"A paste backfill plant and underground piping distribution system was commissioned at the Brunswick Mine in June, 1998. Concentrator tailings, composed mainly of pyrite and lesser amounts of silicate minerals with a P80 of 37um (45 YO-20 pm), are pumped to the backfill plant. The backfill plant uses conventional thickening and disc filtering to dewater the solids, which are then mixed with binder in twin screw mixers. The paste is discharged through a gob hopper and one of three boreholes by gravity. Approximately 65% of the concentrator tailings will be placed underground at full production. The remaining thickened tailings will be pumped to an existing impoundment area. Application of paste technology will completely replace the use of cemented rock fill in the mine by the end of 1998.The design capacity of the paste backfill plant is a total of 360 dmtph of cemented paste through two parallel production lines. The plant is highly instrumented and controlled via a hybrid Programmable Logic Controller (PLC-5) and Fisher ProVox Distributed Control System that is in communication with the property information highway. Video and audio signals from the underground system are carried to the surface plant via a leaky feeder communications/fiber optic system.The underground distribution system consists of a network of 200mm diameter boreholes and piping. There are approximately 3.5km of boreholes and 5.5km of piping in the system. To minimize pressures, the greatest piping length from any borehole is approximately 400m with all piping being open-ended. There are no valves in the entire paste distribution system.Construction of the plant, including installation of piping to and from the plant and preparation of the underground distribution system, was completed in less than one year from the time of management approval for the $M 22.3 project."

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

Fine coal (-500 µm) is notoriously difficult to dewater. It is not uncommon for a dewatered product to have a moisture content as high as 30 per cent after vacuum filtration. This poses several handling and financial problems to such an extent that a lot of fine coal is discarded onto slurry waste ponds. A novel way of dewatering fine coal was developed at North-West University. It entails deliberately damaging the filter cake during dewatering to allow for an increased flow of air through the cake at the expense of the applied pressure differential. This method resulted in an average improvement in final cake moisture of between 3 per cent and 5 percent when executed in the laboratory under controlled conditions. A device was designed that could be fitted onto existing belt filters that would damage the filter cake as it passes by. This device was tested on a vacuum belt filter installation at a coal beneficiation operation in the Waterberg coal field in South Africa. The results showed a 3 per cent reduction in final moisture of the cake, proving the validity of the method at full industrial scale.

The process of flotation separation and recycling of spent potlining (SPL) was described. On the basis of the laboratory investigations, the effects of influencing factors in froth flotation process, such as grain size, flotation agent dosage, pH value, pulp density, and dissolved components concentration, etc, were carefully studied. And the influence on environment of the process was also discussed. It was found that flotation separation can be used as an environment-friendly method for treatment of SPL residue. Carbon and other compounds (include cryolite, sodium fluoride, calcium fluoride and diaoyudaonite, etc.) from SPL were separated and recycled as flotation products respectively.

"A 15 cm diameter by 732 cm height, fully automated pilot column was installed in the Agnico-Eagle’s Laronde concentrator (Québec), for evaluating the performance of newly developed sensors and advanced process control algorithms. For eventual comparison purposes, the pilot column is continuously fed with the same slurry feeding the copper-circuit third cleaner column. It is equipped with electrical conductivity-based sensors for estimating the three variables used in the multi-variable control algorithm under evaluation: froth depth, fraction of wash water underneath the interface and gas hold-up. Froth depth is regulated using a PI controller while a predictive controller is formulated as the minimization of the tracking errors of gas hold-up and bias rate, keeping several operating constraints between their practical upper and lower limits. In particular, an unreachable high set point of gas hold-up can be selected in order to maximize the bubble surface area available for particle collection, while maintaining bias rate above a minimum value required for froth cleaning. The proposed strategy may indirectly help optimizing flotation column operation by using these secondary variables, without the implementation of a real-time optimization layer.INTRODUCTION Flotation columns have already been used for more than 30 years, mainly in cleaning stages, as a result of their froth washing capabilities. Despite their widespread usage, the measurement of some pertaining variables and their use for automatic control is rather scarce. Among the most important variables directly related to the process metallurgy (concentrate grade and recovery), froth depth (hf) is the only one normally monitored and controlled. Even though commercial sensors are available, gas hold-up (eg), a variable directly related to concentrate recovery, is seldom measured and never controlled. Another important variable, bias rate (Jb) responsible for concentrate cleaning, is simply not measured at all, as there is no commercial sensor available. Therefore, besides froth depth, continuous monitoring of process variables is limited to flow rates (gas, feed, tailings, wash water), i.e. to manipulated variables. Some new available sensors have been industrially tested, e.g. the Sonar-TracTM for eg (O'Keefe, Viega & Fernald, 2007) and the McGill hold-up sensor (Tavera & Escudero, 2002). Others, for bias rate and frother concentration, have been successfully validated at laboratory scale by Laval’s LOOP researchers (Maldonado, Desbiens, del Villar & Chirinos, 2008b; Maldonado, Desbiens, del Villar & Aguilera, 2010a). Some devices have been extensively used for monitoring bubble size and space distri-bution, e.g. McGill bubble viewer (Gomez & Finch, 2007) and others."

