WHEN phosphate mining operations first commenced in Tennessee the loss of both high- and low-grade material was large, because of the crude hand methods employed. Practically all rock smaller than 2 in. was thrown back into the pits and covered with the overburden of subsequent openings. With the advent of mechanical washers and other mining machinery, together with the abolishing of the contract system, the waste has been steadily diminished, until at present only the finest sand is being rejected; and even this is not lost, for in the majority of cases the water, slime, and sand from the washers are run into large settling ponds where practically all of the phosphate-bearing material is caught and stored for future use, or until it is profitable to ship lower grades. The latest equipment used to recover the fine and lower-grade phosphate sand includes Dorr thickeners, settling tanks, Dorr classifiers and settling ponds served by locomotive cranes with clam-shell buckets, making it possible to save material averaging as fine as 200 mesh. To attempt saving finer material would necessitate a different type of drier, which might be patterned after the multiple-deck roasters. The present tailing runs from 15 to 25 per cent. of available phosphate, which, however, as mentioned before, does not represent a total loss to possible future operations. The demand of the consumer is the greatest factor in regulating the recovery at present. In the mining of blue rock, which does not require washing treatment, the main waste material is the capping of low-grade kidney forma-tion, generally used for backfilling of the rooms. By reason of the introduction of improved methods in the early stages and the re-mining of territory skimmed over at the start, at the present time the net result of all operations is a comparatively small loss.

In contrast with the previous year's activity, the California oil industry for 1938 showed a decrease in drilling, market demand, and discovery of new oil reserves, although there was an increase in oil production. Although additions to reserves from new fields and extensions were less than withdrawals during the year, reappraisals of discoveries in 1937 added to new discoreries during 1938 amounted to over 300,000,000 bbl. The following comparative statement shows the important changes in various phases of the industry: Throughout the year the storage situation became progressively more acute, owing principally to less Pacific foreign demand, and increased potential from drilling the newly discovered fields and pools (Fig. 1). California storage increased approximately 32,000,000 bbl. during 1938, most of which (approximately 18,000,000 bbl.) was heavy crude and residuum. The market demand for the year was around 600,000 bbl. per day. Because of the trend toward Diesel power for heavy transportation, the non-gasoline-bearing crudes arc fast becoming a drug on the market. New discoveries were instrumental in increasing the potential production of the state from 1,076,000 bbl. per day in January to an all-time high of 1,420,000 bbl. per day at the close of the year; although the indicated reserves of these new discoveries were not equal to the yearly withdrawal of 249,000,000 bbl. As of the end of 1938, the state was voluntarily curtailed about 58 per cent. As a result of prospecting during the year, six new fields were discovered, three fields were extended, and deeper zones were reached in five of the older fields.

THE attention of physicists and metallurgists has been directed toward the study and explanation of the deformation textures in metals for the past 15 years. In 1920 N. Uspenski and S. Konobejewski1 were first able to show that the symmetrical X-ray diffraction effects that had been previously reported by E. Hupka2 and others in metal foils were caused by a directed arrangement of the crystallites. Since then, the systematic study of textures resulting from the application of the pure forces of tension or compression to polycrystalline materials hag been supple-mented by many investigations on deformed single crystals, which have greatly added to our knowledge of deformation. However, despite the valuable information secured from these comparative studies only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature. This lack of quantita-tive data is especially unfortunate because of the much greater practical significance of rolling textures and their effects in both cold-rolled and annealed materials. This investigation was undertaken for the purpose of specifying the deformation of rolled single crystals in the hope that such information might later facilitate the explanation of polycrystal-line textures.

DURING the past few years the Bureau of Mines has been studying hydrogen-sulfide corrosion in the petroleum and natural-gas industries. Early work was confined to investigating the various practical, or operat-ing, factors that control the corrosion reaction when ordinary mild steel is being attacked. In that work it was shown that, if the optimum operating conditions1 are obtainable, . gas containing hydrogen sulfide can be handled at ordinary temperatures without serious corrosion resulting. However, frequently "sour" gas must be handled under other than optimum operating conditions, and combating corrosion then becomes a problem to be considered more during the construction of a system than during its subsequent operation. That is, where economi-cally practicable in such cases the designer will seek to substitute for mild steel other steels or ferrous metals more resistant to corrosion by hydro-gen sulfide. The comparative resistance of various commercial steels and alloy steels to corrosion by hydrogen sulfide at elevated temperatures has been reported systematically by previous investigators,2 but similar information for corrosion at ordinary temperatures is available only from scattered sources, representing different methods of testing. The Institute maintains a dual relationship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 62 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Postgraduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in June. This paper, embodying information acquired by the writer in his work in connection with the Geological Survey of Minnesota, is presented by permission of the State Geologist. Historical.—On November 16, 1890, the workmen of Captain J. A. Nichols, of Duluth, Minn., encountered in a test-pit on the northwest quarter of section 3, township 58, range 18, west of the fourth principal meridian, the body of soft ore now called the Mountain Iron mine. Hard ore, chiefly magnetic, had been known for many years on the Mesabi range, and explorations made by Mr. E. W. Griffin, of Minneapolis, near the falls of Prairie river in T. 56-24 and T. 56-25, and by John Mallmann, at the Mallmann explorations, T. 59-14, had revealed some hard hematite interbedded with quartzite and low-grade soft ore; but this was the first discovery of merchantable hematite on the range. Captain Nichols had been exploring more or less along the range for some two years. To him and to the Merritt brothers, of Duluth and Oneota, who, unshaken in Faith by the discouraging reports of explorers, miners, experts, and geologists, had persevered in the search for ore, great credit is due for the final success, and large rewards have accrued to them already.

