The paper describes Online Master of Engineering Program at the University of Missouri-Rolla and discusses the experience gained during the first three years of its offering. This innovative educational program is designed primarily for mature students with an engineering or science background who want to acquire or upgrade their knowledge of mining engineering. Students can specialize in several different areas of mining, such as surface mining, underground mining, mine environment and the like. All courses constituting the program are taken online, through the Internet, without the need to attend the UMR campus in person.

The principal causes of unstable boreholes* have been known for many years. For example, in a paper published in 1938, Halbouty and Kaldenbachl listed nearly all the classes of troublesome shales that we know today. Much progress has been made since then, but we still have difficulty in identifying the cause of hole problems and consequently in selecting the right technique for combatting them. This subject was discussed at length by Kelly2 in a recent paper and much valuable information was provided. In the Shell Laboratory it was felt that there was a need for a better understanding of the basic mechanisms underlying the various forms of hole instability, and accordingly, a study was undertaken. This entailed reviewing the physics and chemistry of shales, developing tests for characterizing shales, and constructing a model to study borehole stability. Full simulation of underground conditions was not attempted; for example, we used reconstituted shale specimens, and often simple solutions or suspensions rather than practical drilling muds. Such procedures are necessary in order to establish mechanisms, but caution must be exercised in applying the results to the more complex conditions in the field. Part I — Compaction Swelling and Dispersion of Shales Compaction of Sediments Shales are formed by the compaction of sediments. Water is expressed as sediments are buried by subsequent layers, and the degree of compaction is proportional to the depth of burial, provided the water is able to escape easily to permeable formations. The younger sediments, when recovered at the surface, soften and disperse when mixed with water; the older shales have undergone diagenesis (alteration of the clay minerals, secondary cementation, etc.), and remain hard and unaffected by water. In this paper we shall apply the term "shale", as the drilling engineer does, to everything from clays, which are highly reactive to water, to completely lithified materials such as claystones and slates, which are completely inert. However, because these materials behave quite differently when encountered in the drilling well, it is desirable to develop a simple means of characterizing them. The feature that distinguishes the various shales is their dispersibility in water —soft clays disperse readily, harder shales disperse slowly when agitated, the lithified materials will not disperse at all unless milled. In the dispersibility test used in our study, a weighed amount of dry shale particles in the 12-to-100-mesh-size range was placed in a tube filled with distilled water and allowed to soak for 16 hours. Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

Upon cessation of mining activity open-cast mine pits typically fill with water, forming a æpit-lakeÆ. The water in these lakes, in some instances, contains high concentrations of ædeleteriousÆ material. Containment and/or dilution typically requires an understanding of how stratification in the pit-lake will develop over a long timescale (say 100 years). Vastly different transport rates can develop due to differing hydrogeochemistry, basin morphology and climate. Numerical (computer) modelling is the most likely approach for successful prediction over long times. While lake modelling tools are available, useful numerical modelling requires improved understanding of transport in such systems because they are different to natural lakes in a number of ways. Notwithstanding the effort required to improve our understanding, the modelling provide a means of testing approaches to active management of pit-lakes.

Iron oxide red pigment powders of high quality were synthesized from pyrite cinders. Iron ox-ide red pigment powders were synthesized by hydrothermal method from the precursor of Fe(OH)3 and Fe(OH)2 colloid, which were obtained after ammonia solution reacted with acidic leaching solution produced by the reaction of pyrite cinders with sulfuric acid. Effects of reaction concentration, reaction temperature, reaction time, pH value and n(Fe2+)/n(Fe3+) on main properties of oxide iron red were studied by experiments. The prepared particles were characterized by means of X-ray diffraction (XRD) and scanning electron microscope(SEM). The results revealed that the synthesized iron oxide red particles were _-Fe2O3 and pseudocubic with particle size of 0.50~0.75µm. Furthermore, the quality of iron oxide red pigment powders reached the first grade of national standard (GB1863-89 ).

