Before answering the question raised in the title, let's briefly consider how East-West trade is viewed within the entire US political spectrum. Essentially, there are four major schools of thought: (1) The Peaceful-Coexistence School. Advocates of this school call themselves free-traders and hold to the premise that: (a) trade benefits all parties involved, hence it is the best tool to achieve peace; (b) US trade barriers should be removed, and the quicker the better; and (c) negotiations, cultural exchanges, and political compromise should be used extensively.

IN a recently reported investigation, J. B. Clark and F. N. Rhines1 used a diffusion couple technique to determine the number of intermetallic phases which should be present in the Al-Mg equilibrium phase diagram. Their method was an application of the following generally accepted principle. If a diffusion couple made up of two metals is annealed at a given temperature for a long time, all the phases of the binary system which exist under equilibrium conditions at the diffusion temperature will form intermetallic layers. It is important that the diffusion temperature be high enough and the diffusion time be long enough to permit the nuclea-tion of all thermodynamically stable phases at the interface of the couples and their growth to observable thicknesses. These simple time-temperature criteria are at times difficult to satisfy, and it is the purpose of this note to point out a situation in which this is the case. THE last few decades have witnessed the introduction of many new nonmetallic mineral products and changes in the use of many of those already well known. Among these is diatomite, formerly employed as a mild abrasive and, at one time, as the absorbent material in dynamite. Now nearly 100,000 tons a year are mined and milled into such things as filter aids, cement admixtures, insulants, fillers, absorbents, cosmetics, cleansers, etc. Pumice, commonly regarded as only an abrasive, is now also employed as an insulant, as light-weight aggregate and as a concrete admixture. With increasing use of insulants, light-weight aggregates, and acoustic stuccos and plasters in the building trades, both these mate-rials should find increased application. Very large deposits occur in eastern Oregon and have been studied by the U. S. Geological Survey in cooperation with the Oregon State Mining Board.

THE decreasing solid solubility limit at the titanium-rich end of the Ti-Cu constitutional diagram,' Fig. 1, suggests the possibility that titanium-rich alloys may be age-hardenable. However, results obtained by Holden et al. reproduced in Fig. 2 show that after quenching from 790°C the age-hardening of an alloy containing 1.7 pet Cu is very slight, while a 0.8 pet alloy decreases in hardness, during heat treatment at 400°C. It was believed possible that powder samples of alloys might show different results from the lump samples used by Holden et al., since small particles are often more sensitive to diffusion processes than larger samples. Consequently, a 1.9 pet (by weight) Cu alloy was made by the technique of levitation melting," checked for homogeneity, and filings of 48-65 Tyler screen size were cut from it for aging experiments. The filings were helium-quenched (by a technique described previously)' from 790°C, sealed in vacuo in silica tubes and aged at temperatures of 400°, 450°, and 500°C. Microscopic and X-ray examinations failed to reveal any structural changes during the aging process. This is not too surprising since early stages of precipitation do not usually manifest themselves in ways that are readily detectable by metallographic methods, and the extent of precipitation on overaging a 1.9 pet alloy is very small. However, hardness readings (taken on a Bergs-man micro hardness tester, using a 25 g load applied to a diamond indenter) do show a hardness peak at each aging temperature, Fig. 3. About a dozen readings were taken on each heat treated sample; the highest reading and the lowest reading were ignored and an average taken of the remaining values. In

The work of an engineer is to direct natural forces so that the: bring about the results that he wishes to secure. Heretofore he ha concerned himself chiefly with physical forces and inanimate objects until he has secured a truly marvelous degree of control over them The great problem of the present age is to secure a like degree of know1 edge and control of the human factor. Progress has already been made along this line, but it is only a beginning. Wilhelm Ostwald says tha scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to main tain a high average in prophecy. In short, 'the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essentia need of the period is for more brains; if we only had sufficient knowledg and sagacity we could not only solve all difficulties, but prevent then from arising. This generalization holds good for an industrial organization. Th most vital need of the management is for more brains. The logica course for an engineer in charge of an industrial organization is, therefore to direct whatever forces may be at his command toward the development training, and guiding of all the brains in his organization. This is easie said than done, for it involves the carrying on toward two objective: the maximum of productive work, and the development of the individual who perform it. This is essentially like the rebuilding and enlarging of plant, keeping it in full operation the while. On the other hand, if th aim is merely for maximum production from an organization, withou offering opportunity for development, the final outcome will necessari be like that of a plant that is driven at full capacity without stoppin for repairs or improvements; it eventually becomes so run down th either a complete rebuilding is necessary or else it has to be abandone

