Various industrial minerals that are traded internationally receive support from governments, enabling these materials to be more competitive. The role of government in encouraging nonmetallics exports ranges from the ownership of an integrated mining company to partial or selective government ownership, to the sponsorship of exporter organizations. In certain cases, regional governments have a direct stake in the industrial minerals industry. This paper assesses the commercial impact of these involvements.

Committee C-8 of the American Society for Testing and Materials defines refractories as "material, usually nonmetallic, used to withstand high temperature," and it defines the term refractoriness thus, "in refractories, the capability of maintaining the desired degree of chemical and physical identity at high temperatures and in the environment and conditions of use.” The ability to withstand high temperatures is critical to classifying a material as a refractory. However, as the foregoing definition of "refractoriness" implies, the refractory material may be subjected to and is expected to resist not only high temperatures but a variety of other destructive forces incidental to its use. These include abrasion, impact, thermal shock, chemical attack, and high level loads at high temperatures. The various industrial applications of refractories represent an infinite variety of combinations and degrees of severity of these destructive forces, including high temperatures. Naturally, such a variety of application conditions leads to a need for a wide variety of refractory products to satisfy those conditions. The number of refractory products available is great enough that some form of classification is necessary to a discussion of refractories. Refractories may be classified in several ways, but the most suitable one is based on their general compositions and to lesser degrees on their physical condition and distinctive properties. The primary types of brick include aluminosilicate brick (fire clay and alumina), basic brick (magnesia and chrome ore, alone and in various combinations), silica brick, insulating brick, and special refractories (carbon, SiC, ZrO2, zircon, borides, and nitrides). Brick is, of course, preformed and usually is heat treated at high temperatures before use, but in some instances is unburned and/or chemically bonded, including the relatively new class of tar-bonded magnesia and/or dolomite brick. In addition to preformed refractories, another broad category includes the so-called specialty refractories, which are usually made in the same types as itemized for brick-bonding mortars and high temperature cements, hydraulic setting castables or refractory concrete, plastic firebrick, and ramming mixes. Refractory grains, such as fire clay and high alumina calcines, dead-burned magnesite and periclase, and dead-burned dolomite are also considered refractory products. Bricks are also classified on the basis of physical dimensions, as standard sizes and special shapes. The standard sizes are those which are of definite shape and design and are designated as 228.6 x 114.3 x 63.5 mm (9 x 4 ½ x 2 ½ in.) and 228.6 x 114.3 x 76.2 mm (9 x 4 ½ x 3 in.) straights and series. Bricks of nonstandard sizes are referred to as special shapes. These come about as a result of a particular need for a given furnace or for a particular application. OUTSTANDING among the year's events in copper has been the reimposition of an import duty of 4r. per pound in this country which became effective June 21. In consequence of this action by Congress, the Ottawa Empire conference recommended a duty of 2d. per pound equivalent at normal rate of exchange to our 4c. duty, on all copper originating outside of the Empire. Lip to the middle of this year only Russia and Japan had a closed market; the import duty on copper in Russia is 30 per cent ad valoremm and in Japan about 2c. Russia's consumption has always been in excess of production and she has imported from 2(1,000 to 40,000 ton, of copper per annum. Japan, with a production of 6,000 to 7,000 tons per month, has absorbed, in normal times, its production, but during recent: sears has exported varyiug quantities in 1929. 2,200 ton-: in 1930, 2,700 tons, and in 1931. 3,600 ton-. Aside from the-e two countries, the international market has heretofore been free. It and when the British Empire duty become, effective the world's markets will be divided into four unit: 1. Russia and Japan, 2. United States. 3. British Empire. 4. Rest of the world. The world's production at present is rennin it the rate of 930.000 tons per annum. Previous research at the Montana College of Mineral Science and Technology indicated that it is practical and economically feasible to place stiff back- fill in a cut-and-fill stope. This backfill would reduce wall closure and high stress buildup in pi1llars, thus alleviating rockburst potential. Three ;topes from the Sunshine Mine, of the Coeur d’Alene Mining District, were chosen for a test verification of this concept. Although the first stope was lever mined beyond the initial cut (for economic reasons), some vibrating wire stressmeter results were obtained and found to compare favorably with numerical predictions. Some other instrumentation devices were built and tested, but never installed .

