The centrifuge which will be reviewed in this dis¬cussion is the continuous solid bowl typo. As there are presently approximately 2000 of these units operating in our country, and about 200 of these in use in the coal industry, I expect that most of you are acquainted with its operating principle. How¬ever, for those who are not familiar with the machine a brief introduction is in order. The continuous solid bowl centrifuge was first successfully marketed, worldwide by the Bird machine Company in 1934. The successful development of this unit was based primarily on the invention of a drive mechanism to properly control the differential speed between the two rotating elements. This centrifuge was introduced into the coal industry immediately following the second World War. Today there are five or six additional firms' selling this machine in our country, and approximately twenty others in Europe, England and Japan.

Anomalies of sulfur dioxide and other gases have been defined, by direct measurement, around various sulfide bodies. These readings were made (1) in soil gas and (2) in the atmosphere, from both ground vehicles and, to a limited extent, from helicopters. Test areas included porphyry copper and molybdenum deposits, sulfide bearing vein systems, pyrite zones associated with sandstone uranium accumulations, and pyrite-bearing mine dumps. Some of the deposits are covered by as much as several hundred feet of overburden or barren rock, while others outcrop, or have been exposed by mining operations. Depending on local conditions, background values of sulfur dioxide in soil gas and the atmosphere range from 1 to 15 parts per billion. Using present techniques, anomalous readings are recognized at approximately two times background. Apparent "depth penetration? on known deposits has ranged to several hundred feet. Readings have been made over known deposits from a helicopter and ground vehicle moving at up to 40 mph. The rate at which the survey may be carried out depends largely on the size and extent of the anomaly. The existence and magnitude of sulfur dioxide anomalies around sulfide-bearing deposits is a function of geology, target size, soil moisture, and climatic conditions such as temperature and temperature changes, barometric pressure, wind velocity, and precipitation. Industrial S02 pollution can effectively mask the presence of the anomalies sought.

CONTAC Engineers is a Chilean based company which works on process control and automation, principally for the minning industry. Jointly with other local and international engineering firms, CONTAC has participated in most of the last expansion and modernization plans being carried out at the Chilean pinning industry. At presente, CONTAC is involved on a research and development plan for the design and implementation of new instrument and process control procedures for mineral process automation. One of these efforts is the design of an ore size analyzer for coarse ore being transported over a conveyor belt. A feasibility and prototype study was made at a SAG Mill Plant and currently a high resolution, high speed analyzer is being developed. It will became available on early 1986.

The Coal Pillar Rib Rating (CPRR) technique has been developed to assist in rib support design in underground coal mines. One major challenge of the data collection process is the measurement of coal strengths in the field. Schmidt hammer has been verified as a useful tool to determine coal strength. An alternative approach is to obtain the representative strength of coal mass by determining the coal lithotypes in the field based on the coal brightness profile by experienced geologists or mining engineers. In this paper, image processing techniques have been used to quantify the texture of coal images of different lithotypes with the purpose of classifying coal lithotypes. The coal images were collected from the pillar ribs with exposed surfaces in underground coal mines, and the coal lithotypes were identified when taking the images. The method of Gray-Level Co-Occurrence Matrix (GLCM) was used to analyze the textures of coal images of different lithotypes, and the texture parameters, such as contrast, homogeneity, energy, and entropy, were compared. The results show that the images of coal with different lithotypes have different textures, which can be quantified through the image processing. The results from this study demonstrate the potential of classifying coal lithotypes using rib photos and easing the data collection process of CPRR.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

Olivine has been an accepted industrial mineral for the last 50 years. Its initial acceptance was based on the recognition of its refractory properties by European research workers in the middle to late 1920's. Initial U.S. olivine production began in the early 1930's in North Carolina and continues there today. Olivine also is produced in the State of Washington and in other countries.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

