INVESTIGATIONS by the Bureau of Mines of deposits containing strategic minerals were authorized by what has become known as the Strategic Materials Act (Public No. 117, 76th Congress, Chapter 190. 1st Session). A later act providing an appropriation for the first of four years through which the investigations are to be conducted was signed on Aug. 9, 1939. No time has since been lost as seven field projects already are being vigorously prosecuted, and two others no doubt soon will be in course of execution. Project engineers were at their stations within two days after funds had been made available. Crews have been hired; equipment and supplies have been purchased; 5 bids for diamond drilling have been obtained and the drilling has started base camps have been established: ground has been cleared; and several thousand feet of trenching, test-pitting, and sampling have already been done. At the Reno Experiment Station of the Bureau, a special metallurgical laboratory has been provided to make assays, analyses, and tests upon samples of ores from all projects under investigation.

THE iron-silicon alloy series has always been one of the most puzzling among the binary alloys. Examining the well known mechanical properties of the iron-rich alloys only we meet the following situation: The ultimate strength and yield point of alloys worked and annealed under the usual conditions represent nearly a straight line function of the silicon content up to 4.5 per cent. silicon (Fig. 1). Starting at the ultimate strength of 35,000 lb. and at a yield point of 16,000 lb. for pure electrolytic iron, one reaches a maximum strength of 93,000 lb. and a maximum yield point of 74,000 lb. at 4.5 per cent. silicon. This corresponds to an increase in ultimate strength by 13,000 lb. per each per cent. of silicon added and nearly the same rate applies to the yield point. The data mentioned are taken from the investigation by T. D. Yensen,1 and while they do not exactly corroborate the results obtained by earlier investigators, they seem to be the most correct. Plastic properties of the alloys are controlled by a much more complicated relationship. Up to 2.5 per cent. Si, the elongation stays close to 50 per cent. (in 2 in.) and the area reduction amounts to 85 per cent;, a situation that forms the usual feature of all alloys representing strictly solid solutions. The plasticity of the latter is always nearly equal to that of their base metal. Beyond 2.5 per cent. silicon, the situation becomes much more complicated. Yensen observed an enormous drop in elongation and area reduction at about 2.65 per cent. silicon, where the first hardly reaches 10 per cent. and the second is still lower; he found, however, a considerable recovery in plasticity at about 2.8 per cent. Si and up to 4.5 per cent. Si it is represented by 20 per cent. for the elongation and 30 per cent. for area reduction.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The Banner mining district is about 70 miles northeast of Tucson in the southern part of Gila County, Arizona. Production from the district, valued at about $26 million, is chiefly from copper-silver-lead zinc ores. The stratigraphic section consists of Precambrian conglomerates, quartzites, dolomites, and limestones, Cambrian quartzites; Devonian limestones; dolomites, and shales; Mississippian limestones; Pennsylvanian limestones and shales; and Cretaceous volcanic and sedimentary rocks. Deformation of these rocks presumably started near the end of the Cretaceous, and extended into the late Tertiary. The sedimentary rocks were folded, faulted, and intruded by fine grained diorite, quartz mica diorite, and dacite porphyry. At least four distinct stages of mineralization are recognized. In the first stage of contact metamorphism and the second stage of hydrothermal alteration, favorable zones were prepared for ore deposition. Metallization occurred in three of the mineralizing stages. Magnetite, pyrite, and hematite were deposited near the end of the second stage of hydrothermal alteration. The third stage included the main deposition of sphalerite, chalcopyrite, bornite, and galena. In the fourth and final stage, minor amounts of sulfide minerals were deposited with a late anhydrite and quartz gangue. The ore deposits in the form of veins and veinlets, pipes, irregular massive replacements, and bedded replacements are localized by the extent and distribution of metamorphic and hydrothermal alteration, by the proximity to the intrusive contacts, and by the effects of structural development. Oxidized ores of copper, lead, and zinc constituted the principal production of the district prior to 1940, but, for the most part, supergene enrichment was of minor economic importance. The ore bodies of the district are in the mesothermal class of deposits, occurring as normal metasomatic replacement and vein types.

USE of copper as an intentionally added alloy in steel and cast iron has rapidly expanded with-in the last fifteen years. It is estimated that in 1931 not more than 2000 tons of copper were so used; by 1941, however, this figure had grown to 13,000 tons. Tonnage figures during the war years have been restricted just as copper itself has been restricted, but copper-bearing cast irons and steels have played a part in the production of ordnance equipment. They are used in gun carriages, airplane landing-gear assemblies, scout cars, bulldozing equipment, army trucks, armor plate and many other instruments of war. These wartime applications have their counterpart in many peacetime applications; derricks, dredges, mine equipment, railway equipment, trucks, farm implements, automobiles, and tractors, all usually contain some parts made of copper-bearing steel or iron. An example of this is the Ford tractor which in 1940 contained over 300 lb. of copper-bearing steel castings. To this list should be added corrugated building sheet for exterior use most of which, at the present time, contains upward of 0.15 per cent copper. With the return to peacetime economy and the removal of wartime restrictions, it appears certain that copper cast irons and steels will find increasing application in civilian goods.

