With copper at its host depressed price in several years, producers are looking at every opportunity to cut costs in order to continue operating. Some of the measures that have been applied by different companies include reduction in manpower, high grading, and in some cases partial shutdowns. The most beneficial cost cutting measure implemented by Southern Peru Copper Corporation was to steepen the slope of the final pit limit from a conservative 37 degrees to an average of 48 degrees. By doing so, substantial cash outlays were saved. Southern Peru Copper Corporation (SPCC) operates two open pit copper mines and concentrators in the southern part of Peru, about 150 kilometers from the Chilean bordar. The Toquepala Mine went into production in 1960 and the Cuajone Mine in 1976. Both mines use shovel, truck and train operations. The trains, which haul ore to the crusher or waste to the dumps, are loaded either directly by shovels or by a transfer system. The Toquepala Concentrator treats an average of 43,000 tons per day and the Cuajone Concentrator an average of 55,000 tons per day. Concentrates are shipped via a 200 kilometer railroad to the port city of Ilo where the SPCC smelter is located. The annual production in the smelter from both mines is 290,000 tons of blister copper.

A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper, elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Deep Well turbine pumps receive constantly increasing application to the problem of mining water and other fluids from great depths. Many installations of medium settings are presently operating successfully and it is felt that mach greater depths are immediately within reach. Settings and lifts in excess of 2000 feet: are not at all out of reason with present knowledge experience, and materiels; however, conditions of individual applications will govern in each case and dictate methods and possibilities to the designer. Design and operating problems of deep set -turbine pumps ire discussed together with a description of various types of equipment falling within this category. Although the deep well turbine pump has been produced In the vertical turbine pump industry for many years, the connotation of the word "deep" still remains questionable. Among the manufacturers of this type of machinery, answers to the question implying the practical limitation of setting for a deep well pump will vary to an extreme. Most pump designers are in accord that this type of equipment has not yet been exploited to its fullest degree; however, the subject is admittedly fraught with unsolved problems and un¬tried solutions so that such a discussion must necessarily derive from personal opinion and, belief., even though based on substantial experience and background. For this reason, it will be stipulated that the present writing will deal with what may be termed euphemistically ?a highly controversial subject.? During the nineteenth century, a paper was published under proper authority proving beyond question that the human body could not withstand speeds exceeding 20 miles per hour. As a limitation, this looks ' pretty ridiculous to us today. At the beginning of the twentieth century, there was not a single machine in operation that could be described as mullti-stage deep well centrifugal pump. During 1981 the Florida phosphate industry produced more than 43 million metric tons of phosphate rock - about one-third of the entire world production and also generated nearly an equal amount of waste clay and waste clay-sized product that requires dewatering and disposal. The material balance of solids and water for a typical Florida phosphate mining operation is shown in Figure 1. Historically, the industry has impounded clay waste (about 60% below ground and 40% above ground) in earthen dams, often as large as 800 acres and occasionally greater than 60 ft. high. The dams have served the triple purpose of: 1. Dewatering initial 3% solid waste clay for process water re-use. 2. A reservoir system to minimize water discharge from the mining area and to capture and store rainwater thus minimizing deep well pumping requirements. 3. The ultimate densification and storage of waste clay.