In late 1965 General Mills announced the availability of a new liquid ion exchange reagent, LIX®-64, for the recovery of copper from various solutions, such as dump leach liquors. Acceptance of this material by the copper industry has been gratifying. A number of pilot plants have been operated, and at this writing there are four commercial plants either in operation or under construction. The properties and operating characteristics of this reagent have been described in previous papers.1,2 LIX-64 is quite effective and selective for copper extractions although partially limited in pH ranges, losing extraction efficiency as the acidity of the feed solution increases to below pH 1.0. Also, the LIX-64 content in the kerosine carrier was limited to about 10 volume percent (except for special cases) because of rapidly decreasing phase disengagement rates above this content. This in turn led to large plant capital costs, as the organic flow rates had to be in- creased (rather than LIX-64 content) to extract the copper from high content liquors. This was true in all circuits where the feed copper content ran above 2.0 g/l copper. A reagent was needed which would extract copper from more acidic liquors (or higher copper content liquors) and which exhibited improved phase disengagement characteristics with reagent contents up to 30 volume percent. General Mills is pleased to announce the availability in commercial quantities of a new and improved reagent, L+-64~. This reagent broadens the pH range in which copper can be extracted, and exhibits superior phase disengagement characteristics. The improvement in the reagent has been noted in laboratory circuits, as well as pilot plant runs and commercial operations.

INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. "The Central Subway is Phase 2 of the San Francisco Municipal Transportation Agency’s (SFMTA) Third Street Light Rail project and will extend the existing Phase 1 initial operating segment from its current connection to the Embarcadero line at Fourth and King streets along Fourth Street to Market Street, under the Bay Area Rapid Transit (BART) and Muni Metro tunnels and then north beneath Stockton Street to Chinatown (Fig. 1).Total new track to be constructed as part of the Phase 2 work consists of approximately 734 m (2,410 ft) of surface track and 2,636 m (8,650 ft) of tunnels. The tunnels were constructed as twin, singletrack bores by two tunnel boring machines (TBMs) (Johnson, 2014) moving north from the southern end of the launch box under the I 80 freeway between Bryant and Harrison streets. North of Chinatown Station the TBMs continued another approximately 683 m (2,240 ft) to a retrieval shaft near Columbus Ave. at Washington Square. The project also includes five cross passages to connect the two tunnels, and three underground stations (the Yerba Buena/ Moscone Station, Union Square/Market Street Station and Chinatown Station.)Excavation of the twin tunnels was performed with two TBMs, with both TBMs driving northward from the launch box. TBM excavation was performed such that the location of the machines was staggered to separate the active excavation faces by a minimum of 91 m (300 ft) between headings. This minimum separation was maintained until the first TBM arrived at the retrieval shaft plug, at which time the separation requirement was relaxed.Excavation began with the “southbound” (SB) tunnel which will ultimately accommodate the southbound TBM light rail trains followed by the second TBM in the “northbound” (NB) tunnel. With the completion of the drives in June 2014, cross passage excavation then began and was completed in April 2015. Overall, construction of the Central Subway tunnels was a success considering the nature and complexity of the project. Additional details of the completion of the Central Subway tunnels are presented in another paper from the RETC 2015 conference (Leong et al., 2015)."

This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Act requires the State Geologist to classify mineral areas in the state and the State Mining and Geology Board to designate mineral deposits of regional or statewide significance. "The development of a mining project necessarily progresses through many steps, beginning with the identification of a mineral resource and continuing through project construction. Several classifications of engineering study development are described, including preliminary economic assessment (PEA) or scoping studies, prefeasibility studies (PFS), feasibility studies (FS) and regulatory codes, each with a specific project organizational objective. This paper addresses the PEA, PFS and FS types of reports that are used by companies to evaluate projects, meet regulatory requirements and seek financing. The minimum requirements for engineering studies, focusing on the needs of financial institutions considering investment in a project, are outlined. IntroductionThe financing of mining projects in recent years has come under increased scrutiny by financial institutions owing primarily to an increasing percentage of projects whose capital expenditures had overrun project budgets or had failed to produce the economic returns anticipated during the project development process. Often, unfavorable project outcomes are not the result of widespread failures of the project engineering process but arise from inadequate engineering in limited specific areas of the project scope, such as overestimated mineral reserve, inadequate mine design, insufficient metallurgical testing or underestimated capital costs. Mill facilities and process infrastructure typically are responsible for up to 80 percent of the capital expenditures required by greenfield mining projects. They are often the project areas where capital costs are inadequately developed, and consequently are the areas highly scrutinized by financial institutions. This paper offers a perspective on the level of engineering expected by financial institutions as a prerequisite to committing support to developing mining projects.The evaluation of a mining project from exploration through development and production is a lengthy and complicated process. Mine development commitment activities for a potential project are initiated when a mineral resource is identified and continue through to the start of construction. The technical feasibility and the economic viability of each project are determined during the phases of mine development with more detailed engineering data required at each stage. There are at least four levels of engineering studies during development that are commonly acknowledged by the mining industry:"

