The in-situ deformability of a highly jointed basalt rock mass was determined by two distinctly different methods: one, by the NX- borehole jack method where the displacements of opposing curved platens were related to the applied hydraulic pressures, and; two, by the modified Goodman jack method where the tangential strains on the borehole walls were related to the induced tangential stresses. The modulus obtained by the modified Goodman jack method were much higher than those obtained by the NX- borehole jack method. To explain the discrepancy, the influence of fractures and test variables such as depth, orientation, hole number and applied pressure on the calculated modulus of the rock mass were analyzed by factorial analysis and it was found that the orientations and depths of measurement has statistically significant effects. The in-situ deformability values obtained by non-linear regression analysis were also found comparable with other measurements and empirically predicted values for the basalt rock mass.

Rock surrounding mine openings frequently is an impermeable type such as shale or granite. Most rock, however, has joints, bedding planes, cleavage planes, or other potential discontinuities. Permeability to fluids (gas or liquid) may exist via natural joints or fractures in an otherwise impermeable rock. In the mining situation, tectonic and induced tensile and shear stresses may be great enough to cause joints to open or fractures to develop in previously solid rock. The rock, as a result, becomes less self-supporting and may - require artificial support such as rock bolts or timber. Simultaneously, as fractures develop, permeable paths may be created. If fluid can be injected into a previously solid and impermeable rock mass, a logical conclusion is that a fracture (crack) flow path must be transmitting that fluid. The U.S. Bureau of Mines Laramie (Wyo) Energy Research Center has been evaluating results of in-situ oil shale fracturing (hydraulic or explosive) and retorting experiments by. a fluid (air) injection , and borehole air flow profile logging technique since 1956 (1, 14, 15). In the oil shale case, it is imperative to know the location and flow capacity (permeability) of natural fractures, if they exist, and induced fractures that inter-connect vertical wellbores at depths of fifty to several hundred feet. By injecting air into one wellbore in a system of several wells and measuring input volume and pressure while simultaneously measuring the output of other wellbores, the minimum areal extent of interconnecting permeable fractures can be determined. Exact locations (depths) of fractures and individual fracture flow capacities between wellbores can be determined by air flow profile logging (14, 15). Knowledge of fracture locations and permeability is essential to rational experimental in-situ retorting design.

In 1986, the US Bureau of Mines (USBM) embarked on a major research effort to develop technology that could substantially reduce worker exposure to face hazards by simply relocating the equipment operators to an area of relative safety. This reduced-exposure mining system (REMS) research effort enhances the USBM's ongoing health and safety efforts aimed at reducing and controlling dust and noise and reducing accidents through training and better mining practices. This paper reports on the progress made on the developing research and demonstrates the technologies required for the computer-assisted teleremote operation of continuous mining machines, haulage systems and roof bolting machines.

The fundamentals behind a novel approach for creating inorganic/polymer hybrids are described. The binding of +2 charged ions, specifically Cue-and Cat+, to ionic functional groups is explored through UV-Vis spectroscopy and zeta potential measurements. The novel approach uses an electric field to drive ions into a functionalized polymeric matrix, thereby inducing the precipitation of calcium phosphate species. Scanning electron microscopy images of the resulting composite illustrate the results of these precipitations with two distinct morphologies observed.

Depression of copper sulfides followed by MoS2 flotation is the most commonly practiced technique for Cu-MO separation. Although numerous organic depressants have been developed in the past, a majority of the currently used copper depressants are inorganic compounds (ex. NaHS, Nokes reagent, etc.). A unique advantage of organic depressants over the inorganic compounds is the potential versatility for design of the organic molecule to suit many requirements. The present study was initiated to systematically investigate the structure- activity relationships for a large number of organic complexing agents in comparison with the commonly used inorganic depressants that are often inefficient and hazardous. The results obtained in this study are discussed in light of the useful correlation obtained between practical solution redox potential and depressant activity. Several requirements, such as the presence of an active -SH and hydrophilic -OH or -COOH in the organic molecule, are identified for a reagent to be a satisfactory depressant. Some preliminary results on the desorbability (or destruction) of collector coating on the sulfide surfaces in the non-xanthate collector systems are also discussed.