INTRODUCTION The application of micro-computers to the evaluation of an advanced exploration project is illustrated by reference to a large project in the Sudbury Basin region of Canada. The deposit in question is polymetalic (Cu, Pb, Zn, Au, Ag) with a strike length of 3048m (10000ft) and has been explored to a depth of 457m (1500ft) by approximately 1350 diamond drillhole of between 9 - 305m (30-1000ft) in length. The large amount of data involved and the ability to rapidly recalculate geological reserves in response to fluctuating metal prices were key factors in the application of a micro-computer based evaluation system. The evaluation software was implemented at two levels, with data capture implemented mainly on - an entry level workstation comprising an IBM-PC compatible (PC-XT) micro-computer equipped with a 20Mb hard disc, printer and RS-232 serial communication facilities. Data analysis, display, geo- logical modelling and processing was carried out on a high-level workstation based on a Hewlett-Packard 9000 super- micro computer and peripherals, including a 40Mb hard disc, tablet digitizer and plotter. Basic drillhole data was entered either directly at the super- micro or transferred from the PC via the RS-232 link. The evaluation process proceeds once the data is edited and in a "clean" format within a master project database. The software is comprised of a suite of modular, integrated programs based on ease of use, interactive graphics and optimized for the computer workstation. Drillhole data was displayed and plotted as hard copy plots on which geological interpretations were developed. The data was copied into small manageable projects consisting of 100 to 150 drillholes, within which a sectional model was created such that all the models are interconnected along the entire strike with no overlaps. Geological reserves were derived by developing a set of function variables, including Net Smelter Return, within the database. The values of these functions can be displayed on the model sections and "ore” zones defined in accordance with pre-determined cutoff values. Interpolation of the modelled data was then carried out and geological reserves calculated and reported. DATA CAPTURE Drillhole data for the project consisted mainly of existing drillhole logs, although the system allows for the entry of new information as it becomes available. The structure and format (i.e. number and length of variable fields) is user defined. The log for this project comprises an abbreviated section for name, competency, grain size, texture, colour and alteration. Fields are defined for structural information regarding bedding and fault angles and up to seven mineral identification columns and percentages are available. Assay information consisting of the sample number, width and six determinations (Cu%, Pb%, Zn%, Fe%, Au opt., Ag opt.) along with a comments section of 25 characters completes the log. One powerful feature of the data- base is the ability to set up function variables that are mathematical and/or logical combinations of the project variables, enabling the user to develop economic variables such as Net Smelter Return. These functions include current treatment costs, deductions and penalties and can be rapidly recalculated within the database to accommodate changes in metal prices, forecast recoveries and exchange rates (Table 1).

The sign of the surface charge for alkali halides in their saturated brines has been established from non equilibrium electrophoresis measurements and on this basis the flotation response of alkali halides was explained based on the adsorption of oppositely charged collector colloids by heterocoagulation. These surface charge results for alkali halides are generally as expected from simplified lattice ion hydration theory with some exceptions, specifically LiF, KCI, NaCl, KBr, RbBr, KI, and Rbl .The presence of natural oxygen defect states in the crystal lattice and the inaccuracies involved in the gaseous ion hydration free energy values used appear, in past, to be responsible for these deviations. The presence of natural oxygen defect states in KCI, KBr, RbBr, and Rbl as characterized by UV Nis absorption, was found to account for their anomalous surface charge. Further, other positively charged alkali halides, LiF, NaCl and KI, were found to be free of oxygen defect states. Nevertheless, oxygen defects can be created in these alkali halides to make them negatively charged and has been demonstrated for NaCl. Such negatively charged NaCl can be readily floated with positively charged amine collector colloids thus confirming the surface charge/collector colloid adsorption theory.

The abstract discusses the issue of mine equipment fires caused by hot surface ignition of flammable liquids. The research investigates the ignition probability of liquid fuels (diesel, engine oil, hydraulic fluid) on different metal surfaces (stainless steel, cast iron, carbon steel) under various ventilation speeds. The results show that the type of metal and ventilation speed influence the ignition temperature, with diesel being the most easily ignited fuel and carbon steel requiring a higher ignition temperature. The study provides data for understanding equipment mine fires and developing mitigation strategies.

Several years ago, North American mining companies began to realize they needed to expand their spheres to remain viable. This strategy has been successful, according to Robert W. Schafer. Today, companies from other continents have also recognized the need for an international view for long-term growth and viability, he said. Schafer is vice president for exploration with Kinross Gold. He was the program chairman and moderator of the keynote session at the 1997 SME annual meeting, held in Denver, CO, Feb. 23-27. The theme of the meeting was "Minerals - Serving the Global Community." A record attendance of more than 6,000 people participated in the meeting, which featured 415 exhibitors occupying 582 booths. The title of the keynote session was "Corporate Perspectives on a Global Minerals Industry." Each of the three keynote speakers discussed a different perspective of a global minerals industry.