The region of metalic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 4,600 meters. Because surface water supplies are meager, new mines require unexploited sources of water. Prolific groundwater aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate groundwater quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum production water well capacities in excess of 170 liters per second.

In this paper, several commonly used computer truck dispatching criteria are evaluated. A computer-oriented truck dispatching and production simulator was developed to provide data for comprehensive cross comparison among the dispatching criteria. The definitions, primary considerations, characteristics, and performances of these dispatching criteria were investigated. From the simulation results, it was concluded that, in general, no one criterion can dominate all others. All basic dispatching criteria including minimizing truck waiting time, minimizing shovel waiting time, minimizing truck saturation, maximizing truck momentary productivity, or truck routes optimization provide a local optimal solution. To obtain a direct global optimization solution for this complex stochastic process does not appear to be likely. Therefore, the search for an optimal dispatching criterion that will fit all conditions may not be realistic. However, based on the simulation results of the mine operation, several dispatching criteria which have good potential to increase performance can be selected. It may be necessary to search for the best combination of these truck dispatching criteria for a given situation. For example, a truck flow measurement such as the truck clustering factor at shovels can be used as a switch parameter to change from one criterion to another. The values for the switch parameter at which actions should be taken to change the criterion can be established through simulation programs.

Developments in the agricultural use of potassium (K) have been based solely on the essential role K plays in crop production. Crop plants cannot complete their normal life cycle if K is deficient or absent. In fact, no essential plant nutrient other than nitrogen is required in greater quantities. Table 1 shows the amounts of K some crops take up from the soil. Although the exact functions of K in the plant are not well known, its primary role seems to be tied to plant metabolism. Potassium is vital to the process of photosynthesis. When K is deficient, photosynthesis declines, but respiration increases. These two K-deficient conditions. . . reduced photosynthesis and increased respiration ... lower the plant's carbohydrate supply, the end result being poor agronomic crop production. Potassium is also essential to several other plant functions, including the following: 1) Protein synthesis. 2) Water use efficiency, through the influence of K on stomata opening and closing, to maintain the turgidity in plant leaf cells. 3) Translocation of heavy metals such as iron and zinc. 4) Ionic balance. 5) Control of enzyme reactions within plants.

Highly stressed excavations in hard brittle rock may fail by self-initiated, triggered or dynamically loaded strainbursts (Moss and Kaiser 2021). The low-frequency part of seismic radiation associated with strainbursts is described by a crush-type seismic source mechanism with a significant negative (implosive) isotropic component and a ‘pancake-shape’ CLVD deviatoric component. The seismic source is co-located with the excavation damage site. For such strainbursts, the ejection velocity is primarily related to the depth of strainbursting, the rock mass bulking characteristics, the duration of the bulking process, and the effectiveness of the support system. For dynamically loaded strainbursts, the displacement and energy demand may be augmented by the impact of the stress wave from a distant seismic event. This article describes the failure process and factors contributing to rock deformation and energy demands for support design. Case examples are used to demonstrate the dependence of rock displacements, rock ejection and energy demand on the factors described above. A seismic source model is proposed to assess the depth of strainbursting and the duration of the related bulking process by using seismic monitoring data. The implications for support design are briefly discussed.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.

Transportation methods such as rail, piggyback, truck and barge are compared, and their impact on Industrial Minerals producer's costs and profits examined. The customer impact on our businesses due to deregulation is also discussed.
