Resin bolting has enjoyed wide acceptance for coal mine roof support. Beginning in 1973, the first year of significant resin bolting in coal mines, we estimate that 2.5MM resin bolts were installed. This grew to 7MM resin bolts in 1974 and 13MM in 1975. Resin bolts are currently being used in over 300 coal mines throughout the major coal producing areas of the U.S. and barring major work stoppage we expect more than 17MM will be installed in 1976. Although not a cure-all, the number of unintentional roof falls occurring in many mines has been dramatically reduced as a result of converting to this "new" method of support. 1 The improved anchorage strength of resin bolts provides better roof support. (Slide #1) This anchorage strength provides a mechanism to resist changing roof stresses along the entire length of the fully grouted resin bolt, thereby assuring stabilization of rock strata over long periods of time. The ability to resist roof displacement is borne out by readings obtained from strain gauged bolts. These findings can be summarized as follows.2

Cerro Colorado lies on the eastern edge of the Atacama Desert in the foothills of the Andean Cordillera of northern Chile. Compañía Minera Cerro Colorado SA (CMCC) operates Cerro Colorado. CMCC, headquartered in Santiago, Chile, is wholly owned by Rio Algom Ltd., of Toronto, Ontario. Cerro Colorado is located 120 km (75 miles)east of the port city of Iquique. Access is by 30 km (19 miles) of paved highway and 70 km (43 miles) of upgraded road. The mine site is located at an altitude of 2600 m (8531 ft) on a gentle west-sloping plateau adjacent to a deep canyon (Quebrada de Parca) to the north. Temperatures are moderate, ranging from 5° to 30° C (41° to 86° F) with an average annual rainfall of 20 mm (0.8 in.). The plateau is generally covered with 20 to 30 m (65 to 100 ft) of Quatemary sand and gravel overlaying bedrock. In the immediate vicinity of the Cerro Colorado deposit, a semicircular embayment has been eroded into a steep canyon wall that cuts through the surface gravels to expose a considerable section of the underlying bedrock.

The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.

INTRODUCTION Spokane Mining Research Center (BuMines) is researching sealants for underground coal mines to: 1. Reduce sloughing of shale roofs. 2. Reduce sloughing of coal ribs. 3. Seal block stoppings against air losses. 4. Construct stoppings by spraying over jute cloth or metal lath. 5. Render incombustible in-place polyurethane foam. Originally the work was directed towards reducing sloughing of shale roofs. Many underground coal mines have shale directly over the coal which weathers severely after exposure to the mine atmosphere. Lab investigations(l, 2, 3, 4) have shown that many shales separate into layers when immersed in water or stored in a high relative humidity environment. Upon drying or after removal from high humidity, the shales continue to separate. Underground coal mines become wet in the warmer months from condensation of the ventilating air. Conversely, the mines become dry in the cooler months from evaporation. The mines experience severe shale break-up during the summer and much less break-up during the winter. Figs. 1, 2 and 3 show weathered shale roofs. in underground coal mines. Fig. 4 shows fallen shale on the entry floor. Sealing the shale reduces this sloughing problem.

The McDonald gold deposit is located in the upper Blackfoot Valley in Lewis and Clark County in west-central Montana, about 65 km (40 miles) northwest of Helena and 13 km (8 miles) east of Lincoln (Fig. 1). The McDonald project area covers about 20.7 km2 (8 sq miles) of elevated terrain on the north side of the Blackfoot Valley. The Blackfoot River lies 1 km (0.6 miles) south of the McDonald deposit. East Butte and West Butte rise 300 m (985 ft) above the Blackfoot Valley to an elevation of 1,750 m (5,740 ft). They conveniently divide the area into two parts. The Seven-Up Pete Joint Venture (SPJV) is a partnership between Phelps Dodge Mining (72.25%) and CR Montana, a subsidiary of Canyon Resources (27.75%). SPJV controls about 83 km2 (32 sq miles) of mineral and surface rights in the Lincoln area. The McDonald project is on state-owned and private land. The joint venture has conducted exploration since 1989 at the Seven-Up Pete, McDonald and Keep Cool areas (Fig. 1).