The oxidation of Cu2S in oxygen and the sulfating of Cu2O in oxygen-sulfur dioxide atmospheres was carried out under a variety of conditions. The oxidation of Cu2S was found to be retarded by entrapment of SO, and O2, which stabilized internal sulfates for long periods of time. The course of the reaction was followed by measuring weight changes and also by SO, evolution. Sulfating of Cu2O was a maximum at ratios of SO, to O2 approximating maximum SO, production. At elevated temperatures SO, was found to increase the rate of oxidation of Cu2 O to CuO even though sulfates did not form. All sulfating reactions followed the parabolic rate law indicating diffusion. MANY studies of the roasting of copper sulfides have been reported in recent years. Diev et al.1 investigated the roasting of chalcocite (Cu2S) in air, and oxygen enriched air. Lewis et al.2 also studied the oxidation of natural and synthetic chalcocite in air and oxygen atmospheres and their studies indicated that the maximum formation of water soluble sulfates occurred at approximately 450oC. Ashcroft3 reported that oxide production during the roasting of chalcocite resulted only from secondary decomposition of sulfates which were formed as primary products. peretti4 refuted this claim by showing that a layer of Cu2O appeared directly adjacent to the Cu2S during roasting of cylindrical briquettes of cupric sulfide, CuS. The linear advance of the Cu2S-Cu2O interface was used as a measure of the kinetics of the roasting reaction. The reactions proposed were: 2 CuS—Cu2S + 1/2 S2 [4-1] 1/2 S2 + O24 SO2 [4-2] cuzs +3/2 O2 4 Cu2O + SO2 [4-3] cu2o + 1/2 O2—2 cuo [4-4] At temperatures above 663oC, CuO was the only final solid phase reported. Below 663" C increasing amounts of sulfate were found mixed with the CuO. McCabe and Morgan5 investigated the roasting of discs of synthetic chalcocite and reported the following sequence of products beginning at the sulfide surface: Cu2O, a mixture of Cu2O and CuSO4, Cum,, CuO . CuSO4, and CuO. The principal reactions were reported to be: Cu2S + 3/2 O2-Cu2O + SO2 [5-1] CU2O + 2 SO2 + 3/2 O2—2 CUSO4 [5-21 2 CUSO4— CUO . cum, + SO3 [ 5-31 cuo . cuso4—-2 cuo + SO, [ 5-41 Eq.15-11 supports the claim of Peretti, Eq. [4-31, that CuzO is formed directly from Cu2S rather than as a secondary product from a sulfate as suggested by Ashcroft. On the other hand CuO was found to form as a secondary product from the decomposition of copper sulfate and basic copper sulfate, Eqs. [5-31 and [5-41. The formation of sulfates was explained by McCabe and morgan5 to be a direct reaction of Cu2O with 0, and SO, or SO, at distinct regions in which the partial pressures of each were such as to form the sulfate. Thornhill and pidgeon6 roasted both natural and synthetic chalcocite grains in air at temperatures between 420" and 550° C. They found a dense primary oxidation layer in contact with the sulfide. A secondary layer of porous oxidation products was found to expand with roasting time. The oxide products were leached away and the remaining core was studied by X-ray diffraction. The X-ray patterns showed an increased conversion of chalcocite to digenite with time. Digenite,7 a defect structure of cuprous sulfide, occurs naturally as Cu,-,S where x = 0.12 to 0.45, with an average analysis of Cu, ,S. The mechanism of digenite formation was proposed as: Cu2S + oxygen—Cu1-8S + 0.1 Cu2O [6-1] Cuj.eS + oxygen—0.9 Cu2S + SO2 [6-2] It is apparent from the above studies that the oxidation of Cu2S, ultimately ending in CuO, may be divided into ihree general stages (all of which may occur simultaneously): 1) primary oxidation to Cu2O; 2) secondary sulfate formation; and 3) sulfate decomposition. Consequently reactions of O2 and SO, with Cu20 constitute important aspects of the roasting of chalcocite. Virtually no studies have been made regarding sulfating reactions involving Cu,O. Mills and Evans8 noted the effect of sulfur dioxide on the oxidation of copper at low temperatures and low SO, partial pressures. They reported a measurable increase in the oxidation rate of copper when SO2, was present. In the systems Ti-Mn-O, Ti-Fe-O, Ti-Co-O, and Ti-Ni-O the bounda.r-ies of the Ti2Ni-type phases were determined at one or more temperatures and the variation of the lattice parameter with oxygen content was determined. Densities were calculated from the lattice parameters and compared with measured density values. The: results indicate that the occurrence of the phase in these systesms can be correlated qualitatively with valency electron concentration, and that the role of oxygen is that of an electron acceptor. The lower limit of oxygen solubility appears to be determined by the valencies of Mn, Fe, Co, and Ni, while the maximum oxygen concentration coincides with the filling of the 16 (c) positions of the O 7h - Fd 3m space group. THE suggestion has been made by several investigators'" that the phases having the cubic E9,-type structure, and known as 17-carbide-type, double-carbide-type and Ti,Ni-type, are members of a family of electron compounds. This concept has been given additional support by recent work8 in which new isostructural phases involving second and third long period combinations were found, and which provided further evidence of the regularity of occurrence of the phase in terms of periodic table relationships. In this laboratory attention has been focused on the isomorphs containing titanium, zirconium, or hafnium, and the role that oxygen plays in their