The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $560,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman; Paul D. Merica, vice-chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, John V. M. Dorr, Howard N. Eavenson, D. C. Jackling, Henry Krumb John M. Lovejoy, Harvey D. Mudd and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

PRODUCTION AND MARINE TRANSPORTATION OF MEXICAN PETROLEUMS ALTHOUGH the work on which this paper is based was carried on, by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, .the first dealing with the production and marine transportation of Mexican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes, to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical, work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been; to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue.

WHEN the Plutonium Project was started in the spring of 1942 there was no technology to produce uranium metal of the required purity. Not only was there no such metal available; no one knew how to make it or fabricate it after it was made. Since this time vast technical effort has been ex-pended in the atomic energy field. A short 15 years later the metallurgy of uranium is probably better known than that of any other metal, with the possible exception of steel. At the beginning of the 1942 drive to obtain pure uranium metal the most available raw material was black uranium oxide (U3O8) of about 92 pct purity from the Great Bear Lake region of Canada. It took only three months for the project chemists to develop a process for bringing the purity of this oxide up to 99+ pct and another three months for Mallinckrodt Chemical Co. of St. Louis to build the purification plant and get it into operation. In early summer of 1942 the purified brown oxide (UO2) started moving to the Metal Hydrides Co. in Beverly, Mass., and to the Westinghouse Research Laboratory in Bloomfield, N. J., both of which had been granted Government contracts to try to make pure uranium metal.

ON May 16, 1871, twenty-two men met in Wilkes-Barre, Pennsylvania, and founded the American Institute of Mining Engineers.* If we could transport ourselves back to that year and survey the state of science and technology in general, and, in particular, the field of our immediate interest-nonferrous metals-we would feel a justifiable pride in what had been accomplished up to that time. These accomplishments in the metal field were at the moment in the process of documentation by an Englishman, J. A. Phillips, in a new 700-page edition of his book to be published in 1874 under the title of "Elements of Metallurgy." True, looking over his shoulder, we would smile to read that "all metals are capable of assuming a crystalline form under favorable conditions," and that tensile testing is done "by adding weights to a firmly suspended wire until it fractures," and we would find only three pages on aluminum and none on magnesium. We would, however, find an astonishing wealth of detailed knowledge on iron and steel and the then common nonferrous metals and alloys such as brass and bronze. INTRODUCTION 1. The application of retreat longwall mining to the North American coal mining conditions is becoming more advantageous as more experience is gained. The productivity results being achieved and potential possible illustrates that this system can be keystone of future underground coal production. 2. In the American coal fields multi-entry is normally practiced as this allows profitable longwall development with existing equipment and systems. Difficulties are being experienced however in the longwall retreat phase by the collapse of multi-entry roadways and excessive use of supplemental support in the following panel tailgates. In some instances the headgate of an operating face can also be in difficulty. 3. Jim Walter Resources Mining Division is developed on a mining plan that calls for three retreat longwalls at each of its four deep mines which have varying depths of cover and immediate roof and floor conditions. The 63 Mine has experienced longwall entry difficulty and there were differing viewpoints with respect to the best development systems to adopt particularily regarding the number of entries and pillar sizes. In an attempt to reconcile these different points of view J.W.R. asked Dr. Wilson to examine the problem and this paper outlines the new approach developed.

