With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.

Brunswick Mine, one of the largest underground zinc mines in the world, is scheduled to close in 2010 after almost half a century of production. All mines eventually close; some suddenly as a result of unsustainable economic or technical conditions and others, as in our case, as a result of the depletion of the orebody. When the mine is the most significant employer and an economic driver in the region, it is key that the closure is handled in a planned, communicated, well-executed fashion. The following paper documents strategies, plans and activities that are currently taking place in order to ensure a seamless closure that satisfies all stakeholders including employees, management, regulatory bodies and the public. It is an important deliverable for the company that the good will, credibility and reputation that has been built up over the years is sustained throughout the closure process and beyond. A life of mine labour agreement with the unionised workforce, staff retention and recruiting programs, regulatory closure plans, communications and transition adjustment activities will be discussed. The use of a stage-gate style project management tool analysing the risks and key deliverables will be highlighted. It is hoped that the concepts and approaches discussed here may be of value to other operations that will be faced with closure, and its inherent challenges, in the not too distant future.

In most surface mining operations, overall project economics is driven to a significant extent by the slope angles that can be achieved within the rock masses present. This is particularly true of precious metal pits in which stripping ratios can be relatively high, although examples from other non-precious metal operations (such as large iron ore and copper pits) can also be found. As a consequence, it is not surprising that in most large (deep) open pit mines, relatively small changes in slope angle (of the order of two or three degrees can translate into changes in project value measured in the tens or even hundreds of millions of dollars. Understanding how this potential value can be realised, and quantifying the associated risks, should be one of the key outcomes of modern slope engineering practice. In striving for optimised slope angles, therefore, mining companies and their specialist consultants are increasingly turning to more sophisticated methods of engineering open pit walls. This paper summarises contemporary slope engineering practice as well as some of the key technical issues that are either currently being researched or will need to be researched in the future. It is written in the context of the slope engineering process; namely, data collection and analysis, failure mode identification and stability assessment, slope design, slope formation, and slope (face) mapping and monitoring (the latter two activities being the primary on-going data collection functions that close the design loop).

The gold salting fraud at Busang on the island of Kalimantan, Indonesia was exposed in early 1997 and resulted from the independent drilling, sampling and assaying of PT Freeport Indonesia which reported assays from the South East Zone with negligible concentrations of gold. Since then, a number of legal actions directed at former Bre-X directors, consulting firms and financial or broking institutions are at various stages and are based on numerous allegations surrounding the supposed existence of obvious and numerous warning signs or æred flagsÆ. These include: the absence of references to visible gold in the drill logs; the alluvial nature of the gold grains; the high gravity recoveries; the invalid comparison with Kelian; the absence of outside scrutiny and the lack of external review/audit and surface depletion of gold. The focus on the red flags has been at the expense of the numerous positive indications or ægreen flagsÆ. These include the morphology and chemistry of the gold grains, the gravity testwork, the amalgamation results, the role of external consultants, the results of a review by one of North AmericaÆs leading minerals auditing groups, the behaviour of the gold at surface and the presence of references to visible gold in the drill logs. The flawed nature of the discussion of the technical facts surrounding Busang has prevented a meaningful and informed discussion about what actually happened and has, therefore, prevented the formulation of meaningful remedies for the future.

Podiform chromitites are commonly found in the Moho transition zone to the mantle section of ophiolites, but have been very rarely found from the current ocean floor, even though some ophiolites are considered as a slice of oceanic lithosphere. One of the factors controlling podiform chromitite formation is the chemistry of host mantle peridotite; an intermediately refractory harzburgite is the optimum host for chromitites. This harzburgite represents the most common lithology of the oceanic lithosphere, where the peridotite-melt reaction, which is another condition, is possibly common there. The oceanic lithosphere mantle is thus a good host for podiform chromitites. The apparent rarity of documented oceanic chromitites is solely due to under-sampling of mantle materials from the fast-spreading ridge and the segment centre of slow-spreading ridges. Some ophiolitic chromitites formed not from genuine mid-ocean-ridge basalt (MORB) but from wet MORB due to the situation of typical ophiolites, which formed not at ordinary mid-ocean ridges but at supra-subduction zone spreading centres.CITATION:Arai, S, 2015. It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

