The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

There are two discrete aspects to collecting portable X-ray fluorescence (pXRF) data to obtain reliable results and to comply with reporting requirements under the 2012 edition of the JORC Code (JORC, 2012) – sampling method and quality assurance. A robust sampling program is required to obtain representative material for analysis. The appropriate method should be established for a particular project using a small orientation study. A variety of approaches to sampling soils, drill cuttings, rock faces and diamond drill core are discussed. These include using multiple spot analyses, scanning using a single operating beam and the collection of cutting saw pulps. The operator must also be aware of the attenuating effects of analysing through sample bags of different material types for various elements as well as the limitations of current pXRF instruments in reporting reliable data for certain elements. The analysis of the samples must also be accompanied by a quality assurance program in order to generate data that are ‘fit for purpose’. This includes recording X-ray tube resolution on a routine basis, using matrix-appropriate standards for which total elemental concentrations are available, using silica blanks, capturing sufficient duplicate analyses to constrain data precision and obtaining check assays to calibrate pXRF data against laboratory data. Examples of quality control approaches and data are presented. Table 1 of the 2012 JORC Code also recommends that information on instrument make and model, reading times and calibration be provided in any reporting of pXRF data. To this should be added information on operating mode and temperature, software version and moisture content of the samples. A robust sampling methodology with a suitable quality assurance/quality control program should produce pXRF data of sufficient quality for public reporting purposes, provided that the data are presented using appropriate cautionary language and adequate supporting information.CITATION:Arne, D C and Jeffress, G M, 2014. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

An amount of ore can be mined at various rates while applying various cutoff grades. A research project to better understand the rock mass behaviour and the seismic response has been conducted during the design and construction of the 9215 level at the E-Block sector of the Northern Star Kanowna Belle Mine. The research program was undertaken at a tunnel located 1100 m below the surface with the results applicable to feasibility studies on underground mining projects in highstress conditions, where failure can occur very soon after tunnel construction. Semi-circular excavation shapes coupled with the use of de-stress blasting techniques were designed to monitor the excavation in conditions of very high stress. The ground support was designed considering high energy dissipation ground support schemes (HED) as described by Arcaro et al (2021). The results indicate a decreased rock mass demand due to the change of excavation shape. Also, localised reduction in rock mass stiffness was achieved due to the implementation of de-stress blasting. Finally, increased ground support capacity was gained by the implementation of the high energy dissipation ground support schemes. The Kanowna Belle Mine has significant ore reserves at depths exceeding 1000 m below the surface. The results of this research will be used to optimise the extraction of the remaining E Stoping Block at depths exceeding 1350 m.

It is difficult to evaluate exploration properties in a manner that is transparent, repeatable and easily re-calculated to cater for different geological interpretations, but the risk-based assessment methodology, the Geological Risk Method, developed and described by Lord et al (2001) attempts to satisfy all these criteria. This paper examines a case study example based on valuations of exploration projects conducted by SRK Consulting using this methodology, and describes some of the advantages and limitations of the method.

The non-metallic minerals, excluding the construc- tions and fuel materials have for long been the "poor relations" of the Mining Industry of New South Wales. The State is self-sufficient in only a few of the industrial minerals and is almost completely lacking in any of the essential fertilizers. The deficiencies must be met by imports from overseas and interstate and in fact New South Wales imports some quantity of every one of the non-metallics. For the year 1967 the value of non-metallic mineral production amounted to only $9,390,000 or less than 3.5% of the States total of $275,900,000 for all classes of mining and quarrying. In roughly the same period, the 1967-68 financial year, New South Wales imported non- metallic materials, valued at well in excess of $22,000,000 from overseas and over $2,000,000 from interstate sources.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