At the dawning of the first century of AIME, mechanical handling of bulk materials was largely confined to movement of grain and light mill products by belt and screw conveyors, but grain handling experience inevitably led to the use of the belt conveyor for coal, ore and other heavier materials. In 1891, the first major U.S. conveyor installation for heavy minerals was completed at the Edison, N.J., plant of the New Jersey & Pennsylvania Concentrating Co. Functionally, this plant revealed its grain elevator heritage. Overlooked at the time of design or, perhaps more accurately, not fully recognized, were the dramatic differences between grain and minerals in both operating conditions of the system and the physical characteristics of the material to be conveyed. This inevitably caused problems, but from the ashes of these problems rose solutions. The Edison plant became a proving ground from which came two significant developments by Thomas Robins-the first conveyor belt designed specifically for impact loading and abrasive materials and the three-roll conveyor idler. As an installation with more than 50 conveyors in widths of 20-30 in. and belt centers of up to 500 ft, the plant was a landmark, for it established the belt conveyor as a vital method of trans- porting heavy, abrasive materials.

As used in geophysical exploration, the term overvoltage applies to secondary voltages set up by a current into the earth which decay when the current is interrupted. These secondary effects may be measured by pick-up electrodes. The term induced polarization has often been employed to describe this same phenomenon. In its own operations Newmont Exploration Ltd. commonly uses the word pulse. The basis of this method in prospecting is that metallic particles, sulfides in particular, give a high response, whereas barren rock, with certain exceptions, gives a low response. Overvoltage has been tried in searching for many types of mineral occurrence but has been most successful in outlining the widespread disseminated mineralization associated with porphyry coppers. History:' Newmont Mining Corp. has been interested in overvoltage since 1946, when Radio Frequency Laboratories of Boonton, N. J.. drew the company's attention to phenomena observed in the laboratory. At the instigation of A. A. Brant further model studies were undertaken, and the first tests were performed in 1947. Tests at San Manuel, Ariz., in 1948 were very encouraging, clearly demonstrating that the method could be used to distinguish scattered sulfides at depth. H. 0. Seigel followed up the San Manuel work with a study to determine the phenomena involved.'

• Phelps-Dodge Corp. signed an agreement with the Defense Materials Procurement Agency to increase copper production from the east ore deposit of the company's Copper Queen branch at Bisbee, Ariz. The company agreed to undertake a $25 million expansion program, including construction of a concentrating and leaching plant at the Bisbee mine and enlargement of the Douglas smelter. The Government agreed to buy the first 112,500 tons of the first 150,000 tons produced at 22e per lb if the company could not sell at a higher price. The new facilities will have a yearly capacity of 38,000 tons and should be in production by late 1954 or early 1955. • American Smelting & Refining Co. has started construction of a new building to house the Central Research laboratory at South Plainfield, N. J. It will have approximately 75 individual laboratories and an equal number of offices and shops. Modern apparatus to be installed will include electron microscopes, electric and fuelfired furnaces, miniature copper refineries and zinc plants, wire drawing machinery, and large pilot plant laboratory. GOLD was discovered in the Sierra Nevada by J. W. Marshall on Jan. 2, 1848. The town: of Grass Valley soon sprang up and contained several stores in 1849; but the population of the town has always reflected the fluctuations in quartz mining. Gold-bearing quartz was found on Gold Hill in September 1850, and in the next two years most of the quartz bearing veins in the vicinity were located. At first, the quartz was crushed in mortars with spring poles; the Huff Co. took out $20,000 in this manner during the winter and spring of 1851. The first mill was put up in January, 1851. In 1866, there .were in Grass Valley 248 stamps, crushing 71,420 tons of ore with an average yield of $30 to $35; in Nevada City, there were 142 stamps, crushing 14,200, tons, with an average value of $25. But in 1918, only two properties in. this region, the Empire and the North Star, were producing. Since then, there has. been a revival of mining in the district and the following properties are being opened up: The Golden Center, Grass Valley Gold. Mines CO , Idaho-Maryland Mines Co., while the Sultana is kept unwatered and work is going on in a half dozen small properties.

Ashbel Welch, Lambertville, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were much the most rapidly destroyed. NO ADEQUATE salary scale, at the present time, can ignore the increase in the cost of commodities 'during the last few years or- afford to assume that this increase is merely temporary. A study of the change in prices and wages during and after the Civil War is of interest in connection with changes that have taken place from 1913 to 1919. The curves on the accompanying figure, based on reports of the War Industries Board and Department of Labor, show these changes. During the Civil War retail prices rose to 164,2 per cent. of the prices of 1860, during the next 8' or 10 years. It is interesting to note that the rise in wages during the Civil War was almost simultaneous with the rise in the prices of commodities. During the World, War, the rise in wages has lagged about a year behind the rise in prices. Furthermore, in the period immediately, following the Civil War, wages continued to rise after prices started to fall, The present price level is not considered merely temporary by such of our Government agencies as the Department of Labor and the Federal Reserve Board or by such economists as Irving Fisher' and J.