INTRODUCTION Los Angeles is one of the world's largest cities in area with a span of 70 km between its north and south limits. The population in the Los Angeles Basin exceeds 11 million people. Los Angeles is second only to New York City in density of U.S. urban population and it operates one of the largest city bus fleets in the world, 2,500 buses. After many years of planning and many consultants' reports, it is planned to initiate a 30 km (18.5 miles) starter line subway -- the "Wilshire Corridor" (Figure 1). Construction is to start in 1985. In several locations, subway routes ultimately will skirt or cross old oil fields, which may cause gassy tunneling. Of particular note are the La Brea Tar Pits, which overlie a part of the old Salt Lake oil field. Tunneling through tar sands for about 3 km will be unique for subway construction and will occur on the starter line. Experience with previous gassy tunnels in the greater Los Angeles area shows that tunnels can be completed safely if precautions are taken. Abundant ventilation is the main solution, although other precautions are discussed herein.

This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

Brenda Mines, located 22 km Northwest of Peachland in British Columbia, Canada was an open pit copper- molybdenum mine which closed in 1990 after 20 years of operation. The primary concern in Brenda's tailings and waste rock drainage is molybdenum at a concentration of approximately 3 mg/L. The mine drainage is alkaline and contains little or none of the typically problematic heavy metals. Given that the waters downstream are used for municipal water supply and some irrigation, a discharge limit of 0.25 ma molybdenum was imposed with specific water quality guidelines in the receiving creek. A review of all existing and potential molybdenum removal methods was undertaken prior to mine closure. The chosen process is a two-step iron co-precipitation with clarification and sand filration at a slightly acidic pH. A 4,000 usgpm (912 m3/h) treatment plant was constructed and commissioned in 1998, at a cost of $10.5M. The successful removal of molybdenum from the drainage water is explained with details on some design innovations and operational challenges encountered during plant start-up. Investigated sludge disposal options are discussed although the long term disposal scenario has not yet been finalised.

Sedimentation in highly, flocculated suspensions of fine particles, such as clays, occurs through individual settling units (flocs) that have very open structures and correspondingly low densities (typically less than 5% solids by volume). Such settling processes rapidly lead to the buildup of a bed of flocs that are essentially close-packed, with an inter-floc porosity of perhaps 50%. However, the overall solids content is no more than about 2% to 3% by volume. Consequently, the thickening process is dominated by the bed consolidation rather than by the simple settling of the individual flocs. Experimental measurements of sediment consolidation in flocculated clay suspensions indicate, for a given system, that consolidation rates are essentially determined by the solids concentration and can be evaluated using the classical Kynch treatment. However, these rates are strongly dependent on the physical, as well as the chemical, conditions of the flocculation process. Furthermore, the extent to which gravity consolidation proceeds depends on the total weight of the sediment (i.e., on the bed height and the solids concentration). The implications with respect to thickener operation and the requirements for the laboratory testing for thickener design are discussed.

The U.S. Bureau of Mines (USBM) and Diesel Controls Limited evaluated a new diesel emission control system on an underground mine vehicle. The system was a catalyzed ceramic wall-flow diesel particulate filter (CDPF) combined with an catalytic converter, or diesel oxidation catalyst (DOC). This paper describes the design and installation of the system on a load-haul-dump (LHD). The results of screening tests conducted by the USBM are also given. The screening tests were conducted to determine if the device's particulate collection efficiency, regeneration temperature, and effect on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions changed over the period it was being used. The system was removed from the LHD and evaluated in the laboratory after operating for 308 and 1200 hours. After 308 hours of operation, laboratory testing revealed its particulate collection efficiency varied from 41.0 to 93.5 percent, depending on engine operating conditions. Its regeneration temperature was about 415° C. It reduced HC emissions by up to 97.6 percent, and CO by up to 95.0 percent. When tested in the laboratory after operating for 1200 hours on the vehicle, no significant change in performance was observed.