Under certain conditions, a molten zone can be made to move through a solid by impressing a stationary temperature gradient across the solid. This phenomenon can be utilized in fabricating semiconductive devices, growing single crystals, joining, boring fine holes in solids, measuring diffusivities in liquids, small scale alloying, and purification. Fundamentals and exemplary applications are outlined. ANEW aspect of the travel of a molten zone through a solid is considered in this paper. Whereas, in previously described zone melting techniques,'-' zones were usually caused to move by changing the position or temperature of a heat source, in the present technique a zone is made to move by impressing a temperature gradient across it. For example, a thin layer of molten A1-Si alloy, sandwiched between two silicon slabs having a temperature gradient normal to the layer, will travel through the hotter slab. One feature of temperature gradient zone melting, as this technique will be called here, is that zones of unusually small dimensions can be maintained. This leads to such diverse uses as have been listed in the abstract. In this paper fundamentals of the movement of a molten zone in a temperature gradient, and some practical applications thereof, are outlined. Assumptions The movement of a molten zone through a solid body of solvent substance in which a temperature gradient exists will be discussed. The length of the zone will be its dimension in the direction of motion. The direction of the temperature gradient will be toward the region of higher temperature. To be considered is a binary or higher order solute-solvent system in which the concentration of solute in the molten zone is sufficient to produce a lowering of the freezing temperature of the solvent which is at least of the order of the temperature range impressed on the charge. While we discuss primarily molten zones in a solid matrix, the principles are applicable to solid or vaporous zones in a solid matrix, a requirement being that the diffusivity in the zone be substantially greater than in the matrix. Diffusion of solute into the surrounding solid will be assumed negligible. In general, its presence will not basically alter the conclusions to be drawn. For illustration, a system represented by the partial constitutional diagram of Fig. la will be discussed, in which k, the distribution coefficient defined in the figure, is constant and less than unity. However, the technique is applicable to any solute- solvent system in which one component lowers the melting point of another component. Movement of a Molten Zone in a Temperature Gradient Consider, in the system AB of Fig. 1, where B is designated the solute and A the solvent, the effect of sandwiching a thin layer of solid B between blocks of solid A and placing the whole in a temperature gradient such that the temperature of the layer is above the lowest melting temperature of the system. Surrounded by an excess of A, the layer will dissolve A, becoming molten, and expand in length." As so- lution of A continues, at both interfaces, the mean solute concentration in the zone will move to the right in Fig. la, until at temperature T, the liquid at the cooler interface reaches the liquidus concentration C,. Solution of A thereupon ceases because the liquid T1 is saturated with A. The liquid at the hotter end of the zone, being at temperature T2, is not saturated with A at concentration C1. Hence solution of A continues there and concentration C2 is approached. A concentration gradient therefore is set up in the zone, causing A to diffuse toward the cool end and B toward the hot end. As a result, the liquid at the cool interface becomes supersaturated and a layer of crystalline A containing concentration kc, of B in solid solution freezes. Since a source of A

At the meeting of the Institute in Philadelphia, in June, 1876, it was my pleasure to read a paper on the "Manufacture and Endurance of Iron Rails." I then spoke of some trial rails which had been placed in the down track of the Philadelphia and Reading Railroad, over which passed, in addition to merchandise and passengers, most of the heavy coal traffic of that company. One of these rails, made at the Philadelphia and Reading Rolling Mill in 1870, and then placed in the track, was removed in 1876, after having carried about 55,000,000 gross tons, and was on exhibition at the Centennial Exhibition. A piece of this worn rail, twisted cold, was also shown there. One of the same series of rails was allowed to remain in the track until 1878, and short sections of this rail, as well as one not worn, to show its original shape, are presented for your inspection. A comparison of the two will show that the top of the head or tread has morn down 3/16ths of an inch during its nine years of service. It carried in that time 67,000,000 gross tons of freight, passengers, cars, and engines. This rail was made in the usual way of manufacturing iron rails at the Philadelphia and Reading Rolling Mill. The head was made from puddled iron bars, piled, heated, and rolled into bars, 41/2 and 3 inches wide by 1 inch thick, these bars, breaking joints, were made into a pile in section 9 inches square, heated and rolled into slabs 9 inches wide and 2 inches thick; the balance of the rail-pile was made of 41/2 and 3-inch bars, rolled from two-thirds old rails and one-third puddled iron, the