Strictly defined, a stull is an inclined or horizontal timber support; a vertically placed timber is defined as a prop. Common usage allows the catchall term "stull" to refer to all such uniaxial mine support, regardless of orientation. Typically a stull is a round wooden column that is wedged in place to provide short-term auxiliary support between sill and back, or between hanging wall and footwall. Stulls may be used exclusively or in con- junction with other support systems such as roof bolts, shotcrete, or cribbing. Stulls are used both as local temporary support in stoping operations and for uniform systematic support installations. Where stoping areas are to be abandoned soon after excavation, stulls may be used to provide temporary support during mining operations. Where controlled caving and subsidence is required, stull supports are designed to fail in a systematic, predictable manner. Wood type is selected on the basis of availability, price, and load carrying characteristics. Coniferous woods are typically used, especially to carry heavy ground loads. Brittle woods are generally avoided because of their tendency to fail suddenly. Gradual yielding failure is preferable to sudden, unexpected failure of the support. Some usage of wood from deciduous trees such as cottonwood and other poplars has been reported in Grants, NM. These stulls reportedly mushroomed as the ground load increased but continued to maintain their structural integrity. Stulls fabricated from structural steel are used in special applications. Adjustable lengths are commercially available in mechanical, hydraulic, and pneumatic designs. The high cost of mechanical stulls limits their use to mining systems where recovery and reuse is possible. End blocking, also called headboards or footboards, uses wood blocks that are placed between the stull end and the ground they are supporting. The blocks are typically 50.8 to 101.6 mm (2 to 4 in.) thick, 203.2 to 304.8 mm (8 to 12 in.) wide, and 381 to 609.6 mm (15 to 24 in.) long. End blocking serves to distribute the support over wider back area. Compression of the end blocking gives visual indication of wall movement prior to failure of the stull. A common application of the stull is in flat-bedded uranium mining during pillar extraction. Many western US uranium mines use a pillar pattern development to delineate the irregular ore pods. After development of an appropriate sized pillar, the ore pillars are then sequentially mined out, leaving the undercut hanging wall or back to cave. Where thickness of the ore is less than 4.3 m (14 ft), stulls are generally used to provide ground control as the pillar is removed in slices. Experience dictates the density of stull placement. In general, the number and size of stulls should be sufficient to resist ground closure and to provide support for drilling and loading operations adjacent to the pillar. Stulls next to the mining face are often lagged 0.9 to 1.2 m (3 or 4 ft) up from the floor (or sill) to confine the blasted ore to a passage next to the pillar. Mucking is simplified by this confinement. Experience dictates whether back control along a mining face requires removal of stulls to allow con- trolled subsidence of the back or hanging wall. Without caving or closure, abutment pressure can create poor ground conditions near the pillar.

A Mark IV surface force apparatus (SF A) was used to conduct direct force measurements in dodecylamine hydrogenchloride collector solution between mica surfaces at varying pHs. It has been found that the long-range hydrophobic forces reach a maximum at pH 9.5, which also corresponds to the maxima attained by the contact angle and flotation recovery of quartz. The charge densities are comparable on both mica and quartz surfaces (0.40-0.48 run2), making it possible to draw conclusions on the flotation of quartz from the direct force measurements conducted on mica. Therefore, it may be suggested that the maximum flotation recovery of quartz m the range of pH 8.0-10.3 may be attributed to the appearance of long-range hydrophobic force, which in turn can be related to the formation of a close-packed monolayer (or hemimicelle) in the presence of neutral amines formed as a result of hydrolysis.

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. The TESCAN Integrated Mineral Analyzer (TIMA), an automated mineralogy system, enables fast and quantitative mineral analyses of rocks, ores, concentrates, tailings, leach residues or smelter products. It combines BSE and EDX analysis for identification and measurement of mineral concentrations, particle size distribution, and liberation/locking parameters. In addition, it can provide bright particle searches for PGM, gold-silver ores, and/or REE. With the newly developed Automated Loading System (AutoLoader), the TIMA has become the world?s first automated mineral analyzer which permits robust, continuous and unattended sample loading. With the AutoLoader (robotics) system, the TIMA has emerged as a powerful plant support instrument. It increases the sample throughput, minimizes manual labor and enables 24/7 operations. As such, it can be used in daily, continuous mineralogy for mine geology/ore control, concentrators, leach operations, and smelter support. It will also increase the capabilities of technical service centers for mining companies, commercial laboratories, large drilling programs or pilot test campaigns. In combination with a highly automated sample preparation lab (sizing, potting and polishing), TIMA technology can establish high-throughput and fast-turnaround automated mineralogy lab modules for mine-site production support.

It is no mystery why the mining industry has such lofty safety standards. In dealing with Mother Nature and gravity, the combination of the two can create significant hazards from high wall and tunnel collapses to huge landslides. The loss of production from a major disruption could be enormous. The price tag on the loss of human life is immeasurable. The evolution of geotechnical instruments and software has been ongoing for years. But the biggest innovations have occurred during the era of cell modems, internet, and wireless networks, allowing for real time data and alarms to be delivered globally anywhere and anytime to one?s computer, laptop and smartphone. Yet in some ways you can thank the urban construction projects for developing much of the technology in use by today?s mines. Due to the density of population and the billions in dollars of structures and infrastructure in cities throughout the US and the world, urban projects have faced intense scrutiny for years. Out of this scrutiny was born the necessity of real time automated monitoring of instrumentation and sensors, a defence against catastrophic failures, and real time early warning systems through alarms that can and do saves lives. It is also possible to identify areas of concern with subsequent remediation prior to failure.