The domination of Bangladesh's mineral industry by natural gas was in for some possibly significant changes. A modest flow of crude oil was struck in a gas development well in the northeastern corner of the country. This was the first commercial flow of crude oil in Bangladesh. All crude oil was being imported, which cost a significant proportion of the nation's foreign exchange earnings. The development of an oilfield producing only a few thousand barrels per day would be a welcome help to the economy. Additional exploration at a 1985 coal discovery in the northwest indicated a considerable reserve of good-quality coal at a depth suitable for mining. If the coal is mined, it would be a boon to the local economy because natural gas was not available in the area.

Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

Comparing Energy Efficiency of Multi-Pass High Pressure Grinding Roll (HPGR) Circuits With increased emphasis on reducing costs and carbon emissions in mineral processing, it is becoming essential to employ the most efficient comminution devices and to use them to maximum effect. High pressure grinding rolls (HPGR) are considered highly efficient compared with other devices, however their relative efficiency in multi-HPGR circuits is less well understood. A series of comminution tests was carried out to evaluate three multi-pass HPGR circuits and a jaw crusher-ball mill circuit. Combinations of HPGR units (1.0 m and 0.25 m diameter), jaw crushers and Bond ball mills were used to grind a 32 mm top size porphyry copper feed (BBWI = 12.1) to a product P80 size of about 150 ¦m. Up to three passes of HPGR were used in each circuit, with energy measurement and size analysis at each point in the comminution process. The energy efficiencies of individual comminution stages and of the overall circuits were quantified and evaluated using three different approaches. The operating work index method for comparing comminution energy efficiency underestimated HPGR performance due to the large amount of fines generated. The -75 ¦m efficiency factor and F50/P50 reduction ratio interpolation methods both give a fairer measure because they better take into account the amount of fines generated by HPGR. The results show that the relative comminution efficiencies of the three multi-pass HPGR circuits tested differ by as much as 22%, providing insights as how to best employ HPGR in a comminution circuit. The most energy efficient of the circuits tested was a three-pass HPGR circuit with a 1.0 m diameter roll on the first pass in closed circuit with an 8 mm screen followed by a second and third pass in a 0.25 m roll.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

Comminution is a vital part of minerals extraction, and therefore of the South African economy. The high cost and throughput-limiting nature of comminution forms a strong motivation for research directed at improving the efficiency of the process. Building on a ten year background of fundamental charge motion research, a new formal UCT flotation and communication group has been formed. The group is also moving strongly into the field of milling circuit modelling and simulation, based on close links formed with the Julius Kruttschnitt Mineral Research Centre (JKMRC) of Australia, and an international collaborative research programme.

The analysis of structure using joint set statistics is well known. Other data such as the position of discontinuities and the contacts between rock mass units cannot be easily incorporated in simple statistical analysis based on orientation alone. Algorithms to model the structure of rock slopes using measurements of the orientation and position of discontinuities are being developed by CSIRO Exploration and Mining. These algorithms provide a capability to model the structure of a rock slope and estimate the likelihood of the formation of hazardous blocks in existing or proposed rock slopes and identification of the location and size of these blocks. The algorithms provide the basis of structural modelling to identify potential failure mechanisms in rock slopes.

"Human rights can contribute to sustainability in the mining sector, both in theory and in practice. Both human rights and sustainability share a common concern to improve economic prosperity, environmental health and social equity by avoiding negative impacts and conflict, as well as by engaging with and empowering affected communities. Globally, there is an emerging consensus that companies have a responsibility to respect international human rights standards. Respecting human rights means that mining companies are responsible to ""do no harm"" to the people and communities affected by their operations. After a discussion of the Protect, Respect and Remedy framework for business and human rights, this paper illustrates some examples of how international standards for human rights and sustainability interacted in a recent assessment of Goldcorp's Marlin Mine in the Western Highlands of Guatemala. The final section explores how human rights should be integrated into broader policies and procedures for corporate sustainability. This includes integrating human rights into ESIA processes, legal compliance, corporate governance and grievance mechanisms. Pressures on mining companies to respect human rights will not disappear; therefore, a proactive and integrated approach to human rights is a fundamental component of a broader strategy for sustainability"

