The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. Cost reduction programs can focus on total cost or unit cost, but unit cost is usually the principal objective. The production cost per unit is: [Unit cost = Total cost Production volume] Consequently, any activity that reduces the total cost or increases the production volume will reduce the unit cost. Production volume is increased by (1) maximizing the availability of the production equipment and (2) maximizing equipment performance during periods of operation. Most operations managers routinely focus on volume because the factors influencing volume are generally well understood and congruent with the managers' technical skills. In fact, production volume (as a percentage of maximum achievable capacity) is widely recognized as one of the most significant measures of operational performance.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners' AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners' AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners' AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners' AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

The packed column flotation cell is an awesome separation device. Virtually unknown and untested, the packed column flotation cell is one of the ten most important developments in mineral processing of the 21st century. Though experimental and industrial data is limited, it is clear that the packed column flotation cell is two to three orders of magnitude better than the conventional flotation cell and one to one and a half orders of magnitude better than the open column flotation cell. With the modern packing taking up less than one percent of the packed column, column blocking does not occur. For a packed column operating 24 hours a day, 365 days a year, the estimated mean time between failures (MTBF) is one hundred thousand hours or roughly twelve years. With no moving parts, lower maintenance costs, lower power consumption and inherent operating stability, the packed column is a powerful separating machine. Because there is little meaningful data for comparing the packed column to the conventional flotation cell and the open column flotation cell, much of the material presented in this paper are guesstimates. They are disinterested guesstimate made by the authors after extensive theoretical work and reviewing the known facts. In the authors' opinion, no available data contradicts the guesstimate. The authors expect that there may be errors as large as three hundred percent. Even three hundred percent errors will not change the conclusions of this paper. The packed column flotation cell is a formidable separating device. To understand the problems of comparing the three types of flotation cells, consider the fact that the three cells may have different modes of separation. One of the authors, Meloy, believes that in the conventional cell, the primary particle separation takes place in the liquor with secondary separation taking place in the froth, while for open column flotation, all the separation takes place in the froth. However, he believes that in the packed column a large part of the separation may take place on the walls of the packing. If this is true, not only is the method of modeling each type of cell different, but the method of particle selection in the cell is different. This means that one type of cell may be better at differentiating between two different types of particles. There is a growing body of literature on open and packed column flotation. INTRODUCTION In any mining operation all possible steps should be taken to increase efficiency. One area for improvement is mine planning and design, particularly in the area of equipment selection for room-and-pillar systems. Be- cause of the availability of a wide variety of face machines, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, this choice must be made on the basis of quantitative facts and forecasts related to the mining application. The purpose of this section is to develop and analyze the details of the mining process. Some specific areas studied include the relationship of system design to productivity, suboptimization as a result of equipment changes, and measurement of system performance. The plan of work leading to a quantitative description of these study areas is based on the growing interest in total system design using simulation as an analytical method (Manula, 1963). CHARACTERISTICS OF PRODUCTION OPERATIONS FROM ROOM-AND-PILLAR SECTIONS For a given mining method, raw production in a given section of a mine is primarily dependent upon the coal seam thickness, roof and floor conditions, methane emission, the mining methods, and the man-machine element. Average section production varies from 300 to 800 st per shift for conventional and continuous mining in high seams and from less than 100 to 300 st per shift in low seams. Since the reject varies from 0 to 40%, these figures must be decreased by the appropriate percentage to reflect the amount of clean coal mined. Personnel requirements per production section per shift for the various methods are listed in Table 1. Table 1. Production Personnel Method No. Method No. Conventional 12-1 5 Longwall 9-14 Continuous 9-1 2 Shortwall 9-12 MINING VARIABLES To evaluate the constraints and interrelationships for various mining methods, it is necessary to categorize the variables which underlie system production potential. Seven critical independent variables which determine production can be identified and categorized (Suboleski, 1978) : Seam Height The five categories are as follows: less than 36 in.;. 