When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

INTRODUCTION Measurement of certain data associated with nuclear testing necessitates the reception of waves at the instrument location which are unaffected by reflection off internal structures or tunnel surfaces. Therefore, in order to provide necessary facilities for the fielding of experiments in support of the underground nuclear testing program, the Defense Nuclear Agency (DNA) commissioned a cost and feasibility evaluation pertaining to the design and construction of large underground cavities in Rainier Mesa. The effort included research into past experience pertaining to the excavation and support of large underground caverns, assessment of the geological conditions which exist in Rainier Mesa, preliminary design of the chambers and their rock support systems based upon the geological setting, development of mining plans for the excavation of the caverns, and estimation of the cost and manpower schedule to complete construction. This paper summarizes the results of the feasibility evaluation. The investigation was limited to modified hemispherical configurations ranging in size from 24.4 to 91.4 m (80 to 300 ft) in diameter. Two cavity support systems were considered. The first employs internally installed rockbolts as the means of primary rock support while the second involves the use of annular tendon galleries located above the chambers from which primary support members are introduced prior to general excavation. The internal support configuration was considered for cavities with spans of 24.4, 36.6, 48.8, and 54.9 m (80, 120, 160, and 180 ft) while the external support configuration was considered for cavities with spans of 54.9, 73.2, and 91.4 m (180, 240 and 300 ft).

Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

Six Sigma is a methodology that uses a structured and disciplined approach to improve process performance (higher throughput, better recovery, lower cost, shorter cycle time, etc.). Specially trained people called “black belts” lead and manage Six Sigma projects. Black belts, with assistance from their team, ensure that projects follow the DMAIC (define, measure, analyze, implement and control) process phases. Timely completion of each project, with measurable deliverables, is key to Six Sigma’s significant financial success. Implementation of Six Sigma has been growing in recent years in a wide range of industries. The heavy mineral industry, like many other industries, could benefit from what Six Sigma has to offer. Specific Six Sigma project examples are included from DuPont’s Heavy Mineral Production Plant in Florida.

This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

The recovery of copper and cobalt from ancient copper slags from the Küre region of Turkey was investigated. A fayalitic-type of ancient copper slag containing 1.24% Cu, 0.53% Co and 53.16% Fe were subjected to an experimental study. Two different routes were followed to recover the metal values. The first route was roasting the slag with pyrite followed by leaching. The second route was flotation of the slags, roasting of the flotation tailings with pyrite and leaching. The second route was found to be suitable for the treatment of the copper slag studied. In the flotation step, a copper concentrate containing approximately 11% Cu was produced with a 77% recovery while 93% of the cobalt stayed in the tailings. In the roasting experiments, the effects of roasting time, pyrite: slag ratio and roasting temperature on the dissolution efficiencies of Cu and Co were investigated, and the optimum conditions were determined. In the tests, 87% of the cobalt dissolution was observed after one hour of roasting at 500°C with a pyrite: slag ratio of 3:1. The copper dissolution in the tests was 31%. Based on the results of this study, a process flowsheet is proposed for the evaluation of these slags.

This paper investigates the effects of solids concentration and the addition of Dispersant S40 on the flowability of original and ground limestone slurries. A rotational viscometer with a concentric cylinder geometry and a controlled-stress rheometer with a cone-and-plate geometry were used to characterize the rheological behaviors of limestone slurries. The rheological behavior of original limestone slurries (<100 µm) is transformed through different types of flows with increasing solids concentration. The use of Dispersant S40 can improve the slurry flowability by decreasing viscosity and eliminating Casson yield stress. It is therefore used as a grinding aid for the wet ultrafine grinding of limestone. The rheological behaviors of ground limestone slurries vary with grinding from a starting dilatant flow-ability to a resulting pseudoplastic one with an evident Casson yield stress in combination with a thixotropic character. The appearance of pseudoplastic flowability combining thixotropy is related to the fineness of a ground product and its specific surface area, which are both correlated to solids concentration and the additive amount of Dispersant S40. In addition, the accurate rheological characterization of time-dependent fluids is dependent on the instruments used and operation conditions.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society&apos;s Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC&apos;s Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society&apos;s business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth&apos;s mineral resources, only wellpumped oil and gas lie outside the Society&apos;s specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

The Brewer Gold Mine is an open-pit, heap leach operation that processes about 122 kt/m (135,000 stpm). The mine is operated by Brewer Gold Inc., a subsidiary of Westmont Mining Inc., and is located near Jefferson, SC, about 80 km (50 miles) southeast of Charlotte, NC and 80 km (50 miles) northeast of Columbia, SC (Fig. 1). All of the ore to date has been produced from a breccia body of hydrothermal origin and a related smaller body of fault-controlled ore, known as the B-6. Reserves at the time the mine commenced production were 4.6 Mt (5.1 million st) grading 1.4 g/t (0.042 oz per st) gold. History Although some reports of a pre-Revolution War shaft at the Brewer are in the literature (Lieber, 1856, Nitze and Wilkens, 1897), gold was first produced in earnest from the Brewer Mine in 1828. Production occurred primarily from placer deposits south of the present mine workings. Lieber noted in 1856 that “every branch, gulch, ravine or even declivity of the main hill has been washed and rewashed.”