ANTHRACOAL is a mixture of small particles of anthracite coal and a matrix of practically pure carbon, formed from the distillation of coal-tar pitch or other suitable bitumen. It is a hard, dense, homogeneous mass, with a silvery luster and in color varies from silvery to grayish black. When pushed from the oven, it develops only partly the fingerlike structure of coke; but, unlike coke, it has a tendency to remain in blocky masses. When struck with a hammer or passed through crushing rolls, it breaks with an irregular fracture, similar to anthracite, but with very little fines. Due to its density, anthracoal is harder, tougher, and stronger than coke. The results of a test made by the blast-furnace department, of the Bethlehem Steel Co., on two barrels of anthracoal are given in Table 1. THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

THE Eastern Magnetite Industry produced approximately 7,850,000 long tons of crude ore in 1945 from which was obtained approximately 3,650,000 long tons of shipping product or a ratio of 2.10 to 1. Lack of skilled or experienced miners was the greatest handicap. Veterans returning to work improved the underground labor shortage in some localities but as a whole the labor shortage was keenly felt throughout the industry. One cannot now predict what may be accomplished in 1946 but barring major steel strikes a worthwhile improvement can be expected. At the Richard mine of the Richard Ore Co., the shipping product for the year amounted to approximately 124,650 long tons of concentrate and lump ore. Crude-ore production was 160,600 long tons. The average analysis for lump ore was 63 per cent iron and for concentrates 66.05 per cent. The Warren Foundry and Pipe Corp. at their Mt. Hope mine produced 73,000 long tons of lump ore averaging 59.5 per cent and 57,000 long tons of concentrate averaging 67 per cent. The total mine hoist was approximately 209,000 long tons. Operations were commenced through the new Leonard shaft on Jan. 18; the Brown shaft through which operations had been conducted since 1912 caved beyond repair on Sept. 26. No one was injured but pumping facilities were somewhat disrupted. In order to reach designed capacity a total of 400 men will be required with 300 underground. Due to shortage of labor all operations in 1945 were concentrated on the 1700 level. As fast as men can be hired and trained development of the 2100 and 2500 levels will commence. Mt. FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. ORES OF THE DISTRICT The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a-specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

The spectral reflectivity of zirconium in light of 441 to 668 nanometers (nm) wavelengths and air immersion has been determined. Bireflectance and apparent-angle -of-rotation measurements show zirconium to be optically isotropic when examined in light of approximately 484 nm wavelength. There is a direct relationship between bireflectance and the tilt of the basal pole of zirconium from the surface normal. This relationship allows the determination of the spatial orientation of the basal pole of an individual single crystal within a coarse-grained poly crystalline section to within± 2 to 3 deg for angles of basal pole tilt from 0 to 90 deg. In recent years considerable attention has been given to the quantitative determination of optical properties of opaque minerals by use of vertically incident, plane-polarized light. In particular, Cameron' and Cameron et a1.2 have developed criteria for the identification of a large number of anisotropic ore minerals based upon measurement of the apparent angle of rotation and the ellipticity or phase difference of the reflected light. It was shown by Larson and Pickle-simer3 that apparent-angle-of-rotation measurements may also be used to determine crystallographic orientations of grains of noncubic metals. In particular, it was shown that the basa.1 pole orientation in space of zirconium grains can be determined to ±3 deg for those grains with basal pole tilts of 10 to 90 deg from the plane of the section. Another, even more widely studied, optical property is reflectivity. cameron4 has commented upon measurement of the reflectance of plane-polarized, vertically incident light and Bowie and Taylor5 have made such measurements an integral part of their system of ore-mineral identification. Leow6 has reported on the spectral reflectivity of molybdenite and has used reflectivity values to calculate refractive indices and absorption coefficients. Cameron7 has made use of reflectivity values to ascertain aniso-tropic ore mineral symmetry and Piller and v. Gehlen8 have evaluated sources and importance of errors in reflectivity measurements as applied to calculation of optical constants. cambon9 has shown that reflectivity measurements using vertically incident, plane-polarized light are useful in the investigation of metals and in the identification of phases present in alloys. Bronson10 has made preliminary measurements on the optical anisotropy of beryIlium and Mott and Haines11 have published qualitative data on the intensity of light reflected from sections of bismuth, tin, and aluminum when these metals are microscopically examined under crossed polarizing plates. Koritnig12 has correlated the reflectivity of homogeneous solid solutions with their chemical compositions. From the above work and investigations in progress by this author, it is apparent that accurately determined values for the reflectance of vertically incident, plane-polarized monochromatic light from carefully polished surfaces of noncubic metals can prove useful in identification, composition determinations, and crystallographic orientation applications. Finally, reflectivity values, when measured in two media of differing refraction index and related to standards whose spectral reflectivities in these media are known, can be used to calculate optical constants such as refractive index and absorption coefficient. These constants may prove of use to those concerned with problems of electron band configuration. This paper reports the spectral reflectivity of zirconium measured in light of 441 to 668 nanometers (nm) wavelengths and air immersion. It also gives maximum bireflectance values for a prism section of zirconium in these wavelengths and shows how bire-flectance may be used to determine the crystallographic orientation of zirconium single crystals. Because of the lack of information on the reflectivities of the standards in oil immersion, no attempt is made to calculate the refractive indices or absorption coefficients although it is recognized that such values may be of fundamental importance. METHOD Single crystals of zirconium were cut by electro-discharge machining from a single-crystal rod grown from iodide bar by an electron-beam zone-melting process.13 The crystal sections were mounted in cold-setting epoxy resin and mechanically polished to a plane, uniform, bright surface. Each crystal was then chemically polished in a 26/26/43/5 mixture (by vol) of water, nitric, lactic, and hydrofluoric acids to remove the mechanically damaged and smeared surface layer. Final polish was obtained by electropolishing at 30 v in a bath of methyl alcohol and perchloric acid (98/2 by vol) at -70oc.14 Reflectivity measurements were made using a photometer system designed and developed at Oak Ridge National Laboratory and described in detail by Larson.15 Briefly, the reflectivity measuring system consists of a reflecting microscope; a double-beam, null-balancing photometer array; a mechanically driven microscope stage; and a direct X-Y readout of the reflectivity of the specimen relative to its orientation on the microscope stage. The measuring photometer receives its signal from the specimen through a slotted Wright occular placed on top of the photovisual head of the microscope. The reference photometer receives light through a flexible glass "light pipe" from a mirror in the reflecting system of the microscope. Monochromatic light is attained through use of interference filters (15-nm half-peak width pass bands) placed in front of a stabilized Vickers 12 v, 100 w, tungsten-filament, quartz-iodide lamp.