The Buick Concentrator is a highly automated operation which utilizes a process control system for continuous monitoring and control. The process control system development, installation, and application to the concentrator grinding and flotation circuits are presented in this paper. The design and implementation of analog field sensing instrumentation, a continuous on-stream X-ray analyzer, grinding and classfication circuit controls, and a recent digital process control system utilizing a centralized computer are discussed. Emphasis is placed on the project planning and installation of the digital control system including a presentation of future plans for continuing application of computer control.

A kinetic model for leaching of various metals with different lixiviants in a batch system has been developed. Material balances for reactants and products at the solid/liquid interface were formulated and solutions to these balances were obtained in view of practical conditions. Special emphasis has been given to examine mixed controlled reaction systems where both heterogenous reaction and mass transfer play important role on the overall rate expression. The resulting kinetic expressions for either powder or rotating disc are discussed in light of experimental findings for various metals. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.

For more cost effective strata control, a fundamental understanding of the behavior of the support system is needed. To assist in this understanding for shield supports, behavior of a four-leg shield design used on a soft floor in an operating longwall system is presented. The shield was constructed having a split base and a split caving shield. Attention is focused on other-than-normal loading on the canopy and its effect on deformation of the lemniscate links. Examples of the typical bending and twisting deformations are given. Schematics of the canopy, caving shield, and lemniscates showing important forces and moments are presented. Approximate minimum values of the forces and moments are calculated. The need for use of more inclusive three-dimensional design techniques is demonstrated.

Pumpable J-Crib stopping walls and Jennmar high-strength (HS) stopping panel walls are widely used for resisting high-ventilation air pressures and roof support in underground mines due to their installation efficiency, convergence allowance, and better performance than traditional concrete block stopping walls. Based on the different entry dimensions and required maximum ventilation air pressures of up to 36-in. water gauge, 24-, 27-, 30-, and 36-in.-diameter pumpable J-Crib stopping walls, or 18- to 30-in. thick Jennmar HS stopping panel walls can be designed, and their support capacities and convergence allowances are evaluated for better roof control. Pumpable J-Crib stopping walls consist of 0.187-in.-diameter steel wire reinforced, JCrib material-filled bags, and non-wire-reinforced filler bags in between. Jennmar HS stopping panel walls consist of two, 20-gauge (0.04-in.-thick), galvanized, cold-formed steel panels with J-Seal materials pumped in between. Based on the fundamental structural design principles and specifications of ACI 318-19(22), the compression and flexural strength, and shear resistance of the walls can be checked to be compliant with the codes and specifications following the load and resistance factor design (LRFD) method. Specifically, the 0.187- in.-diameter steel wires in the pumpable J-Crib walls and 20-gauge steel panels in the HS stopping walls are integral parts of the walls and are considered to effectively confine the J-Crib or J-Seal materials. These steel elements play a significant role in reinforcing and improving the strength or support capacity of the stopping walls from a structural design perspective. Because of the high ductility of low-density J-Crib/J-Seal materials and steel elements, these walls are good at accommodating or absorbing the roof convergence (≥5% entry height), which cannot be matched by a traditional concrete block stopping wall (Figure 1). Based on the successful design and application of these stopping walls in different mines for improving roof stability and avoiding the air leakage, the authors have formulated the design methodology and verified independently by the finite element analysis (FEA) simulation technique. This design methodology combines the fundamental structural design principles with specific wall dimensions and material properties, facilitating mine engineers and government agencies to understand the in-depth working mechanism of these stopping walls.