36 to 55 in.; 55 to 100 in.; 100 to 180 in.; and greater than 180 in. Floor Quality Floor quality ranges from : Excellent: Smooth, hard, grades less than 1 to 1 % % , and dry. Good: Smooth, soft but dry, with grades less than 3 % . The floor will deteriorate, but cautious operation can prevent it. There may possibly be heaving at some later time. Fair. Soft and damp. There is occasional interference with equipment operation; requires the use of four-wheel drive shuttle cars; ruts with regular use, and may have adverse grades of 5 to 7%. This may be coupled with slippery bottom and/or occasional steep rolls. Poor: Soft and wet. Requires blocking of the bottom to support equipment. There are frequent steep rolls and grades in excess of 7%. Roof Quality Roof quality ranges from : Excellent: Men are able to work under the unsupported top during the initial production cycle if legally permitted. Good: The roof is bolted on a 4 x 4 or 5 x 5 pattern with short bolts (442 in.) or <seam height if the seam >42 in., or requires posting with no bolts on a 4 x 4 or 5 x 5 pattern. There are no falls. Average: The roof is normally bolted on a 4 x 4 or 5 x 5 pattern, but with long bolts (>seam height or >6 ft.). There are infrequent minor falls or there may be an excellent roof which is difficult to drill. Fair: This type often requires spot bolting in addition to the regular pattern or bolting with planks. The roof conditions require shorter than planned cuts, or narrow cuts. Poor: This type requires bolts plus crossbars and posts, or installation of yielding supports or truss-type support. It is almost certain to fall if this is not done. Methane Liberation This ranges from none detected to low (no buildup at the face, even with minimum ventilation requirements) to moderate (the curtains must be extremely tight and tubing close to the face or methane will build up to 1 % during the loading of the car) to high (methane will build up to 170 if the miner is operated at the normal rate, even with proper ventilation). Hardness of Coal Coal hardness falls into the following categories: Soft: Soft coal is easily cut by a continuous miner. A plow could be used by longwall. Average: Coal of average hardness could be easily cut by a miner, and a shearer would be used in the longwall. Moderate: Moderately hard coal causes difficult cut-

To address the problem of grade estimation in a general three-dimensional shape and the uncertainty associated with the estimate, the technique of jackknifing/block kriging short-cut is proposed. A new estimator called jackknife kriging is introduced first. Through the jackknife variance, a confidence limit for the reserve grade estimate can be calculated. Unlike the kriging variance, which is more a measure of data configuration and is independent of data values, the jackknife variance reflects the true variability of the data. This approach provides a simple way to set a confidence level for global estimation of resources.

Challenges Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance. Consequently, over the last few years, there has been a major focus amongst some mining companies to imbibe Operational Excellence. This has been only possible because of the replacement of a silos based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organization is not trivial. Attempts in the past to integrate functions such as through Mine-to-Mill initiatives in the mining industry have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turn over and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate.Opportunities The advent of digital technology has opened-up opportunities to integrate inter-departmental information for a unified understanding of, and across, an entire organization. The advances in instrumentation, equipment control systems, supervisory control systems (SCADA/Historian) and industrial networks have helped in the direction of enterprise wide integration. The availability of real time information across an enterprise has given rise to numerous possibilities to improve organization performance. Debate continues over whether barricading in refuge chambers is a good strategy to survive entrapment emergencies in underground coal mines, in particular fires and explosions. Unlike U.S. coal mines, Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes the merits and problems of using refuge chambers or self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. We found that using refuge chambers may not be the best strategy during extensive fires or when multiple explosions occur. In these situations, mine rescuers are unlikely to be able to extract miners who are sheltered in chambers and, conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as the level 1 emergency exercises required in Queensland, Australia. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

"The history of the mining industry is littered with in-pit crushing and conveying (IPCC), which should not be confused with the International Protocol for Carbon Capture, projects that failed. The failure is not the technical one of “did it achieve the desired tonnage rate for a longish test period” but, rather, the far more important one of “did it provide return on the investment in the manner that was promised?” While quite a few can claim the former, very few system installations can claim the latter.The reasons for the many failures are numerous, but they are all characterized by a combination of an element of engineering optimism in any, or all of the production rates, the productivity, or the operating and maintenance costs and in predicting the continuity of operating conditions. In these days of big data, propagating such a situation is rapidly becoming unforgivable.In this article, the three most common scenarios put to the corporate board for approval, and the logic as to why they were selected, are examined (with the irony included intentionally).• Fully mobile crusher, fed by a shovel and conveyed out of the pit to a waste dump / process plant.• Semimobile crusher (much more expensive than a fixed crushing station but which apparently allows trucks to short haul inside the pit and improve productivity), which moves when the face moves.• Relocatable crusher (more expensive than a fixed crushing station but which gets relocated at great expense after all the fixed infrastructure impeding relocation is demolished) fed by trucks that don’t leave the pit mostly.This paper will also consider the truth about their operational performance and associate costs."

