compared to levels we find today. A microgram of course is a very small unit, one twenty-eight millionth of an ounce. A fine human hair two inches long weighs about 100 Micrograms.

The flotation circuit handling Peko ore at Peko Mines N.L. was examined in July 1970 with a view to determining simple changes in circuitry or reagents which could improve the grade and recovery of the final copper concentrates. The investigation included sampling over one shift followed by detailed testing of the samples by sizing-assays, sizing-mineralogy and sizing-liberation. Mass balances were carried out over total streams, the component minerals and the copper contents. Some laboratory work was carried out to assess the effect of salinity on flotation. In order to handle the sizing-mineralogy calculations a computer programme was set up. The raw data were corrected for locking factors, then mineral and elemental distributions cal- culated for each screen fraction and the total sample. Calculated assays from grain counting were compared with chemical assays. Recoveries through the size-ranges re- vealed very rapid flotation of copper minerals at sizes below 350 mesh. This pointed to a possible circuit improvement by desliming rougher tailings ahead of the scavenger stage. A strong correlation was found between water in concentrates and gangue recovery for the subsieve sizes. FIRST TOWN PLANNING PROPOSALS Initially, accommodation at the minesite was provided at the Pastoral Homestead situated some seven kilometres north-east of the mine and between 1963 and 1966 was the base of the exploration camp. Tents were used for sleeping of 100 men and the Homestead used for dining and office facilities. With the beginning of ore production and shipment due to commence in 1969 a permanent town location was sought. Early town planning studies had been commissioned by Amax Inc. and Colonial Sugar Refining Co. Ltd. and in 1967 The Broken Hill Proprietary Company Ltd. took over the responsibility for putting them into effect. The location chosen was about four kilometres due east of the mine. Certain dominant factors influenced this choice. It was near enough to the mine to share services, yet far enough away not to be affected by dust and noise and received the additional shelter of a range of hills separating it from the mine. A predominant slope to the east provided good drainage and the ground was easy to excavate for services.

In early-1995, the Bindura Nickel Corporation commissioned a pressure leach plant at its Smelter and Refinery complex located in Bindura, Zimbabwe. The novel pressure leach process was developed by Sherritt to treat the nickel-copper sulphide residue produced from the original atmospheric leach circuit. The process extracts essentially all the nickel from the nickel-copper sulphide residue under non-oxidising acid pressure leach conditions, thereby producing an upgraded copper sulphide residue suitable for smelting and refining to electrolytic copper. The commissioning of the pressure leach plant was relatively smooth and design conditions were achieved within six weeks of operation. This paper presents a brief description of the process development and the plant design, followed by highlights of the plant start-up activities and summary of the plant performance.

Laboratory testwork has been performed on ancient residues from the cyanidation of a previously roasted gold-containing pyrite and arsenopyrite ore. By grinding to 95 per cent minus 60 microns, and after a strong aeration conditioning of the pulp, a gold recovery of approximately 67 per cent was obtained by cyanidation. This recovery was brought up to 80 per cent by leaching with thiourea, after a preleaching step with sulphuric acid under severe conditions of acidity and temperature. To avoid excessive capital costs bound to such processes, it was decided to investigate the possibility of applying flotation after grinding at a size similar or finer than the one used for the leaching tests. The method turned out to give interesting results because of the natural flotability observed at pH values lower than two for particles rich in gold present in the residue. After two cleaning steps, a final concentrate, representing around one weight per cent of the feed, was obtained with an approximate gold content of 350 g/t, representing a batch recovery of gold of about 50 per cent. Apart from sulphuric acid, whose addition was very high (flotation slurries at 25 g/l H2SO4), other reagents were not found necessary. Additional flotation tests were carried out to examine whether the recycling of the cleaner tails was justified but the gain observed appeared insufficient.

Dartbrook (Hunter Valley and South Bulli (Southern Coalfield) Collieries provide contrasting settings for gas sorption studies. Gas compositions at Dartbrook are dominated by carbon dioxide, with minor methane, while those at South Bulli are dominated by methane with minor carbon dioxide. Total gas contents at Dartbrook are also significantly greater than those at South Bulli. The two collieries are also contrasted in terms of coal composition and mining environment. Dartbrook Colliery mines a relatively small sectionb(4m) of very thick seam (up to mapproximately25m); the coal is vitrinite-rich, high volatile bituminous. South Bulli mines most of the seam thickness, with coal being an intertinite-rich, medium volatile bituminous coal.Coal samples have been collected from in-seam gas drainage holes for evaluation of relative gas desorption rate (methane versus carbon dioxide). Following adsorption isotherms, petrography, chemistry (proximate and ultimate analysis) and pore structure analysis (carbon dioxide surface area, mercury porosimetry). Bomb desorption studies indicate different behaviours for methane desorption at these two collieries desorbed gas compositions at South Bulli show a small enrichment in methane content. The opposite is observed at Dartbrook. Both collieries show enrichment in CO2 in the residual content. Adsorption studies show marked variation in adsorbed gas contents for methane and carbon dioxide at each colliery and between collieries. These variations are related to differences in coal pore structure, chemistry and Petrology.