For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

The development of a process for removal of iron oxides from ilmenite is outlined whereby the Ti02 content of Western Australian ilmenites can be upgraded from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reductions were carried out in crucibles, a fluidized bed, and a small pilot plant rotary kiln. The reduced ilmenite was then agitated in aerated water, in the presenceof catalysts, so that the iron "rusted" away from the ilmenite grains and the precipitated iron oxide was easily separable by decantation.The influence of variables on the rates of reduction and oxidation are discussed. The oxidation rate was examined for both the physical oxygen transfer characteristics and electrochemically by reference to Pourbaix diagrams, in which redox potential is plotted against solution pH.The upgraded ilmenite is expected to be an attractive material for pigment manufacture, and the iron oxide has prospects of being a marketable by-product. The process may possibly be applied to other ores.INTRODUCTIONThere are extensive deposits of ilmenitic beach sands, Le. iron titanium oxides of the general formula FeTi03, 'occurring in the lower south-west portion of Western Australia, and although there has been considerable commercial development, local producers face keen competition on a freight-cost basis. Thus the removal of the unwanted iron oxide constituent would have the double advantage of reducing the freight differential and presenting a more attractivematerial to pigment manufacturers.

Although, for about a half-century the percentage of coal production provided through strip mining has steadily increased, recent trends indicate that a peak in percentage (not tonnage) is being approached, principally because of the decline in economic adrantage enjoyed by strip mining compared to underground mining. Factors contributing to the decline are the decrease in the margin of advantage in manpower requirements held by strip mining; an increase in depth and volume of overhurden, requiring larger equipment and capital investment; increasing lack of reserve land blocks large enough to support extensive strip mining operations; more stringent legislation for reclamation of stripped land, with increasingly higher costs of such reclamation; and the increasing costs of land surface rights for strip mining. Already there has been a peak and suhsequent decline in relative importance of strip mining insome major Eastern coal-producing states; trends indicate that a peaking for the whole Eastern region is on the way. Although, in the West the pressures are less severe, they will, nevertheless, reduce to an increasing degree the advantage that strip mining has possessed. For about half a century, strip mining has been providing an ever-increasing share of total coal output in the United States, and in the past 30 years this share has grown from less than 8% to 33.7%, as shown in Fig. 1. Fig. 1 also shows that strip mining is gaining faster in the West than in the East. From 1961 to 1967, output from strip mines grew 63.6 million toqs, or 52.2%. Certainly there is nothing in such performance to indicate any peaking in the level of strip coal-mine production. But the fact is that, if not in actual tonnage, strip mining appears to be reaching its peak in relative importance, at least east of the Mississippi River. And the area east of the Mississippi provides 90.0% of the strip and 94.9% of the total coal production of the nation. The relative economic advantage which spurred strip mining's growth for a third of a century has been diminishing markedly in recent years. Fig. 2 shows evidence of this decline. From 1947 until 1961, strip tonnage output remained fairly stable, at the end of the period showing only a 12.5% decline. Meanwhile, underground coal production fell 44.5%. As the result of the greater decline in underground coal, strip coal in 1961 furnished 30.3% of the total coal produced, compared to only 22.1% in 1947. In the succeeding six years, however, underground coal output increased by 76.5 million tons, while strip output increased only 63.6 million. Further evidence of the strengthening of underground coal's relative position — or if you will, the weakening of strip coal's position — can be found in the major coal stripping states: Illinois, West Kentucky, Ohio, Pennsylvania, Indiana, and West Virginia, which in 1966 provided 80% of the nation's strip coal. Fig. 3 shows what has been happening in three states lying in the Appalachian field and in the total output of these three states. In the figure, the column height represents the output of coal mined by all methods. The number at the base of each column is the percentage mined by stripping. In Pennsylvania and Ohio, the percentage of strip mining increased between 1956 and 1961, but by 1966 had declined from the 1961 level. In West Virginia, a decline occurred during the first five years but was followed by a rise. In January 1968, Coal Age published an article listing the locations and capacities of new large mines in the planning and construction stages that would be operating by 1968-1971. INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. The authors of this paper are to be commended for a clear exposition of a timely subject. However, some important conclusions, in addition to those presented in the paper, can be drawn from the results of their elaborate and rather complete numerical computations. First of all, the major part of the calculations presented in the paper are for semi-infinite slabs of oil shale (the authors designate this as Model I) and a question must be posed — Are these elaborate computations needed to arrive at realistic estimates of the shale oil displaced. Consider the model of Lauwerier* that corresponds to the authors Model I if thermal conduction parallel to the fracture be neglected. If one also neglects the finite (but relatively small) heat capacity of the material in the fracture, it is easily shown from Lauwerier's solution that the cumulative oil production would be:

Hydraulic separators are commonly used for particle size classification and gravity concentration of minerals and coal. Unfortunately, the efficiency of these processes can be quite low due to poor equipment design and variations in feed consistency. To help alleviate these problems, an industry-driven R&D program has been undertaken to develop a new generation of hydraulic separators that are more efficient and less costly to operate and maintain. Two of the most promising technologies, the CrossFlow and HydroFloat separators, have now been tested at industrial sites. The data obtained from these sites have been used to illustrate the potential performance improvements that can be realized through the application of these high-efficiency separators.
