The performance of seals in boreholes, shafts, and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines, and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in-situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall and others, 1982). This research involved the installation, extensive hydraulic testing, removal, and post-test examination of a l0-cm-long by 10-cm-diameter cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble peak in the Santa Catalina Mountains, Arizona. A test hole was diamond cored in the re-crystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diameter, and dips at 10.4 degrees. The hole extends between two drifts and thus is accessible from both ends.

The nature of adsorbed calcium carboxylates (oleate and stearate) has been investigated by in-situ/ex-situ Fourier transform infrared internal reflection spectroscopy (FTIR/IRS). Previous spectroscopic studies in alkaline solution have shown that adsorbed carboxylate is characterized by a C-O stretching vibration at about 1550 em?1 for less than monolayer coverage. Similar results were found in this study. More specifically, in this study such a singlet at 1550 cm-1 was found for LB monolayers of calcium distearate transferred as a condensed layer at a high film pressure to the surfaces of fluorite and germanium. Normally the spectrum of bulk calcium distearate reveals a doublet at 1575 and 1540 cm-1, characteristic of a three dimensional 7-fold coordination for calcium carboxylate complexes. This doublet is generally found for carboxylate multilayers formed by spontaneous adsorption at the surface of calcium minerals. In this regard, the spectral evidence suggests that whenever the calcium dicarboxylate is constrained at a surface as a condensed layer, the 7-fold coordination can not be satisfied and the surface carboxylate is forced into a two dimensional symmetrical coordination with a singlet at 1550 cm-1. On the other hand, if the Langmuir-Blodgett (LB) monolayer calcium distearate film is transferred at a low film pressure the doublet is observed. This analysis is further confirmed by the spectral results for LB transferred calcium distearate monolayers at a hydrophobic silicon surface. Even though these are condensed monolayers formed at high film pressure, the carboxylate group, oriented away from the surface, is no longer constrained by the surface force field, and thus exhibits the characteristic doublet of the bulk calcium distearate salt.

This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14,000 kPa (2,000 psi) were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room-and-pillar mines so that a Substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the coal-crete pillar system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

"The Teck Highland Valley copper (THVC) mine is located approximately 55 km (34 miles) southwest of Kamloops and approximately 20 km (12 miles) west of Logan Lake, BC, Canada (Fig. 1). Mining at THVC is conducted at three openpit operations comprised of Valley, Lornex and Highmont with a total annual output on the order of 300 kt (330,000 st) copper concentrate and 5 kt (5,500 st) of molybdenum concentrate. The Phase 8 pushback in the Valley Pit (Fig. 2) was mined from 2011 to 2016. Successful slope steepening occurred in the later stage of the pushback with the implementation of presplit blasting in 2015 and 2016.This article summarizes the investigation and design approach including: structural analysis, kinematic assessments of bench breakback potential, development of discrete fracture networks (DFNs) to characterize discontinuity fabric, rockfall modelling, 2D anisotropic limit equilibrium and 2D distinct element modelling, assessment of potential kinematic failure modes affecting double benches with 3D distinct element modelling and improved blasting techniques using e-dets. THVC is currently undertaking a mine life expansion involving the pushback of the west wall of the Valley Pit above Phase 8 to extend the mine life to 2029. Engineering geologyThe east wall slope in the Valley Pit is comprised of a 350-m (1,148-ft) thick sequence of glacial valley sediments that occur along the Highland Valley (Fig. 2), exposing an overburden slope up to about 225-m (740-ft) high below the crest of the ultimate east wall. The glacial overburden units consist of pro-glacial outwash and glaciofluvial deposits, glacial outwash sands and gravels interbedded with till and alluvial fans consisting of cross-bedded sands and sandy-gravels. Lacustrine sediments occur within the mid to lower portion of the glacial sequence and contain intervals of low-shear-strength clays and silts. Two large (1.3 and 7 Mt or 1.4 and 7.7 million st) waste rock buttresses were required to maintain slope stability using slot-cut and fill mining methods, as described in Fortin et al. (2011).The Valley porphyry deposit occurs in the central portion of the late Upper Triassic Guichon Creek Batholith, which intrudes assemblages of the Permian Cache Creek and Upper Triassic Nicola groups. The Valley deposit occurs in an area of intense fracturing near the intersection of the northerly trending Lornex Fault and the northwest to westerly trending Highland Valley Fault."