Since 2003, there has been an unprecedented growth in the demand for engineering, technical and project services in the mineral industries. This demand for services became evident in Australia earlier than many other markets and has since spread globally. This growth has created significant issues for the strategic direction and planning by the service provider. Such strategic questions include:- how fast to grow, how to recruit, train and integrate new staff, what market sectors to service, the selection of targeted customer sectors and managing strategic growth with short term demands and commercial reality. These factors are discussed using in depth experiences and examples that illustrate these strategic approaches. The relevance of this new industry environment to New Zealand services will be highly discussed.

The Mining Innovation – State of Play was initiated three years ago by VCI in partnership with the University of Western Australia. The ambition was to create a ‘think tank’ type platform to support industry discussion on how it is performing in terms of innovation at a strategic level, what needs to change in the industry ‘ecosystem’, and how businesses may more effectively develop their strategy and architecture to innovate for competitive advantage.The drivers for this ambition were straightforward. The industry recognises itself as being conservative with respect to innovation and it knows the business and community endowment dividend from getting better at innovation is large; however, much of the material that seeks to provide insight on innovation tends to be drawn from industries that do not have the same high capital, long life cycle and market uncertainty characteristics as that faced by mining. Material that does focus on mining innovation is orientated towards technical innovation, not innovation strategy. There exists a significant knowledge gap, and filling it is valuable to both mining businesses and communities.The 2014 Mining Innovation State of Play report (Stanway, Griebel and Mahoney, 2014), based on a survey of over 230 mining executives, uncovered a range of insights but left several questions unresolved. The people with the best perspective on these questions are CEOs. They can see the business issues with sufficient clarity and have the influence to shape both the industry and its organisations, as seen in Figure 1. Discussing these questions with the view to progressing our collective understanding was the primary reason this interview series was conducted.Unsurprisingly, interviewing 15 CEOs and Chairpersons from different industries and commodities, across the globe resulted in a broad range of views. The discussions were frank and often blunt in assessing the short comings in the industry and suggestions for improvement. This degree of candour is hugely valuable as a basis for improvement. This paper covers only the energy uses of natural resources and does not deal with non- energy uses, which in 1975 were of the order of 10 per cent of the total consumption of energy resources. The United Nations `J' Series of Statistics ex- presses each of the various forms of energy in terms of its coal equivalent in metric tonnes and this basis is followed in this paper. In other words, electricity produced by these sources is converted to its coal equivalent at the rate of 2660 kWh = 1 tonne coal.

Andesites are a major source of aggregate for much of the North Island of New Zealand. There are regional differences with respect to some important properties of the andesites. Some are reactive with cement and are designated as potentially deleterious or deleterious by the concrete industry. Other andesites, particularly those that are slightly altered or weathered, have rather high Plasticity or Clay Indices and perform poorly in road construction.   The performance of the andesites has been investigated and can be shown to be determined by: +        the chemistry of the rock which in turn determines the chemistry of the glass in the rock; +        the presence of large amounts of groundmass glass in the rock; and +        the nature of the superimposed alteration processes. Environment of extrusion and how rapidly the rock has been cooled or chilled are also important as they determine the fabric of the rock and how much glass will be present in the rock.   There are three main types of alteration that affect the quality of the aggregate: 1.   hydrothermal alteration, 2.   late magmatic alteration associated with the devitrification of glass, and 3.   weathering.   Each of these alteration types produces different alteration minerals. In fresh andesites the devitrification of glass has an important affect on the rockÆs properties. The Taranaki andesites are shown to have unusually (in comparison with other North Island andesites) high Na2O contents, held in the groundmass glass, which is the fundamental reason for the high alkali û silica reactivity of these andesites.
