I. HISTORICAL. BARITE has been mined for many years in various parts of Virginia, probably the earliest mining-operations being in Prince William county, within 600 ft. of the Fauquier county line, about 4 miles south of east from Catlett, a station on the Southern Railway. It is claimed that the mineral was mined here as early as 1845. Mining-operations in Campbell and Pittsylvania counties in the Piedmont region, and near Marion in Smyth county, in the southwest Virginia Valley region, were begun about 30 years ago. The mining and milling of barite on a commercial scale in Tazewell and Russell counties are more recent, and commenced about 15 years ago. II. GEOGRAPHICAL AND GEOLOGICAL DISTRIBUTION. Barite occurs in many counties in the State, as shown in Fig. 1, but the industry has been confined to only a few of them. Its occurrence is noted in two of the three major divisions of the State-namely, the Piedmont region east of the Blue Ridge, and the Paleozoic area west of the Blue Ridge. In the Piedmont region the mineral has been mined in the following counties:, Bedford, Campbell, Louisa, Prince William, and Pittsylvania. In the region west of the Blue Ridge, composed of Paleozoic sediments, barite has been mined in Montgomery, Russell, Smyth, and Tazewell counties. Of the counties mentioned, Bedford, Campbell, and Pittsylvania of the Piedmont region, and Russell, Smyth, and Tazewell of the Valley region, have been the principal producers. In 1906, operations were confined to five counties-Bedford, Louisa, Pittsylvania, Russell, and Tazewell-but in the first two counties named there was no production, the work being solely development.

In the case of The Eureka Consolidated Mining Company v. The Richmond Mining Company of Nevada, recently tried at San Francisco, California, the real defendant was the Richmond Consolidated Mining Company, of London; but this being a foreign corporation, holds its mining property in Nevada through the Nevada corporation of similar name, in which the London Company owns all the stock, except the few shares necessary to " qualify" the American directors. The trial would naturally have taken place in the Circuit Court at Carson City, Nevada, and before a jury. But by stipulation of the parties, the case was tried in San Francisco, before Hon. Stephen J. Field, Justice of the Supreme Court of the United States, Hon. Lorenzo Sawyer, United States Circuit Judge of the Ninth Circuit, and Hon. E. W. Hillyer, United States District Judge, for the District of Nevada. The hearing began July 23d, 1877. The witnesses occupied two weeks, and the argument of counsel three days. Very eminent lawyers were engaged on both sides; for the plaintiff, Messrs. Solomon Heydenfeldt, R. S. Mesick, John Garber, and H. J. Thornton; for the defendant, Messrs. S. M. Wilson, Thomas Wren, and J. J. Williams. The court held the case under advisement until August 22d, when Mr. Justice Field delivered its unanimous opinion in favor of the plaintiff. The action was a complaint in ejectment, and an appeal was taken to the United States Supreme Court. The questions at issue between the Eureka and the Richmond Company in this suit, comprised several points in the construction of the mining law of the United States, and its relation to the customs and regulations of the mining districts, which possess an importance and an applicability far beyond the limits of the case in which they arose. The proper spacing of oil wells is a problem of vital importance to the oil industry. Conservation demands a maximum recovery, while economic considerations attach primary importance to profitable extraction of oil. Formulas have been evolved,1-4 which attempt to solve the spacing problem mathematically, using reservoir characteristics as factors. Comparisons have been made of fields producing from supposedly similar sands, which have been drilled to varying densitiesl5,6 and also of different leases in the same field. 5-8 Intermediate wells have been drilled in old, depleted fields to test the efficiency of drainage by the original operation.9-11 Intermediate wells have been drilled also to obtain cores of the depleted sand for analysis, from which to learn the degree of efficiency of extraction. The problem is being attacked by many students, and along several different lines. Unfortunately, the fields now depleted were produced generally without restriction, and conclusions drawn from them may not apply to fields operated under restricted production. Reservoir conditions in a restricted field, especially reservoir pressures and pressure gradients within the reservoir, are quite different from those in a field produced to capacity. Many people have held the idea that the closer the spacing, the greater the recovery. This general statement is not always true, as other factors than well spacing enter into the recovery problem. Cutler,5 who has been quoted frequently by advocates of close spacing, limited his conclusions to gas-drive fields, and to the particular fields and spac-ings that he investigated. Hill and Sutton7 analyzed four tracts in the Powell field; the tract most closely drilled had the third largest recovery per acre-foot, and the tract with the widest spacing had the second largest recovery per acre-foot. A search of the references to well spacing in the publications of the U. S. Bureau of Mines5,13-19 discloses repeated condemnations of the wastefulness of the practice of town-lot drilling.