Introduction The relationship between precious metal miners and gold refiners has been uneasy over the years. Reasons for this uneasiness and lack of trust include technical factors, economics of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates, and sponge produced at the mine site are notoriously difficult to sample. A nonrepresentative sample can be the cause of misunderstanding and distrust. Dote, however, is relatively homogeneous and can be correctly sampled and analyzed with greater reliability. Second, the technology and chemistry of fine gold and silver production is complex and quite different from dote production. Most mining companies are content not to be involved with additional processing steps. From the standpoint of process economies, it is easy to see why miners and refiners are separate groups. Mine location is dictated by the natural occurrence of ore bodies. Heavy capital investment requirements for infrastructure in remote locations usually limits companies to produce the first marketable product from a mine. Beyond that point, the economies of scale and large capital investments for refineries generally dictate that the outputs of several mines be combined to feed a single refinery. The refin¬ing process is so complex that refineries are generally built in larger cities with a skilled labor pool. Therefore, only the largest mines can afford to refine their own output. Lastly, there are cultural differences between the miner and the refiner. The miner, particularly the small gold miner, is by definition a risk taker in a risky business. Refineries, on the other hand, have historically been operated under legal or implied monopolies approved by the government. The government is interested in owning gold, either for currency reasons or because many national mints are major users of gold coins. It is not surprising, then, to find that miners may regard refiners as part of an unresponsive government bureaucracy or, worse, as "city slickers." It is easy for the two groups to distrust each other with these different backgrounds. The interface between miner and refiner does exist and affects nearly all precious metal mining companies and most refineries. This paper discusses the technical and economic aspects of the interface. It points out how both parties can improve the relationship. Technical interface Precious metals selectively dissolve to produce a pregnant solution. They are then recovered from solution by zinc precipitation (Merrill-Crowe process) or by absorption onto activated carbon. This is followed by stripping and electrowinning. At this point, the mining company must decide whether to ship precipitates (or sponge) to refiners or to produce a dote. Some factors the company must consider are the ability to sample precipitates, concentrates or sponge, security of storage, and production rates. An important factor is the incremental cost (capital and operating) of converting precipitates or sponge into dote at the mine. Generally, mines prefer to melt precipitates or sponge to dote to avoid prob¬lems associated with sampling them. There are three types of fur¬naces used by mining operators to melt precipitates to dote. The first and most widely used is a sil¬icon carbide crucible heated ex¬ternally with a gaseous liquid fuel. The crucible is easy to use and slag can be skimmed before pouring dote. This simple system is capable of handling 1 t/a (32,000 oz per year) gold. It could cost as little as $20,000. More complex systems could cost up to $200,000. The second type of furnace is the gas- or propane-fired rever¬beratory furnace. This is usually used only by large-scale opera¬tors in the silver business. Precip¬itates in reverberatory furnaces come in direct contact with the flame. The large volumes of flue gas can carry significant amounts of dust and fume that must be re¬moved from the gas before dis¬charging it to the atmosphere. In the days when the Rand re¬finery in South Africa used reverberatory furnaces, the silver leaving the furnace in the form of vapor and fume was estimated at 2.2% of the total silver charged to the furnace. The gold in the gases was about 0.03% of the gold charged. Most of this silver and gold was recovered in the exhaust gas scrubber system. These scrub¬ber systems can be more costly than the furnace itself.

"PROJECT OVERVIEW Crossrail, Europe’s largest construction project, will increase London’s transportation capacity by 10% when it opens in 2018. The Crossrail scheme is a combination of surface and underground railway that stretches 118km east-west through central London from Reading, Berkshire and Heathrow airport in the west to Shenfield, Essex and Abbey Wood in the London Boroughs of Greenwich and Bexley in the east. Crossrail will serve 40 stations, ten of which are new, and bring 1.5 million people within 45 minutes commuting distance of London’s key central business districts. 21km of the Crossrail route comprises twin-tunnels beneath the heart of central London. It is the central section of the route, and the challenges that had to be overcome to construct its tunnels under the historic capital that forms the subject of this paper. The route of the Crossrail tunnels can be seen in Figure 1. These tunnels weave their way through the city’s underground landscape, linking eight new underground stations which connect to the existing London Underground network, providing interchanges with nine existing lines as well as the National Rail and Docklands Light Railway networks.Crossrail began construction of enabling works in May 2009 and launched the first of eight tunnel boring machines (TBMs) in May 2012. 42km of major tunneling work was completed in May 2015, and included 11km of sprayed concrete lined tunnels at the five mined stations (Bond Street, Tottenham Court Road, Farringdon, Liverpool Street and Whitechapel) in addition to the bored tunnel sections. The remaining three sub-surface stations at Paddington, Canary Wharf and Woolwich were constructed as large open boxes prior to the TBMs passing through. Crossrail, Ltd. is a special purpose company formed by the project’s joint sponsors, Transport for London and the Department for Transport, to manage design, construction and commissioning of the project. In 2009, Crossrail engaged Bechtel Ltd. as its delivery partner and a joint venture, Transcend (comprised of CH2M, AECOM and the Nichols Group), as its programme partner. The project is being managed by an integrated programme management team which is staffed by Crossrail and its partners. The railway, when opened, will be operated by Rail for London. With tunneling completed in accordance with the project’s master control schedule, the new railway is scheduled to commence dynamic testing in late 2017, with a phased opening of the tunneled sections and stations through Central London in 2018."

