The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. PREPARATION CONTROL IN UNDERGROUND MINING Selective Mining According to district Depending upon the particular geographic loca- tion or seam characteristics, modern raw coal preparation practices can be used to obtain improved product quality and uniformity. Nevertheless, certain coal markets may require only marginal quality while others may require very high quality, and these objectives may be sought by commencing the preparation of coal underground at the "working face." Under- ground preparation involves choosing those portions of the seam which can be cleaned to satisfy predetermined market requirements involving ( 1 ) maintenance of uniformity in chemical quality, (2) elimination of removable impurities, (3) control of sizes and size ratios, and (4) control of moisture. The methods employed to attain these objectives vary widely with the (1 ) seam under development, (2) mining equipment available, and (3) changing trends in the consuming markets. When a mining property is opened and development progresses from one section to another, the (1) petrography of the coal in the seam does not remain uniform, (2) character of roof and floor are subject to change, and (3) character and prevalence of mineral impurities are subject to considerable variation. The quality of coal shipped to market from any mine depends upon intelligent foresight, planning, execution, and supervision. Mining becomes a highly technical art. The quality of coal as determined by chemical and petrographic analysis is without question one of the most important considerations in the development and life of any coal-mining property. Variations in such proper- ties as volatile matter, ash, sulfur, Btu content, and petrography are of considerable interest, and to a limited extent so are such properties as phosphorous content, free swelling index, plasticity, hardness, pressure formation during coking, and ash composition. The maximum and minimum specifications of these characteristics as established by competitive market conditions place definite limits on the marketability of a coal.

Fluorspar is the commercial name for fluorite, which is the mineral having the composition CaF2, calcium fluoride. Its valuable properties are due to its content of fluorine, and it is the only important commercial source of that element. The name is derived from the Latin fluere, to flow, because the mineral melts easily and is a good flux. History The mineral has been known since Greek and Roman times, when it was used for drinking cups and ornamental slabs. Various peoples including the Chinese and the American Indians have carved ornaments from large crystals. Its usefulness as a flux was known to Agricola, who wrote about it in 1546.1 Mining began in England about 1775 15 and at various places in the United States during the period 1820 to 1840.28 Substantial production was achieved first in the period 1888 to 1900 in consequence of the development and widespread adoption of the basic open hearth method of making steel, in which fluorspar is used as a flux. After that, production and usage was stimulated by growth in the steel, aluminum, chemical, and ceramic industries and accelerated by World Wars I and II. The organic fluorides called "Freons" entered the picture in 1931, and the use of anhydrous HF as a catalyst in the manufacture of alkylate for high octane fuel blends began in 1942. The development of the froth flotation process in the late 1920's, a differential flotation scheme for separating fluorspar from galena, sphalerite, and other minerals in the 1930's, and the application of heavy-media concentrating methods to the treatment of low-grade ores in the 1940's were outstanding technological contributions that enabled increased production of fluorspar concentrates. Composition and Properties Fluorite in its purest form contains 51.1 pct calcium and 48.9 pct fluorine. Substitution of small percentages of cerium and yttrium for calcium have been noted.4 Mechanical inclusions of gases and fluids such as petroleum and water, and of other solid minerals such as pyrite, marcasite, and chalcopyrite are common. The fluorspar of commerce contains attached and admixed mineral impurities, chiefly calcite, quartz, barite, celestite, and various sulfides. It is interesting that the purest commercial form in which the mineral is sold, acid grade concentrate, contains a minimum of 97 pct CaF2, and as such is of comparable purity to many reagents used in chemical laboratories. Fluorite has a marked tendency to occur in large, well-formed crystals sometimes six to ten inches on a side. It crystallizes in the isometric system, frequently forming cubic and octahedral crystals or combinations thereof. The mineral also occurs in massive and in earthy forms, and in crusts or globular aggregates with radial fibrous texture. Crystalline fluorspar exhibits a great array of colors, from colorless and water clear to yellow, blue, purple, green, rose, red, bluish and purplish black, and brown. The colors are often arranged in alternating bands parallel to cube faces. They may be altered by exposure to X-rays, heat, ultraviolet light, and pressure, and are caused by a variety of factors including the presence of trace impurities and displaced ions in the lattice. Sometimes the changes induced by X-rays can be reversed by ultraviolet radiation. The mineral has a hardness of 4, and is the model of that hardness on the Mobs scale.