A reduction in the risk of an accident due to the deployment of trucks can he achieved by engineering analysis, risks assessment, improved safety features, active safety devices, condition-based maintenance, in-built protection systems, etc. This paper presents some cases of accidents in Indian surface coal mines and advocates a systems approach to safety.

In the mining industry, where some of the vehicles are larger than a one-story house, tire maintenance cannot be accomplished by the tire shop alone. It takes an army of people to maintain a fleet of 100 trucks that may be transporting gold, iron ore, oil sand, copper or coal from an openpit to a refinery and eventually delivering the product to a customer. Everyone working in and around these mammoth machines has a duty to help with the maintenance of the tires, whether they know it or not. These responsibilities comprise observation and reporting hazards up to and including changing out a tire and recording the information in a tire-tracking program such as TreadStat.

Mineral liberation data are routinely obtained for a wide variety of applications, including ore characterization and characterization of various metallurgical test products obtained in bench-scale laboratory testwork. Newmont Mining Corporation owns several properties in the Carlin Trend containing refractory gold ores. These ores are generally difficult to treat and have to undergo several processing stages for gold recovery. At Carlin?s Mill 5 operation, flotation is used to pre-concentrate some of these difficult ores to produce a sulfide concentrate to feed the roaster. It is of interest from a flotation perspective to be able to study the floatability of pyrite, arsenopyrite and arsenian pyrite, since these minerals all have different quantities of gold associated with them, and have to be recovered to ensure a successful separation has been achieved. In this paper, a detailed MLA study on several Carlin ores was undertaken on samples from flotation tests, using air or nitrogen as flotation gas, specifically to study the differences in floatability characteristics, which ultimately impacts overall gold recovery. The development of technologies to improve mining and mineral processing is an ongoing process. These new technologies are the result of the industry’s drive to lower costs and improve productivity. Many technical conferences allow mining industry professionals to learn about these new technologies and possibly implement them in their own operations. In early November 2005, The 14th symposium on Mine Planning and Equipment Selection (MPES) was held in Banff, Alberta. The need/wish to sequestrate CO2is based on the assumption of the International Panel of Climate Change (IPCC), that CO2 maybe the major driver in climatic changes, i.e. especially the anthropogenic CO2emissions due to the combustion of fossil fuels like coal, oil and natural gas will increase the atmospheric CO2-content, which will lead to higher temperatures in the atmosphere. The 0.03% CO2in the atmosphere have a 22% share of the natural greenhouse gas effect of 33 K necessary for life on earth. The main share of 62% has the water vapour in the atmosphere. Only if one concentrates on the greenhouse gas effect of the gases beside water vapour, CO2 becomes most important with 58% influence. In addition there are other influences on the climate like: • Eccentricity of earth’s orbit, precession of orbital plane, obliquity and precession of earth’s rotation axis (Milankovitch’s theory) • Sunspots and magnetic field of the sun • Changing streams in the ocean • Volcanic activities • Distribution of continents on the surface of the earth • Impact of meteorites • Change of insulation by interplanetary dust [Muller, R.A. 2000] etc. To answer the question, if the CO2-content in the atmosphere has an important or exclusive influence on the earth atmospheric mean surface temperature, one should look into history. Figure 1shows the mean temperature of the atmosphere and the atmospheric CO2-content time histories 1 billion years back; no correlation can be found between them. Nevertheless a lot of countries have committed themselves to reduce their CO2-emissions.

Application of a magnetic field was shown to be effective in controlling iron losses in pilot-scale cationic silica flotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42m3 (50 cu. ft.) WEMCO cell are reported. Major losses of iron units in froth products were in the -25µm (500 mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The “as received” sample was sufficiently magnetized and no further benefit was gained by magnetizing treatment. Selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be installed readily in existing equipment.

This coal basin is a fore-deep basin with a lot of similarities with the Appalachian basin in the U.S.A., where throughout the 1990s, the research in coalbed methane grew rapidly due to a combination of factors, including the high prices for gas and electricity. In the Asturian Central Coal Basin 129 coal beds with thickness ranging from 0.8 to 1.5 m have been recognised in the productive carboniferous in an area bigger than 1500 km2. The maturation grade of these coals varies from the external zones of the basin where the volatile content ranges from 35%-40% to 20%-30%, to the internal zones of the basin where the volatile content ranges from 20% to 10%. In this context a sustainable exploration for fossil fuel is currently being undertaken in the most favourable areas of the basin in order to evaluate the real possibilities for coalbed methane (CBM) resources.