AEROFLOAT 25 is a complex mixture of free cresylic acid with aryl substituted dithiophosphoric acids, sulphides, disulphides, etc. Its complete composition has not been published by the makers or patentees. It is prepared1 by the reaction between phosphorus pentasulphide and carefully selected cresylic acid. We have been informed that this acid contains no phenol and very little cresol, and that it is rich in the higher alkyl phenols, particularly the xylenols. The reaction between a phenol ROH and phosphorus pentasulphide may produce compounds of the following type:2 (i) RO S P Diaryldithiophosphoric acids RO SH (ii) R-SH Thiophenolic compounds (iii) R-S-R Diaryl sulphides (iv) R-S-S-R Diaryl disulphides (v) Substituted thianthren compounds Except for the simplest type, the thiophenols (ii), the boiling points of these compounds lie above 300° C. The amounts of the thianthren compounds formed from the five xylenols (if all these are present) will vary according to the position of the substituents. In an attempt to ascertain something of the nature of the reagent, fractional distillation under atmospheric pressure was undertaken. FROM north to south activity is picking up through- out the Labrador Trough-already shown to be one of the world's great iron ore provinces. Center of current activity and interest lies in the mid-southern part of the trough as drills, equipment, and . . . money start to pour into the area near Mt. Wright and Wabush Lake. First major announcement in the area came early this spring when J&L and CCI outlined an estimated billion-ton deposit for "future" operations. Later impetus came from rumored railway for US Steel's Quebec Cartier projects in the Mt. Reed area slightly to the south. As this issue went to press US Steel's request for bids on railway and hydroelectric construction, plus IOCC's decision to step up the time- table on its program in the Wabush Lake area east of Mt. Wright, triggered a flurry of other announcements involving many of the top U. S. and Canadian iron ore firms. Do not look for most of these place names in the average atlas . . . they aren't there yet, but they soon will be.

Meeting of April 24, 1914.-President Thayer announced the appointment of the Committee on Safety and Sanitation. The Committee on Nominations for officers for 1915 was appointed, as follows: William J. Cox, Chairman; H. Poster Bain, Joseph Daniels, Charles E. Mills, R. V. Norris, E. Gybbon Spilsbury, and Herbert A. Wheeler. The request of twenty residents of Salt Lake City and vicinity for permission to establish the Utah-Nevada Local Section was granted and R. C. Gemmell was appointed Chairman of the Committee on Organization. The following resolution was adopted: Resolved: That under authority of Article V, Section 7, of the Constitution, a special Committee be and hereby is appointed, to consist of the President and six other members of the Institute, to be named by him, Who shall be authorized to appear before the proper authorities at Washington and urge that Mining Engineers be appointed upon the proposed Commission for revision of the Federal Mining Laws. Further Resolved: That the activities of this special Committee be restricted to the authority given in this resolution.

As already announced in the notice of the 114th (New York) Meeting of the Institute, the ladies present met and organized the Women's Auxiliary of the Institute. All ladies of the families of members of the Institute-are eligible to this Auxiliary. The purpose and objects of the Auxiliary are well stated in the address of the President, Mrs. S. J. Jennings, in opening the organization meeting on the morning of Feb. 20, 1917. The address follows: "Ladies: Friends from far and near, on behalf of the Women's Entertainment Committee of the A. I. M. E., I extend to you a hearty welcome. "Most especially are we glad to see our friends from the Pacific Coast and the middle West, .whose royal hospitality to the members of the A. I. M. E. and their wives and daughters on their trips to California and to the Copper Country of the Southwest can never be forgotten. We are glad to be able in some small measure to return it.