AS a new departure the annual business meeting was held at 4 p. m. on Tuesday, Feb. 16, instead of in the morning, as previously. The retiring President, Robert E. Tally, called the meeting to order and briefly spoke of the large measure of success that had been attained in balancing the budget of the Institute in 1931, so that, although receipts had declined over $26,000 compared to the previous year, expenditures had come within $3,000 of income. He referred in complimentary ,terms to the work of the committees on Membership, Admissions, Papers and Publications, and MINING AND METALLURGY, from which more would be heard late:. He also announced that a large and important committee on economics has been under consideration, and will be announced later. As an evidence of growth it was noted that a new Division, Mineral Industry Education, had been organized just an hour previously.

The static, rapid, and shock-loading response of rock is of interest to many in the field of rock mechanics. For example, the effects of loading rates on strength and stress-strain characteristics of rock are quite important in defining input loading for use in the design of underground protective installations. Response data on rock subjected to shock loading over a wide range of pressures are also vital in the field of underground nuclear testing. In addition, material response is needed in design of shock-absorbing liners. A number of investigators have reported that ultimate compressive strength of rock increases with increased rates of loading.1-6 Wuerker3 stated that modulus of elasticity, obtained from sonic determinations, increased in some rocks by a factor as high as 4.5. It appears that only a limited amount of work has been done on comparing static modulus and modulus obtained from impact testing.6 Phillips4 showed that with increased rates of loading the deformation decreased. More recent work by Atchley and Furr5 showed that when moderate-strength concrete is stressed with increased loading rates, the axial strain at failure increased. One would expect this to occur if we think in terms of purely elastic materials. For example, if E is constant and maximum strength [amax], increases, the axial strain would also increase. However, in rock testing thus far we have worked almost exclusively with nonhomogeneous and inelastic rocks. From this fact alone the increase in axial strain with increased load application is noteworthy.

Most igneous rocks, and particularly those of the basic type, contain relatively high percentages of magnetite and other iron oxides, which give them moderately high magnetic susceptibilities and make them responsible for an important percentage of the magnetic anomalies observed during the course of geophysical surveys by the magnetic method. The irregular form and high susceptibility of the igneous rocks make them readily polarizable and the position and strength of the magnetic poles formed are not always explicable by theoretical calculations of anomalies due to certain assumed forms in the normal magnetic field of the area under study. During the last four years our field work has permitted us to make detailed observations of anomalies due to igneous rocks in all the states of south Brazil. The form and position of the igneous rock at some places were fairly accurately known, which made it possible to calculate theoretical anomalies and compare them with the observed data. Some of the data we obtained have been published and additional cases are now awaiting publication. In this paper, we will present a few specific cases where the geology is moderately well known and which we believe to be of considerable value as representing typical magnetic anomalies in the south magnetic hemisphere, where the inclination of the magnetic field is very low. Although the vertical intensity is negative in the Southern Hemisphere, we have adopted the convention of plotting increase in intensity (negative) as a positive anomaly; i.e., above the x axis. This convention facilitates comparison with anomalies in the north.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. The mine operated by the United Verde Copper Co. is situated near Jerome, Ariz., on the eastern flank of the Black Hills, at an elevation of approximately 5500 ft. (1676 m.) above sea level. The mine and the town of Jerome are located on a steep hillside, which slopes rapidly to the valley of the Verde River. The smelter town of Clarkdale is situated in the Verde valley 4.1 mi. (6.5 km.) distant in an air line from Jerome, and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel & Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 mi. long and has a compensated 4 per cent. grade. At Clarkdale, it connects with the Verde Valley branch of the Santa Fe R. R. The narrow-gage (36-in.) line of the United Verde & Pacific Ry. was, until 1919, Jerome's only rail connection with a main trunk line. This road connects with a branch line of the Santa Fe system at Jerome Junction, after traversing 26 mi. of mountainous country. From the time of its location, in 1876, until its purchase by Senator W. A. Clark, of Montana, in 1889, the United Verde mine was worked on a small scale and shipments of high-grade gold-silver ore were made from the surface workings. An interesting development of copper blast-furnace construction has been brought about in adapting the blast-furnace to be a "burner" for sulphuric acid making. When the Tennessee Copper Co. first decided to construct an acid-plant, the standard type of brick-top furnace, supported by structural steel, was the only one in use at its plant. All the tests for temperature and strength of gas had been made on these furnaces, and had been satisfactory. When, however, the acid-plant was put on the flue, and the flue had to have a damper put in it to force the gas into that plant, troubles began. The furnaces were fairly tight, and for a few months the work was quite satisfactory. Fig. 1 shows the old type of furnace-top used at the start. It was soon found that this top would not stand the temperatures, particularly when dampered back, as was necessary to force the gas into the Glover towers. The structural steel, of which the furnace skeleton was constructed, warped and twisted so badly that it was not safe to use the furnaccs. This effect is shown by Fig. 2, which is a photograph of old No. 4 furnace, after the brick-work had been removed. It became apparent that a new type of top mas necessary and the engineering force was started on the design of a new furnace-top, with the result that a low top, with brick-lined flues at each end below the feed-floor, leading to the main concrete dust-chamber, was constructed. This furnace, No. 7, is shown in Fig. 3. The charging-doors are made of cast-iron sections, three sections to a door, and three doors to a side. The hydrotator coal-cleaning process was developed as an economic necessity to meet the ever-increasing demand for an inexpensive method of cleaning coal down to the sizes ordinarily referred to as "dust." As the most urgent demand seemed to be in the anthracite field, all experimental work has been conducted in that territory during the past two years, with the exception of a few months during the strike of 1925-26, when some experiments were performed in the Alabama bituminous fields. The first commercial plant was constructed at the Middle Creek Colliery of the Philadelphia & Reading Coal & Iron Co.,. Pottsville, Pa. This plant is now operating. Application The field of application of the process is: 1. Cleaning anthracite fines, ordinarily described as "slush" or "silt." Slush contains all sizes from 3/32 in. down to and including I(dust." (Anthracite passing a 3/32-in. mesh is also referred to as No. 2 Barley and No. 4 Buckwheat.) 2. Cleaning sizes too fine for recovery by other methods. 3. Removal of coal from sand circulated in the Chance sand-flotation process. 4. Cleaning of bituminous sizes from % in. down to "dust." 5. As equipment for the performance of the froth flotation process. 6. Other separating, extraction and washing processes which may be considered outside the realm of coal cleaning. Principle of Operation Fig. 1 shows the method of classification practiced under the Hydrotator patent.' In coal cleaning the machines are operated as "hindered settling" classifiers, the flow of solids and liquids being so controlled that the units may be combined in series.