occurrence. In some binary systems Ti,Nitype* phases occur having the formula A,B where A is the titanium group element. Based on previous workq and the present investigation, oxygen is known to be soluble in two of these binary phases, Ti,Co and Ti2Ni. It is probable that oxygen is also soluble in the other phases of this kind. In other binary systems the Ti,Ni-type phase does not occur, but does occur in the corresponding ternary systems with oxygen .3-5 The experiments described here were performed to determine whether the occurrence and composition of certain of the Ti,Ni-type phases could be related to an electronic effect and whether oxygen's stabilizing role is exerted through an influence on the electron: atom ratio. The ternary systems Ti-Mn-O, Ti-Fe-O, n-Co-O, and Ti-Ni-O were selected for study for two reasons: First, several schemes have been proposed for first long period elements which, although not in quantitative agreement, show a generally consistent trend for the variation of valency with atomic number. Although for a transition metal the term valency is difficult to define and is generally not a constant number which can be applied to all alloys, it is usually assumed to be an index of the number of electrons per atom involved in metallic cohesion. Second, the determination of the Ti2Ni-type phase boundaries was facilitated by the fact that the phase relations in several of these ternary systems have been investigated by other workers."' EXPERIMENTAL PROCEDURE___________________ The alloys were prepared by arc melting crystal-bar titanium, reagent grade TiO, and electrolytic manganese, iron, cobalt, and nickel. Each button was remelted at least three times. The metals had a minimum purity of 99.9 pct except the nickel whose purity was 99.4 pct, the major impurity in this instance being cobalt. The preparation of the manganese alloys was attended by the customary difficulties associated with the vaporization of manganese. The technique used in this case was to add approximately 10 pct extra manganese to the original charge and to continue remelting the button until the final weight was in agreement with its intended weight. At least three alloys in each system were analyzed chemically and the results, even for the manganese alloys, were in good agreement with the intended compositions. A few additional alloys in the Ti-Mn-O system were prepared by the sintering of mixed powders in evacuated quartz tubes followed in some cases by arc melting. For annealing, the alloys were wrapped in molybdenum foil and placed in fused silica tubes containing zirconium chips. The fused silica tubes were evacuated at room temperature to a pressure of 1 x l0-6 mm of Hg and sealed. These capsules were then annealed for 72 hr at an external pressure of 5 x 10-5 mm of Hg in a vacuum furnace whose temperature could be controlled to + 1°C. The success of this procedure in avoiding significant oxygen or nitrogen pickup was indicated by the bright, ductile condition of the molybdenum foil and by the complete absence of a microscopic reaction layer on the specimens. This method did not permit rapid quenching of the specimens but in no case did metal-lographic examination indicate that a solid-state transformation had occurred on cooling. Metallo-

The object of this investigation was to determine the growth habit of bismuth and bisrrtuth alloy dendrites as a function of supercooling. To do this, techniques were developed to increase the amount of supercooling in bismuth and bismuth alloys. For pure bismuth, the growth habit was dependent on the amount of supercooling. At low amounts of supercooling, about 10" C, prismatic dendrites were obtained. With increased supercooling, about 20 C, a hopper growth habit was observed. In many cases where hopper growth had occurred, the hopper dendrites were twinned during the growth process. This twinned surface enable prismatic dendrites to nucleate and grow by a twin plane mechanism. When the amount of supercooling was increased to about 25 °C, the growth habit was a triplanar growth. With still greater supercooling, about 3s°C, a branched growth habit occurred. The exposed planes on the prismatic, hopper,, triplane, and branched dendrites have been determined. The growth habit of the dendrites which grew along the crucible wall was found to have the (111) as the exposed plane, with <211> growth direction. It is apparent that dendritic growth of a metal is dependent on its purity and the solidification variables present. One of the solidification variables is the degree of supercooling. Supercooling, although often observed, has not been studied extensively until recent years. For dendritic growth to occur in a pure metal, the metal must be thermally supercooled. After the dendrites grow into the supercooled melt, the heat of solidification raises the temperature of the specimen to the melting point of the material and the remaining liquid will solidify at this temperature. Decanting is the removal of this remaining liquid before complete solidification. This removal of the remaining liquid after recalescence had occurred is a great aid in the study of dendritic growth. In this investigation, decanting was accomplished by a vacuum-decanting technique . Other investigators1-5 have studied the growth characteristics of various low-melting-temperature pure metals and alloys as a function of supercooling. However, large degrees of supercooling were not included. For their study of dendritic growth of