Mud is one of the oldest building materials used by man, but it is not only of historic interest. Even today in many parts of the world, particularly lightly forested areas, it is the chief building material. Many authorities believe that at least 30% and perhaps 50% of the world&apos;s present population lives in earthen dwellings (Dethier, 1985, Coffman et al., 1990). Not all of these people are members of primitive societies or live in third world countries. European, African, Asian, and both North and South American countries contain a large number of such structures. In the United States, the American West, and particularly the Southwest, is known for this type of construction. Some of the earliest remains of adobe structures are those discovered in the ruins of Neolithic farming villages in Mesopo¬tamia dating as far back as 7000 BC (Steen, 1972). The word adobe has its roots in Egyptian hieroglyphs denoting brick and evolved to its present form through Arabic and Spanish (Lumpkins, 1977). The Spanish conquest of the New World spread the use of wooden molds to produce a standard adobe brick. Today, the word adobe is used to describe various earth building materials and techniques, usually referring to sun-dried adobe brick now used in the United States, but is also applied to puddled adobe structures, mud-plastered logs or branches (Jacal or waddle-and-daub), pressed-earth blocks, and rammed-earth walls or pisé (Smith and Austin, 1989, Ferm, 1985). Modern mud construction is used in many countries in various parts of the world. In the United States, the states from Texas to California are perhaps best known for this type of construction. Of these states, New Mexico has the dominant reputation for adobe use. Indeed, in New Mexico the Santa Fe style (Fig. 1) has made adobe not only acceptable, but preferred. RAW MATERIALS Adobe soil used by present day adobe producers, and probably past adobe producers as well, is principally sandy loam (50% clay and silt), although clayey silts are used in some areas (Coffman et al., 1990). In New Mexico, the best adobe soils are those developed on stream deposits, particularly Holocene (Recent) terrace deposits and older, loosely compacted geologic formations, such as the Santa Fe Group (Tertiary) located in the Rio Grande Valley. Some modern adobe producers use a mixture of materials from the screened fines of aggregate operations and mud from irrigation ditches in the river valleys combined with varying amounts of sand to produce the proper blend. Mineralogy Bulk Mineralogy: X-ray diffraction analyses of whole rock samples from many parts of the world where adobe is the dominant construction material show the major constituents of adobe are quartz and feldspar, with lesser amounts (in order of abundance) of calcite, clay minerals, and gypsum (Coffman et al., 1990). Adobes from and climates contain considerable calcite; in some cases calcite is second only to quartz in volume. Quartz, feldspar, most of the clay minerals, and some calcite commonly are derived from the mechanical/chemical breakdown of older rocks units. Some of the clay minerals, much of the calcite and perhaps all of the gypsum are precipitated from evaporating water. Clay Mineralogy: Clay-size minerals consist dominantly of clay minerals, but nearly clay-size fractions contain minor amounts of quartz and calcite, and occasionally other nonclay minerals. In earth construction materials from New Mexico, clay-size particles are the most compositionally variable in commercial adobe soils. However, the clay mineral groups in this size fraction consist of about equal parts of expandable clay minerals (smectite and mixed¬layer illite/smectite or I/S) and non-expandable clay minerals (ka¬olinite, illite, and chlorite), with minor quartz, calcite, and feldspar (Smith and