The paper reviews the efforts made to utilize powder metallurgy to solve problems encountered when using alloys at high temperatures. The following subjects are discussed: comparison of wrought and sintered super alloys, sintered aluminum powder, porous materials for transpiration cooling, molybdenum, and cermets. TODAY, powder-metallurgy techniques are be-JL coming increasingly important, producing materials which at the present time cannot be made by any other method. Among these materials are high melting-point metals such as tantalum and tungsten, porous metals for filters and lubricant-containing bearings, electrical contacts and electrodes (i.e., tungsten-copper), cutting tools of the cemented carbides, and magnet alloys. In addition, the powder-metallurgy industry has grown because, through the application of its methods, shaped parts, such as gears, can be produced at tremendous rates with a low scrap loss in comparison with manufacture by casting or forging and machining. In the past few years, by utilizing powder metallurgy, several approaches to the problem of high temperature materials have been investigated. In this paper the authors will review some of the studies on application of materials having properties above 1350°F. Since their experience lies in the aeronautical field, possible uses of powder-metallurgy techniques in the production of aircraft en- gines will be emphasized. A large portion of the work is classified, but such a restriction has not eliminated any field from discussion, although limiting the amount of detail it is possible to present. The development of high temperature alloys from powders and porous metals for cooling will be discussed as well as research done on molybdenum and molybdenum alloys, cermets, and intermetallics. Some studies on the utilization of cermets will be considered along with special problems that have been revealed through these investigations. Special interest in certain factors of sintered aluminum powder (SAP) makes it desirable to discuss this material although its use temperature is below the 1350°F limitation set for this paper. High Temperature Alloys from Powders In general, components made from powders for room-temperature application have been investigated with the primary purpose of taking advantage of the high production rates and economies made possible by powder metallurgy. From the standpoint of properties, the ojective of the powder metallurgist has been to obtain a product comparable to the cast or wrought product that is to be replaced. Comparisons of the properties of alloys made by powder-metallurgy methods with those of similar compositions made by casting and forging are reported in the literature.12 In many cases equivalent

