In the mining and minerals industry, development, introduction and construction of new plant designs, to meet sustainability objectives, face a series of major hurdles. Typical are the long investment cycle times, the designer does not normally control the spending (the owner does), and the industry is inherently technologically conservative or risk adverse while accepting the often more significant geological, market and political risks.æSustainable Plant DesignÆ is an approach to plant and facility design that drives the necessary culture change and acceptance by minimising technical risk and maximising potential returns. The approach forces consideration of sustainability objectives and risks early in the project, where cost saving and efficiency improving opportunities can be maximised.In Hatch, we are using three proven tools under the ærisk managementÆ umbrella to drive sustainable development principles into our projects:Sustainable Plant Design, FutureWatchTM Reviews, and Clean Plant DesignTM . These proactive practical, not theoretical, techniques for driving change from within and reducing whole of life cycle costs will be discussed and illustrated with case studies.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Mineral exploration and mining are challenging businesses. Remote and at times harsh conditions have always made it difficult for exploration, but modern explorers also have to deal with cover, numerous technologies, an explosion of data and critical early community engagement. Mining deals with the reality of moving and breaking thousands of tonnes of rock each day to extract what can be a very minor component of economic value, and, furthermore, society expects that this will be done in a clean and sustainable manner. The exploration and mining challenges appear disparate, but they are intimately related.Although not widely appreciated, both exploration and mining have a long tradition of innovation. Over the last 50 years, major step changes in exploration have resulted from radical advances in our understanding of ore forming processes, new geophysical, geochemical and remote sensing technologies, and new ways to integrate and interrogate data. Over a more extended period, close to 100 years, mining has developed bulk surface and underground methods, selective extraction through flotation and leaching and global positioning system–geographic information system control systems that collectively facilitate mining at a massive scale. And yet, in spite of these successes and the boom that we have enjoyed in the last ten years, the industry is under pressure and the need for innovation and change is paramount.The major drivers for innovation are the need for increased quality in discoveries and mines and the need to interact effectively with communities and jurisdictions such that the benefits of quality mines are recognised and enjoyed widely.We are still making new discoveries around the Pacific Rim and elsewhere, but many argue that the quality – grade and accessibility – of these discoveries is decreasing. The net result is that explorers are delivering resources and reserves for development at lower grades and with higher capital and operating costs than current operations. For mining, the increasing age of many existing operations contributes to increasing costs, which, when combined with decreasing cut-offs and lower grades, also results in declining quality. The combined picture does not look good.Just as the pressure to improve performance and margins in the face of declining inputs increases, we are simultaneously faced with increasing societal demands for improved environmental performance and sustainable practices. This is most apparent at the local, community level, where opposition ultimately leads to delays or even cancellation of new projects. To obtain the rock type-I crack propagation process accurately, a novel fixture is used to make the prefabricated crack of rock propagation along the predetermined direction. In this study, the crack propagation process of rock is monitored with the digital image correlation method (DICM), and a mechanical model of crack directional propagation was established. The results show that the simple crack directional propagation device can effectively realise the stable propagation of type-I crack along the predetermined direction, the crack initiation angle is less than 10°, and the deviation between the peak strength of crack propagation calculated by a simplified mechanical model and the tensile strength of Brazilian splitting is 22.76 per cent and 7.53 per cent, respectively. According to the deformation field evolution law, crack propagation can be divided into three stages: microcrack development, main crack propagation, and main crack propagation. As for the rock type-I crack initiation and propagation mechanism, before reaching the peak strength, the prefabricated crack tip is subjected to maximum tensile stress; the elastic energy increases rapidly, and the dissipation energy increases slowly; after the peak strength, elastic energy exceeds its energy storage limit and released rapidly, and most of the input energy is converted into dissipation energy, which makes the crack propagation rapidly. The crack directional propagation device will be further optimised and improved, and it is expected to provide a new method for the study of crack propagation mechanism, rock failure precursor information and crack arrest principle, etc. It will also provide theoretical references for the optimisation of coal strata directional blasting, fracturing, fracture arrest, and other related technologies in geotechnical engineering.