A series of organoclays with different surfactant arrangements were prepared by ion exchange. The resulting organoclays were investigated using a combination of characterisation techniques, including X-ray diffraction (XRD), Fourier transform infrared spectroscopy (FTIR), thermogravimetric measurement (TG) and N2 adsorption-desorption. In the present study, the pores within the organoclays were discussed on the basis of the micro- structural parameters, including BET-N2 surface area, pore volume, pore size, surfactant loading and distribution. The results show that both BET-N2 surface area and pore volume decrease from low to high packing density of the surfactant as the average pore size increases. Two basic organoclay models were proposed for hexadecyltrimethyl- ammonium bromide (HDTMAB) modified montmorillonites: 1. the surfactant mainly occupied the clay interlayer, and2. both the clay interlayer space and external surface were modified by surfactant. This study demonstrates that the pore structure of the resulting organoclays has a significant influence on the sorption efficiency and mechanism of p-nitrophenol onto the organoclays.

This paper discusses the significant land use changes that have occurred in the Latrobe Valley during 150 years of white occupation. The developments and changes were haphazard and made with little thought as to their setting or their environmental consequences. As a result many landscape and land management problems have not been addressed.This paper contends that the mistakes will continue unless an overall plan for the landscape of the area is developed and implemented. The concept of 'Greening the Valley' is introduced. It aims to provide focus for a comprehensive co-ordinated plan which caters for the need to restore the landscape and the need to provide for future land use. The plan will seek to draw on three major landscape features of the Latrobe Valley: the natural setting of the hills, rivers, valleys and forests; the agricultural land use including the forestry plantations; and the industrial complexes and urban areas.Rehabilitation of mining areas is a key element of the plan but must be put in a regional context and not be treated as an isolated function of a single organisation. A major challenge will be to integrate the worked out areas into useful and significant landscapes. The paper concludes by explaining the process that will be followed in an attempt to realise the concept.

The so-called COMAT process provides a method for leaching low grade sulphide mattes in an acidic ferric sulphate medium in such a way that non ferrous base metals such as Ni,Cu and Co are substantially all dissolved; the concentration of residual acid and dissolved iron remaining in the leaching solution is low, and a large portion of the sulphide sulphur is converted to elemental sulphur. Thus the quantity of neutralising agents required to remove residual acid and dissolved iron from the leach solution prior to subsequent recovery of the dissolved base metals is greatly reduced. The leach residue and iron precip- itate report in a readily filterable form. In this paper results obtained on a pilot plant scale are presented for the leaching of a typical low grade matte in the manner describ- ed above; for the solvent extraction and elec- trowinning of copper, and for the removal of residual acid, copper and iron from the copper solvent extraction raffinate. Processes tested on a laboratory scale for the further recovery of cobalt and nickel by solvent extraction and electrowinning, and for the recovery of sulphuric acid and ammonium hydr- oxide from the dissolved ammonium sulphate salt contained in the final plant effluent, are also briefly described.

THOSE who dabble in m.ining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the 'trade secrets,' at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge.The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted him. However, making a fortune and running a mine are twodifferent things.

The writers of these notes, having conducted some tests on the steam consumption of air compressors under varying conditions, believe that the detailed results of such tests will be of interest to the members of the Institute, and may lead to the contribution of further and more valuable information, of benefit both to manufacturers and users of this class of machinery-to the manufacturer in that he frequently has the opportunity of giving a very thorough test to the machine in the shop, and-tothe user or purchaser by making clear to him what may be reasonably demanded of a high-class machine. It must be remembered that, though of the highest importance, a low steam consumption is but one of the many features of a high-classmachine; for the present, however, it has been considered advisable to confine the paper chiefly to the first-mentioned aspect, with such information concerning the air ends as is obtained along with the steam consumption tests. Unfortunately, too few of these tests are conducted, and but few results are published, therefore the writers feel that no apology is needed in bringing their results before the members.Some nine months ago the Brilliant Extended G. M. Co. was supplied with a compressor by Messrs. Thompson and Co., of Castlemaine, and with the object of testing its actual performance.

A mining joint venture presents a real management challenge to achieve harmony with the other participants in the successful development and operation of a mine. This can best be facilitated by a detailed agreement and guided by a set of joint venture principles which recognise the differences of the interests of the parties and seek to establish sound business and personal principles by which differences not anticipated in the agreement might be resolved. The major and minor co-venturers can and do present potential difficulties to one another. This paper, one of the pair in the joint venture panel discussion session, predominately presents the minor's viewpoint. Usually commercial matters such as project finance, areas of interest, divestment, pre-emptive rights and decision-making can be adequately covered in the agreement. However, when the parties disagree and have difficulty in resolving their differences, the joint venture principles should be used to advantage to resolve relationship difficulties.