"Location: The Menominee district has been described geologically in several units, because the known iron-bearing formations of the larger region are not a really connected. From the commercial and mining standpoint, however, the district em¬braces, all that territory extending from a point about five miles east of Vulcan to a point a few miles west of Iron River, an east-west distance of about fifty miles, and from a line about two miles south of Vulcan to one ten miles north of Crystal Falls, a north-south distance of about thirty-five miles. This area is largely in the State of Michigan, but includes more than two hundred square miles in Florence County, Wisconsin. The chief towns of the district are Vulcan, Iron Mountain, Iron River, and Crystal Falls, in Michigan, and . Florence in Wisconsin. The Wisconsin portion of the district has not produced a large portion of the output of the area.History: The earliest reports of iron ore in the Menominee district were made by J. W. Foster and S. W. Hill, who conducted a geological exploration from Lake Superior to Green Bay in the fall of 1848. It is a remarkable fact that in spite of their plain statements regarding their discoveries, these state¬ments were apparently forgotten for a period of nearly twenty years. Foster states that ""about two miles southeast of the lower falls (of the Twin Falls on the Menominee River) near Sec. 30, T. 40 N., R. 30 W. there is a large bed of specular iron ore associated with the talcose and argillaceous slates. It makes its appearance on the north side of the Lake and can be traced a mile and a half in length and in places is exposed one hundred feet in width."""

Each year hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s implementation of an IoT-based intelligent machine monitoring system to improve safety during operation and maintenance at a concrete batch plant. INTRODUCTION Of the hundreds of machinery-related accidents occurring every year in the mining industry, incidents involving stationary machinery at surface mines continue to be amongst the most frequent [1]. A National Institute for Occupational Safety and Health (NIOSH) study showed that the majority of fatal accidents involving stationary machinery at surface mines occurred at sand and gravel (38%) and stone (26%) operations. Of these accidents, entanglement in conveyor components were the most common cause of fatal accidents (48%) [2]. The same study stated that one-third of these accidents involved improper lockout/tagout (LOTO) procedures as a contributing factor. The U.S. Mine Safety and Health Administration (MSHA) acknowledged this problem, stating in a recent request for information (RFI) [3]: “Since 2007, there have been 17 fatalities related to working near or around belt conveyors, of which 76 percent were related to miners becoming entangled in belt drives, belt rollers, and discharge points. Factors that contribute to entanglement hazards include inadequate or missing guards, inadequate or an insufficient number of crossovers in strategic locations, and/or inappropriate lock out/tag out procedures. Systems that can sense a miner's presence in hazardous locations; ensure that machine guards are properly secured in place; and/or ensure machines are properly locked out and tagged out during maintenance would reduce fatalities [3].” In response to this problem, NIOSH’s Spokane Mining Research Division (SMRD) is exploring the potential application of Internet of Things (IoT) technologies to provide cost-effective intelligent machine monitoring systems for improved worker safety [4, 5]. SMRD partnered with Central Pre-mix CRH Company (Central Pre-mix) to develop and install a proof-of-concept wireless IoT solution to monitor machinery and conveyors during operation and maintenance. Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are some- times large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy Bureau of Mines- sponsored subsidence study at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County) , West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar re- treat mining. Findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water levels at shallower depths. Post-mining values of hydraulic conductivity were typically somewhat higher than pre-mining values. Changes in water chemistry associated with mining were not sufficient to render the water unfit for human consumption.

As part of an overall laboratory and plant test program to determine mixing and other techniques relating to the more economic use of bentonite as an iron ore pellet binder, a settling test was developed for measuring the bentonite content within a pellet or within a batch of pellets. Between pellet batches, each containing a different level of bentonite, the dry fracture load is directly proportional to the bentonite content between pellets of the same batch, however, the fracture load is inversely proportional to the bentonite level; this is explained by a negative correlation between a pellet's size and its bentonite content and the fact that larger pellets can withstand a higher fracture load than the smaller.

Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Associated with the handling, treatment and management of waste products are a number of environmental problems. Environmental problems are not new to the minerals industry.