Rock slope stability assumes different roles in decision making as a mining venture develops and, accordingly, geological investigations vary in thought and in deed according to the project stage. During exploration, stability questions bear on the decision whether or not to mine, because their resolution affects the cost of mining. During the mine lay-out stage, stability is a key factor in deciding how to mine. Finally, during mine operation, stability affects safety and operating costs, and therefore, pit productivity. Among the many considerations influencing stability, rock mass classification and geological environmental factors count heavily. The rock mass behavioral class depends upon the rock character and its degree of fracturation. The loads on the rock are derived from the environmental factors of initial state of stress and the water regime. Of course, stability is also tied to a host of non-geological factors such as the pit geometry, mining style, relative wealth, philosophy of mine operation, and accident history. METHODS OF STABILITY EVALUATION AND CORRESPONDING INVESTIGATORY TOOLS The purposes of the geological investigation are to identify and evaluate the geological factors influencing stability so that the vital questions can be analyzed. The tools selected for stability analysis reflect the stage of development of the mining scheme and therefore the geological investigations, which must furnish data for the analyses and must vary with the project stage. For exploration and mine planning, the methods of resolving stability questions must meet the need to evaluate numerous parameters in limited time; examples of such methods are stereographic projections (1, 2, 3) charted solutions(4) and simple physical models (5, 6). An investigation program that employs geological mapping tools and aids to mapping, such as geophysics, with relatively few rock tests, is in balance with these analytical methods. First data about the water regime are obtained from observed piezometric levels, and the initial state of stress is queried simply through geological inference and experience. In the layout stage more elaborate physical scale models (7) and perhaps finite element models (8, 9, 10, 11, 12), will be relevant to the design process and therefore much more detailed geological investigation is required. FOR constructive research in copper and brass and other non-ferrous metals and their alloys, and his contributions to the establishment of the present accepted high standards of quality William H. Bassett, technical superintendent and metallurgist of the American Brass Co., has been awarded the James Douglas Gold Medal for 1925. Mr. Bassett was born in New Bedford, Mass., on March 7, 1868, and was graduated in chemistry at the - Massachusetts Institute of Technology in 1891. In the same year he went to Pope's Island Manufacturing Co., at New Bedford, as chemist where he remained until 1895, where he became a teacher in chemistry at the Swain Free School, which position he retained until 1900. He then became chemist for the New Jersey Zinc Co., at Newark N. J., and in 1902 went to the Coe Brass branch at Torrington, Conn., as Chemist. In 1903 he became chief chemist and metallurgist and since 1912 has been technical superintendent and metallurgist of the American Brass Co., with head- quarters at Waterbury, Conn.

The immediate vicinity of the sea-shore, affording special facility for the exportation of ores, makes it possible to work certain mines in the Vladivostok district, which, in more remote places of Siberia., would remain unproductive. Outside of the city of Vladivostok the population is small and the country is very little prospected. Additional discoveries of valuable deposits like the large body of calamine which has recently been opened in the neighborhood of earlier worked lead-silver ores, in the Tetiuhe valley, are still in the field of possibilities. For many years gold alone was produced, in part from the coastal rivers and in part from a quartz-vein on Askold island near Vladivostok. But the production is diminishing, and prospectors are looking for other rivers in the interior, such as the tributaries of the Ussuri. These rivers are now more accessible than formerly, due to the slow but gradual development of colonization by the Russian peasants. The few natives of the country, called Orodjones, are of the Chinese race. They resemble the North American Indian and are hardy fur-hunters. They have given some attention to placers and have already shown good specimens of gold-dust from the rivers Iman, Bikin, Noto, etc. Coal-mining was begun in the Vladivostok region more than 20 years ago, but in a somewhat irregular way. The industry is not as yet important and the best coal-seams are badly prospected, or are even neglected. Copper, lead, and iron exist in several places. The amounts give some encouragement to the anticipation that the discoveries will give rise to important metallurgical works. I here present a review of the various deposits, based upon such safe information as is in hand, when I have not drawn upon my personal observations. This paper presents information on the use of a new propping agent (malleable aluminum particles) which has been used successfully for producing high-conductivity fractures. The conductivity of a packed fracture depends on the width of the fracture as well as the permeability of the propping material. It is significant that the flow capacity of a propped crack is often increased many fold by propping the crack with a sparse distribution of particles. However, the flow capacity of a sparsely propped crack can be limited by two phenomena: (I) crushing of the propping particles, and (2) embedment of the propping particles in the formation walls. Malleable aluminum particles exhibit interesting properties which tend to overcome these limitations. As high loads are applied to the particles they will deform slightly, rather than shattering. The deformation results in a greater bearing area against the formation wall. This reduces the stress on the particle and reduces particle penetration into the formation. The behavior of aluminum particles under load and the bearing capacities of serveral formation rocks have been measured in the laboratory. By properly using these data, as explained in this paper, the flow capacities of aluminum-propped cracks can be calculated for a variety of conditions. Aluminum particles have been used successfully in the field to prop fractures. Where high-conductivity fractures were needed, the aluminum-propped fractures have given greater well stimulation than could have been expected for conventional fracturing processes. INTRODUCTION The purpose of a hydraulic fracture treatment is to create a conductive channel from the wellbore out into the oil or gas formation. The word conductive is emphasized because we believe that the fracture conductivity (flow capacity) is one of the most important factors influencing fracturing results. Previous papers have pointed out the additional well stimulation that can sometimes be achieved by increasing fracture conductivity. Several years ago, we investigated in some detail the effect of fracture conductivity on productivity increases to be expeced from vertical fractures. Both electrical analog and theoretical studies of unsteady-state flow behavior were made. A discussion of the electrical analog equipment and some of the results of the study were given in a previous paper' by Dyes, Kemp and Caudle. Further details were given recently by McGuire and Sikora.5 Fig. 1 shows the remarkable influence of relative fracture flow capacity and length on well stimulation. Briefly, the study indicates the following. 1. High-permeability formations require high-conductivity cracks for best results. 2. The longer the crack, the higher the fracture conductivity required for best results. 3. If the conductivity of the crack is very large compared to the formation (i.e., flow is not being limited by crack conductivity), then the longer the fracture, the better will be the results. Judging from recently published articles,1,314 there is current interest in methods for obtaining high fracture conductivities. Hence, we would like to present in this paper a discussion of a new fracture propping process (use of aluminum particle) which we have used successfully to obtain highly conductive fractures. There are several factors which influence the conductivity of a propped crack. Conventional fracturing techniques frequently result in a crack completely packed with fracturing sand. For such conditions, the crack conductivity is the product of the width of the packed fracture and the permeability of the propping material. It is significant that a large increase in conductivity sometimes can be obtained by propping with particles which are distributed sparsely (less than a