A tunnel boring machine (TBM) was designed and built at the Cold Regions Research and Engineering Laboratory in 1992 for use in Antarctica. The TBM system was tested at the South Pole where a 120-m long tunnel was bored to prove the concept. Modifications were made to the system resulting from this work. In 1999,boring of a 600-mutilidor began as part of the new South Pole Station. Tunneler hydraulics reliability problems prevented the completion of the tunnel before the end of the short construction season. This paper discusses the design and operation of the TBM, proposed solutions to the problems encountered, and current operations of the system.

Displacement of soil and groundwater during helical pile installation can produce excess pore water pressures (PWP) in fine-grained soils. Pore water pressure reduces effective stress in the soil immediately adjacent to the helical pile shaft and near the helical piles. Previous studies have shown generation of PWP may affect the capacity to torque ratios of the helical bearing elements. Large diameter helical piles that generate much of their torque and capacity from shaft adhesion are affected by PWP and therefore exhibit significant pile "freeze" after installation. Computer modeling is used herein to evaluate PWP immediately adjacent to helical pile shafts during installation in various soil types. The models show the degree and distance from the shaft that is influenced by PWP during installation and the amount of time required for the PWP to dissipate. Pile freeze has been measured on several project sites by re‐torque measurements. These re-torque data are compared with computer modeling and correlations between saturated hydraulic conductivity and dissipation time are presented and discussed. INTRODUCTION Helical piles are full-displacement piles, meaning installation does not produce drill spoil. Soil is displaced laterally as the pile progresses into the ground. This displacement of soil causes an increase in PWP, which reduces adhesion between the pile and the soil. For helical piles with small-diameter shafts, adhesion contributes little to the overall capacity and torque of the pile, so PWP changes are not typically considered in determining pile capacity. In modern construction, the use of larger diameter helical piles has become very common. For large-diameter helical piles, changes in PWP immediately adjacent the shaft can be quite large during installation. Increased pore water pressure and reduced adhesion can have a temporary effect on pile capacity and installation torque.

A mineral survey of portions of two contiguous WSAs (Wilderness Study Areas) along the South Fork Owyhee River in southwestern Idaho and north-central Nevada was done by the U.S. Bureau of dines in 1984. The portions of the WSAs, known as study areas, have a combined area of 47,610 acres. The Idaho study area consists of 42,430 acres of the 42,510-acre South Fork Owyhee River WSA (ID-16-53). The Nevada study area consists of 5,180 acres of the 7,840-acre South Fork Owyhee River WSA (NV-010-103A). The Idaho study area is within the Boise District of the Bureau of Land Management, and the Nevada study area is within the Elko District. In the Nevada study area, no claims or hard rock mineral occurrences are known.

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This paper examines factors that had a significant influence on mine face ventilation design during the past century. Several “milestone” events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative ventilation designs and a consistent commitment to mining health and safety.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. "Finely disseminated minerals in ores require intensive size reduction to achieve sufficient liberation for the subsequent concentration process. The use of small grinding media in conventional ball mills as a replacement for the usual 2.5 to 3.8 cm balls (1.0 to 1.5 in) produces a finer size distribution at a lower power drawn by the mill motor. However, the conditions ensuring a successful application of using small media for fine grinding are still not fully understood and some plants faced issues to keep the newly introduced steel charge inside the mill during industrial trials. The retention conditions of small media are investigated in this paper using a continuously operated 40 x 40 cm laboratory grinding mill. The tests assess the effect of the steel charge level, the slurry solids concentration and the feed rate on the rate of ejection of the grinding media. The dominant variable is found to be the filling of the mill with the grinding media, followed by the mill feed rate. Results show that increasing the slurry solids concentration within a grinding mill may be favorable for the retention of the media inside the mill.IntroductionProcessing of complex ores often requires the use of fine grinding to liberate finely disseminated minerals. Grinding requirements for a P80 of less than 0.02 mm are not uncommon, and different grinding mills are available for such application (Leonida, 2014; Pease et al., 2006; Davey, 2006; Orford et al., 2006; Nesset et al., 2006). Even conventional horizontal ball mills charged with of 2.5 cm or larger grinding media can be used for fine grinding. However, simulation (Orford and al., 2006) and plant observations (Alves and L-Bouchet, 2005; Brisette, 2010; Brisette and Roman, 2012) demonstrated the advantages of using smaller grinding media in terms of size reduction and energy consumption."