The data here given were obtained by 1500 tests made by the United Verde Copper Co. to determine the most economical air pressure for the operation of hammer drills under the varying conditions of use, and to investigate the variation in drilling speed at different air pressures. Twelve models of drills were used at gage pressures ranging from 40 to 130 Ib. No effort was made to harmonize theory and practice; but rather to formulate empiric rules that would cover the average variation of the results obtained. These rules on the performance of hammer drills, based on the air pressure as the main variable, however, are not necessarily of universal application, but they apparently satisfy the results obtained in this series of tests. The drilling conditions at this property vary widely; an average of twenty-one machine shifts to a 3-ft. (0.9-m.) round has been found necessary in some of the development work, while an advance of 56 ft. has been made in seven shifts in the "oxide" ground. This range precludes the adoption of one type of drill as a standard; consequently almost every kind of hammer drill sold in this country has been tested. At present, sixteen models are in use, of which two types of the heavy (150 to 160 lb.) mounted drills, one of the light mounted drill, one stoper, and two hand plugging drills are considered as standard. Method of Conducting Tests All machines were of the wet type, and were selected as being representative of the several types in use at this property; all had been in use from two to four months except the Waugh 66 and the Sullivan DX61, which were new. All machines were thoroughly overhauled before they were sent to the testing ground. Petroleum production in the Rocky Mountain district during 1929 registered a small decline from that of the previous year, conforming with a gradual decrease in the amount of oil produced during the last few years. A number of causes may be mentioned to account for this result, chiefly overproduction in other regions and the apparent desire of operators in this territory to conform to the policy of proration and retrenchment adopted by special agreement among operators in many of the fields. Unit operation has been adopted to control oil production from the Sundance sands in the Salt Creek field, Wyoming, in line with the general effort to stabilize this phase of the industry and prevent excessive drilling of new wells. Another factor which greatly retarded development in the Rocky Mountain region was the executive order of President Hoover issued in March refusing the award of new prospecting permits to future applicants and threatening cancellation of all existing permits upon which actual drilling had not been done as specified by law. Only four states in the Rocky Mountain region are important oil producers. In 1929 Wyoming led with an average daily output of 52,600 bbl., followed by Montana, with 10,730 bbl.; Colorado, with 6500 bbl., and New Mexico with 2700 bbl. daily average. These states bear the following percentage relation to total production in the Rocky Mountain district: Wyoming, 72; Montana, 15; Colorado, 9; New Mexico, 4., (Table 1.) The total average daily production was approximately 73,000 bbl. and the total production of all four states during the year was 26,534,606 bbl. This is 2.7 per cent. of the total oil production of the United States during this period. Colorado Although Colorado is not a large producer of oil and natural gas, its oil operations are widely distributed over the state. The same limitations' that characterized 1931 existed in the old fields of Indiana and Illinois during 1932. Prices remained low. The average for the year for Illinois and southwestern Indiana was $1.032 as against $0.852 for 1931 and $1.616 for 1930. In September a curtailment of production of about 25 per cent became effective and was continued to the end of the year. There were no new discoveries and very little wildcatting was done. Considering the age of the wells, and the number still producing, there were few abandonments. The most outstanding thing about the old fields in these states is their long continued productivity. Illinois The fields along the southeast end of the LaSalle anticline had their peak of 33,686,000 bbl. in 1908. In 1932, with a 25 per cent restriction for 355 months, these fields produced 4,661,000 bb1.l There were 52 new completions (most of them in old territory) and of these 33 were dry, 8 were gas, and 11 were oil wells. The new oil wells had a total initial of 102 bbl., or an average of 9.3 bbl. per well. Nineteen of the new producers were in Crawford County. There were about 200 wells abandoned in the old southeast fields in 1932 as compared to 210 in 1931. The greatest number, 86, were in Lawrence County. To the end of 1932, the four major counties—Clark, Crawford, Lawrence and Wabash—had produced almost 394,000,000 bbl. from 92,160 acres. Better than one-half of this was produced in Lawrence County from 26,240 acres. The Dupo area of Sinclair County had no additions to production although four wells were drilled. On the Jacksonville structure in Morgan County, six gas wells with an average depth of 300 ft. were drilled to sands in the base of the Pennsylvanian. They produced an open-flow total initial of 2,000,000 cu. ft. This gas will be developed further to supply a local market.

GENERAL GEOLOGY Coal is defined as a combustible rock that had its origin in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the somewhat unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks being returned to earth will, we hope, provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust of the earth is not completely stable, and throughout the geologic past portions of the crust have moved laterally and vertically. Even today, many coastal areas are slowly rising or sinking. More sudden earth movements are recognized by the earthquakes they cause. Throughout geologic history, rises in sea level or the sinking of the land areas have many times permitted the oceans to cover much of what are now the areas of the continents. The ores received at the Washoe Smelter come almost entirely from the mines in Butte and contain the following minerals : Chalcocite, Cu2S; covellite, CuS; chalcopyrite, CuFeS2, (trace); bornite, Cu3FeS3; enargite, Cu3AsS4; malachite, Cu2CO4 + H2O (trace); pyrite, FeS2; sphalerite, ZnS; rhodo-chrosite, MnCO3, (less than 1 per cent.); rhodonite, MnSiO3, (less than I per cent.). The country-rock of Butte is of the granite family and is a quartz-monzonite containing a little less silica than typical granite.