The southeastern region of the United States has long been a major market area for coarse and medium particle size natural ground calcium carbonate fillers. The primary market for calcium carbonate in the southeast traditionally has been as fillers in building materials such as carpeting, joint cement and roof shingles. In these applications the economic value of the calcium carbonate in the final product is weighted more toward lessening the cost of the final product, as opposed to contributing any desirable physical characteristics. For example, in carpet backing applications the calcium carbonate filler does little more from a physical standpoint than add weight and body to the backing adhesive. The important factor in the use of calcium carbonate in carpet backing is that it can be used at high loading levels to replace the more expensive latex binder, thus lessening the cost of the final product. It is estimated that calcium carbonate producers in the southeast sell in excess of 200,000 tons (181,436,000 kg) annually for use in latex compounds for carpet backing applications.

The Waste Isolation Pilot Plant (WIPP) performed a feasibility analysis for the purpose of either modifying, supplementing, or replacing its two main mine fans. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) fa¬cility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Since the centrifugal fans were installed in 1988, multiple op¬erational and performance concerns have been identified. A com¬prehensive engineering study was conducted in 1995 to: 1) Qualify and quantify operational concerns, 2) Evaluate possible alternatives, and 3) Recommend an optimum solution. Multiple system modification and/or replacement scenarios were evaluated with associated cost estimates developed. The study considered replacement with either centrifugal or axial fans. Multiple fan duties are required at the WIPP. Therefore, Variable Frequency Drives and Inlet Vane Controls (IVC) were investigated for centrifugal fans. In-flight adjustable blades were investigated for axial fans. The study indicated that replacing the existing system with two double-width, double-inlet centrifugal fans equipped with IVCs was the best choice. This alternative provided the most desirable combination of: 1) ensuring the required operational readiness, and 2) improving system performance. The WIPP is currently planning to replace the first fan in 1997.

During 1993, contraction of indus¬trial economies in Germany (-2%), France (-1 %), Japan (-0.1 %), Eastern Europe (-2%) and the former Soviet Union (-13%) dimmed prospects of a robust economic recovery for North America. Some European countries that suffer from high unemployment and large government deficits have non-com¬petitive cost structures that will require long-term economic reforms to solve. Restructuring in the United States also continued in 1993. The sluggish pace of the US economic recovery, in¬troduction of federal tax increases and the persistence of high levels of unemployment did little to inspire consumer confidence. By the end of the year, however, sales of consumer durable and capital equipment began to grow. Depressed demand for minerals by industrial economies in recession was partially offset by continuing rational¬ization or abandonment of non-competi¬tive productive capacity in Eastern Eu¬rope and the former Soviet Union. Al¬though aluminum, lead, titanium sponge and zinc prices fell, increases in copper and steel consumption helped steady their prices along with prices of some alloys. Cash flow to the mining industry - the primary source of exploration funds - was therefore constrained. For many companies, exploration expendi¬tures were reallocated geographically and in terms of commodities sought.

New Mexico lies at the eastern edge of one of the world’s great metal-bearing provinces hosting numerous Laramide and Paleogene mineral deposits. Southwestern New Mexico contains Laramide porphyry Cu (±Mo, Au) and Paleogene Mo-W deposits. Porphyry deposits are generally large, low-grade deposits containing Cu, Fe, Mo, Au sulfides (and other metal sulfides) associated with porphyritic intrusions and exhibit characteristic alteration styles. Porphyry deposits can also be spatially and temporally associated with skarn deposits and polymetallic veins. All of these deposits have the potential to host various critical minerals, including Cu, Zn, Bi, Co, Ni, rare earth elements (REE), Te, and W. Critical minerals may be found as substitutions within ore minerals or as separate mineral phases. These deposits are constrained using 40Ar/39Ar dating into three ore-producing magmatic pulses: 1) ~78–71 Ma Laramide pulse, 2) ~59–50 Ma, Laramide pulse, and 3) ~40–30 Ma Paleogene pulse. New and historic whole-rock geochemical data have highlighted areas with critical minerals potential that require further study.