Around the beginning of the 20th Century, annual aggregate production in the United States amounted to about 50 million short tons. Today annual aggregate production is nearly 2.5 billion tons. Over a third of the States in the country produce more aggregate than the Nation did at the turn of the century. I would like to describe some of the historical events that allowed this nearly 50 fold increase in aggregate production. You might wonder why I want to talk about history. Some of our best ideas lie buried in the past, waiting to be rediscovered in the present. Almost every issue that the aggregate industry experiences today has been recognized for at least a decade; many of those issues have been recognized for a half a century; and a few of them have been recognized for nearly a century. The main reason for this article is to save the past from the forgetful indifference of the present-to faithfully preserve the past, to illustrate the insights of our predecessors, and to demonstrate how little of what we know today is really new.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

Excellent underground industrial sites and warehouse facilities have been constructed in Europe and at several locations in the United States. Many quarry and mine operators are considering, or should consider, the possibilities of the development of their mineral properties in such a manner as to make underground space that is suitable for a secondary industrial use. Before proceeding with mine or quarry development, the operator should answer the following questions: 1) Is there a need for underground industrial space in your geographical area? 2) Is your deposit suitable for development of space for industrial usage? 3) If the deposit is suitable, what methods of development can be used? 4) What are the comparative economics of the different methods of space development? An honest analysis of the first two questions may eliminate the need for proceeding to the third. Affirmative answers to questions 1 and 2 should be followed by the engineering and economic studies required in response to questions 3 and 4.

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. However, they are expected to be in a state of only marginal stability. Extensive coal exploration indicates that the primary structural feature within the

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). "Miners worldwide use a tremendous amount of energy in producing finished minerals for the end user market. In accomplishing this goal, they incur energy costs that can range from 20% to 30% of the total cost of production, so there is fertile ground for cost savings. To unlock this huge value in cost reduction, energy analysis is the key and is broken into several segments: 1. Fuel analysis for power generation 2. Energy supply & demand 3. Opportunity cost for lack of power 4. Backup power 5. Power contracts 6. Energy efficiency 7. Renewable energy 8. Continuous energy management FUEL ANALYSIS FOR POWER GENERATION What is the first thing we evaluate when looking at power supply alternatives for the mining industry’s large power requirements? Is it 1) site, 2) engineering, procurement, and construction companies, 3) independent power producers, 4) turbine vendors, 5) grid connections, or 6) fuel supply, logistics, and infrastructure? In evaluations of power supply alternatives for mining companies with special emphasis in developing countries, there is one over-riding conclusion: reliable fuel supply drives the energy generation economic engine. Evaluating several different fuels including liquefied natural gas (LNG), natural gas, diesel, heavy fuel oil, and liquefied petroleum gases (LPG) among others, the best project outcomes are those where fuel supply, pricing, logistics, and infrastructure are given an extensive amount of time during the analysis stage. In an assessment of the twenty-year costs of generating power from multiple fuels, each fuel’s costs were placed into three separate net present value (NPV) buckets of: 1) capital, 2) operating and maintenance, and 3) fuel. Within a range of 65% to 85% for all fuels, fuel cost was the largest component of the NPV of the life cycle power generation costs. So if 65% to 85% of your life cycle power generation cost is one item, shouldn’t miners spend a corresponding amount of time in the analysis stage fully understanding this key determinant for a successful power project? In developing countries where power generation infrastructure may not exist or does not exist at the same level as is found in North America and Europe, fuel analysis becomes even more important. One of the key questions for fuel importation in developing countries is the draft at existing ports to allow larger vessels to dock at the jetty. Can larger ocean-going tankers dock at the port for off-loading, or is the port’s draft too shallow, thus forcing a Single Point Mooring (SPM) system or Conventional Buoy Mooring (CBM) system to be constructed at substantial capital expense? Once fuel can be imported, sufficient onshore storage capacity should exist, or must be built to off-load the entire fuel cargo from the larger ships. Additionally, the throughput capacity of the pipeline from SPM/CBM must allow a rapid unloading of the fuel from ship to shore to eliminate steep demurrage costs for the project."

