To beat capital costs of US$10 per pound of installed capacity has appeared as a major hurdle for the "third generation laterite nickel plants. Forecast costs are escalating. Where can savings come from? Ore beneficiation can reduce the tonnage rate to be processed. High pressure acid leach options include the use of indirect slurry heating and higher operating temperatures to reduce flow rates and residence time. Progress has been reported in atmospheric leaching. High counter current decantation circuit settling rates and high underflow densities reduce CCD costs. Metal recovery options include direct from leach solution to metal production, as used by Bulong and espoused by Goro, and indirect recovery as used by Moa Bay, Murrin Murrin and Cawse. Plant location impacts on the costs of tailings disposal, power and energy costs, supply of consumables and labour costs, among others. Final nickel and cobalt metal production routes are electrowinning, hydrogen reduction or some innovative routes being proposed for Goro. This paper reviews the status in these developments, with particular reference to equipment and processes that offer lower capital costs. Keywords: Laterite, Nickel, Plant, Capital Cost

Gas handling at Magma Copper Company's, San Manuel smelter receives process gas from a flash smelting furnace and four copper converters. The major gas handling equipment consists of four electrostatic precipitators and a sulfuric acid plant. Process vessels in gas handling are typically confined spaces. Lethal gases., mechanical and chemical hazards, and the difficulty of rescue, should an accident occur, makes this area a must in the safety plan. The presence of hazardous chemicals and explosive gases in process vessels and piping are of major concern when repairs are required. Proper job procedures are critical to prevent injury during repairs. This includes plant employees and contractors who are likely to be unfamiliar with the hazards involved. The safe operation of a gas handling operation must include the functions of operations employees on a daily basis. This includes a safe working environment and involvement. of all employees in the safety program. If an injury does occur quick medical response is critical to prevent serious injury. Medical responders must be adeqliately trained and prepared to treat the injured person without becoming victims themselves.. The methods used at Magma copper Company to deal with these safety problems are the focus of this presentation.

Laterite projects are found in the tropical and sub-tropical regions of the world. As a result severe meteorological situations accompany such projects, often in regions of high seismic activity and political uncertainty. Frequently, socio-economic development supported by political interest is a major driver for development, while environmental protection imposes numerous stresses on the project. This paper will review and examine the many social, environmental, technical and financial issues that a mining and extraction process is subject to during development. The options that must be evaluated will be discussed in the context of sustainable development. Issues of project standards and cultural impact through to long-term issues such as greenhouse gasses and climate change will be assessed in redirecting project environmental norms. Although a rationale for sustainable project can be developed many long- term uncertainties around issues remain. Industry on a whole has not been very receptive to government prodding to implement waste minimization programs. Waste minimization has the appearance of substantial benefits, however, there are underlying difficulties and suspicions that need to be addressed before industry will support pollution prevention initiatives. They can be summarized as follows: - Human behavior resists change, uncertainty, and unknowns. - New waste minimization techniques are difficult to find and research. - Calculating the true cost of present waste practices as well as new techniques being considered is difficult and time consuming. - Getting a consensus opinion of all the individuals affected on the course or technique to be employed in a pollution prevention program. New software products have addressed many of the problems associated with implementing pollution prevention programs: They contain research on a large number of pollution prevention techniques and case studies; they generally are accessed by EPA ID number, chemical name, or synonym; and some programs have the option to print a comprehensive written user-specific pollution prevention program.

A century ago the AIME meeting of 1899 was held at the Palace Hotel in San Francisco California in September. For his presidential address, James Douglas presented this paper which is reprinted in full with the kind permission of the AIME. It presents an interesting comparison relating to events and circumstances in the metallurgical industries at the close of last century. Being on the eve of a new century ourselves, the Editors of this volume of the COPPER 99-COBRE 99 Proceedings considered this paper would be of general interest, hence it is included here. Douglas believed in effective interchange of technical experiences and ideas. He considered the extreme secrecy surrounding the copper works at Swansea, Wales, the world center of copper only years before the time his paper was delivered, as one key reason for its decline, (and eventual closure of all copper plants there). In his paper, the pace of developments in various sectors such as transportation (railroads, the dominant means of I transportation at the time), the iron and steel and copper industries were examined, in much the same way as one might do but on the high technology of today. James Douglas was born in Quebec City, Quebec, Canada and spent his early life there. Forced to move to the United States for family and financial reasons, he went on to become a pioneer in the new Arizona copper industry, and with luck and good judgement with his interest in the new mining properties he also became very wealthy. Douglas was an accomplished mining and metallurgical engineer. He was the first President of Phelps Dodge and helped transform the small trading company of Anson Phelps and William Dodge into a mining giant.