The papers to be presented in this Session show an interesting range of subject matter. Three discuss specific problems associated with existing mines, one deals with hydrogeological risk evaluation and one uses the impact of mine drainage on an aquifer to analyse a large-scale hydraulic parameter. Paper 1. Environment studies to determine the impacts of re-opening Banska Stiavnica-Hodrusa ore district in Czechoslovakia - Dusan Cababla - Marian Skaviniak. Future developments in established mining areas may have significant hydrogeological implications, especially where the existing mines are to be deepened. In turn this may have an impact in the area of the disposal of ever larger quantities of mine water, particularly, as is often the case, where the quality of this water is poor.

Mechanical damage leads to the increase of effective stress of sediments, and pore closure hinders the discharge of methane gas. Ignoring the influence of mechanical damage leads to an excessive prediction of hydrate gas production. Therefore, a fully coupled model considering mechanical damage-chemical decomposition-gas-water two-phase seepage-temperature was developed in this study, and the model was verified by Masuda experiment. Based on the fully coupled model, the temporal and spatial evolution of the whole process of hydrate decomposition under the influence of three initial absolute permeabilities, three pressure drops and three water saturations were considered. The results showed that: • The gas production rate reached the peak value in a short time after depressurisation, and the peak value increased with the increase of the absolute initial permeability. The larger the initial absolute permeability was, the faster the damage variable reached the peak value. The porosity increased gradually before the damage variable reached its peak, and the gas flowed more easily. • When the pressure drop was low, the hydrate remained stable in solid form. As the pressure drop increased, the hydrate gradually began to decompose. The greater the pressure drop was, the faster the initial decomposition rate of the hydrate was. So the damage variable increased rapidly and the porosity increased continuously, resulting in a large gas production rate at the initial stage of decomposition. • The larger the initial water saturation was, the smaller the effective stress wss, resulting in the slow growth of the damage variable and the small change of porosity.While the gas relative permeability was small, it resulted in a smaller gas production rate, and hydrate decomposition was slower. • The damage variable showed a process of rapid growth first, then slowly increased to the peak, and then gradually decreased to a stable state. When the damage was considered, the hydrate decomposition time to the steady state was longer, and the gas production was about 80.68 per cent of that without considering the damage.

API Management Pty Ltd (API) is currently developing the West Pilbara Iron Project (the ‘Project’). The Project is a substantial greenfi elds mining and infrastructure development proposed for the west Pilbara region of Western Australia. The Project will establish API as a new and independent supplier of direct shipped iron ore. API manages the Australian Premium Iron Joint Venture (APIJV) on behalf of joint venture participants Aquila Resources Ltd and American Metals and Coal International Inc. The APIJV was formed in February 2005 with the objective of developing a long-term iron ore export operation in the west Pilbara region.Development of Stage 1 comprises a 30 million tonne per annum (Mt/a) channel iron deposit (CID) operation scheduled to commence in the second half of 2014 subject to approvals. JORC compliant CID resources total nearly 700 million tonnes and the Stage 1 mining area comprises eight iron ore deposits located between 30 km and 85 km south of Pannawonica. Run-of-mine ore from the eight deposits is transported to a central processing facility for crushing, screening and blending into a sinter fines product, which API has named West Pilbara Fines or WPF. Construction of a 282 km main line heavy haulage railway from the Stage 1 mining area to the proposed greenfields multi-user port at Anketell Point near Wickham, is capable of accommodating large Capesize bulk carriers and providing export facilities for other third parties. Capital investment in the order of $A6 billion includes essential support infrastructure including power, water, accommodation, roads and an airport at the mine.A feasibility study for the development of the Stage 1 mine, rail and port infrastructure has been completed along with environmental surveys of the mine, rail and port areas with Public Environmental Reviews (PERs) for each submitted for public review by end 2010. Consultation and cooperation with various stakeholders of the Project areas, and early engagement with traditional owners of the respective areas has commenced. Various sampling and metallurgical characterisation programs combined with independent institute and steel mill based testing have confirmed the positive sintering characteristics of WPF ore, which is higher in alumina (3.37 per cent) than typical Pilbara ores. *This is an abstract only. On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