lead, Weinberg and chalmersl employed a decanting technique which was achieved by pouring off the remaining liquid, exposing the solid/liquid interface. This method was employed later by Weinberg and Chalmers2 for the investigation of tin and zinc dendrites. The method for obtaining a solid/liquid interface was improved by Chalmers and Elbaum. They employed a triggered spring which was attached to the solidifying section of the specimen. Upon activation, the spring jerked the solid interface away from the liquid melt. In the study of growth from the supercooled state, a metal of low melting point which exhibited a high degree of supercooling was desired. Bismuth gave very consistent supercooling when a stannous chloride flux was employed. The maximum supercooling obtained was 91°C, with an average supercooling of between 65" and 75°C. The consistency of supercooling greater than 50°C was very high. The use of vacuum to aid in the rapid decanting of molten metal has proven to be very successful in this investigation. The vacuum gives a rapid decantation, usually leaving the solidified metal structure sharply defined. The purpose of this investigation was to study the effects of supercooling and the effects of alloy additions on the growth habit of bismuth dendrites. The structure of bismuth has been variously defined as face-centered rhombohedral, primitive rhombohedral, and hexagonal. However, bismuth has only one plane with threefold symmetry, the (111) plane, and the crystal-lographic structure is considered a 3kn structure. MATERIALS The bismuth which was employed in this investigation was obtained from the American Smelting and Refining Co. of South Plainfield, N. J. The accompanying spectrographic analysis data indicated the bismuth to be 99.999+ pct pure. The tin was obtained from the Vulcan Materials Co., Vulcan Detinning Division, Sewaren, N. J. It was classified as "extra pure". Nominal analysis was 99.999+pct. In order to prevent contamination of the bismuth melt from the atmosphere, an anhydrous stannous chloride (Fisher certified reagent grade) was added to each melt. The fluxing action obtained from the use of the chloride provided a large amount of supercooling in the specimen. APPARATUS A 30-kw, 10,000-cps motor-generator set, connected to a 6+-in.-diam air induction coil, was employed to melt and superheat the specimens. The temperatures were recorded by means of a chromel-alumel thermocouple and a potentiometric recorder. The thermocouples were 0.003 in. in diam, and were encapsulated with Pyrex glass to prevent the thermocouple from acting as a nucleating agent and also from contaminating the melt. Fig. 1 illustrates the vacuum-decanting apparatus when a liquid flux was employed. A standard 30-ml Pyrex beaker was placed on top of an asbestos insulating block. A 5-mm-ID Pyrex tube with aA-in. spacer tip attached to its end was used for the decanting tube. The spacer tip contributed significantly to a successful decanting operation. The formation tester, as the name implies, is a tool built for testing the contents of sands encountered in drilling Wells Without actually cementing casing on the sand. The tester was developed in the Mid-Continent and has been in use commercially there since about 1926. However, some two dozen patents have been issued on formation testers dating back to the seventies. The method apparently was an outgrowth of the old Mother Hubbard grain or bean packer, used around casing before the days of cementing casing. These packers were also seated in a tapered hole and if the formation tested was not satisfactory the casing was pulled loose and the hole taken down to another formation. A great deal of experimental work has been done in its development, and as a result of this work the formation tester became an accepted integral part of the petroleum development in California. The formation tester was introduced into California some three years ago by M. 0. Johnston. Months of discouraging and expensive work followed its introduction into this state, but one organization after another tried the tool and its use is now fairly general. Shortly after Johnston began testing in California, the Halliburton tester was also introduced into the state and now another tool is being introduced, the Shaffer-Roles tester. Principle and Operation of Testers The principle employed in all formation testers is that of packing off the fluid in the hole above the formation to be tested and thereby prevent,ing it from having access to the testing tool. This permits the fluid contained in the given formation to have unrestricted access to the tool. It is accomplished by running the tool and packer on the bottom of the drill pipe; the valves in the tool being closed while going into the hole to prevent fluid from entering the drill pipe. The packer is then seated at the desired point, trapping the drilling fluid above it. When this has been done, the valves in the tool are opened and the fluid from the formation is allowed to enter the empty pipe through the tool. If the

Up to the present time, the terminus of the Lehigh Valley Railroad has been at Phillipsburg, N. J., opposite Easton, passengers connecting there with New York by the Morris and Essex (D. L. and W.) and New Jersey Central lines; freight and coal being forwarded by the Morris and Essex to tide-water at Hoboken, and by the Central Railroad to Elizabethport and Port Johnson ; also, by the Belvidere and Delaware connections through Trenton to South Amboy.