The philosophical context of many activities in mine geology can be an important lever in adding value to operations. For mine geologists (including resource and grade control geologists) we argue that the tasks of problem formulation, observation and data collection, interpretation and modelling invoke various philosophical considerations whether the practitioner is aware of them or not.Constructing testable models to explain reality is the definitive aspect of any activity claiming to be ‘scientific’. A primary goal of mining geology is to build models that accurately predict reality to an acceptable degree and these include litho-structural, stratigraphic, grade control, resource or reconciliation models. What’s more, in mine geology we are often able collect additional drill samples or access new underground openings, for example, that can provide relatively rapid feedback on how predictive, and therefore useful, our models are. In this paper, we describe the key philosophical frameworks proposed for conducting scientific investigations, including falsification, the method of multiple working hypotheses and structural concepts of scientific theory. The strengths and weaknesses of these approaches are discussed and an attempt is made to relate them to activities undertaken by mine geologists. Common perceptions of what constitutes the scientific method have been dominated by how scientists do experimental physics and chemistry in particular. There are very important differences in the types of problem confronted in these experimental sciences compared to the ‘historical sciences’, such as geology, where the processes studied are unique and only evidential traces of past events are available. The philosophical implications of attempting to validate numerical geological models, such as resource estimates are also briefly considered.Some practical conclusions are drawn about how mine geology activities can be better implemented if practitioners are cognisant of the importance of philosophical considerations when attempting to gain new knowledge through a scientific investigation. We believe that the implications for creating additional value to a project or operation can be very significant when geology is applied by a practitioner with an understanding of the philosophical basis of the activities we think of as constituting a scientific investigation.Remember that all models are wrong; the practical question is how wrong do they have to be to not be useful? (Box and Draper, 1987, 74 p).The demand that theories be highly falsifiable has the attractive consequence that theories should be clearly stated and precise. If a theory is so vaguely stated that it is not exactly clear what it is claiming, then when tested by observation or experiment it can always be interpreted so as to be consistent with the results of the test. "An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. Operational risks can then be better understood and dealt within the Feasibility Study phase, also ensuring that the correct risks and management controls are put in place.With commodity price pressure and cost of resource recovery in a downturned industry, reducing the risk to cash flow, resource recovery and safety should be a primary goal for all mining companies. The AGL Loy Yang Mine is one of the largest and most significant coalmines in Australia. Commencing in 1982, this mine produces 30–35 Mt/a to supply more than 50 per cent of Victoria’s electrical power requirements. At this mine there are unique geotechnical challenges to overcome to ensure its safe operation including: significant mine depth, low density of coal in the operating and permanent mine batters, the influence of groundwater and deep sediment aquifer pressures. One of the challenges is the behaviour of brown coal, which is neither a soil nor a rock and displays long-term creep stress relief. Other geotechnical challenges include ensuring stability in high unconsolidated dumps, potential large-scale block movement in mine batters driven by crack water pressure and heave from high-pressure aquifers.The paper will outline the geological and hydrogeological setting and potential failure mechanisms, and detail an integrated geographic information system and reporting regime that in part addresses ground control management at the mine. The Callie Underground Gold Mine (Callie) is owned by Newmont Asia Pacific and located 531 km north-west of Alice Springs in the Northern Territory. Historically, stopes have been mined utilising a primary and secondary stoping sequence with cemented aggregate fill and rock fill respectively. Current and near-future mining will employ long hole open stoping with rib pillars and rock fill with a paste fill system approved to allow a higher extraction ratio from mid-2011. The Callie rock mass is of good quality with little or no mining difficulties during development and stoping to a depth of 1140 m below surface. Development is currently occurring at depth of 1360 m below surface. Stress damage previously observed only in secondary stope accesses is now observed in development unaffected by stoping stresses. A change in rock mass properties is being experienced with depth, with more pronounced and frequent joint planes. Also, other structures are intersected more commonly, such as lithological boundaries and fault zones. The 'Callie rock factory' mentality that has persisted for years is challenged. This paper covers an appraisal of the stress and ground condition changes at Callie. The appraisal outlines the mine design criterion that was developed and examines the transition from a low stress environment to one where stress damage is observed. Discussion includes a judgement on the rock mass damage observed in development, the dominant geotechnical factors influencing the change in ground conditions, and if a correlation can be made between the observed rock mass damage with stress through the use of numerical modelling.

The BHP Billiton Cannington mine uses sequential flotation to treat a silver, lead and zinc ore supplied from an underground mine. The final products from the process plant are a silver rich lead concentrate and a zinc concentrate. Operational history of plant performance highlighted that the majority of valuable metal losses to final tailing occurred in the -5 ¦m fraction. Research completed on the flotation characteristics of this size fraction in plant feed resulted in the development of a split flotation process to improve the silver and lead mineral recoveries. Construction of a $A 9.5 million brownfield project to install the new split flotation circuit at Cannington was completed in July 2002. The circuit consists of three stages of cyclone classification to recover the ultra fine material to a final cyclone overflow stream, conditioning of this pulp to achieve optimal process conditions, and conventional rougher and three stage cleaner flotation to produce a silver rich lead concentrate. The rougher tail from the new circuit is recombined with the cyclone underflow streams and processed through the original lead-zinc flotation circuit. This paper discusses the circuit design, material properties, material selection for components of the circuit, operational practices and requirements to ensure the circuit succeeded in meeting production targets. The technology is subject of a number of patent applications including international application No PCT/AU02/00400.