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

1. This, the final report to the U. S. Bureau of Mines on the program with the subject title, presents the data obtained from June 29, 1973, to April 20, 1974. 2. Operating in the Illinois #6 coal seam, the effectiveness of foam opposed to water was compared in reducing respirable coal dust. A combination of 39 foam generators and 14 water sprays were used during the foam tests. Sixty one water sprays were operated during the water tests. Data from 24 shifts using foam and 21 shifts using water are presented. 3. Additional work on foam generator design should be undertaken to provide coverage to a wider area with foam. 4. The general attitude of those working on the foam program and with the miner at the face was positive. It is urged that the work be continued. 5. The minor respiratory irritations evidently caused by an aerosol effect of the surfactant should be investigated. 6. The statistical analysis of the tests will be made and reported by the U. S. Bureau of Mines.

"The use of fine grinding (FG) in mineral processing is well established. The application of FG in the South African platinum industry is more recent and it’s use in the recovery of PGM’s from dormant tailings dams is unique. Anglo Platinum uses IsaMill FG technology at their Western Limb Tailings Retreatment project (WLTR) near Rustenburg in the North West Province of South Africa.In December 2003, Anglo Platinum commissioned the first purpose built tailings re-treatment facility for PGM recovery in South Africa. The concentrator re-treats Merensky ore tailings from concentrators that operated early last century. The WLTR facility takes advantage of modern technology, such as FG, to economically recover PGM’s from material historically considered as waste. The WLTR concentrator has a capacity of 4.8 Mtpa, and has been designed to easily expand to 10.8 Mtpa. The flow sheet includes recovery of tailings by high pressure water monitoring, ball milling, rougher flotation, rougher concentrate regrinding and cleaner /recleaner flotation.The rougher concentrate is reground in an IsaMill, which is a stirred mill that operates with inert silica sand grinding media. For this project, Anglo Platinum required a stirred mill of a unit size not previously available. Xstrata Technology and Anglo Platinum collaboratively developed the largest wet, fine grinding mill available; the M10,000, 2.6 MW IsaMill.The use of IsaMill technology was enabling for the WLTR project, as it allowed smeltable concentrate grades to be produced from the oxidised, slow floating tailings. The economics and practicality of fine grinding has fundamentally changed with the M10,000 IsaMill. Flotation is transformed by high intensity attritioning in the inert media environment, and the narrow size distribution of product in open circuit configuration. The use of conventional steel media grinding to improve fine particle flotation is limited due to the oxidation of liberated mineral surfaces inherent in these environments."

The shear behaviour of reinforced rock joints is investigated for the bolt-grout-rock interaction and for failure mechanism. The effectiveness of the bolt application under lateral and axial loading conditions within surrounding materials is investigated in different medium strength. Double shearing testing of bolts were studied in concrete blocks of 20, 40, 50 and 100 MPa strengths, subjected to different pretension loads of 0, 5, 10, 20, 50 and 80 KN respectively. The experimental study was complemented with three-dimensional numerical analysis. Parameters examined include: shear resistance, shear displacement, induced strains and stresses during bolt bending process and its ultimate failure across the sheared joint planes. The conclusions drawn from the study were; the level of bolt resistance to shearing was influenced by the bolt profile configuration, the strength of the rock or medium influenced the level of load generated on the bolt, and the increase in bolt pretension has contributed to the increased shearing load of the bolted medium.

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. Titania slag is used as feedstock in the production of titanium dioxide pigment. It (titania slag) is the product of ilmenite smelting,a process whereby ilmenite is reduced at high temperature utilizing anthracite as a reducing agent. Although various slag tapping configurations are employed throughout the ilmenite smelting industry, the method of tapping the slag from the furnace into bell shaped cast steel pots, was the subject of investigation in this study. The paper describes the formulation of a cooling model used to calculate and subsequently predict the temperature profile of a slagblock during its cooling within the various cooling environments of pot cooling, air cooling and water cooling. The model was calibrated against actual internal slag temperature measurements and verified with information obtained from both pilot and industrial scale blocks. The paper concludes with solidification results and their practical implication.

The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.