Anecdotal reports of high rates of congenital malformations and spontaneous abortions at the Shiprock Indian Health Service Hospital in San Juan County, New Mexico prompted an interview survey, obtaining data from families of 26 former uranium miners and 30 controls. Results supported the possibility of increased fetal wastage and congenital malformations. However, definitive conclusions were obviated by methodologic limitations in terms of selection of cases and controls and interviewing technique, as well as very low numbers and lack of statistical significance. The Council of Environmental Quality (1980) published a report which singled out San Juan County, nationally, as having an extra-ordinary high rate of congenital anomalies reported from birth certificates in the years 1973-75. San Juan County is in the northwest corner of New Mexico and includes the northeastern edge of the Navajo Indian Reservation. It has been the site of uranium mining and milling and also of coal mining (Clement Associates, 1980). While much attention has been focused on lung cancer and chronic lung disease as health hazards to uranium miners, virtually no attention has been focused upon possible reproductive effects that may result from exposure to radiation. Could these reports indicate such an additional arena of health effect either on miners or on others living in the vicinity of the mines and mills? The biologic and epidemiologic literature does not lend much support for adverse genetic outcome. The UNSCEAR report (UNSCEAR, 1977) summarizes much of the existing data. For example, on the basis of many animal studies and what has been observed in atom bomb survivers in Japan, it has been estimated that mutation rates resulting from low LET radiation to paternal germ cells would be 60 X 10-6 recessive and 20 X 10-6 dominant mutations per gamete per rad. There would be a five-fold increase in the number of recognizable abortions. The doubling dose for genetic disorders in mice is estimated at 100 rads. The assumption has been that low levels of exposure, such as might be received occupationally from uranium mines and mills or environmentally will produce reproductive effects that would defy distinction from background rates. However, the possibility can not be dismissed. In man, spermatogonia are thought to be three-fold more sensitive than in the mouse. Also, the high LET radiation from alpha particles is as much as 20-fold more effective in inducing changes in meiotic and post meiotic stages of cells, compared with low LET radiation. There is some degree of localization of alpha emitters in testicular tissue after inhalation of radon and radon daughters (Blanchard, R.L. and Moore, J.B., 1971; Pohl, E., 1964). The slopes of doseeffect curves are affected by type radiation and rate of administration. Data on such curves are poorly defined and debated as to whether there may be increased or decreased effect per unit dose at low levels of high LET radiation. Increased rates of aberrations of chromosomes in peripheral lymphocytes cultured from uranium miners have been reported (Brandom, W.F., et al., 1978). At cumulative exposures of 100 working level months (WLM) or less, a range of exposure lower than the limit of current occupational standards, the aberrations were increased more than two-fold. Our interest has led us to pursue the question of reproductive effects along three separate paths of inquiry: studies of the secondary sex ratio, cytogenetic study of human sperm, and studies of rates of congenital anomalies. I will present the thrust of our findings, most of which remain preliminary, comment on their interpretation and limitations, and indicate directions needed for future research. The secondary sex ratio is the ratio of males to females at birth. In the U.S., the ratio averages around 1.05. Ratios in blacks are somewhat lower (1.025) than in whites (1.053). For American Indians, the data are less definite. Values from Oklahoma and California are similar to whites (1.05). Southwestern tribes have, as we shall see, varying levels. The theoretical effects on sex ratio resulting from irradiation of the zygote are based on the principles of sex-linked genetics, including differential effects of lethal dominant and recessive mutations on the sex chromosomes, complicated by possible non-disjunctional events. Observations have done little to clarify, confirm or refute the theories. The sex ratio of progeny of survivers of the atomic bomb showed little change (Schull, W.J., Otake, M., and Neel, J.V., 1981). Observations in children of uranium miners having been inconsistent. Most frequently cited is a study of miners in Czechoslovakia (Müller, C., Razicka, L., and Bakstein, J., 1967). Compared with children born to miners prior to the start of mining, the sex ratios of children born after the start of mining were decreased -statistically significant after correcting for birth order. The ratios in first-born children were, before the start of mining, 1.118, and, after the start of mining, .713. In the interview survey at Shiprock, the sex ratio in families of non-miners was 1.03, and in families of miners it was 0.73 (p < .05). Dr. Alan Goodman at the University of New Mexico has studied trends in the sex ratio in the general population in New Mexico and Arizona with particular reference to counties in the Four Corners area and the Navajo Indian Reservation, areas where uranium mining has been active_ His findings (unpublished) are as follows: (1) Beginning in the early 1950&apos;s, there has been a modest, but persistant and statistically significant decline in the secondary sex ratio for the state of New Mexico compared with the U.S., a decline that roughly parallels the emergence of uranium mining in the Grants mineral belt in northwestern New Mexico. In the minerals industry today, the ?low hanging fruit? that once existed to debottleneck production and improve recovery, while meeting market needs for quality in mineral processing operations, are more and more difficult to find. Systematic methods for establishing plant mass flow, recovery, operational efficiency and control strategy in context with customer specifications provides the necessary insight and confidence for plant operators to prioritize improvement projects in order to maximize return on investment (ROI) for the site. The evaluation of aggregate and industrial mineral processing plants requires the following steps when projecting cost saving opportunities: collecting background data, conducting a base-line evaluation, analyzing specific unit-operation performance, defining investment options, prioritizing the selected improvement opportunities and the implementing process changes. The following paper describes the approach and challenges of developing an improvement plan for a dry and wet mineral processing operation.