The Porgera Gold Mine, west of Mt Hagen in PNG is a large open pit and underground operation currently producing gold at the rate of almost one million ounces per year. This deposit has produced some 8.8 million ounces to-date and has current reserves of 103.4 million tonnes @3.2 g/t Au. The Porgera Joint Venture has invested over $A1 billion in infrastructure in this project. Technical management of this operation involves the interrogation of some 700 000 metres of diamond drilling, some 50 000 blastholes per year, and very large volumes of laboratory, geotechnical, environmental and production reporting data. Over the past seven years this data has been consolidated into a single centralised, relational database which now acts as the single reference point for all the technical application systems used for surveying, grade control, production reporting, deposit evaluation and modelling. Data transfer to application programs and management systems is controlled by the centralised database, this process at times involving a two-way, real-time, binary data transfer. The benefits of a specialised database application include security and integrity of the data asset, ease of access, and performance in a multi-user environment. This replaced fragmented, inconsistent data sets stored inefficiently as individual, unindexed, variably formatted files associated with the different application programs. Most importantly, the database has allowed mine management at all levels to make timely, confident investment, cash flow and optimisation decisions as it provides the primary link between the deposit and operational data sets on one hand, and the application programs and management and performance measurement systems on the other. This paper discusses the economic value and importance of technical data in terms of the resource asset and the means by which this data is being managed and used at Porgera.

Despite significant investment in safety in the mining industry (mostly focused on processes and systems), many companies are unable to sustain and further improve their performance resulting in continued workplace incidents. The problem persists despite the best efforts of companies and allocation of resources to achieve Zero Harm. A DSS survey in 2019 found that two out of five companies that cannot manage risks and face disaster, leave the market within five years. All safety/risk management systems have the common steps of risk identification, prioritisation, design of controls consistent with risk tolerance, and verification of implementation/operability of controls. This is then complimented with improvement to one or more of the above elements through learnings obtained from incident investigations. In principle, the above process should work to reduce risks to, and keeping them at, a risk level consistent with risk tolerance in the organisation.

The nickel exploration boom of the late-1960s and early-1970s led to the discovery of numerous komatiite-hosted nickel sulphide deposits, associated with variably serpentinised bodies of olivine-rich cumulates. Subsequent research has shown the importance of volcanological processes to understanding the genesis of these deposits. Crucial developments have come through consideration of the fluid dynamics of magmas and magma-crystal mixtures, through observation of the dynamics and geometry of modern day basaltic lava flows, through application of theory and experimentation on the kinetics of crystal growth from magmas, and most importantly from extensive detailed field mapping of komatiitic sequences in the Yilgarn Block and elsewhere. From these studies has emerged a new integrated view of the volcanological setting of komatiite-hosted deposits, and a recognition that a complete continuum of deposit types exists. Nevertheless, komatiite associated magmatic nickel deposits generally fall into two overall types based on the nature of the sulphide ore. In the first type the bulk of the ore is either massive Fe-Ni-Cu sulphide or a variable mixture of massive sulphide and an ore characterised by olivine crystals in a continuous matrix of sulphide occupying between 30 and 75 per cent by volume of the rock (called Matrix Ore). Nickel grades of massive sulphide ore range from 2 - 20 wt% and those of the matrix ore generally fall in the range 1 - 5 wt% (average 2.5 wt%) Ni/Cu ratios of the sulphide fraction are generally >10.