9.1-CLASSIFICATION OF MINERAL DEPOSITS AND ROCK MATERIALS After a mineral deposit has been discovered, delineated and evaluated, the next step is to select a mining method that is physically, economically and environ- mentally adaptable to recovering the mineral from the deposit. The term "mineral deposit" is used to denote a concentration of mineral (including rock and coal). Even where there is considerable past experience available, many of the critical design criteria must be determined utilizing only information obtained from an examination of exploratory drill core specimens. The factors that affect this selection are as follows: (1) the spatial characteristics of the deposit (size, shape, attitude and depth); (2) the physical (or mechanical) properties of the mineral deposit and surrounding rock; (3) ground water and hydraulic conditions; (4) economic factors, including grade of the ore. comparative mining costs and desired production rates; and (5) environmental factors, such as the preservation of the surface overlying the mine, and the prevention of air and water pollutants. Of these factors, the spatial characteristics of the deposit and the physical (or mechanical) properties of the mineral and surrounding rock limit the methods that can be employed to mine it. Six types of mineral deposits are recognized, as follows: 1. Massive-A deposit of considerable lateral and vertical extent in which mineralization (or ore) is relatively uniformly distributed. Disseminated copper ores are typical deposits. Dome salt also is included in this classification. 2. Bedded or Tabular-A mineral deposit that parallels the stratification, most often in sedimentary rock, usually laterally extensive, and of limited thickness. Most coal measures and some evaporite mineral deposits (e.g., potash) fall in this class. 3. Narrow Vein-A zone or belt of mineralization (ore) typically long, narrow (less than 10 ft), often dipping steeply, and usually lying within boundaries separating it from neigh- boring rock. Many gold and other metallic minerals occur in narrow veins. 4. Wide Vein-As defined under narrow vein except that the vein thickness is greater than 10 ft. 5. Lentictclar or Pocket-An isolated ore body, or an enrichment of limited vertical and horizontal extent in a massive, bedded or vein deposit. Lead, zinc and iron ores often occur in this type of deposit. 6. Placer-A surface or near-surface deposit, usually tabular and may be of consider- able areal extent, containing mineral particles (e.g., gold, platinum) in detritus (e.g., sand, gravel). The rock materials associated with mineral deposits are classified as follows: 1. Detritus-Sediments and other accumulations of solid particles produced by the mechanical and/or chemical disintegration of rocks, and usually having a low cohesive strength and very low compressive strength (e.g.. soil, sand, gravel, alluvium, playa). 2. Jointed and Fractured-Unbonded-A rock mass, often occurring on or near the surface or in fault zones, in which the joints or fractures contain alteration or decomposition

"INTRODUCTION Lundin Mining’s Eagle Operation, located in Marquette County, upper Michigan consists of a mine and concentrator that process a Ni-Cu-(PGE) ore. The mine itself is an underground operation and the ore is trucked from the Eagle mine site 66 miles to the Humboldt mill where both nickel and copper concentrates are produced. Operations began in 2014 and continued with an average production of approximately 23,000 tonnes of Ni and 20,000 tonnes of Cu per year for the first three years of operation. The Humboldt Mill, currently operated by Lundin Mining, processes the nickel/copper ore from Eagle Mine and performs the concentration through several stages of flotation. Originally built in 1954, the Humboldt Mill began operations as an Iron Ore processing facility, and was converted to a gold processing plant during the 1980s. Various groups owned the site after closure of the gold operation. Eagle purchased the Mill in 2008 and invested more than $280 million to clean up historic mine waste and refurbish the plant (see flowsheet in APPENDIX). This paper will overview the ramp-up of the operation, and discuss some specific areas that went well and some that could have gone better during the design phase. HIGH LEVEL DESIGN CRITERIA Coarse ore arrives from the mine and is stored in a building with a capacity of 10,000 tonnes. Ore is crushed in three stages to a final product size of 100% Passing 12mm. Crushed ore is conveyed to the mass flow fine ore bins, which have a live capacity of 3000 tonnes. Crushed ore is fed to two parallel 900 HP ball mills, charged with 3” high chrome grinding media, and ground, in closed circuit with hydrocyclones, to a p80 of 110 microns in the flotation feed. Soda ash is added to the mills based on process water hardness. Cyclone overflow passes to the bulk conditioner where Sodium Isopropyl Xanthate (SIPX) and Methyl Isobutyl Carbinol (MIBC) are added. The slurry is pumped to the rougher bank for bulk flotation. Rougher concentrate is fed to a 500HP vertically stirred regrind mill and is ground to a p80 of 50 microns, using 5/8” high chrome balls. Rougher tailings report to the tailings thickener. The regrind cyclone overflow is sent to the single stage cleaner bank followed by two scavenger banks. The cleaner concentrate is pumped to the copper-nickel separation circuit. Cleaner tailings report to the tailings thickener. In the copper-nickel separation circuit, the pH is raised to 11.5 and a copper concentrate is recovered from the bulk cleaner concentrate in two stages, namely the copper roughers and the copper cleaner columns. The concentrate from the copper flotation columns is the final copper concentrate. The tailings from the columns return to the head of the copper-nickel separation. The nickel concentrate is the copper rougher tailings stream."