Austin, 1989, Austin, 1990). In the and American Southwest, smectite is commonly calcium-rich and the I/S is dis¬organized and randomly interstratified. In a study of 42 New Mex¬ican commercial adobe soils, only two contained chlorite, and vermiculite, sepiolite, and palygorskite were not found. Soils in temperate climates, as are found in the midwestern and northeastern United States, contain an abundance of illite (Potter et al., 1975). The clay minerals in earthen structures of that region and in Europe commonly contain illite with less amounts of kaolinite, smectite, I/S, chlorite, and vermiculite. In contrast, the clay-size fractions of soils of humid tropical areas are typically acid, with kaolinite as the dominant clay mineral and lesser amounts of I/S, illite, smectite, and others (Chamley, 1989).

INTRODUCTUCTICN The coal seams at Bobov dol basin are highly prone to spontaneous combustion in Bulgaria. The risks of endogenous fires (SPONCOM) exist mainly in gob area. During the last 15 years three different technologies for preventing and fighting SPONCOM have been applied in underground mines of this basin: pulp from hard material and water, foam and inerting with nitrogen. On the basis of experimental application of these technologies as well as theoretical and experimental research a new technology - Foam Pulp Technology (FPT) was worked out. It is very effective in difficult to reach places in a gob. BACKGROUND AND THE NEED OF FPT Application of the three methods mentioned above showed advantages as well as some disadvantages, allowing determination of their effective application scope depending on geological and working conditions. Their advantages can be summarized as follows: - Foaming: high viscosity at low density, which allows forming a thick layer; good surfactant wetting properties; excellent effective cooling during evaporation in high temperature zones. - Pulping with mixture of solid particles (e.g., fly ash) and water from surface installation: easy to apply in a mine; low operational and energy costs due to gravity transport from the surface to the gob: good ecological results because the waste material is returned back underground. - Inerting with nitrogen: volumetric action which doesn&apos;t restrict the thickness of treated coal pile; easy to apply in a mine; controllable nitrogen delivery depending on fire hazard conditions. Main disadvantages of the same three methods are: - Foaming: rapid disintegration due to intrusion into heterogeneous and porous media and high costs due to the need of frequent large volume foam flows (short foam&apos;s life); - Pulping: inapplicable for coal piles with high thickness which is of great importance in the cases of seams with ununiform hypsometry (rapid and frequent changes in a seam configuration) and/or great volumes of coal or ore piles particularly heated to a high temperature; strong dependence on gob floor declination; water draining of the working face area which impedes the movement of supports and chain conveyor&apos;s. - Inerting: relatively high costs hardly depending on the rate of face advance (fig.1) in comparison with the other methods; it is difficult to ensure sufficient oxygen at the exit end of the face. This problem is crucial in faces with a high level of methane emissions; accelerating of the oxidation and spontaneous heating of the pile after turning off the nitrogen supply. The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

SHELDON P. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. The number will vary for each specific plant. For a recently constructed 30,000-tpd (tons per day) copper concentrator, 1,800 drawings were made. Design should provide for the addition of milling units when these may become justified in relation to investment markets and life of the deposit.