"Current Environmental Protection Agency (EPA) risk models and asbestos fiber counting techniques for monitoring airborne exposures treat all fibers as being equivalent and ignore the effect of dimension on toxicity. While this may have been appropriate when modern analytical methods were not available, the measurement world is now fully capable of making the appropriate distinctions. The importance of width as a determinant of carcinogenicity has been recognized for nearly 30 years within the published literature. Stanton,1 in a landmark study of a suite of fibrous materials, found that durable mineral fibers with widths less than 0.25 mm and lengths longer than 8 mm were causally associated with the induction of tumors. Pott,2 in a later study, postulated a fiber toxicity model that agreed reasonably well with the Stanton findings, but extended the concept to include varying toxicity as a function of length and width. Wylie et al.3 reanalyzed samples used by Davis et al.4 and found that tumor generation was strongly and inversely correlated with fiber width. Crump5 testified increasing fiber length was correlated with disease occurrence. Lippman6 reviewed a number of studies and suggested that mesothelioma was closely associated with long, thin fibers. Berman et al.7 published a risk model, which found that disease was correlated almost exclusively with fibers longer than 40 mm and width less than 0.25 mm. Recently, Loomis et al.8 reanalyzed textile mill samples and found that aspect ratios greater than 40:1 were highly correlated with disease. Incorporation of width into risk models has been limited by the availability of data from operating asbestos plants and, in particular, the observation of an asbestos plant for which there is no observable mesothelioma. There have been only limited studies published on the dimensions of asbestos fibers, with a few serving as the primary references in other literature.9_13 A rare opportunity to collect detailed concentration and dimensional data of airborne crocidolite from an operating asbestos-cement plant using modern analytical procedures arose, providing a chance to supplement the existing literature on airborne fiber dimensions. The asbestos-cement plant is located in the eastern end of Cochabamba, Bolivia along Highway 4. Cochabamba is a relatively large city located in the Andes Mountains, approximately 250 km southeast of the capital La Paz. The city sits in a valley that runs east-west with mountains to the north and south. The crocidolite used in the products made at this facility is mined in central Bolivia, approximately 75 km northwest of Santa Cruz. The crocidolite is a fibrous magnesioriebeckite 14 (blue asbestos). Crocidolite fibers from Bolivia were the subject of prior reports suggesting the fibers are generally longer and thicker than crocidolite from Australia or South Africa.9 At the cement plant, the run-of-mine crocidolite was first pulverized using a hammer mill and then sieved on vibratory sieves to produce fibers of limited size ranges for use in the cement. The sieved crocidolite is mixed with other components, including recycled cement product, to produce a slurry that is vacuum filtered into sheet form. The sheets are then manually molded into a corrugated shape, air dried, and sawed (using circular saws) to accepted dimensions. The sawed sheets are cured in soaking pits for 28 days before being shipped to the consumer. Prior to shipping, the sheets are finished by a light hand sanding followed (at customer request) by applying one or more coats of paint. Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). The Boundary Element Method of Numerical Modeling has become an increasingly popular rock mechanics -mine design tool. It has been used by the Roof Control Division, Pittsburgh Safety and Health Technology Center, MSHA, to aid in the resolution of complex ground control problems since 1985. This paper will present an overview of an evolving simulation process and details of methods utilized to generate necessary coal, rock and gob input properties. Also included is a description of a Deterioration Index System that is used to link model output to observed mine conditions and two case studies to illustrate that process.

The Pinto Valley concentrator of BHP Copper Inc. restarted its sulfide mining operations in September 2007 to produce copper and molybdenum concentrates. During the plant production ramp up, the copper/molybdenum circuit quickly reached the copper grade and recovery targets, but the production and quality of the molybdenum concentrate continued to be a challenge. Even though several improvements in the molybdenum circuit were completed, the final molybdenum concentrate did not meet contractual specifications. After reviewing several options to improve grade and reduce contaminants, the installation of three flotation columns were chosen. The column design and construction were done using in-house craftsmen and engineers. Ten days after commissioning, the columns successfully reached a steady operation and began producing molybdenum concentrate to the required specifications, that is, high molybdenum tenors and low copper and iron content. The Pinto Valley operations, are comprised of the Pinto Valley concentrator, the Pinto Valley dump leaching and a solvent extraction/electrowinning (SX/EW) plant. The concentrator operated from 1972 to 1998 when mining and milling operations were curtailed for economic reasons. The SX/EW plant continued operations for copper cathode production. After a cessation of mining operations of almost 10 years, Pinto Valley operations began a restart project in January 2007, to bring the mine and the concentrator back into production. Copper concentrate production started in October 2007 after refurbishing and upgrading the facilities with a new DCS system and filter plant. The daily targets of the concentrator were to treat 56.7 kt (62,500 st) of ore, produce 762 t (840 st) of copper concentrate containing 27.5 percent copper at recoveries of 86 percent and produce 2.2 t (2.5 st) of molybdenum concentrate containing more than 80 percent MoS2.