Prior to 1934, published information covering expenditures by oil companies for properties, plant, and equipment and the residual investments in the various segments of the petroleum industry was not readily available. This paper presents an analysis of the funds invested by a selected group of oil companies during the years 1934 through 1942, based on an extensive study of the individual records of 30 oil companies. The sources, disposition, and characteristics of the capital employed by this group of companies are traced through a series of combined statements and appropriate charts, covering financial and operating data. The analysis of these statements not only constitutes a record useful for comparative purposes but also serves as a basis for a number of broad conclusions, as follows: 1. The petroleum industry generates the capital needed for its expansion almost entirely from its own operations and is therefore a singularly self-contained economic unit. 2. The long-term debt contained in the financial structure of the industry is small relative to the total capital employed, is less than the net working capital, and has increased but slightly during the period under review. 3. The capital expenditures of the group of 30 oil companies for 9 years amounted to 6.1 billion dollars, 58.3 per cent of which went into crude-oil producing facilities. The trend of this segment of expenditures has been downward since 1937. In 1942, expenditures for refining facilities increased sharply and for marketing facilities declined drastically. 4. The net working capital of the group increased 380 million dollars over the period, and the industry is in a favorable position of liquidity. The ratio of combined current assets to current liabilities was 3.21 at the close of the period. 5. The net income of the group displayed an upward trend for the period but with rather sharp cyclical fluctuations. 6. In 1942, Government funds entered the industry for the first time in substantial amounts and were utilized for the provision of war facilities needed for emergency use. 7. The group has paid out a relatively low percentage of net income in the form of dividends. For the period the average was 55 per cent of net income. 8. The rate of return on invested capital for the group averaged 6.4 per cent for the

I DESIRE to submit, for the consideration and information of the members of the Institute, the following data, drawings, and tables, showing what I believe will be interesting information with regard to the diamond drill, and its uses in developing mineral lands. I would first say that the results given have been obtained during the past two years by means of two drilling machines belonging to the Lehigh Valley Coal Company, operating on their coal lands in the Mahanoy, Lehigh, and Wyoming regions. 1st. A tabulated statement, giving location of borings, date, progress, total cost, itemized cost per foot, etc. 2d. Section showing strata bored in Nos. 5 and 10 holes at Mt. Carmel, see Plate VI. 3d. Section showing strata bored in No. 19 hole at Hazleton, see Plate VI. 4th. Photograph and description of drill No. 2. From the first it will be seen that the total number of test-holes bored up to May 1st of this year is 24; 9 of these are in the Mahanoy region, 6 in the Lehigh region, and 10 in the Wyoming region, in all of which cores have been taken for the whole distance. The total distance bored is 9902 feet. The majority of the holes have been put down for the purpose of proving the lower veins of the coal series, and have had to encounter the harder rocks of the coal formation. Much of the distance has been through the lower conglomerates, going in some cases through the coarse egg conglomerate, the foundation of the coal deposit, and to the green sandstone and red shale which underlie it. These lower sandrocks and conglomer¬ates are among the hardest known to geologists, and present a formidable resistance to the exploring drill. This fact must be taken into consideration in comparisons of cost of drilling, and when considered will still further improve the very favorable results I am able to show in my statement of costs. In illustration, I will cite the work of one bit when boring in the upper or softer rocks of the Wyoming region, where 280 feet were obtained without resetting, while in the Lehigh and Mahanoy regions, in the lower and harder rocks, bits set with the same quality of diamonds would only bore from 3 to 20 feet before being worn out.