Cliffs Natural Resources Pty Ltd (Cliffs) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three separate hubs and trucked to Koolyanobbing. There it is crushed and screened to lump and fines finished products and railed to Esperance port for export to Asian customers. Cliffs is renowned in the marketplace for its consistent product quality. In 2010, 9 Mt of ore was exported to Asia.Over the last three years, Cliffs has systematically refurbished its product quality system (PQS), to improve efficiency of production while maintaining its high standard of product quality. Particular attention has been given to reducing inventory, which has required significant modifications to the production process design.In redesigning the production process, emphasis was placed on maximising the application of the inherent blending in each of the production process steps and dedicated blending was only introduced where essential. Simulation modelling and statistical analysis of process capabilities were utilised to develop a system that optimises inventory, minimises rehandle, eliminates several decision-making steps and maintains a pull focus throughout the value chain.The new planning functions are now fully integrated and effectively control long-term grade variability rather than relying on long-term stockpiling. The production process design and the daily crusher blend plan are used to control short-term grade variability. With the upgrading of the planning processes the accuracy and consistency of algorithms for lump per cent and lump and fi nes grades became more important and an increased geometallurgical function has been added to the company.The continuous stockpile management system was upgraded to increase the effectiveness of the daily crusher blend planning process and is now the sole intervention point in the production process for grade-based decisions. Grade control systems were modified to utilise advances in software and geostatistics to deliver accurate short range planning models. The reconciliation and sampling systems have also been refurbished with an emphasis on practical application and feedback loops.Accountability and transparency are provided by management reports that are generated from a centralised data warehouse and the introduction of a corrective action system. Standardised reports are available to all stakeholders and a quarterly KPI scorecard assists the management review process.The successful rejuvenation of the PQS has culminated in operational efficiency through the implementation of an integrated end-to-end process flow. Shareholder value is maximised through maximising recovery of the resource and minimising costs. Customer focus is maintained by reliably delivering product with acceptable and low grade variability.

PT Freeport Indonesia is completing the first underground gyratory crusher excavation at their Deep Mill Level Zone (DMLZ) mine located in the mountains of Jayawijaya, District of West Papua, Indonesia. DMLZ is an underground block cave mine with an expected output of 80 000?t/d and a scheduled production start in 2015.In order to deliver crushed ore to the mill through the existing conveyor belt, the DMLZ block cave mine will construct two 1000?kW 1.6?×?2.3?m gyratory crushers with their own respective ore flow conveying systems underground. Each crusher is composed of top, middle, and bottom chambers with an ore bin. This system includes a series of high capacity conveyors approximately 5 km in length including transfer stations and support facilities.The development methodology required a combination of lateral development by jumbo drilling machines and vertical development by mechanised raise climbers (MRC) due to the complexity of the chamber design.This paper will discuss the project scope, design and development methodology, ground conditions, innovative survey controls, and the challenges faced due to the remote location.CITATION:Hernandez, E, Kusumohastuti, W and Agustian, I, 2014. The Cawse nickel-cobalt operation is situated 50 km NW of Kalgoorlie in Western Australia, at latitude30o22'30'' south and longitude 121o08'30'' east on the Kalgoorlie 1:250 000 geological map sheet (SH 51-9) (see Figure 1). The project is owned and operated by Centaur Nickel Pty Ltd (CTR) and was the first in Australia to commercially produce nickel metal and cobalt sulphide through pressure acid leach (PAL) technology. Cawse has a total resource base (all categories of resources + reserves) of 213 million tonnes Mt at 0.7 per cent Ni and 0.04 per cent Co, comprising 127 Mt at Cawse Central which is 100 per cent owned by CTR and 86 Mt at Cawse Extended where CTR has a 80 per cent equity. Cawse Extended is located immediately to the northwest of the Cawse Central leases. All current reserves (proved and probable) of 30 Mt at 1.0 per cent nickel are contained within Cawse Central. In addition the Siberia project area 20 kilometres to the NW has a resource of 63 Mt at 0.7 per cent Ni. Cawse is a dry laterite deposit, with nickel and cobalt hosted by iron and manganese oxides. Cawse Central mineralisation extends over a ten kilometre strike length, with three pits currently being mined. The Bunyip pit has the premier nickel and cobalt grades within Cawse Central. There are seven dominant lithology types forming mappable units within current pit exposures. Four of these units are host to nickel and cobalt mineralisation. Ore types are defined as Upgrade, Grind and Non-upgrade, depending on their physical characteristics with respect to the treatment route. Mining commenced in February 1998. To the end of calender 1999 the operation has produced 2100 tonnes nickel plate and 470 tonnes of cobalt as a cobalt sulphide product. Future production will target 9000 tonnes per annum Ni metal and up to 2000 tonnes per annum Co, based on processing 500 000 tonnes of ore per annum.