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

Today’s industrial technology offers to optimize and reutilize the resources available in terms of scum that remains after hot rolling in steel rerolling mills in Rajasthan, India. Vast reserves of low-grade coal exist and tons of mill scale are produced everyday after hot rolling in steel rerolling mills in Rajasthan, India. The present research work aimed to optimize the various parameters of solid-state reduction of mill scale using low-grade coal from Rajasthan, India. This study investigates the effect of reduction temperature (850–950 °C in steps of 50 °C), reduction time (60 to 180 min, in step of 60 min), mill scale size (800– 300 μm), and mill scale to coal ratio (1:1, 1:2 and 1:3) on achievable metallic iron percentage and its metallization. A higher percentage of iron content is obtained at a lower particle size of 300 μm. The structural analysis is carried out on 300 μm mill scales using XRD analysis, which shows the percentage of iron is approximately 63%, and metallization above 80% can be obtained under the reduction temperature at 900 °C for 180 min, for 1:3 ratio (mill scale to coal ratio). The chemical composition of the mill scale is obtained using X-ray fluorescence (XRF), and particle sizes as well as distribution of mill scale are determined by scanning electron microscopy (SEM). The elements present in the mill scale are also verified using EDS, which indicates the presence of a major portion of Fe, followed by Fe2O3, Si, and C, respectively.

"By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

? A helper stands beside a continuous miner as the operator is at the controls. The operator means to push the stop button but hits the drum rotation start button by mistake. The drum begins to turn and the bits catch the helper's clothing. He is thrown violently to the ground and suffers multiple contusions. ? A farmer's wife helplessly watches her husband drawn into the claws of farm machinery while she frantically and unsucessfully searches for the control to stop the machine. ? A mechanic on the night shift replaces plugs in the lubrication systems of all three engines of an airliner following routine maintenance. In doing so', he fails to notice that "0" ring seals have not been mounted on the plugs. A few hours later, as the fully loaded airliner is cruising high over the ocean, oil pressure on one engine drops precipitously. The pilots quickly shut down the engine and turn for home. Almost immediately, the two remaining engines lose their oil and fail.

Little precise information is available on the effect of mining on the surface topography. It is often assumed that after mining the surface will simply sink. This is not an infallible conclusion as is well illustrated in two of the three examples herein. This paper describes the results of an attempt to precisely measure the surface movement in the area around coal pillars left in place for three oil wells in a completely mined and caved area at the Harwick Mine of the Duquesne Light Company. The dates when the various measurements were made are shown on the data sheets and indicate the rate of surface movement. These oil wells are identified as wells Nos. 2, 3, and 6. This mine property is located on the north side of the Allegheny River at Cheswick, Pennsylvania, and extends in a northerly and westerly direction about five miles. The three well pillars are situated on the westerly side of the Bessemer and Lake Erie Railroad some 2,000 feet from Rural Ridge, Pennsylvania (Fig, 1).

The U.S. Bureau of nines evaluated the potential availability of tungsten from 57 tungsten mines and deposits in 19 market economy countries (1). The 38 properties that were producing at the time this study was performed contain approximately 375,000 tons1 of W03 (tungsten trioxide). The total estimated recoverable resource from all properties studied, both producers and nonproducers, was 1.2 million tons W03 (demonstrated level). Approximately 143,000 tons of W03 is recoverable from producing properties with costs at or below the January 1983 market prices. The study indicates that by 1990 production from currently operating mines in market economy countries will decrease as their demonstrated resources become exhausted. Some of this potential decline may be offset by lower than anticipated levels of market demand, discoveries of additional resources at producing mines, development of other known deposits, and/or discoveries of new deposits. Development of new tungsten resources in market economy countries will likely result in costs higher than exist at currently producing properties. The People's Republic of China has been steadily increasing production and export of tungsten in various form and currently supplies about 25 pct of U.S. imports. China's tungsten mines are large, high-grade operations capable of producing at relatively low cost. These factors, coupled with China's apparent need for foreign exchange, could lead to further expansions of production and exports from China, with a consequent increased dependence by market economy countries on China for tungsten requirements and a threat to the survival of the market economy countries' tungsten industries.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

his summary of international mineral exploration activities for the year 2011 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents [ ] analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2011 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.