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. AT present the Federal Government represents the only organization applying geophysical methods of prospecting in Brazil. The geophysical work of the National Department of Mineral Production, which will be described in the following pages, must be considered as a program of experimental work designed to demonstrate the applicability of the more or less "standard" methods of geophysical prospecting to various problems of economic interest in Brazil by means of practical examples of results obtained in certain typical areas. Our work is somewhat similar to that of the Imperial Geophysical Experimental Survey of Australia, but our task has been greatly simplified by the ever increasing number of technical publications relative to the theory of instruments and methods.

Wrought-iron eye-bars for bridges and roofs, designed upon what is known as the pin connection system, have been successfully manufactured in this country for some years. The most approved methods employed have been the hydraulic upsetting process, and by die-forging under a hammer. In upset eyes the fibre of the iron is necessarily much distorted ; and in bars of considerable size, this disturbance seriously impairs the strength of the connection. Mr. Collingwood, in discussing my paper on "Proportions of the Heads of Eye-bars," read before the American Society of Civil Engineers, Jan. 21st, 1874, submitted sketches of certain bars intended for the anchorage of the East River bridge, which had been exposed to the action of sulphuric acid a sufficient length of time to thoroughly cleanse the surfaces, and expose the condition of the fibre. These sketches are here reproduced for the purpose of illustrating the effect of this method of manufacture. In Figs. 1, 2, and 3, it will be observed that the fibres at A, and E, have been folded back upon: themselves and otherwise twisted and disturbed, in a manner not calculated to inspire confidence in the integrity of the connection. To compensate for this defect, a large excess of metal is thrown into the eye; but a method of manufacture which involves such a necessity, even although it be the one giving the best results thus far, all things being considered, is far from being perfect.

THE term "splint" seems to have been adopted to describe the fracture of the hard bituminous coals of West Virginia. It is not a scientific name,, but rather a trade term, and does not indicate a correspondence with English splint. At present it is a popular word, and is very loosely applied to coals of various qualities, in the desire to improve their sale. The Kanawha splint is distinguished by its hardness, dull lustre, coarse fibrous structure, its purity, and especially its resistance to atmospheric influence. It kindles very readily, burns with a bright flame, but does not cake, so that a lump when half consumed, may be broken by a slight blow in its plane of cleavage, though 'it will resist a' strong blow in any other direction. Last October a committee was appointed by The War Service Association of Manufacturers of Solder and Bearing Metals, Inc. to consider the report of the U. S. Bureau of Standards to the Conservation Division of the War Industries Board, a letter of the War Industries Board, and the discussions of this letter as reported at the meetings of association and to summarize the information thus obtained. The report of this committee has just been printed. The committee agrees with the Bureau of Standards that 99 per cent. tin can be used. It also finds that a very small amount of lead might increase the tendency of the bearing to crack and that lead has a hardening effect on babbitts up to a possible limit of 10 per cent. of lead. Still in the so-called genuine babbitts, in the presence of lead a certain proportion of low melting point eutectic is introduced which admits of the bearing being poured into thinner sections and is decidedly advantageous in the die-casting process in producing a much smoother casting. But the committee recommends that the Bureau of Standards thoroughly investigate this point. Lead-base babbitts, to give satisfactory service, must be carefully made of the proper raw materials. The bronze hearing that has been thoroughly tinned and containing the thinnest possible babbitt lining is now becoming recognized as the ideal bearing. The compositions, recommended by the committee are as follows:

EVERAL carbide-cobalt compositions were pre-^-5 pared for the purpose of determining the transverse rupture strength of various carbide-binder systems. The binder content was held at 10 and 37 volume pct Co, so as to be representative of low and high bjnder compositions. The carbides used, WC, Tic, TaC, CbC, VC and ZrC, were selected on the basis of availability, knowledge of their properties, and small solid solubilities in the binder metal at room temperature. The methods of preparation and carbon analysis of the carbides are summarized in Table I. The carbides with cobalt added were ball milled, pressed, and sintered. vacuum sintering was used throughout, except for the WC-Cs alloys, which were sintered in hydrogen. The sintering temperatures ranged from 2500" to 2750°F for the low binder alloys and from 2300" to 2550°F for the high binder alloys. Compositions and properties of the sintered com- pacts are presented in Table 11. For the transverse rupture strength, the average and range of the five best samples of each alloy are listed. Discrepancies between the actual and theoretical densities are attributed to carbon deficiencies in some samples. The theoretical densities were calculated by assuming mixtures of carbides of stoichiometric compositions and cobalt. Representative microstructures are shown in Figs. 1 to 6. C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

BLIZKRIEG tactics in the present war have consumed metals on such a profligate scale that some of the best-laid procurement plans for civilian and military needs of even a year ago seem in retrospect incredibly meager. Conservation of raw materials has reached an all-time climax in Germany, where metals are worth more than human life and throwing away an empty toothpaste tube may be legally punished by death. Even the United States and the British Empire, proud masters of nine tenths of the world?s known mineral reserves and processing plants, are being driven to metals and feverishly expanding production facilities that not long ago were deemed overbuilt. After the war is over and inevitable postwar readjustments are completed, it is reasonable to expect that purchasing power ? or at least the ability to procure the comforts and luxuries of life ? will be distributed among vastly larger population than ever before, accelerating the rising trend in demand for industrial raw materials in ever greater quantity and variety.