The mining sector, a notably energy-intensive industry worldwide, is a major consumer of fossil fuels, leading to significant carbon emissions globally. The move towards electrification, coupled with advancements in battery technology, has redirected focus from traditional diesel-powered solutions to battery-powered alternatives. This paper introduces a novel mining haulage system, termed the Battery Trolley system, and examines its theoretical foundations, configurations, and operational processes. It offers a comprehensive analysis of the system’s characteristics and limitations. Through a hypothetical road simulation, the study analyses various battery mining trucks, calculating energy consumption based on force parameters and tailoring battery sizes to contemporary materials and technology. When assessing various battery truck alternatives—considering aspects such as battery size, effective payload, duty cycle, energy efficiency, productivity, and single-shift production—a range of performance outcomes and characters become apparent within the mining context. The findings indicate that Battery Trolley configurations, requiring smaller battery capacities, entail lesser compromises on effective payload. Consequently, these configurations achieve a higher duty cycle, reduced energy consumption per tonne, heightened productivity, and enhanced singleshift production capabilities compared to Battery-only alternatives. The comparative analysis of Battery Trolley with stationary charging (BT-S) and Battery Trolley – dynamic charging (BT-D) underlines that battery Trolley systems are capable of overcoming the challenges associated with battery size, thus successfully fulfilling the production demands of large truck applications in mining. This positions Battery Trolley systems as a more advantageous option for the decarbonisation of mining fleets, underscoring their potential in contributing to the sector’s sustainable evolution.

Innovation and Business Skills Australia (IBSA) commissioned The Boston Consulting Group (BCG) to undertake a study into how the role of AustraliaÆs senior managers is likely to change between now and 2020 and to identify the skills and attributes that will be needed to respond to those changes. This report builds on a previous study prepared by BCG in the early 1990s for the Industry Taskforce on Leadership and Management Skills (Karpin Committee), which provided a snapshot of the Senior Manager in 2010. Spontaneous combustion hazard assessment from an environmental impact perspective is not well understood and is seldom given due consideration in environmental impact statements. In surface mining operations, self-heating, leading to spontaneous combustion may occur when rock units containing reactive metal sulphides and organic carbon are disturbed by mining operations and exposed to the atmosphere. When these rocks are present self-heating will occur in situations where the rate of heat generated from oxidation reactions exceeds the rate of heat lost to the surroundings. The processes and mechanisms that lead to spontaneous combustion events are varied and generally complex. To effectively manage spontaneous combustion in surface mining operations, it is necessary to characterise the spontaneous combustion propensity of the geological materials involved. Until recently there has been no testing procedure for assessing the propensity of waste rock to spontaneously combust that has been adopted by industry. However, new developments in adiabatic test methods have proven successful in determining the self-heating behaviour of coal (Beamish and Theiler, 2015) and coal containing reactive pyrite (Beamish and Theiler, 2017). These adiabatic test methods have now been modified to assess the incubation behaviour of waste rocks and can be used for their spontaneous combustion characterisation in advance of mining (Beamish and Theiler, 2016). The new method provides a practical means to establish the likelihood of developing a spontaneous combustion event for the specific site conditions. This paper presents examples of the use of a cost effective first pass filter for assessing spontaneous combustion potential of waste rock based on geochemical data from four surface mines. This is supported by adiabatic Incubation Test results for three of the mines and visual examination of cores for one of the mines. CITATION:Theiler, J and Beamish, B, 2018.