Introduction The purpose of this paper is to present a procedure used by the authors for evaluating and designing soil liner systems. This method is particularly valuable in evaluating various treatment schemes for chemically amended soil liners. A tabulation of laboratory test results on various soil types are presented to quantify the effectiveness of certain treatments. A typical liner design program includes developing and proving soil borrow sources, designing the cross-section of the liner system, developing construction specifications, and providing construction services to ensure the intended product is achieved. Material Source Development The first step in designing a soil liner is to identify and evaluate suitable borrow sources within an economical haulage range. This is best done in a two step approach: a reconnaissance level investigation to identify target areas and a detailed evaluation of those targets. Reconnaissance: The goal of the preliminary investigation is to locate potential borrow sources for liner quality soils. This includes all natural materials which can be compacted, chemically treated, or otherwise amended to yield an installed permeability at or below some target value. This requires utilization of all available data sources: Soil Conservation Service, BLM, aerial photos, USGS geologic maps, and project geologist records. The goal at this stage is to locate shallow deposits of favorable soil types. The Unified Soil Classification System provides an excellent first pass grouping. Clays, clayey sands and silts are the most favorable soil types, although silty sands and occasionally clayey gravels can make excellent liners, and are often amenable to chemical modification. The lowest permeabilities are generally achieved with CH, CL and MH soils. Once preliminary targets have been identified using visual examination, laboratory classification tests should be performed to further refine the selection. Testing at this stage should include gradation, plasticity and hydrometer analyses. Additionally, "preg-rob" testing should be done as early as practical. Preg-rob is a phenomenon where gold or silver ions in solution associate with the clay, or other, minerals. When this occurs, a portion of the gold or silver leached from the ore is actually tied-up by the clay and thus a reduces recovery. Testing for this consists of agitating a small sample of the soil in a solution containing dissolved gold or silver, preferably of similar chemical make-up as the solution which will contact the actual liner. The solution and soil are assayed before and after agitation to determine loss to the clay. A reliable estimate of the hydraulic conductivity, commonly referred to as permeability, can be developed from the D10 value by the use of Hezen&apos;s formula: K = 100 (D1012 This relationship is limited to soils where the finer particles do not move due to the force of flowing water (i.e.: "hydrodynamic stabilitym)(1). Additionally, the effect of platty particles on permeability is not as predictable as the effect of equidimensional particles. D10 is the sieve opening size at which 10% of the material is finer. Plasticity is also important from several standpoints. Constructability is directly related to plasticity. Very plastic clays and non-plastic silts both tend to be difficult soils, while medium plastic clays and clayey sands are generally very desirable. Post construction performance is also related to plasticity (e.g. swelling, shrinkage cracking, frost heave, etc.). Additionally, low plasticity silts and silty sands generally do not respond well to chemical amendment. Source Development: The result of the reconnaissance evaluation should be an estimate of the relative probability of developing a suitable borrow source within an economical haul distance. Of course, "economical distance" depends on the degree of handling and treatment the borrow material requires, as well as the cost of synthetic alternatives. The purpose of the detailed investigation is to prove out quantity and quality of material sources, and determine design parameters such as degree of compaction, mixing, treatment and thickness of liner. The emphasis of the testing program should be permeability and strength. Strength becomes increasingly important as the slope of the liner and the height of the heap increase. The United States potash industry had its beginning in the early Colonial days. Potash was initially manufactured by leaching of hardwood ashes in large iron pots. Production of potash was recorded as early as 1631 in New Hampshire, and in Maine a few years later. According to the census of 1850, the production of potash was America&apos;s most thriving chemical industry and, at that time, 569 plants were reported producing potash from wood ashes. Interest in potash was so great prior to the 1800&apos;s that the very first United States patent, signed by George Washing- ton, was granted for the production of potash on July 31, 1790. A new era for the production of potash began when potash was discovered by the analysis from a brine well in 1839 near Stassfurt, Germany while exploring for salt. The predominant use of potash at that time was in the chemical industry rather than agriculture. The discovery, by Justice von Liebig in about 1858, that potash salt contributed greatly to the essential plant food in soil opened up an enormous potential market for a suitable potash material.