THE Lehigh Valley. Coal Co. finished the rebuilding of its Drifton No. 2 breaker at Drifton, Pa., in the summer of 1917. The new construction comprises an addition and the complete remodeling of the old breaker. It is of interest to note that the old structure was the first iron breaker erected in the anthracite region. THE OLD BREAKER This old breaker was built by the Cross Creek Coal Co., under the direction of the late Eckley B. Cole, in 1888-89, and was fully described by him in the Transactions.1 The columns were cast iron, 8,&apos;10 and 12 in. square. The floors and partitions in pockets were cast-iron ribbed plates. The struts were cast iron of "H" section; the other members were of structural iron either rolled I-beams or built-up sections. The sizes of the rolled beams varied from 6 to 20 in. deep, while the built-up sections, made of plates and angles, varied from 6 to 63 in. in depth, so that there apparently was no rule to determine the type of section used. In the remodeling of the old structure, practically everything was taken clown excepting the columns and roof, and such beams as were necessary for temporary construction purposes, and, therefore, a close inspection of the old structural members could be made and the effect of the acid water oil them could be noted. The cast-iron members were but slightly attacked by the water, while the wrought-iron beams, in the wet places, were corroded almost to failure.

(written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution&apos;s work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.

BACKGROUND OF SURFACE MINING Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to in- crease. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining. 4) Surface mining normally recovers a much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining

This is a nontechnical paper on flotation, subdivided under three general headings: (I) Definition of flotation; (2) what flotation is now doing in Utah; and (3) what is the future of flotation? Definition T. A. Rickard defines flotation&apos; as "the act or state of floating," from the French flottaison, water-line and flotter, to float. The dictionary defines flotation as "the science of floating bodies." The flotation process is a method of concentrating ores by frothing. Weinig and Palmer,2 define flotation as follows: What is the flotation process? Briefly, it consists in the agitation of finely divided ore in water containing bubbles of air or gas, a small amount of oil and, usually, other reagents, soluble and insoluble; under these conditions the small particles of native metals, sulfides, arsenides, antimonides, selenides and tellurides show a tendency to attach themselves to the films of the bubbles, and are thus carried to the surface of the water. The oxidized gangue minerals, such as quartz, feldspar, limestone, hematite, etc., show much less affinity for the bubbles, are easily wetted by the water, and either remain in suspension in the water, or sink to the bottom of the vessel. If the bubbles are sufficiently stable they can be removed, carrying their load of sulfide-mineral particles with them. Thus there can be effected a separation of the two classes of minerals from each other, assuming that the grinding has been sufficient to unlock all of the particles of different composition. The separation does not depend upon differences in specific gravity of the various minerals; in fact, the sulfides are usually heavier than the oxides, and some of the heaviest sulfide minerals are the easiest to float. A particle of mineral may be so large, however, that its weight will counteract its affinity for the film of the bubble. In most cases the ore must be fine enough to pass a screen having at least 48 meshes to the linear inch. Taggart3 defines flotation as follows: Flotation is a method of wet concentration of ores in which separation of mineral from gangue is effected by causing the mineral to float at or above the surface of a body of liquid pulp while the gangue becomes or remains submerged. In this work, he found the curious phenomenon of barium carbonate.