ThE Golden Cycle Mining and Reduction Co. operates its custom mill at Colorado Springs on Cripple Creek ores exclusively. These ores are straight sulfo-tellurides, with practically no base metals such as Pb, CU, Zn, As, or Sb. Upon entering the mill, the ore all passes through the sampler to storage bins, where beds of 5000 tons each are made to insure uniformity in roasting. Classification of ORes For efficiency, it has been found advisable to separate the ores into two classes according to their lime content. Other constituents have their effect, such as alumina and magnesia, but, speaking generally, these are roughly proportional to the lime, which, as CaO, is used as the indicator. Class A contains not more than 2 per cent. CaO and comprises about 66 per cent. of the ore treated. Class B contains over 2 per cent. CaO, and comprises 34 per cent. of the ore treated. Each roaster will handle 50 per cent. more of class A ore than of class B, with practically the same results. This necessitates changing the rate of feed for each new bed and tends toward a poor roast and loss of tonnage at each change.

CLASSIFICATION OF ORES For efficiency, it has been found advisable to separate the ores into two classes according to their line content. Other constituents have their effect, such as alumina and magnesia, but, speaking generally, these are roughly proportional to the line, which, as CaO, is used as the indicator. Class A contains not more than 2 per cent. CaO and comprises about 66 per cent. of the ore treated. Class B contains over 2 per cent. CaO, and comprises 34 per cent. of the ore treated. Each roaster will handle 50 percent. more of class A ore than of class B, with practically the same results. This necessitates changing the rate of feed for each new bed and tends toward a poor roast and loss of tonnage at each change.

THE Cornwall Ore Mines, Division of the Bethlehem Steel Co., at Cornwall, Lebanon County, consists of two separate magnetite ore bodies, approximately one mile apart. The one ore body was an outcrop in which open-pit mining operations were begun in 1742 and continued without interruption. This mine is also served by a shaft for mining that portion of the ore body not recoverable by open-pit methods. The other property had no outcropping and is entirely an underground operation. This mine, cap-tioned No. 4 mine, is serviced by two shafts 220 ft apart. The No. 4 shaft is for hoisting rock and ore, and the No. 5 shaft is for handling men and ma- terials. The shafts are on a catenary curve, closely following the dip of the ore body. Slope of the shafts at the collar is 36", flattening to 26" at the bottom. The footwall at Cornwall is a traprock which varies structurally from solid to highly fractured. Grizzly stations at the top of each chute raise were reinforced by setting timber sills on concrete. Occasionally it was necessary to concrete the entire chute raise. Concreting was done by using 35-yd electric mixers set up in the breaking subs. Sand, stone, and cement were hoisted up through the chute raises to the breaking subs. Late in 1937 it was decided to eliminate chute raises and breaking subs in future development. Haulage levels are 50 ft apart vertically. When ore is below a 40 " dip, slushing drifts are driven normal to the haulages and on 40-ft centers. In a few areas, ore dips greater than 40" and slushing drifts are then placed parallel to the haulage drifts.