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. 7.1 INTRODUCTION The circulating fluid (generally an aqueous cyanide solution) is the major active component of heap leaching. This solution extracts precious metal from the heap and is then processed to recover the precious metal. The solution continuously recycles through the heap to recover more precious metal. With each cycle through the heap, water and chemicals are lost. Make-up water and chemicals must be added to balance losses from evaporation, seepage, entrainment, and chemical reaction in the heap, as well as any other processing losses. Adding more water than needed can result in a build-up of water as inventory in the various ponds and can eventually require that water be discharged from the operation. This is an extremely undesirable condition, and can often be very expensive in both investment in water treating facilities and operating costs. Most heap leach facilities operate under a zero discharge permit; thus, a situation requiring water discharge can result in permit violation. Chemical solution control must be managed to maintain the optimum pH, dissolved oxygen content, and cyanide content, while preventing "scaling". Calcium-based precipitation is a common scaling problem in mill reclaim waters. A buildup of these deposits can result in severe reduction of water flow, loss of pump efficiency and eventual interruption in metal production. In addition, problems of plugged sprinkler heads, blinded leach pads and fouled carbon (in carbon recovery systems) can be and often are experienced when scale control is not maintained. The remainder of this chapter discusses chemical solution control and scaling prediction/prevention in the context of a "closed" system. Sizing of ponds to accommodate precipitation and runoff, collection systems, and other similar design considerations are not discussed here. These topics are deferred to later chapters, e.g. Chapter 10 considers design of collection systems while Chapter 12 discusses pond sizing. 7.2 CHEMICAL CONTROL Chemical composition of the circulating solution must be controlled by the operator if the heap leaching process is to be successful. On my arrival in New York after the Russian examinations John D. Ryan, president of Anaconda, asked me what my plans were. I told him I wanted to be useful somehow in the World War that we had entered while I was away, but I did not know how. Ryan and Thayer told me that the new American Air Corps was gathering a group of executives, most of them young, to go to France as Army officers to help with the industrial side of our aviation activities. This would include construction of military airports, maintenance, and supply for our rapidly growing Air Corps. They thought I might be accepted in this group of about 30. It seemed to be just what I wanted, and I put in my application at once. My application was accepted about three weeks later and I was told to come to Washington to take physical and other tests and to meet others of the group. I liked them. They were a cross section of competent American manufacturers, bankers, automobile executives, and merchants. I was the only miner. I had many discussions in the days in Washington with members of our organization and others I knew who were going into war service. Attitudes were very different from those 55 years later. There was no discussion as to whether war was right or wrong. We were in it and must do all we could to help. At the same time there was a holdover from the days when, at least for the elite, war was high adventure. Even the most high-minded did not then realize that war is a horrible form of wholesale murder and, in 1917, it would have been treason to suggest this. I had two weeks before our industrial group was to start work which gave me time for a hurried trip to Berkeley where Dorothy and I announced our engagement.

"As part of the new 2nd Ave Subway Project, an existing tunnel constructed in the 1970’s will be connected to the new subway and used as new running tunnels. The existing tunnel had to be modified to comply with newer structural and fire life safety codes and to be connected to the new cut and cover station at 96th St. This paper will discuss the complexities of tying an existing tunnel constructed over 40 years ago into the new station and allowing for movements due to the unloading of the existing tunnel and the differential settlement of the two structures during both the construction and permanent condition. Topics that will be discussed include structural analysis, ground improvement techniques, selection of support of excavation walls, working in contaminated soil and instrumentation and monitoring of the structures. It will also cover retrofitting the tunnel to comply with updated Fire/Life/Safety requirements. PROJECT OVERVIEW The Second Avenue Subway (SAS) will be the first major expansion of New York’s subway system in over 50 years. To be constructed in four phases, it will run from 125th St. in Harlem to Hanover Square in the Financial District (see Figure 1). For most of its length, the alignment is directly under the Second Avenue roadway."