INDUSTRIAL hygiene has been defined by Patty' as "the science and art of recognizing, evaluating, and controlling potentially harmful factors in the industrial environment." This definition implies thorough study of operations, evaluation of potentially harmful factors through air sampling, micro-analyses and other means and finally, appropriate medical and engineering control wherever indicated. The prevention of industrial health injuries is a vital part of operations of American industry today. Progress and interest in this field has increased steadily for many years, the most rapid progress having been attained, perhaps, during the last three decades. It is significant to note that there are now official agencies in 46 states actively concerned with industrial health problems and that a western field station has been established recently in Salt Lake City by the U. S. Public Health Service to augment its industrial hygiene services directed from headquarters of the National Institute of Health, Bethesda, Md. Many of the larger industries have found it advantageous to establish their own industrial hygiene departments. The American Smelting and Refining Co. is a world-wide organization engaged in the mining, smelting, and refining of lead, copper, zinc, silver, gold, by-product metals, including cadmium, arsenic, and others. In the United States there are 13 smelters and refineries, 11 secondary smelters or foundries, and a number of mines. Approximately 9000 workers are normally employed. It has long been the established company policy to seek out occupational hazards and provide safeguards for employee health. Protective equipment has been supplied to individual workers and exhaust ventilation installations have been in use in some operations for more than 40 years. All of the major units have their own medical departments which provide employees with excellent medical and hospital care. In 1937 full scale industrial hygiene studies were undertaken at the Selby Plant and were extended to most of the other smelters during the next three years. In 1945 the Department of Hygiene was organized with Professor Philip Drinker of Harvard University as Director and with Dr. S. S. Pinto as Medical Director. The department is responsible for coordinating and maintaining a program for the good health of all employees from top management down to the lowest paid day worker. It is essentially a service organization serving all of the United States plants regardless of location or size. Full and part-time physicians employed in all of the company's American plants and working in close cooperation with the Medical Director are responsible for de- termining the state of health of all the employees and giving treatment when necessary. In general, medical care is confined to accidents or illnesses occurring while the men are on the job. Among the duties of the doctors is the making of careful physical examinations of new employees and routine check-ups of old employees. In addition to medical care a primary responsibility of the department is the prevention of occupational illnesses. In this the main concern is with the working environment in relation to its effect on the worker. Environmental factors may be dusts, fumes, gases, toxic materials, heat, humidity, radiation, or noise. The objectives are: (1) Immediate control of these factors through the education of the worker, through providing the wearing of respirators or other protective devices, and through careful medical examinations and regular analysis of urine specimens; (2) a long range control program which may be accomplished by local exhaust ventilation, wetting of materials, changes in metallurgy, changes in methods of handling, or by use of special devices and special equipment. To accomplish these objectives a fine industrial hygiene laboratory was built in Salt Lake City and equipped to do routine and experimental work. Trained and experienced industrial hygienists obtain the facts by making frequent hygiene surveys. These surveys include tests of the air, studies of all processes, and careful investigation of ventilation, lighting, and general working conditions. Except in emergencies, the air contaminants and often the substances handled by the worker are sent to the laboratory for analysis by chemists and technicians specially trained in industrial hygiene methods. The findings are evaluated in terms of limits recommended by various State and Federal agencies, and in light of all available medical data. The methods used for studying the working environment involve all of the usual chemical and physical procedures employed in industrial hygiene. The Impinger, electric precipitator, thermal pre-cipitator, and filter paper sampler have been used to collect atmospheric dust and fume samples. Of special interest here is the filter paper sampler, shown in Fig. 1, which was developed by Dr. Silver-man at Harvard University. The instrument has been improved and is used very extensively in field studies. A water manometer connected behind an orifice is used to determine the rate of air flow. Calibration is effected by use of a standard gas meter or rotameter. The dust or fume is collected on a filter paper clamped between two rings, as shown in Fig. 2. The filter paper, such as Whatman No. 52, collects both dust and fume with a very high efficiency. The instrument is very convenient and easily transported. The solids collected on the filter paper are analyzed in the laboratory usually by use of a polar-ographic procedure. THE paper on "Cross-cuts in Coal Mining," by J. J. Rutledge (published in MINING AND METAL-LURGY, February, 1927, p. 64) was brought up for discussion at the annual meeting, where the follow-ing comments were made T. D. Thomas (Lehigh Coal & Navigation Co., Lansford, Pa.) : This question has caused me a lot of worry, not in the particular district in which I am, but throughout other districts. There are always several angles to consider. If you are in a hurry to push development work, you might increase the distance between cross-cuts from 60 to 350 ft., but if you have a 40-ft. chain pillar every 60 ft. it will cut down your entry driving a whole lot. Looking at it from the ventilation angle, I agree that too many cross-cuts in entries are bad things. You have a tremendous amount of leakage, and I have seen currents starting out with 45,000 cu. ft., and after passing about 30 or 40 cross-cuts the current has dwindled down to about 18,000 or 15;000 cu. ft. The result is that the question of putting in auxiliary fans is raised. That involves several points into which I do not want to go too far, but I am in favor of not getting in too many cross-cuts, putting them in only where they are necessary: I think the state mining laws are wrong in a number of places on that, and that when you finish with a cross-cut it should be in the room. It should be well sealed on an entry. There are several ways of tightening up the cross-cuts so as not to have the great amount of leakage and wastage of: air that we now have. 'I prefer tile stopping; other people prefer cement or brick, but there is a big fac-tor to all mines, saving the mine. I checked up on the number of fans in the anthracite region and found there are 651. That was derived from the state report of 1921, and it enabled me to compute from the power the weight of the air. In the anthracite region of Pennsylvania we put in 9 tons of air to every ton of coal we get out. Tracing that back again and taking the Government's figures which they made some time ago, I found but 20 per cent of the air got to the faces where it was actually needed. That is a tremendous big loss and shows a possibility for saving, money for the various coal companies. Chairman Rice: I think what Mr. Thomas refers to was an investigation by R. Y. Williams, of the Bureau of Mines in Illinois, where a study was made of 100 typical mines, and, speaking off-hand, my recollection is that we found as little as 15 per cent of air reached the faces in one of the mines and another was as much as 50. That seems to be a reflection on the type of stoppings and general ventilation scheme.

Blast-furnace practice in France is determined more or less by the character of the ores used. Some French ores are siliceous and others are calcareous, therefore by proper burdening a self-fluxing mix can be used. This is not always done, as, for instance, at the Caen furnaces of the Société Métallurgique de Normandie, where the Soumont ore of Normandy is used, which is a carbonate. This ore is crushed and calcined at the mines, yielding a product that is porous and well sized for blast-furnace consumption. The lines of the Caen furnaces are given in Fig. 1. Originally these furnaces had 16 tuyeres; six are plucked and these tuyeres are set in the lower part of the bosh. Operating data on these furnaces are given in Table 1.