"Mining has still today high potential for improvement in the exploitation efficiency. Especially low-grade ores have very low recoveries. In Cu bioleaching operations from porphyry copper deposits extraction of only five and 15 per cent with maximum of 40 per cent are reached. This means that 60–95 per cent of the resource is not exploited. Consequently, any metal not extracted will end up in the waste material, therefore increasing the risk of environmental pollution. This inefficiency is mainly due to the use of element concentrations for decision-making on the daily basis of a mining operation (eg cut-off ore grade, acid-base accounting – ABA). If, instead, quantitative mineralogical and geochemical data together with information on the bioleaching behaviour of the ore assemblage (the biogeometallurgical approach), is used for decision-making right from the beginning of the exploitation, higher recoveries and less environmental impact can be achieved, ie an increase in sustainability can be reached.CITATION:Dold, D, 2016. Process mineralogy is an inter-discipline in the fields of mineralogy and mineral processing. As a predicting and trouble-shooting tool, process mineralogy helps address all mineralogical issues and problems related to mineral processing. It provides useful information on process design and optimisation, flow sheet development and cost reduction. As more and more complex and refractory ores are being discovered and processed, it is believed that process mineralogy will gain more attention and play a more important role in process design and optimisation. This paper will first discuss the scope of process mineralogy and mineralogical factors that may affect mineral processing of various ores, and then focuses on the application of process mineralogy in process design and optimisation through case studies.

The issue of fine coal and tailings dewatering has become of increasing concern to many coal preparation operators, both in Australia and overseas due to a variety of factors. Increasing mechanisation and mining of thinner seams over the past decades has resulted in an increasing amount of fines generation while increasing international trade in coal and tighter environmental constraints on tailings disposal have resulted in the production of these same fines to be an increasing problem. However, technology to date has not always been able to supply a cost-effective solution to the handling of these fines in an efficient and environmentally benign manner. This paper will review the key issues associated with the dewatering of fine coal and tailings, will describe the major current practices and constraints, and finally will indicate alternative technologies that may have to be considered in the near future. For the purpose of this paper, "fine" coal is described as that material less than 0.5 mm in diameter (as this is the most common cutpoint between various plant circuits in Australian practice), although the technological constraints are very much dependent upon the fraction less than 45 micron. The amount of minus 0.5 mm material fed to plants varies, depending upon the type of coal and mining operation, but in Australia may range from less than ten per cent to greater than 30 per cent of the feed in higher rank coals.

Understanding watercourses and river processes at a landscape scale is vital for managing risk to mining infrastructure and operations as well as minimising future environmental impacts beyond the life of the mine. Recognising this, Iluka Resources Limited engaged Alluvium Consulting Australia to identify and characterise watercourses across several neighbouring mineral tenements in the Eucla Basin, South Australia (Alluvium, 2013, 2014a, 2014b). The objective of the studies was to inform planning for risk management during mine planning and operation and appropriate landscape rehabilitation for mine closure.Mining operations in the area are by open cut extraction of mineral sands. The extracted resource is processed on-site before leaving the site for export. Several pits are to be developed in stages with simultaneous backfilling and surface reinstatement. Mining is initially taking place in the Jacinth tenement, where up to 100 km of watercourses may be directly or indirectly impacted (refer to Figure 1).The total study area (shown in Figure 1) is approximately 330 km2 and spans three smaller areas that were the focus of separate investigations during mine planning.CITATION:Ferguson, C, White, K, Harding, M and Hardie, R, 2016. Since the independent review of fatal accidents in the mining industry carried out by Dr Sean Brady (the ‘Brady Review’), High Reliability Organisations (HROs) and their operating principles have been discussed across the Queensland mining sector. HROs are organisations said to consistently avoid serious failures, reliably delivering their organisational objectives despite operating in environments characterised by high levels of inherent risk and/or operational complexity. HRO concepts have previously found application in other similarly hazardous industries to mining. However, as Hopkins (2009) pointed out, HROs ‘are very elusive creatures that inhabit the realm of theory more than the real world’. The Queensland Resources Council (QRC) with support from the Commissioner for Resources Safety and Health initiated a review of how HRO principles can be translated to the mining industry. The review was conducted by Noetic, an Australian management consulting company that specialises in hazardous industries, including mining and metals, and has prior experience applying HRO theory.
